ভূরাজনৈতিক উত্তেজনা ও সশস্ত্র সংঘাত গত বছর বৈশ্বিক সামুদ্রিক বাণিজ্যের ওপর আগের তুলনায় চাপ বাড়িয়ে তোলে। এ সময় গুরুত্বপূর্ণ রুটে বিঘ্ন ও পুনর্গঠনের পাশাপাশি শিপিং কোম্পানিগুলোর গুনতে হয়েছে বাড়তি খরচ। ইউএন ট্রেড অ্যান্ড ডেভেলপমেন্টের (আঙ্কটাড) ‘রিভিউ অব মেরিটাইম ট্রান্সপোর্ট ২০২৫’ প্রতিবেদন অনুসারে, ভূরাজনৈতিক উত্তেজনার কারণে লোহিত সাগর ও ক্যারিবিয়ানসহ একাধিক সামুদ্রিক অঞ্চলে চলাচল বাধার মুখে পড়ে। বিশ্বের জ্বালানি তেল বাণিজ্যের গুরুত্বপূর্ণ হরমুজ প্রণালিতেও চলাচল বিঘ্নের ঝুঁকি দেখা দেয়। বৈশ্বিক বাণিজ্যের ৮০ শতাংশের বেশি পণ্য পরিবহন করে শিপিং কোম্পানিগুলো। খাতটি ক্রমবর্ধমান চাপের মুখোমুখি হয়েছে বলে প্রতিবেদনে উল্লেখ করা হয়েছে। পণ্য পরিবহনে প্রবৃদ্ধির ধীরগতি, খরচ বৃদ্ধি ও অনিশ্চয়তা খাতটিকে প্রভাবিত করেছে। |

কনটেইনার পরিবহন ছাড়াল ৩৪ লাখ টিইইউ |
বছর শেষ হওয়ার একদিন আগেই অর্থাৎ ৩০ ডিসেম্বর পর্যন্ত চট্টগ্রাম বন্দর দিয়ে কনটেইনার পরিবহন ছাড়িয়েছে ৩৪ লাখ টিইইউ (টোয়েন্টি ফিট ইকুইভ্যালেন্ট ইউনিট), যা আগের বছরের তুলনায় প্রায় ৪ শতাংশ বেশি। অন্যদিকে বছরভিত্তিক তথ্যেও এ হিসাব বন্দরের ইতিহাসে সর্বোচ্চ। মূলত দেশের মোট কনটেইনার পরিবহনের প্রায় ৯৯ শতাংশই সম্পন্ন হয় প্রধান এ সমুদ্রবন্দর ব্যবহার করে। চট্টগ্রাম বন্দরের তথ্য বলছে, সদ্য বিদায়ী ২০২৫ সালের ৩০ ডিসেম্বর পর্যন্ত এ বন্দর দিয়ে ৩৪ লাখ ২ হাজার ৭৬২ টিইইউ কনটেইনার পরিবহন করা হয়েছে। এর আগে সর্বোচ্চ রেকর্ড ছিল ২০২৪ সালে। তখন ৩২ লাখ ৭৫ হাজার ৬২৭ টিইইউ কনটেইনার পরিবহন করা হয়েছিল। চট্টগ্রাম বন্দরের মূল জেটি, কমলাপুর কনটেইনার ডিপো ও পানগাঁও নৌ-টার্মিনালে কনটেইনার পরিবহনের এ হিসাব দিয়েছে বন্দর কর্তৃপক্ষ। এর মধ্যে আমদানি-রফতানি পণ্যবাহী ও খালি কনটেইনারও রয়েছে। |

New shipping hub to spur Bangladesh's export growth |
A new shipping hub in sight at the Laldia Container Terminal (LCT) will help debottleneck Bangladesh's export growth and lower import costs, resulting in a trade boost, says the global chief executive of the foreign lessee. "It's going to create a port that can go from the current size of about 3000-TEU ships to double that. And what we know when we double the size of the ships, the slot cost goes down, (and) the efficiency goes up," says Keith Svendsen, Global CEO of APM Terminals. "And it would really help create much more flow and efficiency in the ocean part of the transport sector," says Mr Svendsen in an exclusive interview with The Financial Express, ahead of deal signing. |

চট্টগ্রামের পতেঙ্গায় লালদিয়া কনটেইনার টার্মিনাল নির্মাণ ও ৩০ বছরের জন্য পরিচালনার দায়িত্ব পাচ্ছে ডেনমার্কের প্রতিষ্ঠান এপিএম টার্মিনালস। রাজধানীর ফরেন সার্ভিস একাডেমিতে গতকাল এক সংবাদ সম্মেলনে এ তথ্য জানান বাংলাদেশ বিনিয়োগ উন্নয়ন কর্তৃপক্ষের (বিডা) নির্বাহী চেয়ারম্যান চৌধুরী আশিক মাহমুদ বিন হারুন। সরকারি-বেসরকারি অংশীদারত্বের (পিপিপি) আওতায় এ টার্মিনাল নির্মাণের জন্য ৫৫ কোটি ডলার বা প্রায় ৬ হাজার ৭০০ কোটি টাকা বিনিয়োগ করবে এপি মোলার মার্সক গ্রুপের সহযোগী প্রতিষ্ঠানটি। |

দেশের ক্ষতি করে কাউকে টার্মিনাল দেয়া হবে না |
চট্টগ্রাম বন্দর পরিদর্শনে এসে নৌ-পরিবহন উপদেষ্টা সাখাওয়াত হোসেন বলেন, ‘লালদিয়া কনটেইনার টার্মিনাল নির্মাণ ও পরিচালনা নিয়ে এপিএম টার্মিনালসের সঙ্গে নেগোসিয়েশন চলছে; বৈঠক হচ্ছে। তারা যেটা চাইছে আমরা তা মানিনি। প্রক্রিয়া শেষ হওয়ার আগে তা বলা যাচ্ছে না। তবে দেশের ক্ষতি করে কাউকে বন্দরের কোনো টার্মিনাল দেয়া হবে না।’ গতকাল নগরের পতেঙ্গায় লালদিয়ার চর কনটেইনার ইয়ার্ড (কনটেইনার রাখার জায়গা) উদ্বোধনের সময় উপদেষ্টা সাংবাদিকদের এ কথা বলেন। এ সময় নৌ-পরিবহন মন্ত্রণালয়ের সচিব নুরুন্নাহার চৌধুরী, বন্দর চেয়ারম্যান রিয়ার অ্যাডমিরাল এসএম মনিরুজ্জামানসহ ঊর্ধ্বতন কর্মকর্তারা উপস্থিত ছিলেন।

Worry overshadows Asycuda replacement move |
A government move to phase out from the tested customs digital-platform Asycuda to adopt an advanced system has raised more concerns than corroboration from stakeholders in foreign trade and national revenue. Customs authority, economists and businesses foresee a possible setback in import-export activities if such experiments done on a "proven successful system". Customs officials find the move "suicidal" for the government as the country is still highly dependent on revenue at import stage. Asycuda or Automated System of Customs Data is a system developed by the United Nations Conference on Trade and Development (UNCTAD) in 1993 for Bangladesh's customs-data hub that has interconnectivity with Bangladesh Bank, the Export Promotion Bureau and other major public and private entities along the domestic information superhighway. |

রেড সি টার্মিনালে যুক্ত হলো অত্যাধুনিক ১৪ ক্রেন |
চট্টগ্রাম বন্দরের রেড সি গেটওয়ে টার্মিনালে (আরএসজিটি চিটাগং) নতুন ১০টি রাবার টায়ার্ড গ্যান্ট্রি ক্রেন বা আরটিজি যুক্ত করা হয়েছে। এ নিয়ে দুই দফায় টার্মিনালটির বহরে কনটেইনার ওঠানো-নামানোর ১৪টি ক্রেন যুক্ত করা হলো। এজন্য সৌদি আরবের বন্দর পরিচালনাকারী প্রতিষ্ঠান আরএসজিটি ২৫ মিলিয়ন ডলার বা ৩০৫ কোটি টাকা বিনিয়োগ করেছে। টার্মিনালটি ঘুরে দেখা যায়, চীন থেকে আনা নতুন ক্রেন জাহাজ থেকে টার্মিনাল চত্বরে নামানোর কাজ চলছে। এসব ক্রেন নভেম্বরে চালু হবে। অত্যাধুনিক এ যন্ত্রের সাহায্যে টার্মিনাল চত্বরে গাড়ি থেকে কনটেইনার তুলে একটির ওপর আরেকটি সাজিয়ে রাখা হয়। একইভাবে বিভিন্ন স্তরে থাকা কনটেইনার নামিয়ে চত্বরে রাখা যায়।

দাবি আদায়ে চট্টগ্রাম বন্দর অচলের কর্মসূচি নিয়ে এগোচ্ছেন ব্যবসায়ীরা |
ট্টগ্রাম বন্দরের নতুন ট্যারিফ নিয়ে সরকার ও ব্যবসায়ীরা মুখোমুখি অবস্থানে। সরকার বলছে, বাস্তব পরিস্থিতি বিবেচনায় নিয়েই মাশুল বাড়ানো হয়েছে প্রায় চার দশক পর, যা আন্তর্জাতিক মানদণ্ডে যুক্তিসংগত। অন্যদিকে বন্দর ব্যবহারকারী ব্যবসায়ীরা এটি অযৌক্তিক, অগ্রহণযোগ্য এবং তা অবিলম্বে স্থগিতের দাবি জানিয়েছেন। অন্যথায় চট্টগ্রাম বন্দর অচল করে দেয়ার মতো কঠোর কর্মসূচির কথাও ভাবছেন তারা। চট্টগ্রাম বন্দরে ৫২টি মূল সেবার বিপরীতে মাশুল আদায় করা হতো। নতুন কাঠামোতে তা কমিয়ে ২৩টিতে আনা হয়েছে। এছাড়া বিলুপ্ত হয়েছে চারটি পুরনো সেবা, আর যুক্ত হয়েছে পাঁচটি নতুন সেবা। নতুন ট্যারিফে সেবা খাতে গড়ে ৪০ থেকে ৪১ শতাংশ পর্যন্ত মাশুল বেড়েছে। ব্যবসায়ীদের আপত্তি উপেক্ষা করে ১৪ সেপ্টেম্বর গেজেট প্রকাশ হয়, যা কার্যকর হয় ১৫ অক্টোবর থেকে। বিদেশী অপারেটরদের সুবিধা দিতেই নতুন মাশুল কার্যকর করা হয়েছে বলে সমালোচনা রয়েছে। |

একে অন্যের সঙ্গে সংশ্লিষ্ট পণ্যবাহী জাহাজের ওপর পাল্টাপাল্টি অতিরিক্ত বন্দর ফি আরোপ করেছে চীন ও যুক্তরাষ্ট্র। এর প্রভাব পড়তে শুরু করেছে আন্তর্জাতিক পণ্য বাণিজ্যে। কমতে শুরু করেছে পণ্য পরিবহনকারী জাহাজের সংখ্যা। বাড়ছে পণ্য পরিবহনের ভাড়াও। এর ধারাবাহিকতায় বাজারে পণ্যের দাম বেড়ে যাওয়ার জোর আশঙ্কা করছেন খাতসংশ্লিষ্টরা। শেষ পর্যন্ত এ বাড়তি ফি ভোক্তাদেরই বহন করতে হবে বলে মনে করছেন তারা। খবর রয়টার্স। বাড়তি খরচ এড়াতে ১৪ অক্টোবর থেকে চীনসংশ্লিষ্ট জাহাজগুলোকে মার্কিন বাণিজ্য রুট থেকে সরিয়ে নিতে থাকেন জাহাজ অপারেটররা। একইভাবে পাল্টা ফি এড়াতে যুক্তরাষ্ট্রের সঙ্গে সম্পর্কিত জাহাজগুলোকে চীনের বন্দর থেকে দূরে রাখা হচ্ছে। বৈশ্বিক পণ্য আমদানি ও রফতানি—দুই ক্ষেত্রেই শীর্ষ দুটি অবস্থান চীন ও যুক্তরাষ্ট্রের দখলে। এ দুই দেশসংশ্লিষ্ট পণ্য পরিবহনকারী জাহাজগুলো একে অন্যের বন্দর এড়িয়ে চলায় চাপে পড়েছে বৈশ্বিক নৌ-পরিবহন খাত। হঠাৎ করেই সমুদ্র বাণিজ্যে দেখা দিয়েছে বাহন সংকট।

চট্টগ্রাম বন্দরের নিউমুরিং কনটেইনার টার্মিনাল (এনসিটি) ও লালদিয়া এবং ঢাকার কেরানীগঞ্জের পানগাঁও টার্মিনাল ডিসেম্বরে মধ্যে বিদেশী অপারেটরের হাতে ছেড়ে দেয়া হবে বলে জানিয়েছেন নৌপরিবহন মন্ত্রণালয়ের সিনিয়র সচিব মোহাম্মদ ইউসুফ। রাজধানীর ইকোনমিক রিপোর্টার্স ফোরামের (ইআরএফ) কার্যালয়ে গতকাল সমুদ্রগামী জাহাজ শিল্পে বিনিয়োগ সম্ভাবনা-সংক্রান্ত এক সেমিনারে এ কথা বলেন তিনি। ‘ইনভেস্টমেন্ট পটেনশিয়ালস ইন দ্য ওশান-গোয়িং শিপিং ইন্ডাস্ট্রি’ শীর্ষক এ সভার আয়োজন করে ইআরএফ।

দক্ষিণাঞ্চলীয় শহর পাসনিতে মার্কিন বিনিয়োগে নতুন একটি বন্দর গড়ে তোলার প্রস্তাব দিয়েছে পাকিস্তান, যা অঞ্চলটির গুরুত্বপূর্ণ খনিজ রফতানিতে সহায়ক হতে পারে। তবে পরিকল্পনাটি বাস্তবায়ন হলে আরব সাগরের উপকূলে ভূরাজনৈতিক প্রতিদ্বন্দ্বিতা আরো তীব্র হতে পারে। কারণ কাছাকাছি অঞ্চলেই রয়েছে চীন নিয়ন্ত্রিত গদর বন্দর। খবর নিক্কেই এশিয়া। খনিজসমৃদ্ধ অঞ্চলগুলোর সঙ্গে পাসনিকে যুক্ত করতে একটি বন্দর ও রেললাইন নির্মাণের পরিকল্পনা রয়েছে পাকিস্তানের। প্রস্তাবিত প্রকল্পটির মোট ব্যয় ধরা হয়েছে প্রায় ১২০ কোটি ডলার, এর একটি উল্লেখযোগ্য অংশ দেবে যুক্তরাষ্ট্র। |

নওয়াপাড়া নৌবন্দর দিয়ে পণ্য আমদানি বেড়ে দ্বিগুণ |
যশোরের অভয়নগর উপজেলার নওয়াপাড়া নৌবন্দর দিয়ে বিগত ২০২৪-২৫ অর্থবছরে ১৫ লাখ ১১ হাজার ৮৪৩ টন পণ্য আমদানি করা হয়েছে। এর আগে ২০২৩-২৪ অর্থবছরে ৭ লাখ ৬ হাজার ৮১৩ টন পণ্য এসেছিল। এ হিসাবে এক বছরের ব্যবধানে পণ্য আমদানি বেড়ে দ্বিগুণ হয়েছে। জানা যায়, বিদায়ী অর্থবছরে ২ হাজার ৫১৯টি জাহাজে এসেছে ১৫ লাখ ১১ হাজার ৮৪৩ টন পণ্য, যা থেকে সরকার রাজস্ব আহরণ করেছে ৩ কোটি ৩০ লাখ ৯১ হাজার ২৪৬ টাকা। এর আগে ২০২৩-২৪ অর্থবছরে এ নৌবন্দরে ১ হাজার ৬১৩টি জাহাজে ৭ লাখ ৬ হাজার ৮১৩ টন পণ্য এসেছিল। তখন সরকার রাজস্ব পেয়েছিল ২ কোটি ৬৫ লাখ ৮৯ হাজার ১৮৬ টাকা। |

চট্টগ্রাম বন্দরে বর্ধিত ট্যারিফ আদায় শুরু ১৪ অক্টোবর মধ্যরাত থেকে |
নৌপরিবহন উপদেষ্টার হস্তক্ষেপে এক মাস স্থগিত থাকার পর আগামী ১৪ অক্টোবর রাত ১২টা থেকে চট্টগ্রাম বন্দরে বর্ধিত ট্যারিফ (মাশুল) আদায় শুরু হবে বলে জানিয়েছে কর্তৃপক্ষ। মঙ্গলবার (৩০ সেপ্টেম্বর) বন্দরের অর্থ ও হিসাবরক্ষণ বিভাগের প্রধান কর্মকর্তা মো. আবদুস শাকুর স্বাক্ষরিত এক বিজ্ঞপ্তিতে এ তথ্য জানানো হয়। বিজ্ঞপ্তিতে বলা হয়েছে, ১৪ অক্টোবর রাত ১২টার পর বন্দরে আসা সব জাহাজ, কনটেইনার ও কার্গোর বিল নতুন হারে নেওয়া হবে। সিঅ্যান্ডএফ প্রতিনিধিসহ সব ব্যবহারকারীকে বাড়তি মাশুল দিতে হবে। তালিকাভুক্ত শিপিং এজেন্টদের তফসিলি ব্যাংকে বাড়তি হারে অর্থ জমা রেখে আসা জাহাজের ছাড়পত্র (এনওসি) নিতে বলা হয়েছে। |

বাংলাদেশ শিপিং করপোরেশন (বিএসসি) নিজস্ব অর্থায়নে দুটি আধুনিক বাল্ক ক্যারিয়ার জাহাজ সংগ্রহের লক্ষ্যে সরবরাহকারী প্রতিষ্ঠান হেলেনিক ড্রাই বাল্ক ভেঞ্চারস এলএলসির সঙ্গে একটি চুক্তি স্বাক্ষর করেছে। জাহাজ দুটি বিএসসির বহরে যুক্ত হলে বছরে ১৫০ কোটি টাকা আয় বাড়বে বলে আশা প্রকাশ করেছেন নৌ-পরিবহন উপদেষ্টা ব্রিগেডিয়ার জেনারেল (অব.) ড. এম সাখাওয়াত হোসেন। রাজধানীর একটি হোটেলে গতকাল আয়োজিত চুক্তি স্বাক্ষর অনুষ্ঠানে প্রধান অতিথির বক্তব্যে তিনি এ কথা বলেন। উপদেষ্টা বলেন, ‘দেশের ইতিহাসে এবারই প্রথম বাংলাদেশ শিপিং করপোরেশনের নিজস্ব অর্থায়নে জাহাজ কেনা হচ্ছে। নিঃসন্দেহে দেশের শিপিং ইন্ডাস্ট্রির জন্য এটি একটি যুগান্তকারী মাইলফলক।’

চীন থেকে দুটি নতুন জাহাজ কিনতে হেলেনিক ড্রাই বাল্ক ভেঞ্চারস এলএলসির সঙ্গে আজ একটি চুক্তি স্বাক্ষর করতে যাচ্ছে নৌ-পরিবহন মন্ত্রণায়ের অধীন রাষ্ট্রায়ত্ত প্রতিষ্ঠান বাংলাদেশ শিপিং করপোরেশন (বিএসসি)। চুক্তি স্বাক্ষরের পর এ বছরের মধ্যেই জাহাজ দুটি বহরে যুক্ত করা সম্ভব হবে বলে জানিয়েছে প্রতিষ্ঠানটি। গতকাল বিএসসির এক সংবাদ বিজ্ঞপ্তিতে এ তথ্য জানানো হয়েছে। বিএসসি জানিয়েছে, পরিকল্পনা অনুযায়ী চুক্তি স্বাক্ষরের পর প্রথম জাহাজ আগামী অক্টোবরে এবং দ্বিতীয় জাহাজ ডিসেম্বরে তাদের হস্তান্তর করা হবে। আধুনিক কারিগরি বৈশিষ্ট্য ও পরিবেশবান্ধব প্রযুক্তিসমৃদ্ধ এ দুটি জাহাজ বহরে যুক্ত হলে বিএসসির নিজস্ব পরিবহনক্ষমতা প্রায় ১ লাখ ২০ হাজার ডিডব্লিউটি বাড়বে, যা দেশের সমুদ্র বাণিজ্যে একটি উল্লেখযোগ্য সংযোজন হবে। দুটি বাল্ক ক্যারিয়ার জাহাজ কেনার বিষয়ে সরকারি ক্রয়সংক্রান্ত উপদেষ্টা পরিষদ কমিটির সুপারিশ গত ১৭ আগস্ট প্রধান উপদেষ্টা অনুমোদন করেছেন। নৌ-পরিবহন মন্ত্রণালয় কর্তৃক প্রকল্পটি ২০২৫ সালের জুন থেকে ২০২৭ সালের জুন পর্যন্ত বাস্তবায়নের জন্য এর ডিডিপি গত ৩ জুন অনুমোদন হয়। এক্ষেত্রে প্রাক্কলিত ব্যয় ধরা হয়েছে ১ হাজার ১৬২ কোটি ৬৬ লাখ ২৫ হাজার টাকা।

চট্টগ্রাম বন্দরের নিউমুরিং কনটেইনার টার্মিনাল (এনসিটি) পরিচালনার দায়িত্ব আগামী ডিসেম্বরের মধ্যেই সংযুক্ত আরব আমিরাতের প্রতিষ্ঠান ডিপি ওয়ার্ল্ডের হাতে তুলে দেয়ার জোর প্রস্তুতি নিচ্ছে সরকার। চলছে চুক্তির খসড়া তৈরির কাজ। তবে প্রতিযোগিতামূলক দরপত্র নয়, ডিপি ওয়ার্ল্ডকে বন্দর পরিচালনার দায়িত্ব দেয়া হচ্ছে জিটুজি (গভর্নমেন্ট টু গভর্নমেন্ট) পদ্ধতিতে। শুধু এনসিটি নয়, চট্টগ্রাম বন্দরের বে-টার্মিনাল প্রকল্পের একটি টার্মিনালও ভবিষ্যতে তাদেরকে দিয়ে পরিচালনার পরিকল্পনা করছে কর্তৃপক্ষ।

চট্টগ্রাম বন্দরে নতুন মাশুল কার্যকরের প্রজ্ঞাপন জারি করেছে সরকার। এতে গড়ে ৪১ শতাংশ মাশুল বেড়েছে, যা ব্যবসায়ীদের জন্য নতুন চাপ হয়ে আসছে বলে মনে করেন তারা। এর মধ্যে কনটেইনার পরিবহনে মাশুল বেড়েছে ৩৭ শতাংশ। বর্ধিত এ মাশুল রফতানিমুখী তৈরি পোশাক খাতের জন্য ‘অশনিসংকেত’ বলছেন এ শিল্পের উদ্যোক্তারা। গত রোববার গভীর রাতে জারি করা প্রজ্ঞাপন অনুযায়ী গতকাল থেকে তা কার্যকর হয়েছে। বন্দর সূত্রে জানা গেছে, কনটেইনার পরিবহনের মাশুলের ক্ষেত্রে আগে ২০ ফুট কনটেইনারপ্রতি গড়ে ১১ হাজার ৮৪৯ টাকা দিতে হতো, এখন গড়ে ১৬ হাজার ২৪৩ টাকা দিতে হবে। অর্থাৎ কনটেইনারপ্রতি খরচ বাড়ল গড়ে ৪ হাজার ৩৯৫ টাকা বা প্রায় ৩৭ শতাংশ। এর মধ্যে কনটেইনার ওঠানো-নামানোর মাশুলই এক লাফে ৪৩ দশমিক ৪০ থেকে বেড়ে হয়েছে ৬৮ ডলার।

Captain Nikolas resumes LPG transfer at Ctg port after losing two-thirds of cargo value |
The Very Large Gas Carrier (VLGC) Captain Nikolas has finally resumed unloading at Chattogram port after being stranded for nearly 11 months. The delay cost its Iranian owners over $15 million in fixed costs and port dues, plus several million more in compensation, wiping out almost two-thirds of the cargo's value.The ship, owned by an Iranian company, has been stranded since 13 October last year, when it caught fire while offloading LPG into a lighter vessel near Kutubdia. It was later arrested in April following two admiralty suits. The vessel was carrying 34,000 tonnes of LPG worth around $23.8 million, according to the shipping agent. |

Ctg port sees dramatic surge in India trade as land routes dry up |
Bangladesh's trade with neighbouring India is undergoing a dramatic reshuffle. As land ports remain crippled by restrictions from New Delhi, exporters and importers on both sides are rushing to Chattogram Port – pushing volumes to record highs but also straining the country's main maritime gateway. Imports from India through Chattogram port more than tripled in volume in July compared to the same month last year, while exports also nearly tripled in volume, according to National Board of Revenue (NBR) data. July imports jumped 213% year-on-year in volume, reaching 479,625 tonnes, with values rising 80% to $521 million, data shows. Exports, though smaller in absolute terms, rose 176% in volume and 385% in value, totalling 18,741 tonnes worth $74.97 million.

চট্টগ্রাম বন্দরের ইতিহাসে নতুন মাইলফলক স্থাপন করেছে চট্টগ্রাম ড্রাই ডক লিমিটেড (সিডিডিএল)। নিউমুরিং কনটেইনার টার্মিনালে (এনসিটি) একদিনে রেকর্ড পাঁচ হাজারের বেশি কনটেইনার হ্যান্ডলিং করেছে প্রতিষ্ঠানটি। চট্টগ্রাম বন্দর কর্তৃপক্ষ জানিয়েছে, বৃহস্পতিবার সকাল ৮টা থেকে গতকাল সকাল ৮টা পর্যন্ত ২৪ ঘণ্টায় মোট ৫ হাজার ১৯ টিইইউস (কনটেইনারের মাপের একক) হ্যান্ডলিং করেছে সিডিডিএল। এর মধ্যে ২ হাজার ১০১ টিইইউস ছিল আমদানি পণ্যবাহী ও ২ হাজার ৯১৮ টিইইউস রফতানি পণ্যবাহী কনটেইনার। সিডিডিএল গত ৭ জুলাই থেকে এনসিটি ২, ৩, ৪ ও ৫ নম্বর বার্থ পরিচালনার দায়িত্ব গ্রহণ করেন। এরপর থেকে এনসিটিতে কনটেইনার হ্যান্ডলিং বেড়েছে উল্লেখযোগ্যভাবে। প্রতিষ্ঠানটির কর্মকর্তারা জানান, জাহাজ পয়েন্ট, ডেলিভারি পয়েন্ট, অ্যাপ্রাইজমেন্ট ও সিঅ্যান্ডএফ শেড এবং গেটে দক্ষ ব্যবস্থাপনার ফলে কনটেইনার হ্যান্ডলিংয়ে গতি এসেছে।

Ctg port to have 4 terminal projects under PPP model |
The Chittagong Port Authority (CPA) is set to implement, upgrade, and operate four major terminal projects under the Public-Private Partnership (PPP) model, officials say, aiming to elevate the port to international standards and enhance its capacity for future growth.
On August 10, Bangladesh Investment Development Authority (BIDA) Chairman Chowdhury Ashik Mahmud Bin Harun confirmed that international tendering processes for several Chattogram port terminals are underway. "We intend to appoint at least the first operator at the New-mooring Container Terminal (NCT), Laldia Container Terminal, and Bay Terminal by the end of December this year," he said. The initiatives follow earlier efforts to modernise the port. On May 14, Chief Adviser Prof Muhammad Yunus visited Chattogram port, highlighting plans to engage leading global port operators. |

Mongla Port introduces LCL cargo handling |
Mongla Port authority has introduced the long-awaited Less-than-Container Load (LCL) cargo handling system, opening new opportunities for both small and large-scale importers and exporters.
With this facility, traders can now ship smaller consignments using shared containers, eliminating the need to bear the full cost of an entire container. Imported goods can also be stored in the port yard and released later through customs clearance. Earlier, only the Full Container Load (FCL) system was available, which excluded many small traders who could not afford to fill a full container. Business communities had long been demanding the introduction of the LCL option. The demand gained momentum in June when the Mongla Port Customs Agents Association submitted a written request to the port chairman. Association Convener Md. Mosharraf Hossain also raised the matter with National Board of Revenue (NBR) Chairman Abdur Rahman Khan during his recent visit to the port and received a positive response.

Ship turnaround faster but customs delays choke Ctg port |
In a fresh setback to Bangladesh's supply chain, port congestion is now moving from the sea to the shore, undermining recent gains in ship turnaround times. The Chattogram Port, having successfully reduced container vessel waiting times, is now grappling with a new bottleneck: customs delays. Container vessels no longer have to spend days idling at sea before berthing in Chattogram, thanks to newly dedicated berths that have slashed waiting times and cut daily demurrage bills by $15,000–$20,000 per ship. Since the New Mooring Container Terminal came under the supervision of Bangladesh Navy-run Chittagong Dry Dock Limited early last month, the port's container-handling capacity has risen and ship turnaround time has dropped from five days to just two. However, this progress is being stifled by hold-ups at customs. The port yard is currently over 90% full, with 48,541 twenty-foot equivalent units (TEUs) out of a total capacity of 53,518 TEUs as of the morning of 19 August. Officials warn that the port needs 15-20% of its yard space to remain vacant for smooth operations.

প্রায় হাজার কোটি টাকা ব্যয়ে হেলেনিক ড্রাই বাল্ক ভেঞ্চারস এলএলসির কাছ থেকে দুটি বাল্ক ক্যারিয়ার জাহাজ কিনছে সরকার। জাহাজগুলো কেনা হচ্ছে নৌ-পরিবহন মন্ত্রণালয়ের আওতাধীন সংস্থা বাংলাদেশ শিপিং করপোরেশনের (বিএসসি) জন্য। সরকারি ক্রয়সংক্রান্ত উপদেষ্টা পরিষদ কমিটি গতকাল তা অনুমোদনও দিয়েছে। সরবরাহকারী প্রতিষ্ঠান যুক্তরাষ্ট্রের হলেও জাহাজ দুটি নির্মাণ করা হচ্ছে চীনে। সেখান থেকেই পাঠানো হবে বাংলাদেশে। ৫৩ বছর আগে যাত্রা করা রাষ্ট্রায়ত্ত জাহাজ পরিবহন প্রতিষ্ঠান বিএসসির বহরে শুরুর দিকে জাহাজ ছিল কেবল দুটি। এরপর বিভিন্ন সময়ে ৪৪টি যুক্ত হয়। তবে আয়ষ্কাল ফুরিয়ে যাওয়ায় নব্বইয়ের দশকের শেষে ৩৬টিকেই পাঠানো হয় অবসরে। কমতে কমতে জাহাজের সংখ্যা আবারো দুটিতে নেমে আসে। ২০১৮ সালে চীনের কাছ থেকে কেনা ছয়টি যুক্ত হলে বিএসসির বহরে জাহাজের সংখ্যা দাঁড়ায় আটটিতে। তবে রাশিয়া-ইউক্রেন যুদ্ধের সময় ইউক্রেনে ‘বাংলার সমৃদ্ধি’ জাহাজ ক্ষতিগ্রস্ত হয়। গত বছরের সেপ্টেম্বর ও অক্টোবরে অগ্নিকাণ্ডের কারণে ক্ষতিগ্রস্ত হয় ‘এমটি বাংলার জ্যোতি’ ও ‘এমটি বাংলার সৌরভ’। পরে এ দুটি জাহাজ স্ক্র্যাপ হিসেবে বিক্রি করে দেয়া হয়। ফলে বর্তমানে বিএসসির বহরে জাহাজের সংখ্যা কমে পাঁচটিতে নেমে এসেছে, যা সংস্থাটির নতুন জাহাজ সংগ্রহের প্রয়োজনীয়তা আরো বাড়িয়ে তুলেছে। |

লোকসানে থাকা স্থলবন্দর বন্ধ করে দেয়া হবে |
দেশের যেসব স্থলবন্দর দিয়ে উল্লেখযোগ্য পরিমাণে পণ্য আমদানি-রফতানি হয় না কিংবা লোকসানে চলছে, সেগুলো বন্ধ করে দেয়া হবে বলে জানিয়েছেন নৌ-পরিবহন উপদেষ্টা ব্রিগেডিয়ার জেনারেল (অব.) ড. এম সাখাওয়াত হোসেন। দিনাজপুরের হিলি স্থলবন্দর পরিদর্শনে গিয়ে গতকাল তিনি এ কথা বলেন। নৌ-পরিবহন উপদেষ্টা বলেন, ‘দেশের ২৪টি স্থলবন্দরের মধ্যে আটটি বন্ধ করতে চেয়েছিলাম। এরই মধ্যে চারটি বন্ধ করতে পেরেছি। বাকি ২০টি স্থলবন্দরের মধ্যে ১২-১৪টির বেশি কার্যকর নেই।’

যুক্তরাষ্ট্রের আমদানিকারকদের জন্য ব্যস্ততম সময় হলো বছরের তৃতীয় প্রান্তিক (জুলাই-সেপ্টেম্বর)। আর আমদানির বড় একটি উৎস চীন। এ সময় শিক্ষাপ্রতিষ্ঠানের নতুন সেশন ও ছুটির মৌসুমের চাহিদা সামাল দিতে পণ্য মজুদ করেন খুচরা বিক্রেতারা। তবে এবারের চিত্র একদম ভিন্ন। ব্যস্ততম সময় কাটানোর বদলে চীন-মার্কিন শিপিং কার্যক্রম ধীর হয়ে পড়ছে, যার প্রভাব পড়েছে ওই রুটের জাহাজ ভাড়ায়। এ পরিস্থিতি চলতি ২০২৫ পঞ্জিকাবর্ষের দ্বিতীয়ার্ধের (জুলাই-ডিসেম্বর) পুরো সময়জুড়ে অব্যাহত থাকতে পারে। ট্রান্সপ্যাসিফিক রুটে জাহাজ ভাড়া কমে বর্তমানে ২০২৩ সালের ডিসেম্বরের পর সর্বনিম্ন পর্যায়ে পৌঁছেছে। এশিয়া থেকে যুক্তরাষ্ট্রের পশ্চিম উপকূলগামী জাহাজের গড় স্পট রেট গত ৫ জুনের পর থেকে প্রায় ৬০ শতাংশ কমেছে। খবর নিক্কেই এশিয়া। |

Chittagong port-centric depots stuffed with goods-laden boxes |
Depots surrounding Chittagong seaport already brimming with goods-laden boxes, further disruptions feared as workers of prime-mover trailers, the main carrier of containers to and from the port, will suspend operations for 12 hours today for association elections.
Depot owners and shipping agents say due to the suspension of operations by Chittagong District Prime Mover Trailer, Concrete Mixer, Flatbed and Drumtruck Labour Union, carrying at least 1,000 twenty-foot-equivalent units (TEUs) of export containers will be disrupted.
At the same time, more 1,000 TEUs of inbound containers will also face the disruption during the day, they say. Ruhul Amin Sikder, Secretary-General of Bangladesh Inland Container Depots Association (BICDA), told the FE Sunday usually some 2,000 laden containers are being transported from the depots to the port jetties in a 24-hour period. If the workers of the prime-mover trailers suspend work for 12 hours Monday, transportation of some 1,000 TEUs of containers can be disrupted. |

Poor timing for port fee hike |
The decision to sharply increase tariffs at Chittagong port, Bangladesh's primary gateway for external trade, could hardly have come at a worse time. Amid an economic downturn, falling export demand and the looming threat of a 35 per cent additional duty on Bangladeshi goods entering the United Statesm, this sweeping hike in port charges threatens to push already beleaguered export-oriented businesses to the brink. According to the newly approved tariff structure, charges on more than 50 categories of services including pilotage, berthing, mooring, loading and unloading, crane use, diving, dredging and entry fees are set to rise significantly, some of them by more than tenfold. Port dues, for example, will jump by over 25 per cent, while the cost of fire-fighting tugboat is set to soar to levels many times higher than before. Charges for loading or unloading containers will climb by nearly 60 per cent across all sizes. Even basic gate pass fees for vehicles and individuals will quadruple. |

মোংলা বন্দরের ব্যবহার বাড়াতে পারলে চট্টগ্রাম বন্দরের অপারেশন কার্যক্রম বাড়বে, এতে ব্যবসায়ীদের খরচ কমবে এবং জনগণ বেনিফিটেড হবে বলে জানিয়েছেন জাতীয় রাজস্ব বোর্ডের (এনবিআর) চেয়ারম্যান মো. আবদুর রহমান খান। গতকাল সকালে মোংলা কাস্টম হাউজের সুন্দরবন সম্মেলন কক্ষে মতবিনিময় সভা শেষে তিনি এ কথা বলেন। এর আগে তিনি সিঅ্যান্ডএফ ব্যবসায়ীদের সঙ্গে বৈঠক করেন। আর সকালে এসেই তিনি প্রথমে কাস্টমস কর্মকর্তাদের সঙ্গে বৈঠক করেন। এনবিআর চেয়ারম্যান বলেন, ‘আমরা গত তিন মাস বাজেট নিয়ে ব্যস্ত ছিলাম। এখন আমরা বুঝতে চাই আমাদের ফিল্ড লেভেলে কী কী সমস্যা আছে। যেমন মোংলা পোর্টকে ভালো করে বোঝা, মোংলা পোর্টের ফ্যাসিলিটি বোঝা। কতটুকু কাজ আমরা এখানে করছি, আরো কী পরিমাণ লোড আমরা নিতে পারব। এখানে কী ধরনের সমস্যা রয়েছে সেগুলো শোনা।’ |

চট্টগ্রামের দ্বিতীয় বৃহত্তম নদী সাঙ্গু, যা বন্দর সুবিধাসম্পন্ন কর্ণফুলীর সঙ্গে যুক্ত হলেও নৌ-চলাচলসহ এর অর্থনৈতিক ব্যবহার একেবারেই সীমিত। তাই দক্ষিণ চট্টগ্রামের শিল্পাঞ্চলের পণ্য পরিবহন ও বন্দরের জাহাজ বার্থিংয়ের জন্য এ নদীতে একটি নিরাপদ পোতাশ্রয় তৈরির উদ্যোগ নিয়েছে বাংলাদেশ অভ্যন্তরীণ নৌ-পরিবহন কর্তৃপক্ষ (বিআইডব্লিউটিএ)। সংশ্লিষ্টরা জানান, দেশের প্রধান সমুদ্রবন্দর চট্টগ্রামকে ঘিরে কয়েক হাজার লাইটারেজ জাহাজ চলাচল করে। এসব জাহাজের একটি বড় অংশই কর্ণফুলী নদীর উপরিভাগে বার্থিং করা হয়। প্রতিদিন গড়ে হাজার খানেক জাহাজ নোঙর করায় এ নদীর স্বাভাবিক গতিপ্রবাহ বাধাগ্রস্ত হয়। এছাড়া বন্দর চ্যানেলে দেখা দেয় বিশৃঙ্খলা। বিআইডব্লিউটিএর পরিকল্পনা বাস্তবায়িত হলে লাইটারেজগুলো বন্দর মোহনা থেকে দক্ষিণের বাঁশখালী উপজেলার সাঙ্গু নদীর অভ্যন্তরে ১৫ কিলোমিটার দৈর্ঘ্যের পোতাশ্রয়ে বার্থিং করতে পারবে। পাশাপাশি বিরূপ আবহাওয়ার সময় বিভিন্ন নৌযান নিরাপদে থাকবে বলেও জানিয়েছেন সংশ্লিষ্টরা।

Local management to operate for 6 months before foreign handover |
The New Mooring Container Terminal (NCT) of Chattogram Port will remain under local management for 6 months before being handed over to foreign operators. This policy decision was approved at a meeting of the Economic Affairs Advisory Council Committee on Tuesday. Briefing the media after the meeting, Finance Adviser Dr. Salehuddin Ahmed confirmed the temporary local management arrangement, which precedes the planned foreign handover. Retired Brigadier General Sakhawat Hossain, Adviser of the Ministries of Shipping, Labour and Employment, said that the final decision on the entity to be entrusted with managing Chattogram Port will be taken at a meeting of the Ministry of Shipping today. |

Bangladesh ships locally made solar modules to US |
In a landmark move marking the country's entry into the global clean energy supply chain, Bangladesh has begun exporting solar modules, transitioning from a sole importer to an international supplier.
Radiant Alliance Limited, a sister concern of East Coast Group, recently dispatched its first consignment to the United States. It achieved the historic milestone by becoming the first Bangladeshi company to export solar photovoltaic modules, according to the company officials.
"This landmark accomplishment reflects the strength of Bangladesh's entrepreneurial spirit, manufacturing excellence, and growing global competitiveness in clean energy solutions," said Masudur Rahim, chief executive officer of Radiant Alliance Limited. The first consignment, stuffed in a 40-foot container, has been sent to the US for a company namely CleanGrid Incorporation, which will source a total of 64.60 MW solar pv modules from the Radiant.The size of the modules is 100Wp and 200Wp, prepared as per buyers' specification. Radiant is also in talks with another US-based company for exporting a total of 300 MW solar modules which now sources panels from Indonesia and the Philippines.

নৌপথকে কাজে লাগিয়ে দেশের অর্থনীতিকে গতিশীল করতে শিগগিরই মুন্সিগঞ্জের লৌহজং উপজেলায় পদ্মাপারে শুরু হবে আন্তর্জাতিক মানের কনটেইনার পোর্টের নির্মাণকাজ। বাংলাদেশ অভ্যন্তরীণ নৌ-পরিবহন কর্তৃপক্ষের (বিআইডব্লিউটিএ) মালিকানাধীন ২৯ দশমিক ৩১ একর জায়গায় এ বন্দর নির্মাণে ব্যয় হবে ৭৫৬ কোটি টাকা। লৌহজংয়ের শিমুলিয়ায় বিআইডব্লিউটিএর কার্যালয়ে গতকাল অনুষ্ঠিত এক সভায় এ নিয়ে আলোচনা হয়। শিমুলিয়া ফেরিঘাটের ভবিষ্যৎ ব্যবস্থাপনা নিয়ে আয়োজিত এ আলোচনা সভায় অন্তর্বর্তী সরকারের পাঁচ উপদেষ্টা ও নৌবাহিনী প্রধানসহ সংশ্লিষ্ট বিভাগের কর্মকর্তারা অংশ নেন। |

ইরান ও ইসরায়েলের মধ্যে যুদ্ধ শুরুর প্রেক্ষাপটে উপসাগরীয় অঞ্চল দিয়ে জ্বালানিসহ অন্যান্য পণ্য পরিবহন এখন আরো ঝুঁকিপূর্ণ হয়ে উঠেছে। এ অবস্থায় অঞ্চলটি দিয়ে পণ্য পরিবহনের জন্য নতুন বুকিং নেয়া এখন প্রায় বন্ধ করে দিয়েছেন জাহাজ ও ট্যাংকার মালিকরা। কোনো কোনো ক্ষেত্রে বুকিং নেয়া হলেও এর জন্য হাঁকা হচ্ছে উচ্চমূল্য। যদিও জ্বালানি পণ্যের চাহিদা পূরণের জন্য অঞ্চলটির ওপর অনেকাংশেই নির্ভরশীল এশিয়াসহ বিশ্বের বিভিন্ন অঞ্চলের দেশ। এ অবস্থায় বৈশ্বিক জ্বালানি পণ্যের বাজারদর আবার অস্থিতিশীল হয়ে ওঠার পাশাপাশি পণ্যটির সরবরাহ চেইন ধসে পড়ারও জোর ঝুঁকি তৈরি হয়েছে। |

Ship congestion at Ctg port lingers as berthing time rises |
The Singapore-flagged vessel Sinar Sorong arrived at the outer anchorage of Chattogram Port on 6 June with a consignment of containers from the Port of Singapore. However, due to the Eid holidays and a lack of berthing slots, the ship has yet to berth at the jetty. It is scheduled to dock today, 10 days after arrival. Eleven container vessels were scheduled to berth at the port yesterday, including eight gearless and three geared ships. Geared ships have cranes or other machinery for loading and unloading cargo, while gearless ships rely on shore-based equipment at ports. According to shipping companies, these ships carry around 22,000 import containers, with each ship carrying an average of 2,000 TEUs.

BD becoming self-reliant in air shipment of its exports |
A surprise Indian restriction on aerial transhipment taboo on Bangladesh exports turns a blessing in disguise with the latter poised to become self-reliant in air shipment, officials say. Airfreight facilities are taking a facelift at all the country's international airports in rerouting trade from Indian routes-and already a significantly growing volume of exports are being shipped by air from here to main western destinations. Foreign Affairs Adviser Touhid Hossain Tuesday said the suspension of transhipment facilities for Bangladesh by the Indian government apparently proved beneficial to the country.
Talking to reporters at the foreign ministry he pointed out that Bangladesh has become able to weather dependency on India following the Indian move. "We have been able to enhance our air-cargo facilities" he added. Responding to a question, he said India was yet to respond to Bangladesh's request for extraditing deposed Prime Minister Sheikh Hasina, in Delhi's shelter since the July-August 2024 changeover that ended her rule. He said Bangladesh would continue to press India in this regard. Responding to another question, he said it is not possible to stop the 'push-in' of Bengali-speaking people but Bangladesh is engaged in diplomatic efforts to stop such deportation. |

বড় জটের কবলে পড়ছে চট্টগ্রাম বন্দর |
স্বাভাবিক সময়ে চট্টগ্রাম বন্দর থেকে গড়ে দৈনিক চার হাজার কনটেইনার খালাস হয়। তবে কাস্টম হাউজের কর্মকর্তাদের কর্মবিরতির কারণে স্থবির হয়ে পড়েছে সব ধরনের কার্যক্রম। শুল্কায়নকাজ বন্ধ করে দেয়ায় গতকাল ছাড়করণ হয়েছে কেবল ২ হাজার ৮৫০ কনটেইনার। টানা কয়েক দিনের এ অস্থিরতায় বন্দরের ডকগুলোয় কনটেইনারের স্তূপ জমে এখন ৪১ হাজার ছাড়িয়েছে। চট্টগ্রাম বন্দরের তথ্যানুযায়ী, চট্টগ্রাম বন্দরে ৫৩ হাজার কনটেইনার রাখার জায়গা আছে বলা হলেও অফিস স্পেস, ইকুইপমেন্ট, যানবাহন চলাচলের জায়গা বাদ দিলে মূলত কনটেইনার রাখার স্থান রয়েছে কেবল ৪৫ হাজারের মতো। সে হিসাবে কনটেইনার রাখার স্থান আর বাকি আছে কেবল চার হাজর। এদিকে দেশের প্রধান এ সমুদ্রবন্দরে প্রতিদিন গড়ে জাহাজ থেকে কনটেইনার নামানো হচ্ছে কমপক্ষে চার হাজার।

চলতি অর্থবছরের প্রথম দশ মাসে চট্টগ্রাম বন্দর দিয়ে আমদানি গত অর্থবছরের একই সময়ের তুলনায় ৬.৩৩ শতাংশ বেড়েছে, যা অব্যাহত অর্থনৈতিক চ্যালেঞ্জের মধ্যে ঘুরে দাঁড়ানোর লক্ষণ দেখাচ্ছে। চট্টগ্রাম কাস্টম হাউসের তথ্য বলছে, ২০২৪-২০২৫ অর্থবছরের জুলাই-এপ্রিল সময়ে পণ্য আমদানি হয়েছে ৭.৮৭ কোটি টন। গত অর্থবছরের একই সময়ে পণ্য আমদানি হয়েছিল ৭.৪০ কোটি টন। তথ্য বলছে, এই সময়ে এসব আমদানি পণ্যের শুল্কায়নযোগ্য মূল্য দাঁড়িয়েছে ৪.২৩ লাখ কোটি টাকা, যা গত অর্থবছরের একই সময়ের ৩.৭০ লাখ কোটি টাকার তুলনায় ১৪.৩৫ শতাংশ বেশি। আমদানি-রপ্তানি কার্যক্রমের গতি বুঝতে একটি বড় সূচক হচ্ছে পণ্য চালানের সংখ্যা। এই চালান, অর্থাৎ বিল অভ এন্ট্রি ও বিল অভ এক্সপোর্ট দাখিলও বেড়েছে উল্লেখযোগ্যভাবে। জুলাই-এপ্রিল সময়ে চট্টগ্রাম কাস্টমসে জমা পড়েছে ২৪.১৫ লাখ বিল অভ এন্ট্রি ও বিল অভ এক্সপোর্ট, যা গত অর্থবছরের একই সময়ের ২১.৮৫ লাখের চেয়ে ১১ শতাংশ বেশি।
আমদানিতেও উল্লেখযোগ্য প্রবৃদ্ধি হয়েছে। চলতি অর্থবছরের ১০ মাসে আমদানি পণ্যের বিল অভ এন্ট্রি দাখিল হয়েছে ৫.৭৩ লাখ, যা গত অর্থবছরের একই সময়ে ছিল ৫ লাখ। কাস্টমস কর্মকর্তারা জানান, চলতি অর্থবছরের দশ মাসে দৈনিক গড়ে ১ হাজার ৯১০টি আমদানি পণ্যের বিল অভ এন্ট্রি দাখিল হয়েছে, যা স্থিতিশীল বাণিজ্যিক কার্যক্রমের ইঙ্গিত দেয়।

Keep Ctg port functional for 24 hrs for smooth export-import |
Apparel sector leaders on Wednesday urged the interim government to take measures for keeping Chattogram port functional for 24 hours a day for smooth export-import activities. Otherwise, factory owners would not take the responsibility to pay wages to workers ahead of Eid-ul-Azha, they said. "Chattogram port is not functioning while Eid is approaching. We can't import and export. Raw materials from China are arriving at the port within 14 days while it takes 18 days to reach goods to Dhaka," said Bangladesh Garment Manufacturers and Exporters Association (BGMEA) former president Quazi Moniruzzaman. So, how they do business if Chattogram port is not open for 24 hours, he said, warning that the owners would not take responsibility to pay wages and allowances to garment workers.
He said that the interim government might have many issues and address or reform them. "But not putting us in graves or destroying the industry." He said this in a city hotel while announcing the election manifesto of Sammilita Parishad, a panel that is contesting the BGMEA election slated for May 31 for the 2025-27 term. Stressing the need of the port is functional for 24 hours, he said import and export activities should be going on, otherwise, industry owners cannot take the responsibility of paying garment workers before the Eid.

অবস্থানগত কারণে চট্টগ্রাম বন্দর চ্যানেল পলিপ্রবণ। নিয়মিত ড্রেজিং করলে বন্দর চ্যানেলে জোয়ারের সময় সর্বোচ্চ সাড়ে নয় মিটার গভীরতা পাওয়া যায়। ভাটার সময় গভীরতা নেমে আসে ছয়-সাত মিটারে। এ নাব্য সীমাবদ্ধতায় বন্দরে বড় জাহাজ ভিড়তে পারে না। এ সংকট ছাড়াও কাস্টমসে জটিলতা এবং দেশের অর্থনৈতিক হাবগুলোর সঙ্গে দুর্বল সংযোগ চট্টগ্রাম বন্দরকে আন্তর্জাতিক মান থেকে দূরে সরিয়ে দিচ্ছে বলে মনে করছেন বিশেষজ্ঞরা। এমন পরিপ্রেক্ষিতে তারা বলছেন, বন্দর পরিচালনায় যত দক্ষ প্রতিষ্ঠানই নিযুক্ত করা হোক না কেন, তারা বন্দরের কার্যক্ষমতা খুব একটা বাড়াতে পারবে না।

Ctg port resumes export container scanning |
The Chittagong Port Authority (CPA) has resumed operational activities of its self-funded export-oriented container scanner. CPA has taken the initiative as a part of the implementation of the ISPS Code, which will play an important role in ensuring the security of international trade.
CPA Chairman Rear Admiral SM Moniruzzaman officially inaugurated the resumption of operational activities of the export-oriented container scanner on Sunday. The Commissioner of Chittagong Customs House, CPA members, Director Security, Secretary of CPA and other senior officials of the port and customs were present at the inauguration ceremony. CPA Chairman Rear Admiral SM Moniruzzaman said that this initiative of the Chittagong Port will help ensure transparency and security of international trade as well as maintain the port's reputation. Sources said the container scanner was installed in February 2024 with the own funding of Chittagong Port. This high-quality fixed scanner, supplied by Five R Associates Limited, was being operated by Chittagong Custom House. Although the company had a contract for the maintenance of the scanner, operational activities were temporarily suspended due to the expiration of the contract.

Dev budget for two seaports may bloat |
Interim government's focus on developing Matarbari deep-sea port and Mongla seaport as shipping hubs necessitates huge funds as the Ministry of Shipping has sought nearly 50-percent higher allocations in the upcoming budget. Officials say the Matarbari port development is likely to involve almost doubling of funds and the struggling Mongla port may get over 45-time higher funds in the fiscal year (FY) 2025-26 development budget. Bangladesh government has taken initiative to construct the Matarbari seaport as the country's first deep-sea port since drafts of two other older ports-Chittagong and Mongla-are far lower to host oceangoing vessels. |

সমুদ্র উপকূলবর্তী সংরক্ষিত বনের ওই জমিটি বন্দর কর্তৃপক্ষকে না দিয়ে সেখানে ম্যানগ্রোভ বনায়ন করতে চাইছে তারা। এ নিয়ে সরকারের দুই সংস্থার মধ্যে চলছে চিঠি চালাচালি। জানা গেছে, বে-টার্মিনাল নির্মাণ প্রকল্পের নকশায় মধ্যম হালিশহর মৌজায় ৫১ দশমিক শূন্য ৮৫ একর এবং দক্ষিণ কাট্টলী মৌজায় দুটি দাগে ৬৬ ও ১৫০ একরসহ মোট ২৬৭ দশমিক শূন্য ৮৫ একর জমিকেও ধরেছে বন্দর কর্তৃপক্ষ। সংরক্ষিত বনভূমি হিসেবে গেজেটভুক্ত জমিটি নিজেদের করে নিতে তারা ২০১৯ সাল থেকেই চেষ্টা করে যাচ্ছে। তবে বন বিভাগ উপকূলীয় এ সংরক্ষিত বন হাতছাড়া করতে চায় না। বে-টার্মিনাল নির্মাণের জন্য বনের জমি না দেয়ার সিদ্ধান্তের কথা জানিয়ে দিয়েছে বন বিভাগ। |

CPA, Japanese JV ink Tk 62b Matarbari port deal |
A joint venture (JV) of two Japanese companies will construct Bangladesh's first deep-sea port at Matarbari in the south-eastern district of Cox's Bazar. In a milestone development in the implementation of the Tk 243.81 billion project, Chittagong Port Authority (CPA) signed a contract with leading Japanese construction firms Penta-Ocean Construction Company Ltd and TOA Corporation at a ceremony at Le Meridien Dhaka on Tuesday. CPA Chairman Rear Admiral SM Moniruzzaman and Penta-Ocean General Manager (maritime) and Head of Civil Engineering Division Tomokazu Hasegawa signed the Tk 61.96 billion contract on behalf of their respective sides. Shipping Adviser Brig Gen (retd) Dr M Sakhawat Hussain attended the event and said the project would open new horizons for international trade and transform the country's economic landscape. Chief of Naval Staff Admiral M Nazmul Hassan; Senior Secretary of the shipping ministry Mohammed Yousuf; Deputy Chief of Mission at the Embassy of Japan in Bangladesh Naoki Takahashi, Minister; and Chief Representative of Japan International Cooperation Agency's (JICA) Bangladesh office Tomohide Ichiguchi were present as guests, among others.

China shipbuilders rip Trump's 'short-sighted' US port fees |
China's shipbuilders on Saturday blasted as "short-sighted" US port fees announced by President Donald Trump's administration on China-linked ships, a measure aimed at the nation's shipbuilding industry.
Trump signed an order on Wednesday aimed at reviving US shipbuilding and reducing China's grip on the global shipping industry. His government the next day watered the measures down by shielding domestic exporters and vessel owners serving the Great Lakes, the Caribbean and US territories. The spat over ocean shipping, which conveys 80% of global trade, is the latest conflict in an intensifying trade war between China and the US that has pushed levies on each other's imports beyond 100%.
The China Association of the National Shipbuilding Industry expressed "extreme indignation and resolute opposition" to the US measures, joining protests from the government and country's shipowners.
"The decline of the US shipbuilding industry is the result of its protectionism and has nothing to do with China," the shipbuilders said in a statement. It warned the US restrictions would disrupt the global maritime system, lead to soaring shipping costs, further push up US inflation and harm the interest of the US people. "We call on the international maritime industry to jointly resist this short-sighted U.S. behaviour, and jointly maintain a fair market environment," the industry body said, adding it expects Chinese authorities to take strong countermeasures.

Matarbari deep-sea port construction deal with Japanese firms likely this mont |
Bangladesh's dream of becoming a regional transshipment hub is edging closer to reality, as the final agreement for the construction of the country's first deep-sea port in Matarbari, Cox's Bazar, is scheduled to be signed this month. Five years after its approval, the Chattogram Port Authority (CPA) is set to sign a contract with two renowned Japanese construction and engineering firms—Penta-Ocean Ltd and TOA Corporation—on 22 April in Dhaka, according to CPA Secretary Mohammad Omar Faruk. The project, funded by the Japan International Cooperation Agency (Jica), carries a total estimated cost of Tk24,300 crore. The first phase, valued at Tk6,197 crore, is slated for completion by 2029.

Payra seaport misplaced, a 'wound' to economy |
Planning Adviser Dr Wahiduddin Mahmud irately likens the Payra port to a festering wound to the economy and says a seaport is being built at a location that is not even suitable for a river-port. "At best, it could serve as a simple Ghat," the adviser of the interim government told reporters about the project taken up by the past government. He made the remarks Sunday at a press briefing following the day's meeting of the Executive Committee of the National Economic Council (ECNEC) which approved a second revision proposal on the Payra port's terminal project with an estimated cost of Tk 54.28 billion, over 36- percent higher than initial estimate. "With over 72% of the works completed and substantial funds already spent, canceling the project is no longer an option, even if it is considered an economic burden," the adviser, however, said. Earlier, the seventh meeting of the current interim government was held at the NEC auditorium in the capital with Chief Adviser Professor Dr Muhammad Yunus in the chair. |

যশোরের অভয়নগরে অবস্থিত নওয়াপাড়া নৌবন্দর দিয়ে প্রতি বছরই পণ্য সরবরাহের চাহিদা বাড়ছে। সেই সঙ্গে বাড়ছে সরকারের রাজস্ব আয়ও। কিন্তু নাব্য সংকট, সরু চ্যানেলসহ নানা কারণে ব্যবহার উপযোগিতা হারাচ্ছে দেশের দক্ষিণাঞ্চলের সবচেয়ে বড় ও ব্যস্ততম এ নদীবন্দর। গত দেড় বছরে এখানে ১৫টির বেশি পণ্যবাহী জাহাজডুবির ঘটনা ঘটেছে। নওয়াপাড়া নৌবন্দর কর্তৃপক্ষ জানিয়েছে, ২০২৩-২৪ অর্থবছরে এ নৌবন্দরে ১ হাজার ৬১৩টি জাহাজে ৭ লাখ ৬ হাজার ৮১৩ টন পণ্য এসেছে। এ থেকে সরকার ২ কোটি ৬৫ লাখ ৮৯ হাজার ১৮৬ টাকা রাজস্ব পেয়েছে। এর আগে ২০২২-২৩ অর্থবছরে ১ হাজার ৫৮৪টি জাহাজে এসেছে ৬ লাখ ৯২ হাজার ৩১৩ টন পণ্য। এ সময় রাজস্ব আয় করেছে ২ কোটি ৪২ লাখ ২২ হাজার ৮৭৫ টাকা। ২০২১-২২ অর্থবছরে ১ হাজার ৩৭৫টি জাহাজে পণ্য এসেছে ৫ লাখ ৯০ হাজার ২২০ টন। এ থেকে সরকার রাজস্ব আদায় করেছে ২ কোটি ৪০ লাখ ৮২ হাজার ৬৪৪ টাকা। ২০২০-২১ অর্থবছরে ১ হাজার ২০৫টি জাহাজে পণ্য এসেছে ৫ লাখ ৩৮ হাজার ৯২০ টন। রাজস্ব আয় হয়েছে ২ কোটি ৩৪ লাখ ৪২ হাজার ৩০০ টাকা। |

BSC to purchase six vessels for $330m |
The Bangladesh Shipping Corporation (BSC) has received primary approval from the Planning Commission (PC) for its $330.32 million project to acquire six container vessels from South Korea. Each ship will have a capacity of 2,500 to 3,000 twenty-foot equivalent units (TEUs), the corporation said in a stock exchange filing on Sunday.
BSC said a concept paper for the project had been signed with Korea's Economic Development Cooperation Fund (EDCF), which is currently conducting a feasibility study. The final execution of the project depends on EDCF's approval, according to the disclosure. The news sparked a positive response in the markets, with BSC's stock price climbing 1.85 per cent to Tk 87.90 on the Dhaka Stock Exchange on Sunday. |

পুঁজিবাজারে তালিকাভুক্ত রাষ্ট্রায়ত্ত প্রতিষ্ঠান বাংলাদেশ শিপিং করপোরেশন (বিএসসি) দক্ষিণ কোরিয়া থেকে ছয়টি পণ্যবাহী জাহাজ কেনার উদ্যোগ নিয়েছে। এরই মধ্যে এ বিষয়ে পরিকল্পনা কমিশনের প্রাথমিক অনুমোদন পেয়েছে প্রতিষ্ঠানটি। এতে ব্যয় হবে ৩৩ কোটি ৩ লাখ ২০ হাজার ডলার। বাংলাদেশী মুদ্রায় এর পরিমাণ প্রায় ৪ হাজার ৩০ কোটি টাকা। ঢাকা স্টক এক্সচেঞ্জ (ডিএসই) সূত্রে এ তথ্য জানা গেছে। তথ্যানুসারে, ২ হাজার ৫০০ থেকে ৩ হাজার টিইইউস সক্ষমতার ছয়টি পণ্যবাহী জাহাজ কেনার ব্যাপারে দক্ষিণ কোরিয়ার ইডিসিএফের সঙ্গে বিএসসি কনসেপ্ট পেপার স্বাক্ষর করেছে। ইডিসিএফ এ বিষয়ে সম্ভাব্যতা যাচাই করে দেখছে। ইডিসিএফের অনুমোদন সাপেক্ষে এ জাহাজ কেনার পরিকল্পনা সম্পন্ন হবে। এছাড়া আরো ছয়টি ২ হাজার ৮০০ থেকে ৩ হাজার টিইইউস সক্ষমতার পণ্যবাহী জাহাজ কেনার উদ্যোগ নেয়া হয়েছে বলে জানিয়েছে বিএসসি। চলতি ২০২৪-২৫ হিসাব বছরের প্রথমার্ধে (জুলাই-ডিসেম্বর) বিএসসির শেয়ারপ্রতি সমন্বিত আয় (ইপিএস) হয়েছে ৯ টাকা ৩৫ পয়সা, আগের হিসাব বছরে যা ছিল ৬ টাকা ৫৯ পয়সা। এ সময়ে প্রতিষ্ঠানটির মুনাফা বেড়েছে প্রায় ৪২ শতাংশ। চলতি ২০২৪-২৫ হিসাব বছরের দ্বিতীয় প্রান্তিকে (অক্টোবর-ডিসেম্বর) প্রতিষ্ঠানটির ইপিএস হয়েছে ৩ টাকা ৫২ পয়সা, আগের হিসাব বছরে যা ছিল ৩ টাকা ২৯ পয়সা। ৩১ ডিসেম্বর ২০২৪ শেষে কোম্পানিটির শেয়ারপ্রতি নিট সম্পদমূল্য (এনএভিপিএস) দাঁড়িয়েছে ৯৫ টাকা ৬৭ পয়সায়।
সর্বশেষ সমাপ্ত ২০২৩-২৪ হিসাব বছরে বিনিয়োগকারীদের জন্য ২৫ শতাংশ নগদ লভ্যাংশ ঘোষণা করেছে বিএসসির পর্ষদ। আলোচ্য হিসাব বছরে কোম্পানিটির ইপিএস হয়েছে ১৬ টাকা ৩৭ পয়সা, আগের হিসাব বছরে যা ছিল ১৬ টাকা ১৫ পয়সা। ৩০ জুন ২০২৪ শেষে কোম্পানিটির এনএভিপিএস দাঁড়িয়েছে ১০১ টাকা ৯৭ পয়সায়।

Project cost hiked to Tk 149 billion |
Long-stalled Bay Terminal infrastructure-building bid resumes with a proposed steep 43.07-percent hike in the project cost to Tk149.09 billion, official sources say. The Ministry of Shipping has submitted this revised proposal to develop support infrastructure for the proposed Bay Terminal in the Chattogram seaport area, meant for ramping up the country's external trade-handling capacity. The previous proposal was returned by the Planning Ministry for a further review. The project's cost, initially estimated at Tk 104.21 billion in May last year, is now set to increase by Tk 44.88 billion prior to the approval from the Executive Committee of the National Economic Council (ECNEC). |

The number of foreign commercial ships arriving at Mongla Port has increased compared to the previous year.
In the first seven months of the 2024-2025 financial year, a total of 496 ships docked at Mongla Port, said the port's Public Relation Deputy Director Md Makruzzaman.
During this period, 6,562,300 tonnes of goods were imported and exported. This included the loading and unloading of 12,083 used containers from 23 container ships, as well as the unloading of 6,751 reconditioned vehicles from 12 vehicle ships. |

Ctg port's Jan container handling rises 13pc |
The Chittagong port got off to a flying start in January by handling 13.28-per cent higher containers year on year, driven by a significant rise in the country's export and import trade.According to port officials, the country's prime seaport handled a total of 263,614 twenty-foot equivalent units (TEUs) of containers this January, up from 232,709 TEUs in the same month of the previous year.
Data shows the port handled 75,234 TEUs of export goods-laden containers, 53,149 TEUs of empty outbound containers, 124,039 TEUs of import goods-laden containers, and 11,192 TEUs of empty inbound containers last month. |

China-aided seaport dev project gets all-clear |
A major project gets finally gets the go-ahead to expand and modernize Mongla seaport with enhanced container-handling capacity under a plan to upgrade it to a regional shipping hub. The Mongla Port Authority, under the Ministry of Shipping, will implement the project by December 2028 at a total cost of over 4.07 billion that includes a loan of about Tk 3.56 billion. The Executive Committee of the National Economic Council (ECNEC) in a meeting held at the NEC auditorium in Dhaka with Chief Adviser of the post-uprising government Dr Muhammad Yunus in the chair gave approval for this one and 12 other projects.
Briefing reporters after the meeting, Planning Adviser Dr Wahiduddin Mahmud emphasized the port's geopolitical significance and said the government is committed to developing Mongla Port into a regional hub by strengthening its container-handling infrastructure. |

MoS to seek advisory council's nod |
The Ministry of Shipping (MoS) has decided to go ahead with the construction of the multibillion-dollar Bay Terminal in consultation with stakeholders, sources said.In a meeting on Sunday, it also decided to seek the advisory council's approval after the transaction adviser of the project submits a report.Shipping adviser Brig Gen (retd) Dr M Sakhawat Hussain chaired the meeting attended by officials from the Bangladesh Investment Development Authority (BIDA), Public-Private Partnership Authority (PPPA) and Chittagong Port Authority (CPA).
Representatives from the prospective local and foreign investors and shipping ministry officials were also present. |

Building multibillion-dollar Bay Terminal takes new nudge |
Building the planned multibillion-dollar Bay Terminal in Chattagram takes new nudge in the changed political context as government authorities are set to evaluate progress and set new course of action.
Officials have said the ministry of shipping will sit with all parties concerned next week for the stocktaking and deciding what it takes to kick-start the construction process with local and foreign financing.
The ministry officials, including the shipping adviser of the incumbent interim government, will sit with the Chittagong seaport officials, the probable local and foreign investors, officials from the Public-Private Partnership Authority (PPPA), the transaction adviser, and people concerned. |

অভ্যন্তরীণ নদীপথে বাংলাদেশ ওয়াটার ট্রান্সপোর্ট কো-অর্ডিনেশন সেলের (বিডব্লিউটিসিসি) সিরিয়ালে জাহাজ চলাচলের সিদ্ধান্ত গ্রহণ করা হয়েছে। এক্ষেত্রে পূর্ব নির্ধারিত ভাড়াও কিছুটা কমানো হয়েছে। চট্টগ্রাম নগরীর আগ্রাবাদে বিডব্লিউটিসিসির কার্যালয়ে গতকাল বার্থিং সভায় নৌ-পরিবহন অধিদপ্তরের মহাপরিচালক কমডোর মোহাম্মদ মাকসুদ আলম এ-সংক্রান্ত ঘোষণা দেন।
তিনি বলেন, ‘আমরা নদীপথে বিশৃঙ্খলা এড়াতে সিরিয়াল পদ্ধতিতে লাইটারেজ চলাচলের পদক্ষেপ গ্রহণ করেছি। অন্যান্য পরিবহন খাতের মতো নৌ-পরিবহন খাতও নিরাপদ, সুষ্ঠু ও সুশৃঙ্খল থাকা জরুরি। কারণ আমদানি-রফতানি এবং ব্যবসা-বাণিজ্য স্বাভাবিক ও নিরাপদ থাকলে দেশের অর্থনৈতিক উন্নয়নও গতি পাবে।’ |

খরায় জাহাজ চলাচল কমা সত্ত্বেও আয় বেড়েছে পানামা খালে |
কয়েক বছর ধরে পানামা খালের পুনরুজ্জীবন বৈশ্বিক বাণিজ্যে বড় সমস্যা হয়ে ঝুলে রয়েছে। কেননা বিশ্বের শীর্ষ অর্থনীতি যুক্তরাষ্ট্রে পণ্য আমদানি-রফতানিতে গুরুত্বপূর্ণ ভূমিকা পালন করে এ সংক্ষিপ্ত রুট। বিভিন্ন ধরনের প্রচেষ্টার মাঝে গত বছর পানামা খালের খরা পরিস্থিতি তীব্র রূপ ধারণ করে। এ অবস্থায় জাহাজ চলাচল কমা সত্ত্বেও গত সেপ্টেম্বরে শেষ হওয়া ২০২৪ অর্থবছরে পানামা খালের নিট আয় প্রায় ৯ দশমিক ৫ শতাংশ বেড়ে ৩৪৫ কোটি ডলার হয়েছে। পানামা খাল কর্তৃপক্ষের বরাত দিয়ে সম্প্রতি এ তথ্য জানিয়েছে রয়টার্স।
পানামা খালের ইতিহাসে এটি তৃতীয় শুষ্কতম বছর। পানির অভাবে ২০২৩ সালের শেষ থেকে চলতি বছরের প্রথম ভাগ পর্যন্ত এ রুটে প্রতিদিন জাহাজ চলাচলের অনুমতি কমাতে বাধ্য হয় কর্তৃপক্ষ। এছাড়া পানির স্তর নিচে নেমে যাওয়ায় অপেক্ষাকৃত বড় পণ্যবাহী জাহাজ চলাচলে বিধিনিষেধ দেয়া হয়েছিল। |

নৌপরিবহন অধিদপ্তর একটি নিয়ন্ত্রণমূলক কাঠামো ফের চালু করায় পণ্য পরিবহনের খরচ বাড়তে চলেছে। অনেকেই মনে করছেন, এতে সিন্ডিকেটের দাপট বাড়বে।
চট্টগ্রাম বন্দর থেকে লাইটার জাহাজযোগে পণ্য পরিবহনে ২০২৩ সালে ভেঙে দেওয়া হয়েছিলো সিরিয়াল প্রথা। এর ফলে বন্দর দিয়ে আমদানি করা পণ্য দেশের ৩৪টি নৌরুটে পরিবহনে আগের তুলনায় অন্তত ২০ শতাংশ পণ্য পরিবহন ব্যয় কমে এসেছিল।
কিন্তু গত ১৫ অক্টোবর নৌপরিবহন অধিদপ্তর থেকে অনুমতিপ্রাপ্ত লাইটার জাহাজের মাধ্যমে বাংলাদেশের সমুদ্র বন্দরসমূহে পণ্য পরিবহন নীতিমালা, ২০২৪ প্রণয়ন করায় এ ব্যয় আবারও বেড়ে যাওয়ার আশঙ্কা দেখা দিয়েছে। |

Decides to build deep-sea port, prefers Japan as builder |
Interim government's economic policy body, in a major development push, decides to build the long-stalled Matarbari deep-sea port and prefers Japan as the builder rather than China or India for quality works and for some geopolitical issues. Planning Adviser Professor Wahiduddin Mahmud disclosed the decision made Monday by the Executive Committee of the National Economic Council (ECNEC).
"The Japan-funded projects are completed in time. Japan and the western countries have a system on their contractor management. If any contractors of those respective countries do any irregularities they take action. |
