২০১০ থেকে ২০২২ সাল পর্যন্ত বাংলাদেশ দারিদ্র্য হ্রাসে উল্লেখযোগ্য সাফল্য অর্জন করেছে—৩ কোটি ৪০ লাখ মানুষ দারিদ্র্যসীমার বাইরে এসেছে; পাশাপাশি বিদ্যুৎ, শিক্ষা ও স্যানিটেশনসহ মৌলিক সেবায় প্রবেশাধিকার বেড়েছে। তবে ২০১৬ সালের পর থেকে অর্থনৈতিক প্রবৃদ্ধিও কম অন্তর্ভুক্তিমূলক হওয়ায় দারিদ্র্য বিমোচনে অগ্রগতি স্পষ্টভাবেই শ্লথ হয়েছে—এমনটাই বলছে বিশ্বব্যাংকের গতকাল প্রকাশিত এক প্রতিবেদন। 'বাংলাদেশের দারিদ্র্য ও বৈষম্য মূল্যায়ন ২০২৫' শীর্ষক এ প্রতিবেদনে বলা হয়েছে, দেশে চরম দারিদ্র্যের হার ১২.২ শতাংশ থেকে কমে ৫.৬ শতাংশে নেমেছে; আর মাঝারি দারিদ্র্য ৩৭.১ শতাংশ থেকে ১৮.৭ শতাংশে দাঁড়িয়েছে। তবুও এখনও প্রায় ৬ কোটি ২০ লাখ মানুষ—যা মোট জনসংখ্যার এক-তৃতীয়াংশ—অসুস্থতা, প্রাকৃতিক দুর্যোগ বা অন্যান্য অপ্রত্যাশিত ঘটনার অভিঘাতে আবার দারিদ্র্যের ফাঁদে পড়ে যাওয়ার ঝুঁকিতে রয়েছে। |

Only 32.9pc of Bangladeshis fully food secure, BBS survey shows |
Only 32.9 per cent of Bangladesh's population is fully food secure in terms of daily intake, with millions facing vulnerability in their everyday nutrition, according to a new survey by the Bangladesh Bureau of Statistics (BBS). The survey, titled "Food Security Situation and Coping Mechanism in Bangladesh", released on Monday, found that 44.57 per cent of the population is marginally food secure, meaning their daily food supply is fragile and could deteriorate at any time. Rural communities are particularly at risk. While 20.94 per cent of urban residents face moderate to severe food insecurity, the figure rises to 25.75 per cent in rural areas, the survey revealed. |

বাংলাদেশে দরিদ্র মানুষের সংখ্যা প্রায় ৫ কোটি (৪৯ দশমিক ১৯ মিলিয়ন), যেখানে চরম দারিদ্র্যের শিকার মানুষের সংখ্যা প্রায় ১ কোটি ৬৫ লাখ (১৬ দশমিক ৪৩ মিলিয়ন)। দেশে চরম দারিদ্র্যের হার সবচেয়ে বেশি রংপুর ও বরিশাল বিভাগে। গতকাল রাজধানীর একটি হোটেলে অনুষ্ঠিত ইকোনমিক রিফর্ম সামিট ২০২৫-এর ‘দারিদ্র্য বিমোচন, বৈষম্য হ্রাস এবং খাদ্যনিরাপত্তা’ শীর্ষক সেশনে পল্লী কর্মসহায়ক ফাউন্ডেশনের (পিকেএসএফ) প্রকল্প পরিচালক ড. শরিফ আহমেদ চৌধুরী এসব তথ্য তুলে ধরেন।

নভেম্বর থেকে টিসিবির পণ্য তালিকায় যোগ হচ্ছে চা, লবণ, ডিটারজেন্ট ও সাবান: বাণিজ্য উপদেষ্টা |
আগামী নভেম্বর থেকে ট্রেডিং কর্পোরেশন অব বাংলাদেশ (টিসিবি)-এর পণ্যের তালিকায় নতুন করে যুক্ত হচ্ছে চা, লবণ, ডিটারজেন্ট এবং দুই ধরনের সাবান। সোমবার (২৯ সেপ্টেম্বর) সচিবালয়ে টিসিবির উপকারভোগী নির্বাচন ও সক্রিয়করণ বিষয়ক সভায় এ তথ্য জানান বাণিজ্য উপদেষ্টা শেখ বশিরউদ্দীন। সভায় চার সিটি কর্পোরেশনের প্রশাসকসহ পার্শ্ববর্তী জেলার অতিরিক্ত জেলা প্রশাসক ও উপজেলা নির্বাহী কর্মকর্তারা উপস্থিত ছিলেন। বাণিজ্য উপদেষ্টা বলেন, "সরকার টিসিবির কার্যক্রম পরিচালনায় প্রায় পাঁচ হাজার কোটি টাকা ভর্তুকি দিচ্ছে। নতুন পাঁচটি পণ্য দরিদ্র মানুষকে স্বস্তি দেবে এবং মূল্যস্ফীতি নিয়ন্ত্রণে ভূমিকা রাখবে।" তিনি আরও বলেন, "এক কোটি উপকারভোগী সঠিকভাবে নির্বাচন করতে দায়িত্বশীল কর্মকর্তাদের সক্রিয় হতে হবে। দরিদ্র মানুষ যেন সামাজিক নিরাপত্তা বেষ্টনীর বাইরে না থাকে, তা নিশ্চিত করতে হবে। এতে বাংলাদেশ একটি কল্যাণমুখী রাষ্ট্রে রূপ নেবে।" |

দেশে দারিদ্র্যের হার বেড়ে প্রায় ২৮ শতাংশ, খাবারের খরচ আয়ের ৫৫ শতাংশ |
গত তিন বছরে দেশে দারিদ্র্যের হার বেড়ে গেছে। সরকারি হিসাবে ২০২২ সালে এ হার ছিল ১৮ দশমিক ৭ শতাংশ, যা চলতি বছরে ২৭ দশমিক ৯৩ শতাংশে পৌঁছেছে। বেসরকারি গবেষণা প্রতিষ্ঠান পাওয়ার অ্যান্ড পার্টিসিপেশন রিসার্চ সেন্টারের (পিপিআরসি) এক গবেষণায় এ চিত্র উঠে এসেছে। গবেষণায় দেখা গেছে, একটি পরিবারের মাসিক মোট খরচের প্রায় ৫৫ শতাংশ চলে যায় খাবার কেনায়। খাবার কিনতে মাসে গড়ে ১০ হাজার ৬১৪ টাকা খরচ হয়। এছাড়া প্রতি মাসে শিক্ষায় ১ হাজার ৮২২ টাকা, চিকিৎসায় ১ হাজার ৫৫৬, যাতায়াতে ১ হাজার ৪৭৮ ও আবাসনে ১ হাজার ৮৯ টাকা খরচ হয়। |

২৪ টাকা দরে আটা বিক্রি করবে সরকার |
খোলাবাজারে খাদ্যশস্য বিক্রয় কার্যক্রমের (ওএমএস) পাশাপাশি আলাদাভাবে ওইসব বিক্রয়কেন্দ্রে ২৪ টাকা দরে আটা বিক্রি করবে সরকার। এজন্য প্রতি কর্মদিবসের প্রতিটি উপজেলার বিক্রয়কেন্দ্রে এক টন করে আটা বরাদ্দ দেয়া হবে। খাদ্য মন্ত্রণালয়ের স্বল্পমূল্যে চাল ও আটা বিক্রি কর্মসূচির আওতায় এ উদ্যোগ নেয়া হয়েছে। এতে আগামী ১ সেপ্টেম্বর থেকে সাধারণ মানুষ নির্ধারিত বিক্রয় কেন্দ্র থেকে প্রতিদিন (সরকারি ছুটি ব্যতীত) আটা কিনতে পারবে। মন্ত্রণালয় এক সংবাদ বিজ্ঞপ্তিতে জানায়, দ্রব্যমূল্য স্থিতিশীল রাখা ও স্বল্প আয়ের জনগোষ্ঠীকে সুলভমূল্যে খাদ্য সরবরাহ নিশ্চিত করার জন্য তারা বিভিন্ন কার্যক্রম বাস্তবায়ন করছে। |

টিসিবির লাইন থেকে খালি হাতে ফিরছে নিম্ন আয়ের মানুষ |
ভর্তুকি মূল্যে ট্রেডিং করপোরেশন অব বাংলাদেশ (টিসিবি) পণ্য বিক্রি কার্যক্রম শুরু হওয়ার পর রাজধানীতে টিসিবি পণ্য বিক্রির ট্রাকের সামনে মানুষের দীর্ঘ সারি দেখা গেছে। অনেকেই ঘণ্টার পর ঘণ্টা দাঁড়িয়ে থেকেও পণ্য না পেয়ে খালি হাতে ফিরছেন। অনেক স্থানে ডিলারদের সঙ্গে বাকবিতণ্ডায় জড়িয়েছেন কেউ কেউ। কোথাও কোথাও দেখা দিয়েছে বিশৃঙ্খলা। দুই মাস বিরতির পর ১০ আগস্ট রাজধানীসহ বিভিন্ন জেলায় টিসিবির ট্রাক সেল কার্যক্রম শুরু হয়। টিসিবির বিজ্ঞপ্তি অনুযায়ী, ঢাকা মহানগরীতে ৬০টি ভ্রাম্যমাণ ট্রাক, চট্টগ্রামে ২৫টি, গাজীপুরে ছয়টি, কুমিল্লা মহানগরীতে তিনটি ট্রাক, এছাড়া ঢাকা, কুমিল্লা, ফরিদপুর, পটুয়াখালী ও বাগেরহাট জেলার বিভিন্ন স্থানে ভর্তুকি মূল্যে পণ্য বিক্রি চলছে। প্রতিটি ট্রাকে প্রতিদিন প্রায় ৫০০ জনের কাছে পণ্য বিক্রির ঘোষণা দেয়া হয়। ভর্তুকি মূল্যে নিম্ন আয়ের মানুষের কাছে টিসিবির তিনটি পণ্য বিক্রি হচ্ছে। যার মধ্যে রয়েছে দুই লিটার ভোজ্যতেল ২৩০ টাকা, এক কেজি চিনি ৮০ টাকা এবং মসুর ডাল দুই কেজি ১৪০ টাকা। |

নিম্ন আয়ের মানুষের জন্য আবারো ভ্রাম্যমাণ ট্রাকে ভোজ্যতেল, চিনি ও মসুর ডাল বিক্রি শুরু করবে সরকারি সংস্থা ট্রেডিং করপোরেশন অব বাংলাদেশ (টিসিবি)। প্রায় দুই মাস বন্ধ থাকার পর আজ থেকে মাসব্যাপী এ কার্যক্রম শুরু করছে সংস্থাটি। টিসিবির উপপরিচালক মো. শাহাদাত হোসেন স্বাক্ষরিত বিজ্ঞপ্তিতে গতকাল এ তথ্য জানানো হয়। টিসিবি জানিয়েছে, স্মার্ট কার্ডধারী নিম্ন আয়ের পরিবারের মধ্যে ভর্তুকি মূল্যে পণ্য (ভোজ্যতেল, চিনি ও মসুর ডাল) বিক্রির কার্যক্রম চলছে। এর পাশাপাশি কার্ড নেই, এমন সাধারণ ভোক্তাদের কাছে ট্রাকের মাধ্যমে ভর্তুকি মূল্যে পণ্য বিক্রি করা হবে।

যুদ্ধ ও সংঘাতে ক্ষতিগ্রস্ত ৩৯টি দেশে চরম দারিদ্র্য ক্রমান্বয়ে বাড়ছে। পাশাপাশি এসব দেশের ১০০ কোটির বেশি মানুষ খাদ্য সংকটের মুখোমুখি হওয়ার আশঙ্কা দেখা দিয়েছে। আফ্রিকাসহ বিভিন্ন অঞ্চলের গৃহযুদ্ধ ও রাজনৈতিক অস্থিরতা এসব দেশের অর্থনীতি দুর্বল করে দিয়েছে এবং মানুষের আয় কমে গেছে। বিশ্বব্যাংকের নতুন এক প্রতিবেদনে এসব তথ্য জানানো হয়েছে। খবর দ্য গার্ডিয়ান। প্রতিবেদনে বলা হয়েছে, ২০২০ সাল থেকে এখন পর্যন্ত এসব দেশে মাথাপিছু আয় প্রতি বছর গড়ে ১ দশমিক ৮ শতাংশ হারে কমেছে। অন্যদিকে অন্যান্য উন্নয়নশীল দেশে মাথাপিছু আয় গড়ে ২ দশমিক ৯ শতাংশ বেড়েছে। উন্নয়নশীল ও দরিদ্র দেশগুলোয় বৈষশ্য বেড়েছে এবং ক্ষতিগ্রস্ত দেশগুলোয় খাদ্য সংকট আরো তীব্র হচ্ছে। |

বাজেটে সামাজিক নিরাপত্তা খাত অর্থনৈতিক বৈষম্য কমানোর গুরুত্বপূর্ণ হাতিয়ার হতে পারে। তবে বাংলাদেশের সামাজিক নিরাপত্তা খাতে বরাদ্দ খুবই অপ্রতুল এবং যে পরিমাণ বরাদ্দ হয়, তারও একটা বড় অংশ প্রকৃতপক্ষে দরিদ্র জনগোষ্ঠীর কাছে পৌঁছায় না। সেক্ষেত্রে দরিদ্র ও প্রান্তিক জনগোষ্ঠীকে সুরক্ষা দেয়, এমন কর্মসূচি যেমন- বয়স্ক ভাতা, প্রতিবন্ধী ভাতা, মাতৃত্বকালীন ভাতা ইত্যাদি কর্মসূচির ওপর গুরুত্ব দিয়ে যেগুলো দারিদ্র্য বিমোচনের সঙ্গে সম্পর্কিত নয়, এমন কর্মসূচিকে সামাজিক নিরাপত্তা কর্মসূচির আওতা থেকে বাদ দিতে হবে। |

রুটি-বিস্কুটের ওপর ভ্যাট পুনর্বিবেচনার দাবি |

Poverty spending shrinks in new budget |
Despite mounting economic pressures on low-income households, the government has slashed the allocation for poverty reduction in the proposed national budget for FY2025-26, raising concerns among economists and development experts about the direction of fiscal priorities. Govt plans TCB reforms to improve distribution of essentials |
Commerce Adviser Sk Bashir Uddin on Wednesday pledged major reforms at the Trading Corporation of Bangladesh (TCB), saying the interim government is implementing initiatives to maximise essential commodities' distribution through the state-run organisation.
He admitted that mismanagement during the previous dictatorial regime had set back progress. Bashir made the observations at a stakeholder discussion titled "Trade with TCB," which was organised by the corporation at the Army Golf Club in the capital. The discussion aimed at engaging with traders as well as letting people know about the supply chain of TCB's essential commodities. "We are determined to properly utilise the Tk 120-140 billion fund allocated for TCB annually so that the maximum amount of products can be purchased and distributed," said the adviser. "Our focus is now on efficient procurement, with significant improvements expected by June," he said. Bashir also said the TCB distribution system is no longer a matter of only the commerce ministry and now involves coordinated efforts across multiple government bodies, including the tariff commission, the revenue board, as well as the finance, food, and agriculture ministries.

Frustrating picture of poverty reduction |
Contrary to the claims by previous regimes, the country's achievement in poverty reduction is still below the desired level. In sharp contrast to what people were asked to believe over the years, poverty rate is rather high, with at least one-fifth of the population on average living below the poverty line. According to the Household Income and Expenditure Survey (HIES) 2022, conducted by the Bangladesh Bureau of Statistics (BBS), the national poverty rate now stands at 20.3 per cent. Amidst a persistent high inflationary trend, an increasing number of people failing to make two ends meet with what they earn as daily wages are sliding below the poverty line. Obviously, the benefit of the so-called development is yet to trickle down to the lower strata of the population. |

Govt confident of achieving target |
Food adviser Ali Imam Majumder has expressed his optimism to achieve the Aman procurement target with intent to make a handsome public food stock to ensure better food security. Inflation pushes 79 lakh more into poverty since 2022: Study |
Persistently high inflation in the country since 2022 has pushed an additional 79 lakh people into poverty, bringing the total number of people living below the poverty line to 3.82 crore.
The inflationary pressure has also placed an additional 98 lakh people at risk of falling into poverty, according to a study conducted by the Research and Policy Integration for Development (RAPID). |

11.9% of population undernourished in Bangladesh: Hunger Index 2024 |
The Global Hunger Index 2024 reveals that 11.9% of Bangladesh's population is undernourished, highlighting ongoing challenges in combating food insecurity and malnutrition. The report, launched today at Sheraton Dhaka, also notes that 23.6% of children under five are stunted, and 11.0% are wasted, stressing the need for accelerated efforts to achieve the Sustainable Development Goal of zero hunger.

Bangladesh's hunger situation improves |
Bangladesh's ranking in the global hunger index (GHI) improved slightly with a score of 19.4 this year, narrowly escaping the category of serious-hunger group. The country ranks 84 out of127 countries, graduating to the category of moderate hunger from serious hunger groups in 2016, according to the 2024 GHI, which was made available on Tuesday, a day ahead of its scheduled release by Concern Worldwide and Welthungerhlife (WHH). It, however, says Bangladesh, Mozambique, Nepal, Somalia and Togo have made slight improvements in their GHI scores even though the hunger in these countries remain too high. The GHI report makes it clear that the world is far from meeting the goal of achieving zero hunger by 2030. |

New method on cards to survey grain loss, waste |
The government has decided to devise modalities for assessing post-harvest food grain loss and waste, including credible information on production, to ensure year-round food security, according to sources. State entities like departments of agricultural extension and agriculture marketing have been asked to formulate the modalities, which will be sent to agricultural ministry by November. The Bangladesh Bureau of Statistics (BBS) and the DAE will provide technical assistance and required manpower respectively to prepare the method. |

Spike in extreme poverty rate in Bangladesh |
The rate of extreme poverty in Bangladesh increased for the last three consecutive fiscal years (FYs) and is projected to reach 7.0 per cent in the current fiscal year (FY 2024-25), according to a latest World Bank report. The rate stood at 6.1 per cent in FY 2023-24, rising from 5.0 per cent in FY 2021-22, says the WB's Macro Poverty Outlook, unveiled recently simultaneously with its flagship report titled "Bangladesh Development Update". According to the outlook, extreme poverty in Bangladesh is projected to increase by 2 percentage points, which represents falling 3.57 million new people below the poverty line. In FY 2021-22, the absolute number of extreme poor was 8.57 million, which was 5.0 per cent of the total population (171.3 million). The number would increase to 12.13 million or 7.0 per cent of the total population (173.31 million) in FY 2025. |

World Bank rolls out new strategy to boost economic opportunities for women |
The World Bank announced on Thursday a new gender strategy aimed at boosting economic opportunities for women and enabling their participation in the global economy through social protection and access to broadband and capital. The Gender Strategy 2024-2030, unveiled during the International Monetary Fund and World Bank annual meetings in Washington, has set goals by 2030 that aim to enable 300 million more women to use broadband internet, unlocking essential services, financial services, education and job opportunities. |

WFP receives $121m from US to support Rohingya refugees |
The United Nations World Food Programme (WFP) has received US$121 million from USAID’s Bureau for Humanitarian Assistance to support its humanitarian response to the Rohingya crisis in Bangladesh.The new contribution from the United States includes both in-kind and financial support for Rohingya refugees and host communities in Bangladesh.The funds will be used to provide lifesaving food and nutrition assistance and support resilience-building and disaster risk reduction in the camps, according to a press release.
Children and pregnant and breastfeeding women in host communities will also receive assistance to prevent and treat malnutrition, it reads. The US funding will additionally enable WFP to provide immediate food needs during emergencies (hot meals and fortified biscuits) for Rohingya families affected by sudden crises such as cyclones, floods, landslides, and fire incidents. |

BD in a fix to sustain support due to cut in foreign aid: RRRC |
Foreign aid flow for the Rohingyas in Cox's Bazar has significantly decreased, as attention of the international community has shifted elsewhere from the prolonged crisis. It has left Bangladesh in a struggling situation to sustain the support programmes for those stranded people. Mohammed Mizanur Rahman, the Refugee Relief and Repatriation Commissioner (RRRC), shared these concerns as the chief guest of a roundtable held at a Dhaka hotel on Sunday.

Tackling poverty and inequality |
The recently released 2024 Global Multidimensional Poverty Index (MPI) reveals an alarming extent of poverty in Bangladesh. According to the report, jointly published by the United Nations Development Programme (UNDP) and the Oxford Poverty and Human Development Initiative of the Oxford University, a staggering 41.7 million people, or nearly a quarter of the population, live in extreme poverty. The alarming statistics underscore that microcredit has not succeeded in sending poverty to the museum, nor could the past government's grandiose development initiatives free a significant portion of the population from the shackles of grinding poverty. The poverty situation has, in fact, worsened in the last couple of years for various reasons, including widespread job loss due to the COVID-19 pandemic, the economic slowdown caused by the Russia-Ukraine war, the subsequent dollar crisis, persistent inflation and economic stagflation. The previous Awami League government, however, had a tendency to conceal uncomfortable truths, manipulate data through state-run statistical organisations, and present an overly optimistic picture to support its development narrative. With the change of guard, now there is an opportunity to adopt an action plan based on the actual situation. |

Some 41.7m in Bangladesh in extreme poverty |
Some 41.7 million people in Bangladesh live in extreme poverty with 6.5 per cent of them in critical condition, says a latest UN agency report that also paints grim pictures for two regions.
In South Asia, 272 million poor people live in households with at least one undernourished person, and Sub-Saharan Africa has 256 million in such a miasma, according to the update of the global Multidimensional Poverty Index (MPI). |

Govt cuts duties on edible oil, eggs to ease price pressure |
Amid skyrocketing commodity prices, the interim government is taking decisive measures to curb prices, offering much-needed relief to average consumers burdened by high food inflation, which remains above 10% for months.
The measures include reducing import duties on edible oil and eggs, exempting duties on the import and production of poultry feed, and sourcing vegetables directly from farmers through private non-profit organisations like fashol.com for retail sales in Dhaka.
"The import duty on eggs has been reduced to 13% from 30%. Besides, the duty on edible oil has been reduced by 5%," Chief Adviser's Deputy Press Secretary Abul Kalam Majumder said in a press briefing yesterday. |

দেশের দক্ষিণ-পূর্বাঞ্চলে সাম্প্রতিক বন্যায় ১৪ হাজার ৪২১ কোটি টাকার ক্ষয়ক্ষতি হয়েছে বলে জানিয়েছে সেন্টার ফর পলিসি ডায়ালগ (সিপিডি)। তবে সরকারের পক্ষ থেকে ত্রাণ বিতরণের ক্ষেত্রে ছিল বেশ সমন্বয়হীনতা। সিপিডি বলছে, এ বন্যায় নোয়াখালী এলাকায় সবচেয়ে বেশি ক্ষতি হলেও বেশি বরাদ্দ পেয়েছে সিলেটের মানুষ।ত্রাণ বিতরণে সমন্বয়হীনতার বিষয়টি তুলে ধরে ফাহমিদা খাতুন বলেন, ‘কিছু এলাকায় অতিরিক্ত ত্রাণ দেয়া হয়েছে, আবার কোনো কোনো এলাকায় কিছুই দেয়া হয়নি। সিলেটে ত্রাণ বরাদ্দ দেয়া হয়েছে ১৪ কোটি ৬০ লাখ টাকা। ক্ষতিগ্রস্তরা প্রতিজন গড়ে পেয়েছে ১৫ হাজার ৩২০ টাকার ত্রাণ। অথচ সবচেয়ে বেশি ক্ষতিগ্রস্ত নোয়াখালী এলাকার মানুষ ত্রাণ পেয়েছে গড়ে মাত্র ৯২ টাকা করে। লক্ষ্মীপুরে জনপ্রতি ত্রাণ পেয়েছে ৬২ টাকার।’ |
