Air-cargo facilities are being ramped up for exporters as the government braces for getting over the challenges stemming from Indian embargo on the third-country transshipment arrangement for Bangladesh. Bangladesh is set to inaugurate its first-ever ocean satellite ground station in Chattogram by the end of this year, marking a significant milestone in the country's push to harness the blue economy. The facility - located at the University of Chittagong's Institute of Marine Sciences - is expected to begin trial operations as early as December, according to officials involved in the project. Chief Adviser Dr Muhammad Yunus is expected to visit the site on May 14 during a convocation ceremony at the university. Until now, Bangladesh has relied on foreign sources for oceanographic data, often at the cost of precious foreign currency. The establishment of this ground station is poised to end that dependence. "This is a unique and pioneering project in Bangladesh. We hope to begin test operations by the end of the year," said Dr Mohammad Muslem Uddin, the project's coordinator, in an interview with The Financial Express in Dhaka on Tuesday. He said full-scale operations could commence by March 2026, should the trial proceed as planned. The project, jointly undertaken by the University of Chittagong and China's Second Institute of Oceanography, is estimated to cost Tk 700 million. Commerce Adviser Sk Bashir Uddin on Wednesday pledged major reforms at the Trading Corporation of Bangladesh (TCB), saying the interim government is implementing initiatives to maximise essential commodities' distribution through the state-run organisation. He admitted that mismanagement during the previous dictatorial regime had set back progress. Bashir made the observations at a stakeholder discussion titled "Trade with TCB," which was organised by the corporation at the Army Golf Club in the capital. The discussion aimed at engaging with traders as well as letting people know about the supply chain of TCB's essential commodities. "We are determined to properly utilise the Tk 120-140 billion fund allocated for TCB annually so that the maximum amount of products can be purchased and distributed," said the adviser. "Our focus is now on efficient procurement, with significant improvements expected by June," he said. Bashir also said the TCB distribution system is no longer a matter of only the commerce ministry and now involves coordinated efforts across multiple government bodies, including the tariff commission, the revenue board, as well as the finance, food, and agriculture ministries.

Bangladesh's premature graduation from the least-developed country (LDC) status will raise poverty levels and affect industries, including readymade garment (RMG), experts told a roundtable on Wednesday, requesting immediate deferral of the transition. They highlighted evidence-based decision-making, saying if the graduation happens with the existing preparedness, a number of sectors, including pharmaceutical, would bear the brunt as domestic businesses would not be able to compete with medicine imports from neighbouring India. Due to the massive destruction in the banking sector in the last 15 years by the non-democratic regime, interest rates would increase in the next couple of years and business costs would rise in the country, they observed. Styled "Bangladesh's LDC Graduation: Between Readiness and Reality," the roundtable was organised by local think tank Change Initiative at a hotel in the capital. Bangladesh's LDC graduation is scheduled for November 2026. Prof Mushtaq Khan of SOAS University of London spoke at the discussion, saying the massive trade deficit with close competitors like China and India would affect Bangladesh in case of premature graduation. "I am an economist, and I am not confident with the evidence (of preparedness). Premature LDC graduation will raise poverty in the country," he underlined, adding, "Bangladesh is on track to graduate, but without critical homework."

Transparency International Bangladesh (TIB) has opposed the government's move to launch any fresh project on automation of revenue management blindly following donor prescriptions and without considering their desired outcomes. The TIB also called for giving highest priority on domestic technological knowhow and artificial intelligence while adopting any such projects. Citing media reports, the TIB in a statement on Wednesday said the National Board of Revenue (NBR), with the help of the World Bank, is planning a project valued at approximately Tk 10 billion to enhance income tax collection and prevent tax evasion. Although several digitisation and automation projects have been undertaken to increase revenue collection and improve transparency in public expenditure management and audit activities, such projects have yielded little result. Without investigating previous failures and finding solutions, the government is preparing to launch yet another costly project, TIB Executive Director Dr. Iftekharuzzaman said in the statement. "The TIB believes that initiating a new project without careful consideration and blindly following donor prescriptions without learning from past mistakes is shortsighted and amounts to wasteful spending of public funds," he said. At the same time, the anti-corruption organisation has called for ensuring the use of modern technology, particularly artificial intelligence (AI), to simplify income tax collection and curb tax evasion, while also prioritising domestic technological capacity and potential, said the statement.

ICB Capital Management has proposed removing double taxation that erodes merchant banks' profits in the absence of the scope of adjusting source tax during the filing of tax returns. The merchant bank in a letter to the Financial Institutions Division (FID) of the finance ministry and the National Board of Revenue (NBR) suggested that necessary changes be brought in the upcoming budget to relieve companies of the additional tax burden. Chief Executive Officer (CEO) of ICB Capital Management Mazeda Khatun lamented that the Income Tax Act 2023 had scrapped the provision of source tax adjustment allowed by the Income Tax Act 1984. Under the existing law, a merchant bank or brokerage firm pays Advance Income Tax (AIT) against capital gains, dividend income, interest income etc. But tax is again calculated on the company's aggregate income from different sources during the submission of tax returns. With the capital market on a downward spiral, market intermediaries are struggling to earn enough to cover all expenses. The situation is dire for small entities that are required to pay hefty tax even after experiencing operating losses. For example, a company has paid AIT tax on interest and dividend income of Tk 10 million before the earnings are added in the balance sheet. Finally, if the company earns a profit of Tk 20 million in total, the firm will again pay tax on the whole amount including the interest and dividend income.

যুক্তরাষ্ট্র ও চীনের মধ্যকার বাণিজ্যিক উত্তেজনা তীব্র আকার ধারণ করায় যুক্তরাষ্ট্র থেকে অর্ডার করা বিমান ফেরত পাঠিয়েছে চীন। এ তথ্য জানিয়েছেন বোয়িংয়ের প্রধান নির্বাহী কেলি ওর্টবার্গ। তিনি জানান, বোয়িং ইতোমধ্যেই দুটি বিমান ফেরত পেয়েছে এবং তৃতীয়টি ফেরত পাঠানোর প্রক্রিয়ায় রয়েছে। যুক্তরাষ্ট্রের সঙ্গে বাণিজ্য উত্তেজনা বৃদ্ধির জেরেই এই পদক্ষেপ নিয়েছে বেইজিং। সিএনবিসিকে দেওয়া এক সাক্ষাৎকারে ওর্টবার্গ জানান, চলতি বছরে চীনের জন্য বোয়িংয়ের তৈরি ৫০টি বিমান সরবরাহের কথা ছিল। কিন্তু ক্রেতারা স্পষ্ট জানিয়েছেন, তারা সেগুলোর ডেলিভারি নেবেন না। যুক্তরাষ্ট্র চীনা পণ্যের ওপর ১৪৫ শতাংশ শুল্ক আরোপ করলে পাল্টা জবাবে চীনও মার্কিন পণ্যের ওপর ১২৫ শতাংশ কর বসায়। এই পরিস্থিতিকে কেন্দ্র করেই বোয়িংয়ের বিমান ফেরত পাঠানো শুরু হয়েছে বলে মনে করা হচ্ছে। মার্কিন প্রেসিডেন্ট ডোনাল্ড ট্রাম্প মঙ্গলবার ওভাল অফিসে এক বক্তব্যে বলেন, তিনি চীনের সঙ্গে বাণিজ্য সম্পর্ক উন্নয়নে আশাবাদী। তার ভাষায়, 'শুল্কের হার অনেকটাই কমানো হবে, তবে তা শূন্যে নামবে না।' তবে ওর্টবার্গ বলেন, 'চীন বাস্তবেই বিমান গ্রহণ বন্ধ করে দিয়েছে এই শুল্ক পরিস্থিতির কারণে।' বোয়িং যুক্তরাষ্ট্রের সবচেয়ে বড় রপ্তানিকারক কোম্পানি। তাদের বানিজ্যিক বিমানের প্রায় ৭০ শতাংশই দেশের বাইরে বিক্রি হয়। তিনি জানান, চীন যেসব বিমান নিচ্ছে না, সেগুলোর ৪১টি ইতোমধ্যেই প্রস্তুত হয়ে গেছে এবং এখন সেগুলোর জন্য বিকল্প ক্রেতা খোঁজা হচ্ছে। অন্যান্য দেশ থেকে বিমানের চাহিদা থাকায় তা সম্ভব হবে বলে মনে করছেন তিনি।
