Bangladesh's foreign exchange reserves have stood at $25.44 billion. But, as per the International Monetary Fund (IMF) methodology under the Balance of Payments and International Investment Position Manual (BPM6), Bangladesh's foreign exchange reserves stood at $20.07 billion, BSS reports citing a Bangladesh Bank press release.

চলতি ২০২৪-২৫ অর্থবছরের শেষ হতে বাকি আর মাত্র দুই মাস। কিন্তু, এ সময়েও বার্ষিক উন্নয়ন কর্মসূচির (এডিপি) অর্ধেক অর্থও ব্যয় করতে পারেনি সরকার। চলতি অর্থবছরের ১০ মাসে (জুলাই-এপ্রিল) সরকারের মন্ত্রণালয় ও বিভাগগুলো ব্যয় করেছে বরাদ্দের মাত্র ৪১ দশমিক ৩১ শতাংশ, যা এযাবৎকালের মধ্যে সর্বনিম্ন এডিপি বাস্তবায়ন। আজ সোমবার (১৯ মে) বাস্তবায়ন পরিবীক্ষণ ও মূল্যায়ন বিভাগের (আইএমইডি) প্রকাশিত প্রতিবেদনে এ তথ্য উঠে এসেছে।এর আগের ২০২৩-২৪ অর্থবছরে এডিপি বাস্তবায়নের হার ছিল ৪৯ দশমিক ২৬ শতাংশ এবং ২০২২-২৩ অর্থবছরে এ হার ছিল ৫০ দশমিক ৩৩ শতাংশ।

দেশের বাজারে মশলা পণ্য এলাচের চাহিদার বেশিরভাগই আসে গুয়েতেমালা থেকে। এছাড়া পণ্যটি ভুটান, ভারত ও গ্রেট ব্রিটেন থেকেও আমদানি করা হয়েছে। গত দশ মাস দশ দিনে ৩ লাখ ৮৫ হাজার ৫৫৮ কেজি এলাচ আমদানি হয়েছে। আর গত চার মাস দশ দিনে আমদানি হয়েছে ১ লাখ ১৯ হাজার কেজি। তার আগে ২০২৩ সালের নভেম্বর থেকে ২০২৪ সালের জুন পর্যন্ত আট মাসে আমদানি হয়েছিল ২ হাজার ৯৯৯ টন। এনবিআরের তথ্যানুযায়ী, ২০২৪ সালের ১ জুলাই থেকে গত ১০ মে পর্যন্ত সময়ে ৩ লাখ ৮৫ হাজার ৫৫৮ কেজি এলাচ আমদানি হয়েছে। এর মধ্যে গ্রেট ব্রিটেন থেকে মাত্র ১০ কেজি আমদানি হয়েছে। বাকিগুলো গুয়েতেমালা, ভুটান ও ভারত থেকে আমদানি হয়েছে। এর মধ্যে গুয়েতেমালা থেকেই আমদানির পরিমাণ বেশি। ঢাকা ও চট্টগ্রাম কাস্টমস হাউস এবং বুড়িমারি, হিলি ও ভোমরা স্থলবন্দর দিয়ে এসব এলাচ খালাস দেয়া হয়। গত ১ জানুয়ারি থেকে ১০ মে পর্যন্ত সময়ে আমদানি হয়েছে ১ লাখ ১৯ হাজার ৯৩৪ কেজি। এ এলাচগুলো খালাস দেয়া হয়েছে বুড়িমারি, হিলি ও ভোমরা স্থলবন্দর এবং চট্টগ্রাম কাস্টমস হাউস দিয়ে।

Spcial assistant to the chief adviser, Dr Anisuzzaman Chowdhury has assured that the existing problems surrounding the capital market will be quickly resolved for its sustainable development. His assurance came on Sunday at a meeting at the Dhaka Stock Exchange (DSE). The newly-formed Capital Market Development Committee led by Mr Chowdhury, also chairman of the committee, paid a visit to the office of the Dhaka bourse. It is a four-member panel formed in March this year, aimed at strengthening the Bangladesh Securities and Exchange Commission (BSEC) and supporting the development of the country's secondary market. Mr Chowdhury said the securities regulator had been trying to list good companies. The public issue rules are at the final stage to be revised and the revised rules will be helpful in ensuring the listing of good companies. "Initiatives have been taken to bring some government companies to the market," he said. At the beginning of the meeting, DSE Chairman Mominul Islam highlighted structural problems hampering the growth of the capital market. To boost the supply of quality shares, he said the government may divest from multinational companies and profitable local corporations in favour of foreign investors, with a condition that the enterprises get listed in two years' time.

চলতি ২০২৪-২৫ অর্থবছরে সংশোধিত বাজেটে সরকারি ও বেসরকারি খাতের কেন্দ্রগুলো থেকে বিদ্যুৎ কেনায় মোট ১ লাখ ৫ হাজার ৪৮৮ কোটি টাকা ব্যয় করবে বাংলাদেশ বিদ্যুৎ উন্নয়ন বোর্ড (বিপিডিবি)। অর্থবছরের শুরুতে এজন্য বরাদ্দ ছিল ১ লাখ ৮ হাজার ৮০০ কোটি টাকা। সংশোধিত বাজেটে বিদ্যুৎ কেনায় সংস্থাটির ব্যয় কমছে ৩ হাজার ৩১২ কোটি টাকা। সামগ্রিকভাবে বাজেটে সরকারি ও যৌথ মালিকানাধীন কেন্দ্র থেকে বিদ্যুৎ কেনায় ব্যয় কমলেও বেসরকারি খাতের বিশেষ করে আইপিপি ও এসআইপিপি থেকে বিদ্যুৎ কেনায় বিপিডিবির ব্যয় বাড়ছে। সংশোধিত বাজেট অনুসারে চলতি অর্থবছরে আইপিপি ও এসআইপিপি কেন্দ্রগুলো থেকে ৪৩ হাজার ৯৮৭ কোটি টাকার বিদ্যুৎ কিনবে বিপিডিবি। যেখানে মূল বাজেটে এ খাত থেকে ৩৯ হাজার ৭৯৬ কোটি টাকার বিদ্যুৎ কেনার পরিকল্পনা ছিল। ফলে সংশোধিত বাজেটে এ খাত থেকে বিদ্যুৎ কেনায় ব্যয় বেড়েছে ৪ হাজার ১৯১ কোটি টাকা। গত অর্থবছরে আইপিপি ও এসআইপিপি থেকে ৩৯ হাজার ২৪২ কোটি টাকার বিদ্যুৎ কিনেছিল বিপিডিবি।

The Tk100 crore project, to be fully operable in two years, will increase the company's footwear production capacity to 2.7 times, its managing director Kazi Jamil Islam told The Business Standard. He said the investment will help the company offset the surge in cost of imports in the recent years, make products affordable and grow faster as a late entrant in the outpacing branded footwear market of Bangladesh. "Dollar price hike made imports too expensive and more local value addition through global standard of manufacturing is the solution we are preferring," Jamil Islam said.

Tax-free income threshold for all individual taxpayers is going up and corporate rates are being raised in the new budgetary measures ready for the chief adviser's perusal today (Monday). Essential commodities are, however, spared from tax hikes as inflation bites all sections of people, officials said Sunday. The revenue authority is set to place the fiscal measures before the head of interim government, Chief Adviser Prof Muhammad Yunus, today with an upward revision of tax-free ceiling for all categories of individual taxpayers. In the new budget's fiscal measure, a proposal is being incorporated for bringing the textile industry under regular rate of corporate tax from July 1, 2025 as the cut-down tax benefit is destined to expire on June 30 with the expiry of the current financial year. A team of income tax, customs and value-added tax (VAT) policy wing would place the proposals for CA seal of approval for drafting an ordinance of authentication for the 2025-26 fiscal budget. A senior official of the National Board of Revenue (NBR) says in the absence of parliament in the interim period ushered in with the August-5th, 2024 uprising, the budget proposals would be placed directly for adoption in an ordinance. "There would be no scope to discuss the pros and cons of the fiscal changes as a political government does in the national parliament before giving final approval for a bill," he says. Tax-free threshold for individual taxpayers is currently Tk 350,000. It may go up by Tk 25,000 in the next FY, officials said. Also, corporate tax for textile millers would rise to 20 to 22.5 per cent for those listed with the capital market while 27.5 per cent for non-listed ones.

চীনের মূল ভূখণ্ড বা হংকংয়ের কমপক্ষে পাঁচটি কোম্পানি এক-দেড় বছরের মধ্যে সিঙ্গাপুরে প্রাথমিক গণপ্রস্তাব (আইপিও), দ্বৈত তালিকাভুক্তি বা শেয়ার প্লেসমেন্টের পরিকল্পনা করছে। সংশ্লিষ্ট চারটি সূত্র এসব তথ্য উল্লেখ করে বলছে, যুক্তরাষ্ট্রের সঙ্গে ক্রমবর্ধমান বাণিজ্যিক উত্তেজনার প্রেক্ষাপটে চীনা কোম্পানিগুলো দক্ষিণ-পূর্ব এশিয়ায় তাদের উপস্থিতি বাড়াতে চাচ্ছে। সূত্রের বরাত দিয়ে গতকাল এক প্রতিবেদনে রয়টার্স জানিয়েছে, সিঙ্গাপুরের পুঁজিবাজারের প্রতি আগ্রহ প্রকাশ করেছে একটি জ্বালানি কোম্পানি, একটি চীনা স্বাস্থ্যসেবা গ্রুপ এবং সাংহাইভিত্তিক একটি বায়োটেক কোম্পানি। তবে বাজার সম্প্রসারণের পরিকল্পনা চূড়ান্ত না হওয়া কোম্পানিগুলোর নাম প্রকাশ করতে অস্বীকৃতি জানিয়েছেন সূত্রগুলো।

ফিউচার মার্কেটে গত সপ্তাহের লেনদেনের শেষদিনে জাপানি রাবারের দাম কিছুটা কমেছে। তবে যুক্তরাষ্ট্র ও বিশ্বের শীর্ষ রাবার ব্যবহারকারী দেশ চীনের মধ্যে বাণিজ্যযুদ্ধে সাময়িক বিরতির খবরে বিনিয়োগকারীরা আশাবাদী হয়ে উঠেছে। ফলে গত সপ্তাহে প্রাকৃতিক রাবারের বাজারে প্রায় চার মাসের মধ্যে সবচেয়ে বেশি প্রবৃদ্ধি দেখা গেছে। খবর বিজনেস রেকর্ডার। ওসাকা এক্সচেঞ্জে (ওএসই) গত শুক্রবার অক্টোবরের সরবরাহ চুক্তিতে প্রাকৃতিক রাবারের দাম কমেছে ৩ দশমিক ৩ ইয়েন বা ১ দশমিক শূন্য ৪ শতাংশ। প্রতি কেজির মূল্য স্থির হয়েছে ৩১৩ দশমিক ৪ ইয়েনে। গত সপ্তাহজুড়ে প্রাকৃতিক রাবারের দাম বেড়েছে ৪ দশমিক শূন্য ৫ শতাংশ, যা গত ১৪ জানুয়ারির পর সবচেয়ে বড় সাপ্তাহিক বৃদ্ধি।

The National Economic Council (NEC) on Sunday approved Tk 2.3 trillion worth of Annual Development Programme (ADP) for the upcoming 2025-26 fiscal year (FY). The amount is 13.2 per cent lower than the original outlay worth Tk 2.65 trillion for the current fiscal year (2024-25) while it is 6.48 per cent higher than the revised ADP (RADP) of Tk 2.16 trillion. Of the total, the government will provide Tk 1.44 trillion from its own exchequer while another Tk 860 billon would be available from external sources as loans and grants. With the spending of Tk 86 billion from the own funds of autonomous bodies and state-owned corporations, the total size of the ADP for the next fiscal year stands at Tk 2.39 trillion. The NEC meeting was chaired by Chief Adviser Professor Muhammad Yunus at the NEC auditorium in the capital, Planning Adviser Dr Wahiduddin Mahmud briefed newsmen after the meeting. The Planning Adviser said the overall national budget, including the development budget, will be modest in the upcoming 2025-26 fiscal year. "The next budget is aimed at restoring fiscal disciplines," he said, adding that it would not be an 'irresponsible budget'. He further said: "Though the size may be smaller, it will be realistic and implementable." The Planning Adviser said the main objective of the government is to ensure sustainable budget management with increase in the revenue while the budget deficit would be kept below 4 per cent of the GDP.

The state-run Investment Corporation of Bangladesh (ICB) has proposed that mutual funds (MFs) be allowed to distribute dividends from profits in the current fiscal year without meeting provisional requirements but experts say it will cause capital erosion. Both fund managers and unitholders will eventually endure consequences as the MFs will only get smaller in size after the disbursement of dividends for FY25, warn several fund managers while talking to the FE correspondent.The proposal came at a meeting on Saturday between officials of the Bangladesh Securities and Exchange Commission (BSEC) and market stakeholders. ICB Managing Director Niranjan Chandra Debnath suggested allocating 20 per cent of the profits in the current fiscal year for provisioning and the rest for paying dividends to unitholders. But MFs are required to keep 100 per cent provision against unrealised losses. Explaining why ICB wants pooled funds to bypass the rules, the ICB chief said, "We want to motivate unitholders of the funds having provisioning shortfalls." Unitholders have become demoralised for having not received dividends for a long time amid persistent erosion of the equity market, he said, adding that ideally there should be no scope of paying dividends after partial provisioning.

জাপানে সম্প্রতি চালের দাম গত বছরের তুলনায় দ্বিগুণ বেড়েছে। মূল্যস্ফীতির কারণে চালের উচ্চমূল্যে ভোগান্তিতে থাকা জাপানি ভোক্তাদের জন্য গত মাসে প্রধানমন্ত্রী শিগেরু ইশিবার প্রশাসন সরকারি মজুদ থেকে চাল বাজারে ছাড়ে। দ্বিতীয় দফায় জরুরি মজুদ থেকে আরো তিন লাখ টন চাল বাজারে ছাড়ার সিদ্ধান্ত নিয়েছে জাপান সরকার। সম্প্রতি প্রকাশিত রয়টার্সের এক প্রতিবেদনে এ তথ্য জানানো হয়েছে। খাতসংশ্লিষ্টরা জানিয়েছেন, গত বছর অতিরিক্ত তাপমাত্রার কারণে ধানের ফলন কম হওয়ায় চালের সংকট তৈরি হয়েছে। এছাড়া এ সময় পর্যটকের সংখ্যা বৃদ্ধির কারণে চাহিদাও ছিল ঊর্ধ্বমুখী। জাপানে সরকারি নিয়ম অনুযায়ী, এক বছরে যে পরিমাণ চাল মজুদ থেকে বাজারে ছাড়া হয়, পরবর্তী সময়ে একই পরিমাণ চাল আবার ক্রয় করতে হয়। তবে মজুদ পূরণের এ সময়সীমা এর আগে এক বছর থাকলেও বর্তমানে তা বাড়িয়ে পাঁচ বছর করা হয়েছে। এছাড়া কিছু চাল পাইকারি বিক্রেতাদের পরিবর্তে সরাসরি ভোক্তাদের কাছে সরবরাহ করা হবে।

Government high-ups have instructed finance officials to focus improvement in people's living standard and wellbeing in budgeting in a pivot from making growth-centric budget of the past times, sources said. The advice came when finance division officials Saturday placed the next budget outline before Chief Adviser Dr Muhammad Yunus seeking his opinion. A senior official attending the meeting told the Financial Express that the head of interim government "didn't ask us to bring any major arithmetical changes in the proposed budgetary allocations". Rather, he asked them to prepare a "realistic" and "implementable" budget instead of allocating money for unnecessary spending. The Chief Adviser, according to the official, particularly gave importance on taking measures for employment generation for the youths and ensuring women rights. He also asked for taking steps to alleviate inflationary pressures as people have been suffering from high commodity prices for long. The Chief Adviser, sources said, also asked the officials for improvement in investment climate in the country.

বিশ্ববাজারে পাম অয়েলের দাম ধারাবাহিকভাবে কমছে। তবে দেশের বাজারে এখন পর্যন্ত তার কোনো প্রভাব পড়েনি। পাইকারি ও খুচরায় এখনো আগের দামেই ভোজ্যতেলটি বেচাকেনা হচ্ছে। খাতসংশ্লিষ্টরা বলছেন, মিল মালিক ও ট্রেডিং প্রতিষ্ঠানগুলোয় তদারকির অভাবে পাম অয়েলের দাম কমছে না। দেশের সবচেয়ে বড় পাইকারি বাজার খাতুনগঞ্জে খোঁজ নিয়ে জানা গেছে, বর্তমানে প্রতি মণ (৩৭ দশমিক ৩২ কেজি) পাম অয়েল লেনদেন হচ্ছে ৫ হাজার ৭১০ থেকে ৫ হাজার ৭২০ টাকায়। মিলগেট থেকে সংগ্রহ করে এসব পাম অয়েল খুচরা বাজারে সরবরাহ করতে মণপ্রতি আরো অন্তত ১৫০-২০০ টাকা খরচ হয়। ব্যবসায়ীরা জানিয়েছেন, টানা কয়েক মাস ধরে বৈশ্বিক বুকিং দর নিম্নমুখী হলেও দেশের বাজারে সমন্বয় না করায় পাইকারি ও খুচরায় দাম কমেনি।

The yields on treasury bills (T-bills) showed a mixed trend on Sunday as banks preferred to invest their excess liquidity in higher-tenure securities rather than lower-tenure ones. The cut-off yield, generally known as interest rate, on the 91-day T-bills rose to 11.65 per cent on the day from the previous level of 11.54 per cent. However, the yield on 182-day T-bills fell to 11.51 per cent on the day from 11.64 per cent earlier while the yield on 364-day T-bills came down to 11.62 per cent from 11.64 per cent, according to the auction results. "Most banks have expressed their willingness to invest their funds in longer-tenure securities rather than shorter-tenure ones, anticipating a decline in yields on government securities in the coming months," a senior official of the central bank told The Financial Express (FE). He also said pressure on the government's bank borrowing may ease in the near future as an inflow of funds from overseas sources is expected to increase by the end of June 2025. Meanwhile, the government borrowed Tk 75 billion on the day through issuing three types of T-bills to partially meet its budget deficit.

Biman Bangladesh Airlines on Sunday announced the suspension of its direct flights on the Dhaka-Narita-Dhaka route, effective from July 1. The national flag carrier has made the decision due to operational constraints stemming from ongoing Hajj operations, shortage of aircraft in the Biman fleet, and the financial viability of this route, said a press release of the airlines. Passengers who have already purchased tickets for flights on or after July 1 will be eligible for a full refund or a ticket reissuance without any deduction, the airlines said. Biman has requested affected travellers to contact their respective sales offices, ticket counters, or authorised agents to process refunds or rebooking. On September 1, 2023, Biman resumed its Dhaka-Narita flight with the aim of establishing a profitable direct air link between Bangladesh and Japan. However, the state-owned airline has been incurring losses on this route due to a significant shortage of passengers since the beginning of its operations.
