গ্যাস সরবরাহ বাবদ বিপুল পরিমাণ বিল বকেয়া-সংক্রান্ত জটিলতাকে কেন্দ্র করে সাভারে অবস্থিত ঢাকা ইপিজেডে (ডিইপিজেড) গ্যাস সরবরাহ বন্ধ হয়ে গেছে। বিতরণ কোম্পানি তিতাসের কাছ থেকে গ্যাস নিয়ে সেখানকার কারখানাগুলোয় বিদ্যুৎ সরবরাহ করে ইউনাইটেড গ্রুপের বিদ্যুৎ কেন্দ্র। গতকাল দুপুরের পর ঢাকা ইপিজেডে গ্যাস সংযোগ বিচ্ছিন্ন করায় সেখানকার রফতানিমুখী বেশির ভাগ শিল্প-কারখানার উৎপাদন ব্যাহত হচ্ছে। রাত ৯টায় এ প্রতিবেদন লেখা পর্যন্ত সেখানে বেশির ভাগ কারখানাই ঠিকমতো উৎপাদনে যেতে পারেনি। ঢাকা ইপিজেড-সংশ্লিষ্ট বেশ কয়েকটি সূত্র বণিক বার্তাকে বিষয়টি নিশ্চিত করেছে। আজ শিল্প-কারখানাগুলো পুরোদমে উৎপাদনে যেতে পারবে কিনা সে বিষয়ে নিশ্চিত করে কিছু জানাতে পারেননি ঊর্ধ্বতন কর্মকর্তারা।

High-level discussions at the Washington headquarters of the IMF on stalled fund release also ended sans agreement, leaving disbursement of the fourth and fifth tranches of its $4.7-billion loan to Bangladesh cloaked in uncertainty. Sources at Bangladesh Bank (BB) gave such an indication Monday about outcome of the negotiations with the International Monetary Fund on the sidelines of the IMF-World Bank Spring Meetings. A high-powered Bangladeshi delegation led by finance adviser of the interim government Dr Salehuddin Ahmed attended the meeting in the capital of the United States to talk out latest twin disagreements over more flexible exchange rate and significantly expanding the tax-GDP ratio in the country. The disagreements between an IMF mission to Bangladesh and their counterparts held back an envisaged staff-level agreement leading to disbursement of the fourth and fifth tranches worth $650 million each. In closed-door meetings in Washington, DC, the Bangladeshi delegation convinced the IMF to relax an ambitious tax-revenue-mobilisation target set by the Fund for the National Board of Revenue (NBR), but the lender stuck to its guns over more flexible dollar-taka exchange rates. As a matter of fact, the sources said, the IMF's staff-level agreement with Bangladesh on disbursement of $1.3 billion under its $4.70-billion lending package for stabilising the country's macroeconomic situation stays held in abeyance.

Local manufacturers of air-conditioners and refrigerators are likely to see a twofold hike in value-added tax (VAT) in the upcoming fiscal year, under government plans for raising revenues. Also poised for coming under higher taxation the local manufacturers of mobile-phone handset, official sources said. The hikes might come through the Finance Bill 2026 scheduled to be placed for endorsement by the advisory council of the interim government on June 2, they said. Currently local manufacturers pay the value-added tax (VAT) at a cut-down rate of 7.5 per cent in supply stage of their produced AC and refrigerator under a Statutory Regulatory Order (SRO). The VAT rate could be set 15 per cent in the budget for FY2025-26. The tenure of the SRO is scheduled to expire on June 30, when the current fiscal year also passes out. "The NBR may not extend the tax break for next FY. That would result in a twofold rise in taxes for AC and refrigerator manufacturers," says a senior government official. Revenue officials have estimated around Tk 20 billion in VAT from these two items in the next year. Currently, the NBR receives around Tk 10 billion worth of VAT from local manufacturers of the two home appliances. In January, the revenue board also issued a notification to the effect that corporate income-tax rate will be 20 per cent for refrigerator, AC, and motorcycle makers. In a notification, the tax authority said the manufacturers of these electronic appliances and motorcycles must pay the tax at the revised rate until June 30, 2032.

Container handling at the inland container depots (ICDs) in Chattogram grew at a double-digit rate during nine months of the current fiscal year, signalling strong recovery and expansion in the country's external trade. During the July-March period of FY25, the ICDs handled 790,710 twenty-foot equivalent units (TEUs) of export-import cargoes, marking a 15.7-percent increase compared to the same period a year earlier, according to data prepared by the Bangladesh Inland Container Depots Association (BICDA), the apex body representing the country's 22 ICDs based in Chattogram. Export shipments, measured in containerised goods, rose by 15.6 per cent to 597,258 TEUs in this period, while import cargo handling grew by over 16 per cent to 193,452 TEUs. ICDs - commonly referred to as off-docks - currently handle almost 100 per cent of Bangladesh's containerised export shipments, excluding a small volume sent via air freight, and roughly 18 per cent of total imports, particularly focusing on around 50 selected import items, including poultry feeds. BICDA officials familiar with the matter told The Financial Express the ICDs are experiencing record activities, fuelled by growing export orders, particularly from key sectors like garments, textiles, and diversified jute products. "We especially have seen huge volumes of export cargoes in recent weeks. Marketing officials from off-docks have informed us that there are long queues of export-bound containers awaiting shipment," said Mohd Ruhul Amin Sikder, secretary general of BICDA, on Sunday.

The capital and its surrounding areas are unlikely to get any new mass- transit services, including metro, subway, and circular train, over the next 20 years, as per the final Strategic Transport Plan (STP) 2025 draft. The STP, being revised for the second time this year to make transport plans till 2045, however, recommends the extension of four under-implementation metro lines. The four lines - Mass Rapid Transit (MRT) 1, MRT 6, MRT 5 North, and MRT 5 South - are being implemented as per the revised STP (RSTP) formulated in 2015. The routes will be extended to bring cities near Dhaka under the mass-transit network, sources said. However, bus rapid transit (BRT) and light rapid transit (LRT) are unlikely to be included in STP 2025. Bangladesh Bridge Authority has proposed 258 kilometres of Dhaka subway network, which includes 11 underground lines to be built at an estimated cost of $72 billion.

BRAC Bank earned a record profit of Tk 12.3 billion in 2024, securing a remarkable 62 per cent year-on-year growth driven by substantial income from investments in government securities. Apart from high returns from Treasury bills and bonds, the bank witnessed an escalation in interest income in the year, compared to the previous year. The third-generation commercial bank's consolidated earnings per share (EPS) stood at Tk 6.95 for the year, up from Tk 4.30 (restated) for the year before. The annual audited financial statement of the bank was approved at a board meeting on Monday. Based on the profit growth, the board of directors declared a 25 per cent dividend (12.5 per cent cash and 12.5 per cent bonus shares) for 2024. This is also the highest dividend declaration since 2015. It had paid 25 per cent cash dividends for 2015. The number of outstanding shares of the bank is nearly 1.77 billion. So, the bank will pay Tk 2.21 billion in cash dividends to its shareholders against existing shares for 2024. The bonus shares were recommended to strengthen the capital base of the bank, said the bank in its earnings note, adding that the shares were declared out of the current year's profit. BRAC Bank's performance corroborates the notion that the lenders, which wisely made good investments in Treasury bills and bonds, reaped handsome returns.

The railways ministry has sought 7.05-percent lower funds in the upcoming FY26 Annual Development Programme (ADP) than the current fiscal year's allocation as the interim government has taken a tougher stance on the misuse of public funds, officials said on Monday. According to the Planning Commission, the ministry has demanded Tk 95.06 billion to implement the ongoing and future development projects. In FY25, the government allocated Tk 102.27 billion in the ADP for the ministry. The ministry cut its FY26 fund demand mainly in the project aid part, seeking higher allocation from the government's internal resources, commission officials said. It demanded Tk 35.27 billion in project aid, Tk 24.20 billion less than the current allocation. On the other hand, it demanded Tk 59.79 billion from the government exchequer, Tk 16.99 billion more than the current allocation, according to commission officials. A Planning Commission official said, "We are scrutinising the railway ministry's fund demand. Allocations for all development projects are being scrutinised." The state-owned Bangladesh Railway (BR) invested billions over the last one-and-a-half decade to revive the long-struggling rail services. But it failed to improve services in both passenger and freight segments, which made it a losing concern.

Wide vistas of business opportunities in Bangladesh and beyond were unveiled at an exposition hosted Monday in Dhaka by the Asian Development Bank (ADB). The minimum wage board has drafted its proposal recommending Tk 16,250 as minimum monthly wages for the workers of the country's poultry industry. Moreover, a 5.0-percent annual increment has also been proposed for the sector. To this end, the labour and employment ministry on April 16 issued a gazette notification, seeking suggestions or objections, if any, within 14 days of its publication. In January 2024, the ministry formed the minimum wage board, which is the first time to fix minimum wages for the sector. According to the notification, a worker at grade-IV will receive Tk 16,250 as a minimum monthly wage that includes basic pay Tk 9,500, house rent Tk 4, 750 (50pc of basic pay), Tk 1,500 as medical allowance and Tk 500 as travel allowance. Workers at grade-III have been proposed to receive Tk 20,750 as minimum monthly wage, grade-II at Tk 26,750 and grade-I at Tk 30,050 respectively. The board has also recommended the same amount (Tk 16,250) as a minimum pay for an employee of grade-IV. It has proposed Tk 11,500 as the monthly pay for both apprentice workers and employees with the six-month period of apprenticeship.

State-owned fuel marketer Jamuna Oil Company reported a whopping 56.42 per cent year-on-year jump in profit to Tk 1.41 billion in the third quarter though March of FY25, riding on interest income from bank deposits. Hence, earnings per share jumped to Tk 12.73 for January-March this year from Tk 8.14 for the same quarter last year, according to price sensitive information published on Monday. Jamuna Oil, which markets octane, petrol, diesel, kerosene, furnace oil, bitumen and lubricants countrywide, has a huge amount of money deposited in banks. With interest rates gone up, the company's profit got a boost from higher non-operating income. In FY24, Jamuna Oil's operating profit was only Tk 0.45 billion whereas non-operating income Tk 5.57 billion. Most of the non-operating income was derived from bank interest. In the first six months of FY25, operating profit was Tk 0.30 billion accompanied by non-operating income of Tk 3.80 billion. The company said its EPS had mainly been driven by an increase in income from selling petroleum products and interest income on bank deposits. It is yet to publish revenue data for the third quarter through March of FY25. However, in the nine months through March this year profit soared by 37.8 per cent year-on-year to Tk 4.05 billion.
