দেশে বেকারত্ব আরো বেড়েছে। বর্তমানে দেশে বেকার ২৭ লাখ ৩০ হাজার। চলতি অর্থবছরের অক্টোবর-ডিসেম্বর প্রান্তিকে বেকারত্বের হার বেড়ে ৪ দশমিক ৬৩ শতাংশে পৌঁছেছে। রোববার বাংলাদেশ পরিসংখ্যান ব্যুরো (বিবিএস) প্রকাশিত ত্রৈমাসিক শ্রমশক্তি জরিপে এ তথ্য উঠে এসেছে। শ্রমশক্তি জরিপের (অক্টোবর-ডিসেম্বর) প্রান্তিকের তথ্য বলছে, ১৯তম আইসিএলএস অনুযায়ী দেশে বর্তমানে বেকারত্বের হার ৪ দশমিক ৬৩ শতাংশ। গত বছরের একই সময়ে এ হার ছিল ৩ দশমিক ৯৫ শতাংশ। ১৩তম আইসিএলএসে ডিসেম্বর শেষে দেশে বেকারত্বের হার ৩ দশমিক ৬৯ শতাংশ। বিবিএসের হিসাব অনুযায়ী, ১৩তম আইসিএলএসে ডিসেম্বর শেষে বেকারত্বের হার ৩ দশমিক ৬৯ শতাংশ। আগের বছরের একই সময়ে এ হার ছিল ৩ দশমিক ২০ শতাংশ। বেকারত্ব বাড়ার কারণ হিসেবে অর্থনীতিবিদরা বলছেন, উচ্চ মূল্যস্ফীতি, বিনিয়োগ পরিবেশ না থাকা ও ব্যাংক ঋণের সুদহার বেশি হওয়ায় বেকারত্ব বেড়েছে।

Bangladesh's budget deficit surged by 73.04 per cent in the first seven months of the current fiscal year compared to the same period in FY24, driven largely by sluggish tax collection, official data shows. According to the Ministry of Finance (MoF), the total government expenditure stood at Tk 2.746 trillion during the July-January period of FY25, while revenues reached Tk 2.362 trillion, resulting in a deficit of Tk 384.93 billion. During this period of FY24, the deficit was Tk 222.44 billion. Of the total spending in this period of FY25, operating expenditure accounted for Tk 2.233 trillion, and development expenditure amounted to Tk 512.71 billion, the ministry data shows. The tax revenue collected by the now defunct National Board of Revenue (NBR) was Tk 1.99 trillion during the period, equivalent to just over 40 per cent of the annual target. The collection of non-tax revenue - mainly comprising different fees and fines as well as dividends from government entities - was better, reaching Tk 367.2 billion, nearly 80 per cent of the budgetary target. A significant share of the NBR's tax revenue came from indirect taxes, which usually pass on to the public through value-added tax (VAT).

Budget-bankrolling funds are flowing in as Japan now agrees to lend Bangladesh around US$350 million following the footstep of multilateral lending trios of the IMF, the ADB and the World Bank, officials said Monday. Bangladesh's largest bilateral donor, Japan, at a negation Monday with the Finance Division and Economic Relations Division (ERD) gave the assurance of budget-support credit, said Ministry of Finance (MoF) officials. "We sat for negotiations virtually on Monday. Japan may provide JPY50 billion (US$345 million) to JPY60 billion ($414 million) worth of budgetary support to Bangladesh," said one official. "We are expecting the credit within this fiscal year (FY) 2024-25, ending on June 30," he added. In a move that underscores the strong bilateral ties between the two nations, Japan has agreed to provide Bangladesh with this budgetary support, analysts say. This financial assistance comes at a crucial time for Bangladesh, which is navigating a period of moderated economic growth and grappling with various domestic and global economic headwinds. The announcement follows recent budget-support commitments from multilateral lenders like the International Monetary Fund (IMF), the Asian Development Bank (ADB), and the World Bank. The interbank exchange rate of the US dollar against Bangladeshi taka starts moving up slowly following the implementation of market-driven exchange-rate regime. Because of the rise, the reference rate published by Bangladesh Bank (BB), the country's central bank, rose to Tk 122.31 per dollar at the end of the business hours on Monday, up from Tk 121.99 on Sunday. According to BB data, commercial banks on Monday traded deals amounting to $16.10 million on the interbank spot market where the lowest and the highest rates were recorded at Tk 122.60 and Tk 122.75 per dollar respectively. Requesting anonymity, a BB official said the exchange rate has started rising on the market under the floating exchange rate regime and the central bank has been monitoring the market so that it behaves maturely and rationally. Terming the rise very logical, the banker said it shows a sign of stability on the foreign-exchange market mainly because of higher supply against lower demand amid persisting economic sluggishness. The BB official said the exchange rate remains stable even in the more flexible regime as they did not see any unusual rate fluctuation over the last few days after the regime shift.

The delivery of the FY26 national budget appears to be shaped by persistent weaknesses in economic governance, including a lack of cooperation and inclusivity, poor coordination and harmonisation, and limited transparency and accountability, said Dr Debapriya Bhattacharya, convenor of the Citizen's Platform for SDGs and distinguished fellow at the Centre for Policy Dialogue (CPD), on Monday. He warned that the situation could deteriorate further due to several unfolding national developments, such as the curtailment of consensus-building; the announcement of the election timeline; the ongoing judicial proceedings concerning the ousted regime; and challenges related to maintaining law and order, public discipline, and security. Dr Bhattacharya noted that the interim government, which came to power through a popular movement against discrimination, has yet to take sufficient steps to eliminate the entrenched inequities within the economic system. He expressed concern that the upcoming budget is largely grounded in the fiscal framework of the previous administration, with no significant reforms introduced by the current regime.

The government is likely to revise baggage rules in the upcoming national budget, aiming to restrict how often passengers can bring gold into the country under the current duty-paid facility. Currently, individuals can legally carry up to 117 grams or 10 bhori of gold multiple times a year by declaring it and paying a fixed tax of Tk40,000. Under the proposed change, this benefit may be limited to once a year per passenger. Officials of the National Board of Revenue (NBR) presented these proposed tax-related changes to the chief adviser yesterday. The gold baggage issue was discussed in the meeting and received the green signal, according to an NBR official who was present.

International Labour Organisation (ILO) has suggested that suggested inclusive labour reforms and effectiveness of institutions for protecting workers' rights in all sectors of Bangladesh. For doing so, there is a need for strengthening capacities of inspectorate, courts and grievance authority to help enforce laws equally and effectively. Besides, Bangladesh should also expand the occupational and industrial safety culture in non-RMG sectors and invest in establishing safety management systems, trained and competent operators, workers and safety officers to ensuring safe workplaces. Outgoing ILO Country Director for Bangladesh Tuomo Poutiainen made the observations at a farewell press briefing held on Monday at the ILO office in the city. After serving the ILO Bangladesh Office for about a decade, including seven years as country director and three years, Mr Poutiainen now moves on to a new responsibility as deputy director at the ILO Regional Office for Asia and the Pacific in Bangkok, Thailand. Stocks witnessed another setback on Monday, with the prime index of the Dhaka Stock Exchange (DSE) sinking to a fresh five-year low despite government efforts to boost investors' confidence. The interim government has planned a number of initiatives, including the offloading of government stakes in state-run and multinational companies, to increase the availability of quality shares in the market. But the announcement of such measures failed to bring any positive result. The market volatility persisted and sellers maintained their dominance amid uncertainties over the market outlook. The relentless bearish spell remains dominant in the market as investors found no immediate solution to the prevailing dismal market outlook, said Md Sajedul Islam, managing director of Shyamol Equity Management. The long-pending negative equity has been hindering the market's growth for more than a decade while one after other issues hit the investors' sentiment negatively. "Due to the continuous market decline, many margin accounts came under forced sale, which exacerbated the index plunge," said Mr Islam. Moreover, institutional investors are mostly in a hands-off position due to a liquidity crunch while small investors are not confident enough to inject fresh funds into the market, he added. Although favourable earnings disclosures from some companies enticed some investors into shifting their positions to those stocks, skeptical investors chose to stay on the sidelines, still reeling from the ongoing market downturn and mounting losses in their portfolios.

A majority of listed state-owned enterprises (SOEs) incurred combined losses totalling Tk1,401 crore in the first nine months of the current fiscal year, with Titas Gas alone accounting for Tk947 crore due to tax-related complications, underscoring persistent inefficiencies. In contrast, six enterprises posted a combined profit of Tk1,358 crore, primarily driven by cash-rich fuel suppliers generating significant earnings from non-operating income. Of the total 19 government-owned listed firms, 16 have published their nine-month financials as of March. Three are yet to release their reports, while one is scheduled to publish today.

The Chittagong Custom House (CCH) collected a total of Tk 628.18 billion in taxes in the first ten months of fiscal year (FY) 2024-25. CCH sources said a drop in imports of some goods, as well as the government's duty exemptions, resulted in a revenue shortfall of about Tk 78.13 billion, as CCH targeted to collect Tk 706.31 billion from July 2024 to April 2025. The target of CCH of collection of revenue in the 2024-25 fiscal is Tk 804.02 billion. To meet the target, the CCH has to collect Tk 175.83 billion in the months of May and June of FY25. However, CCH could not achieve its target at any time in the last five FYs. NBR data shows that of the around 4,500 types of products that are imported through Chittagong sea port, only 30 key items account for nearly 45 per cent of the total revenue from customs. The key items include diesel, cement clinker, furnace oil, palm oil, crude petroleum, steel products, apples, coal, sugar, areca nut, powdered milk, motorcycle parts and oranges.

The government is expecting to import one more cargo of spot liquefied natural gas (LNG) in early July to meet the country's natural gas demand during the upcoming monsoon. State-run Rupantarita Prakritik Gas Company Ltd (RPGCL) aims to purchase the spot LNG cargo for July 2-3 delivery window, a senior RPGCL official told The Financial Express on Monday. The volume of the spot LNG cargo is around 3.36 million British thermal unit (MMBtu). The bid winner will deliver the LNG cargoes on Moheshkhali island in the Bay of Bengal, with options to discharge the cargo at either of the country's two floating storage re-gasification units located on the Moheshkhali island. If this tender becomes successful, the country's buying of spot LNG cargoes in early July will be two in total. The country might seek to buy more spot LNG cargoes in late July, said the official. Bangladesh has so far purchased three spot LNG cargoes for June deliveries. RPGCL is a wholly owned subsidiary of state-run Petrobangla and looks into LNG trades in Bangladesh. Bangladesh recently awarded one spot LNG cargo in a buy tender to Gunvor Singapore Pte Ltd for June 26-27 delivery window at $12.18 per MMBtu.

Starlink has officially started its operations in Bangladesh. The announcement was made on Tuesday (20 May) in a Facebook post by Faiz Ahmad Taiyeb, Special Assistant to the Chief Adviser. “On Monday (19 May) afternoon, they informed me over a phone call and confirmed the matter this morning on their X handle,” he said. “Initially, Starlink is launching with two packages – Starlink Residence and Residence Lite. The monthly cost is Tk 6,000 for one and Tk 4,200 for the other. A one-time cost of Tk 47,000 will be required for setup equipment,” he added. Faiz Ahmad Taiyeb also said there will be no speed or data limits. Individuals will be able to use unlimited data at speeds of up to 300 Mbps. Customers in Bangladesh can start placing orders from today. “With this, Sir’s (CA's) expectation of launching within 90 days has been fulfilled,” he said. He went on to say, “Although expensive, this creates a sustainable alternative for premium customers to access high-quality and high-speed internet services.” “In addition, companies will have opportunities to expand their business into areas where fibre or high-speed internet services are yet to reach. NGOs, freelancers, and entrepreneurs will benefit from uninterrupted, high-speed internet throughout the year,” said the Special Assistant to the Chief Adviser.

The government on Monday unveiled a new policy for appointing dealers for TCB open market sales to ensure greater transparency in the appointment of dealers and enhance their accountability. The document titled "Dealer Appointment and Management Policy 2025" for the Trading Corporation of Bangladesh (TCB) was published on the commerce ministry website on the day. The newly-introduced policy repeals the previously amended "Dealer Appointment Guidelines 2021". However, activities already undertaken under the previous guidelines will remain valid. In case of any inconsistency in this policy, the decision of the government will be deemed final. The government reserves the right to amend the policy at any time in the public interest. To qualify as a dealer, an applicant must be a lawful citizen of Bangladesh aged at least 18. The applicant must be a genuine grocery trader with a valid trade license. Government and private employees, elected public representatives, individuals convicted by a court, or blacklisted contractors of government or autonomous institutions are not eligible for TCB dealership.

Achieving energy efficiency through the increased use of renewable sources is vital for the country's readymade garment (RMG) sector to make it more competitive in the international market, speakers at an industry consultation workshop said on Monday. To this end, establishing strategic collaboration among the stakeholders, such as brands, lenders, technology providers, and donors, is also vital to drive sustainable solutions, they added. They made the remarks at the workshop titled "Supporting Bangladesh's RMG Sector in Green Energy Transition" and organised by the Initiative to Stimulate Private Investment for Resource Efficiency (InSPIRE), a challenge fund programme implemented by Swisscontact with support from the Embassy of Sweden, at a hotel in the capital. বাণিজ্যে পাল্টা শুল্ক আরোপের পর এবার যুক্তরাষ্ট্র থেকে পাঠানো রেমিট্যান্সের ওপর ৫ শতাংশ কর আরোপ করতে যাচ্ছেন দেশটির প্রেসিডেন্ট ডোনাল্ড ট্রাম্প। যুক্তরাষ্ট্রের হাউজ বাজেট কমিটিতে অনুমোদিত ‘ওয়ান বিগ বিউটিফুল বিল অ্যাক্ট’-এর ক্ষমতাবলে এ কর আরোপ করা হবে। এ আইন কার্যকর হওয়ার পর বাংলাদেশীসহ যুক্তরাষ্ট্রে বসবাসরত অভিবাসীদের রেমিট্যান্স পাঠানো ব্যয়বহুল হয়ে উঠবে। একই সঙ্গে বৈধ পথে বাংলাদেশের রেমিট্যান্স প্রবাহও কমে যাওয়ার আশঙ্কা রয়েছে।
