সম্প্রতি ন্যাশনাল ইকুইপমেন্ট আইডেনটিটি রেজিস্টার (এনইআইআর) কার্যক্রম চালু করেছে বাংলাদেশ টেলিযোগাযোগ নিয়ন্ত্রণ কমিশন (বিটিআরসি)। এর মধ্য দিয়ে দেশের নেটওয়ার্কে নতুন যুক্ত হওয়া অবৈধ হ্যান্ডসেটগুলো বন্ধ করা হবে। তবে এ ব্যবস্থা বাতিলের দাবিতে রাজধানীসহ সারা দেশের বিভিন্ন এলাকায় আন্দোলন চালিয়ে যাচ্ছেন মোবাইল ফোন ব্যবসায়ীরা। এমন পরিস্থিতিতে গতকাল সংবাদ সম্মেলন করেছে মোবাইল ফোন ইন্ডাস্ট্রি ওনার্স অ্যাসোসিয়েশন অব বাংলাদেশ (এমআইওবি)। সংগঠনটি বলছে, এনআইআর ব্যবস্থা নিয়ে মানুষের মনে যে ভয় ছড়ানো হচ্ছে, এর কোনো ভিত্তি নেই। এ ব্যবস্থার মাধ্যমে অবৈধ ও নকল হ্যান্ডসেট নিয়ন্ত্রণ করা সহজ হবে। তাই এনইআইআরের পূর্ণ বাস্তবায়ন চান মোবাইল ফোন উৎপাদনকারীরা। |

১১০০ কোটি ডলারে কনফ্লুয়েন্ট অধিগ্রহণ করছে আইবিএম |
ডাটা স্ট্রিমিং প্লাটফর্ম কনফ্লুয়েন্ট অধিগ্রহণ করছে মার্কিন প্রযুক্তি জায়ান্ট আইবিএম, যার চুক্তিমূল্য ১ হাজার ১০০ কোটি ডলার। অধিগ্রহণ বাবদ কনফ্লুয়েন্টের শেয়ারপ্রতি ৩১ ডলার নগদ পরিশোধ করবে আইবিএম। আশা করা হচ্ছে, ২০২৬ সালের মাঝামাঝি নাগাদ চুক্তিটি সম্পন্ন হবে। আইবিএমের সিইও অরবিন্দ কৃষ্ণা বলেন, ‘দুই প্রতিষ্ঠান একত্র হলে বিভিন্ন পরিস্থিতি, অ্যাপ্লিকেশন ও এপিআইয়ের মধ্যে নিরাপদ যোগাযোগ ও ডাটা-প্রবাহ নিশ্চিত করা যাবে। এতে প্রতিষ্ঠানগুলো আরো দ্রুত ও দক্ষতার সঙ্গে জেনারেটিভ ও এজেন্টিক এআই প্রয়োগ করতে পারবে।’ ঘোষণাটির পর কনফ্লুয়েন্ট ও আইবিএমের শেয়ারদর বেড়েছে যথাক্রমে ২৮ ও দশমিক ৮ শতাংশ। |

গাজীপুরের কালিয়াকৈর হাই-টেক পার্কে দেশের প্রথম অনার স্মার্টফোন সংযোজন কারখানা আনুষ্ঠানিকভাবে চালু করেছে স্মার্ট টেকনোলজিস (বিডি) লিমিটেড। ১৫০ কোটি টাকা বিনিয়োগে গড়ে ওঠা এই কারখানায় 'মেড ইন বাংলাদেশ' ট্যাগযুক্ত প্রথম স্মার্টফোন হিসেবে সংযোজন করা হচ্ছে 'অনার এক্স৬সি'। প্রতিষ্ঠানটি ছয় মাস পর পূর্ণমাত্রায় উৎপাদন শুরু করার পরিকল্পনা করছে। মঙ্গলবার (২ ডিসেম্বর) ডাক, টেলিযোগাযোগ ও তথ্যপ্রযুক্তি মন্ত্রণালয়ের প্রধান উপদেষ্টার বিশেষ সহকারী ফয়েজ আহমদ তৈয়্যব কারখানাটির উদ্বোধন করেন। এ সময় সরকারি কর্মকর্তারা, স্মার্ট টেকনোলজিস ও অনার গ্লোবালের ঊর্ধ্বতন কর্মকর্তারা উপস্থিত ছিলেন। |

700 MHz spectrum auction: Leading mobile operators push for revision of terms |
The country's three leading mobile operators -- Grameenphone, Robi Axiata and Banglalink -- have jointly urged the telecom regulator to revise the terms of the forthcoming 700 MHz spectrum auction, warning that the current framework could discourage investment and impede efforts to expand mobile coverage in rural and underserved areas.
In a joint letter submitted to the Bangladesh Telecommunication Regulatory Commission (BTRC) recently, the operators said the 700 MHz band is globally recognised as a critical low-frequency spectrum for wide-area coverage and indoor penetration, but the proposed auction design and pricing make it commercially unviable.They noted that although the National Spectrum Roadmap 2024 allocates 2×45 MHz for International Mobile Telecommunications (IMT) use, the BTRC's current plan offers only 2×25 MHz, which they described as "creating artificial scarcity and driving up prices unnecessarily". |

সিরাজগঞ্জের উল্লাপাড়ার বড়হরে অবস্থিত অবিভাগীয় শাখা পোস্ট অফিস। সামনেই পুরনো পোস্ট বক্স। রোদ-বৃষ্টিতে রঙ উঠে গেছে, তালায় ধরেছে মরিচা। কতদিন ধরে খোলা হয়নি, তার হিসাব নেই। এ ডাকঘরে ১৭ বছর ধরে পোস্টম্যান হিসেবে দায়িত্ব পালন করছেন আমিনুল ইসলাম। জানালেন, দীর্ঘ কর্মজীবনে একটি চিঠিও আসেনি। মাঝে মাঝে পরিষ্কারের জন্য বক্সটি খোলা হয়। শুধু বড়হর নয়, দেশের অধিকাংশ পোস্ট অফিসের চিত্র এমনই। একসময় চিঠি, টাকা-পয়সা, দলিলপত্র পাঠানোর সবচেয়ে নির্ভরযোগ্য মাধ্যম ছিল এ ডাক। কিন্তু যুগের সঙ্গে তাল মেলাতে না পারার কারণে রাষ্ট্রীয় প্রতিষ্ঠানটি এখন বিলুপ্তির পর্যায়ে।

ADN Telecom diversifies into EV market with Korean joint ventures |
ADN Telecom is set to form joint ventures with South Korean companies to assemble and supply electric three-wheelers in Bangladesh, amid the growing popularity of electric vehicles.
The publicly traded IT and telecommunication services provider has signed memorandums of understanding (MoUs) with South Korea's CND Motors Co Ltd and PBS Co Ltd to provide "smart mobility solutions" in the country. The agreements have three key targets - assembling and supplying electric three-wheelers, introducing intelligent traffic management and AI-based traffic signal solutions, and implementing a solar streetlight installation project, the company said in a stock exchange filing on Sunday. |

Govt sets min 10 Mbps for 4G internet service |
The government has introduced a new Quality of Service (QoS) benchmark for the country's telecom sector, setting a minimum download speed of 10 megabits per second (Mbps) for 4G internet services to improve mobile network performance. The revised benchmark, approved at a recent Bangladesh Telecommunication Regulatory Commission (BTRC) meeting, replaces the 7 Mbps standard set in 2018. The new requirement is lower than the 15 Mbps proposed in a draft policy earlier this year and below the speed figure the regulator has often cited since 2022. The minimum upload speed has been fixed at 2.0 Mbps, compared with 4.0 Mbps suggested in the draft. For the first time, the QoS framework will cover not only mobile operators but also National Telecommunication Transmission Network (NTTN) operators and internet service providers (ISPs).
The framework comes into effect from September 1, with BTRC carrying out monthly network performance reviews and health checks.
The framework sets stricter rules for both voice and data services. Call setup success rates must remain at 99 per cent nationwide and at least 98 per cent at district and upazila levels. |

অটোমেশনের মাধ্যমে পঞ্চম প্রজন্মের (৫জি) স্মার্ট পোর্ট সেবা দেয়ার লক্ষ্যে চট্টগ্রাম বন্দর কর্তৃপক্ষের (সিপিএ) সঙ্গে সমীক্ষা যাচাই চুক্তি করেছে রবি আজিয়াটা পিএলসির সহযোগী প্রতিষ্ঠান এক্সেনটেক পিএলসি। এ উপলক্ষে গতকাল এক অনুষ্ঠানে প্রতিষ্ঠান দুটি একটি সমঝোতা চুক্তি (এমওইউ) স্বাক্ষর করেছে। বন্দর কর্তৃপক্ষের কার্যালয়ে আয়োজিত এ অনুষ্ঠানে প্রধান অতিথি ছিলেন বাংলাদেশ বিনিয়োগ উন্নয়ন কর্তৃপক্ষের (বিডা) নির্বাহী চেয়ারম্যান চৌধুরী আশিক মাহমুদ বিন হারুন। এ সময় বন্দরের চেয়ারম্যান রিয়ার অ্যাডমিরাল এম মুনিরুজ্জামান এবং এক্সেনটেকের ব্যবস্থাপনা পরিচালক (এমডি) ও প্রধান নির্বাহী কর্মকর্তা (সিইও) আদিল হোসেন নোবেল নিজ নিজ প্রতিষ্ঠানের পক্ষে চুক্তিতে স্বাক্ষর করেন। চুক্তির আওতায় চট্টগ্রাম বন্দরের জন্য ৫জি-ভিত্তিক প্রাইভেট নেটওয়ার্ক নির্মাণের সম্ভাব্যতা যাচাই করবে এক্সেনটেক। এতে বন্দরের সার্বিক নিরাপত্তা ব্যবস্থাপনা পর্যবেক্ষণ, স্মার্ট অ্যাকসেস কন্ট্রোলিংসহ প্রয়োজনীয় কারিগরি সহযোগিতার ক্ষেত্র চিহ্নিত করা হবে। এছাড়া বন্দরের টেস্টিং ল্যাব অটোমেশন এবং যানবাহন ও গ্যান্ট্রি ক্রেইন স্মার্ট পদ্ধতিতে পরিচালনার সম্ভাব্যতাও যাচাই করা হবে। এ বিষয়ে এক্সেনটেকের এমডি ও সিইও আদিল হোসেন নোবেল বলেন, ‘এন্টারপ্রাইজ পর্যায়ে দেশের বিভিন্ন প্রতিষ্ঠানে রবির ৫জি-ভিত্তিক সেবা প্রদানে আমরা প্রতিশ্রুতিবদ্ধ। এ প্রক্রিয়ার অংশ হিসেবে চট্টগ্রাম বন্দরের সঙ্গে এ চুক্তি আমাদের ৫জি অগ্রযাত্রায় একটি মাইলফলক।’ বন্দর কর্তৃপক্ষের দক্ষতা বৃদ্ধিতে আমাদের ৫জি স্মার্ট সলিউশন ভূমিকা রাখবে বলে আশা প্রকাশ করেন তিনি।

Bangladesh surpasses 4Tbps supply after Starlink integration, market reforms |
Bangladesh has reached a new milestone in international bandwidth delivery, surpassing 4 terabytes per second (Tbps) in real-time internet traffic through state-owned Bangladesh Submarine Cable PLC (BSCPLC). On Saturday, a statement from the Chief Advisor’s Office described the achievement as a major step forward for the publicly listed operator. This breakthrough follows the commercial launch of Starlink-based satellite internet in July, which added 200Gbps to the network. Previously, on Apr 28, BSCPLC had crossed the 3Tbps mark. It took only three months to add another terabyte, compared to the previous increase of 1.10Tbps over eight months. The latest jump reflects over 105 percent growth in supply within a single year, attributed to the current government, which reversed the under-utilisation seen during the previous Awami League term when more than 65 percent of BSCPLC’s capacity remained idle. The progress was credited to strategic policy support from the telecom ministry, internal management efforts, and two rounds of bandwidth price reductions. As a result, BSCPLC has significantly increased its market share and revenue. |

Experts call for trust-building and fair competition in telecom sector |
Experts at a roundtable on Bangladesh's draft telecom policy reform have underscored the urgent need to rebuild trust among stakeholders, ensure fair competition, and strike a balance between domestic and foreign investment. The event, titled 'Telecommunication Network and Licensing Policy Reform,' was organised by the Telecom and Technology Reporters' Network Bangladesh (TRNB) at a hotel in Dhaka on Saturday. The discussion brought together government policymakers, telecom operators, investors, and regulatory officials as the interim government finalises the Telecommunications Network and Licensing Reform Policy 2025. The policy, spearheaded by Faiz Ahmad Taiyeb, Special Assistant to the Chief Adviser on Posts, Telecommunications and ICT, seeks to overhaul a sector plagued by over-licensing, investment inequality, and ecosystem inefficiencies.
Policy Seeks Generational Transformation. In his address, Faiz Ahmad Taiyeb clarified that the proposed cap of 85 per cent on foreign ownership is not a compulsion but a suggestion meant to encourage joint ventures. "It's not an act. I'm not forcing you to dispose of the ownership," he said. "When a company has both foreign and local ownership, it performs better." He noted that the policy's goal is to shift from basic connectivity to service-oriented transformation, calling it a "generational shift" that will optimise services and replace a broken ecosystem.

Starlink officially begins operations in Bangladesh |
Starlink has officially started its operations in Bangladesh. The announcement was made on Tuesday (20 May) in a Facebook post by Faiz Ahmad Taiyeb, Special Assistant to the Chief Adviser. “On Monday (19 May) afternoon, they informed me over a phone call and confirmed the matter this morning on their X handle,” he said. “Initially, Starlink is launching with two packages – Starlink Residence and Residence Lite. The monthly cost is Tk 6,000 for one and Tk 4,200 for the other. A one-time cost of Tk 47,000 will be required for setup equipment,” he added.
Faiz Ahmad Taiyeb also said there will be no speed or data limits. Individuals will be able to use unlimited data at speeds of up to 300 Mbps. Customers in Bangladesh can start placing orders from today.
“With this, Sir’s (CA's) expectation of launching within 90 days has been fulfilled,” he said. He went on to say, “Although expensive, this creates a sustainable alternative for premium customers to access high-quality and high-speed internet services.” “In addition, companies will have opportunities to expand their business into areas where fibre or high-speed internet services are yet to reach. NGOs, freelancers, and entrepreneurs will benefit from uninterrupted, high-speed internet throughout the year,” said the Special Assistant to the Chief Adviser.

Robi's profit up 17.6pc in Q1 despite revenue reduction |
Robi Axiata showed a 17.6 per cent year-on-year increase in profit in the first quarter through March this year to Tk 1.25 billion despite a 7 per cent year-on-year reduction in revenue. Selling expenses, finance expenses and income tax expenses were down in the quarter from the corresponding period last year. The earnings per share (EPS) rose to Tk 0.24 for the first quarter of 2025 from Tk 0.20 for the same period a year ago, according to the price sensitive information published on Saturday. Robi has nearly a 30.27 per cent market share, with 56.36 million subscribers, acquiring the second position in the country's telecom sector after Grameenphone that has 84.9 million subscribers and a 45.59 per cent market share. Robi witnessed a 7 per cent year-on-year decline in revenue in the January-March quarter this year to Tk 23.41 billion, for which it has blamed data price reduction and inflationary pressure.

মিউচুয়াল ট্রাস্ট ব্যাংক পিএলসি (এমটিবি) দেশের প্রথম কৃত্রিম বুদ্ধিমত্তা (এআই) চালিত ভয়েসভিত্তিক কন্ট্যাক্ট সেন্টার চালু করেছে। এর মাধ্যমে গ্রাহকরা সরাসরি এআই এজেন্টের সঙ্গে কথা বলে কাঙ্ক্ষিত ব্যাংকিং সেবা গ্রহণ করতে পারবেন। এ উপলক্ষে সম্প্রতি আয়োজিত উদ্বোধনী অনুষ্ঠানে উপস্থিত ছিলেন ব্যাংকের এমডি ও সিইও সৈয়দ মাহবুবুর রহমান। এছাড়া অন্যদের মধ্যে ছিলেন ডিএমডি ও ট্রেজারি প্রধান মো. শামসুল ইসলাম, ডিএমডি ও সিওও মো. বখতিয়ার হোসেন, চিফ ডিজিটাল অফিসার খালিদ হোসেন, কোর ব্যাংকিং সিস্টেমস ও টেকনোলজি প্রজেক্টস প্রধান মো. শরীফ আহমেদ, কন্ট্যাক্ট সেন্টার প্রধান মোহাম্মদ কিবরিয়াসহ সংশ্লিষ্ট নির্বাহী ও কর্মকর্তারা।

স্মার্টফোনের বৈশ্বিক বাজার প্রবৃদ্ধিতে শ্লথগতি |
বিশ্বজুড়ে ধীর হয়ে এসেছে স্মার্টফোনের বাজার প্রবৃদ্ধি। চলতি বছরের প্রথম তিন মাসে স্মার্টফোন বিক্রি হয়েছে প্রায় ৩০ কোটি ইউনিট। এ সংখ্যা আগের বছরের একই সময়ের তুলনায় দশমিক ২ শতাংশ বেশি। টানা তিন প্রান্তিক ধরে স্মার্টফোন বাজারে প্রবৃদ্ধির হার ধীরগতিতে বেড়েছে। এ সময় বাজার খুব বেশি সম্প্রসারণ হয়নি, আবার উল্লেখযোগ্যভাবে কমেও যায়নি। বাজার গবেষণা সংস্থা ক্যানালিসের সাম্প্রতিক প্রতিবেদনে এসব তথ্য উঠে আসে। খবর টেকস্পট। স্মার্টফোন বাজার বিশেষজ্ঞরা বলছেন, অ্যাপল ও স্যামসাং এখনো বাজারের শীর্ষ দুটি অবস্থান ধরে রেখেছে, তবে সামগ্রিকভাবে স্মার্টফোন শিল্পের গতি এখন অনেক মন্থর। |

Starlink gets licences to offer internet services` |
Telecommunications regulator BTRC on Tuesday granted Starlink two separate licences to operate satellite internet services in the country for a period of ten years. "We have issued the licences after receiving approval from the chief adviser and upon Starlink's payment of the required fees," said BTRC Chairman Md Emdad ul Bari. One licence is given for non-geostationary satellite orbit operator and the other for radio communication operator. The BTRC chairman said: "They will inform us how they plan to set up the local gateway and ground station with their local partners." He further said that Starlink must also obtain tariff approval before launching the service. Earlier Chief Adviser Prof Muhammad Yunus approved the licence for Starlink to operate in Bangladesh. As per telecom regulations, BTRC is required to obtain pre-approval from the telecom ministry before making key decisions, including granting licences. Earlier on March on 25, the BTRC issued the "Licensing Guidelines for Non-Geostationary Orbit (NGSO) Satellite Services Operator in Bangladesh". Under these guidelines, Starlink Services Bangladesh applied to BTRC for an NGSO Satellite Services Operator License, submitting the applicable fees and necessary documents.

Regulator to probe ADN Telecom's IPO fund utilisation |
The stock market regulator has formed a three-member panel to look into the IPO (initial public offering) fund utilisation of ADN Telecom, particularly in land development and investment in Hi-Tech Park. The panel led by Md Mustafizur Rahman, deputy director of the Bangladesh Securities and Exchange Commission (BSEC), has been asked to complete the probe and submit a report within 60 working days from the date of the issuance of the order on April 13. The probe body will examine how the company used the funds raised through its IPO, which were meant for business expansion. An official of ADN Telecom confirmed that they had received a letter regarding the inquiry. Abul Kalam, BSEC director and spokesperson, said the commission would take regulatory actions as per the securities rules if the enquiry committee found irregularities in IPO fund utilisation. Following the latest disclosure, the stock of ADN Telecom fell 4.77 per cent to Tk 77.90 per share on Tuesday on the Dhaka Stock Exchange (DSE). ADN Telecom raised Tk 570 million at the end of 2019 through an IPO under the book-building method to develop infrastructure, establish a data centre and repay bank loans.

Internet cost drops in key infrastructure layers |
Bangladesh is moving steadily towards a more inclusive digital landscape, with internet costs falling across key infrastructure layers, according to Faiz Taiyeb, special assistant to the chief adviser. In a verified post on his official Facebook page on Monday, Taiyeb outlined the government's ongoing, coordinated efforts to bring down internet prices in a way that benefits users across the country.
He noted that leading infrastructure provider Fiber@Home has already reduced prices at three crucial levels: international terrestrial cable and international internet gateway services have both seen a 10 per cent reduction, while national transmission network charges have been cut by 15 per cent. "These developments represent a united national effort to make digital connectivity more accessible and affordable," said Taiyeb. This follows recent commitments from the Internet Service Providers Association of Bangladesh (ISPAB), which pledged to offer 10 Mbps connections at just Tk 500 - twice the speed for the same price previously available. Earlier, the Bangladesh Submarine Cable Company Limited (BSCCL) also contributed to the drive by cutting international bandwidth charges by 10 per cent for all international internet gateways and internet service providers. Wholesale customers received an even greater benefit, with a combined reduction of 20 per cent.

Tk 21b mooted to maintain rural roads |
The Local Government Division (LGD) has drafted a Tk 20.99-billion project proposal to maintain 91,080 kilometers of rural roads across the country. It also aims at providing livelihood for 45,540 underprivileged women.
Each woman employed for the job will earn a daily wage of Tk 300, with Tk 100 to be paid in cash and the remainder deposited into their savings accounts through commercial banks, according to a proposal sent to planning ministry.
"We've received the proposal of a project styled 'Rural Employment and Road Maintenance Programme-4'. A meeting of the project evaluation committee will be conducted by Agriculture, Water Resources and Rural Institutions Division," said a senior official of the ministry. |

বাংলাদেশ টেলিযোগাযোগ নিয়ন্ত্রণ কমিশন (বিটিআরসি) ভারত থেকে ইন্টারনেট ব্যান্ডউইথ আমদানিতে সীমাবদ্ধতা আরোপের জন্য একটি গুরুত্বপূর্ণ পদক্ষেপ নিয়েছে। এ উদ্যোগের লক্ষ্য স্থানীয় সক্ষমতার ব্যবহার বাড়ানো এবং বাজারে সুস্থ প্রতিযোগিতা নিশ্চিত করা। বাংলাদেশ দুটি প্রধান উৎস থেকে ইন্টারনেট ব্যান্ডউইথ সংগ্রহ করে—টেরেস্ট্রিয়াল এবং সাবমেরিন ক্যাবল। বর্তমানে ব্যান্ডউইথ সংগ্রহের ওপর কোনো সীমাবদ্ধতা (ক্যাপ) নেই। তবে দেশের মোট চাহিদার প্রায় ৬০ শতাংশ বেনাপোল সীমান্ত দিয়ে ভারত থেকে আমদানি করা আন্তর্জাতিক টেরেস্ট্রিয়াল ক্যাবল (আইটিসি) থেকে আসে। এ বাণিজ্য শেখ হাসিনার সরকারের আমলে গত এক দশকেরও বেশি সময় ধরে চলে আসছে। |
