Bangladesh's inflation rate in April fell slightly as that of both food and non-food items showed a downward trend, official data showed on Monday. The inflation rate on point-to-point basis in April decreased to 9.17 per cent, Bangladesh Bureau of Statistics (BBS) data unveiled on Monday showed. In the previous month of March, the inflation rate was recorded at 9.35 per cent. The BBS prepared the inflation statistics by collecting data from 154 haats and bazaars of 64 districts across the country. Over the last five months, the country's point-to-point inflation rate had been showing an easing trend as the prices of main foods and some other essential items have dropped. The rate of inflation climbed to a 13-month high at 11.38 per cent in November of the fiscal year (FY) 2024-25, which started falling in the subsequent months of December, January, February, and March. The rate of inflation in December fell to 10.89 per cent, then to 9.94 per cent in January, and 9.32 per cent in February. However, in March last, the inflation rate increased to a little bit higher to 9.35 per cent due to the higher inflation trend of the non-food items against an easing trend of the food inflation. In April, the inflation rate again dropped to 9.17 per cent. That month, the food inflation rate fell to 8.63 per cent from that of 9.93 per cent in the previous month of March, the BBS data showed.

Bangladesh has sought the resumption of Chevron Bangladesh's stalled investment worth around $65 million after clearing all overdue payments to the US-based oil-and gas-exploration company. "We have requested the US company to resume its last year's deferred investment plan in a compression project at the Jalalabad gas plant as we have already cleared all outstanding arrear payments of Chevron Bangladesh," state-run Petrobangla Chairman Md Rezanur Rahman told The Financial Express Monday. Petrobangla cleared all the overdue arrear payments along with regular ones worth around $190 million of Chevron Bangladesh, a part of the global energy company Chevron, late last month, paving the way for fresh investments by Chevron in oil and gas exploration in the country. Chevron Bangladesh had deferred the Jalalabad compression project investment proposal through a letter to Petrobangla on April 4, 2024. In the letter, Chevron Bangladesh President Eric M walker wrote to defer the project until the overdue payment balance was fully cleared by Petrobangla. Prior to sending the letter, the overdue arrear payment of Chevron Bangladesh rose to as high as $280 million. Responding to the letter, Petrobangla through another letter in November 2024 intended to clear the overdue amount within six months from November 2024 to April 2025, along with the regular payment.

Bangladesh seeks foreign investments in vital development sectors at high-level talks held in Italy for deepening cooperation with key international financial partners, including the EU and the European Investment Bank. On the sidelines of the 58th Annual Meeting of the Asian Development Bank (ADB) in Milan, Finance Adviser Dr Salehuddin Ahmed Monday held a bilateral meeting with Nadia Calvino, president of the European Investment Bank (EIB). The meeting focused on expanding EIB's ongoing support in Bangladesh's priority sectors, the Ministry of Finance said later in the day. The EIB, the primary lending institution of the European Union (EU), has been engaged in Bangladesh since 2000 under a framework agreement with the Government of Bangladesh. To date, EIB has invested nearly 635 million euros in six ongoing projects across health, water supply, transport, and communication sectors. Although its core focus is on EU member-states, the EIB plays a vital role in EU development cooperation with over 160 countries worldwide, particularly in areas such as climate action, innovation, infrastructure, SMEs, and skill development, the press release says.

Bank stocks that used to be investors' preferred choice among equities for investment have long been failing to attract buyers because of their weakening financial health. The latest news over the lenders' deepening capital shortfalls dragged them to a new low. For example, Global Islami Bank (GIB), which was listed only two years ago, fell 3.23 per cent to close at Tk 3 per share on Monday on the Dhaka Stock Exchange whereas its face value is Tk 10 each share. The stock price of Union Bank, listed around the same time, closed at Tk 3.1 a share on the DSE. The banks that are facing acute capital shortfalls also include AB Bank, EXIM Bank, First Security Islamic Bank, ICB Islamic Bank, IFIC Bank, National Bank, NRBC Bank, One Bank, Premier Bank, South Bangla Agriculture Bank, and Standard Bank. Of these trouble-hit banks, Union Bank has a capital shortfall of Tk 156.89 billion, First Security Islami Bank Tk 139.91 billion, Social Islami Bank Tk 117.08 billion, IFIC Bank Tk 90 billion and National Bank Tk 77 billion. Experts say the gravity of the financial problems facing the banks got exposed after the fall of the previous regime as the central bank began taking corrective measures. Pubali Bank wants to raise Tk 15 billion through subordinated bonds to strengthen capital base under Basel-III compliance as per the Bangladesh Bank's December 2014 guidelines on risk-based capital adequacy. The bond issuance is subject to the approval of the regulatory authorities concerned- Bangladesh Bank and Bangladesh Securities and Exchange Commission, according to a stock exchange filing on Monday. Banks are required to maintain a certain level of capital to ensure their financial stability and protect depositors. The bond proceeds will be treated as capital and it will help the bank grow its investment and loan portfolio. Basel III is an international regulatory accord that introduced a set of reforms designed to mitigate risk within the international banking sector by requiring banks to maintain proper leverage ratios and keep certain levels of reserve capital in hand. As per the Bangladesh Bank's Basel III guidelines, each bank must hold capital equivalent to 10 percent of its risk-weighted assets or Tk 5 billion, whichever is higher. Failure to meet this requirement is considered a capital shortfall. Subordinated bond is an unsecured loan or bond that ranks below other, more senior loans or securities with respect to claims on assets or earnings. Subordinated bonds are thus also known as junior securities.

Some 144 civil society organisations (CSOs) across the country jointly submitted letters Monday to the Advisers of the Ministries of Finance, Environment, Forest and Climate Change, Power, Energy and Mineral Resources (MPEMR), and the Coal Power Generation Company Bangladesh Limited (CPGCBL) demanding the cancellation of the proposed 635 MW coal-fired power plant to be installed by Orion Group in Matarbari, Maheshkhali, Cox's Bazar. They submitted the letters considering the risks to the environment, climate, public health, and economy. These CSOs in collaboration with the Bangladesh Working Group on Ecology and Development (BWGED), have also urged the cancellation of the Environmental Impact Assessment (EIA), the Power Purchase Agreement (PPA), and the withdrawal of allocated loans and land leases for the Orion's coal-fired power plant project.

State-run Trading Corporation of Bangladesh (TCB) sought allocation of 26,871 tonnes of rice to sell them among 5.374 million smart cardholder families at a subsidised rate this month, sources said. The government has been selling some key essential items, including edible oil, lentil and sugar, among 10 million digital cardholder families through TCB. In May, the entity will sell the rice among the smart cardholder families.

Commerce Adviser Sheikh Bashir Uddin on Monday underscored the urgent need for a national food security policy, calling it a top priority for the country. "We need to understand our responsibilities and shape our actions accordingly," he said while addressing a session on 'Food Markets, Supply, and Local Capacity' during the 'Agriculture, Food Security and Living Nature Conference 2025', organised by the Bonik Barta at a hotel in Dhaka. Speaking as the chief guest, the adviser stressed the importance of a collaborative approach involving the country's brightest minds to formulate an effective food policy. "If we don't ensure food security, we could face dire consequences," he warned, adding, "There must be significant investment in this area." Referring to the humanitarian crisis in Gaza, he urged policymakers and citizens alike to grasp the devastating consequences of hunger and understand how starvation is being used as a weapon of war. "If the food market is valued at Tk 300 billion, we must clearly identify the corresponding investments and ensure that appropriate funding follows," he noted.

সঠিক সরকারি পরিসংখ্যান বা তথ্য-উপাত্ত না থাকায় অধিকাংশ সময় বিভিন্ন সিদ্ধান্ত গ্রহণের ক্ষেত্রে বিভ্রান্তিতে পড়তে হয়। দেশের বড় অর্থনীতিবিদরাই এ পরিসংখ্যান তৈরি করেছেন। কিন্তু এসব পরিসংখ্যান বিভ্রান্তি তৈরি করা ছাড়া আর কোনো কিছু করছে না। পরিসংখ্যান কবে ঠিক হবে, তা আমি জানি না। তবে এটা ঠিক হওয়া প্রয়োজন। গত বছর দেশে আলুর উৎপাদন ছিল ১ কোটি ৬ লাখ টন। সেই আলুর দাম আবার প্রতি কেজি ৯০ টাকার ওপরে উঠেছিল। অর্থাৎ পরিসংখ্যান মিলছে না। তথ্য-উপাত্তের সঠিকতা না থাকায় সিদ্ধান্ত নিতে দ্বিধায় পড়তে হচ্ছে। এটা সংস্কার করা দরকার। আমাদের ১৭টি নিত্যপণ্য রয়েছে। আর নিত্যপণ্যের জন্য আলাদা মূল্যস্ফীতির সূচক থাকা উচিত। যাতে বাজার নজরদারি করা সহজ হয়।

The Chittagong Port Authority (CPA) has resumed operational activities of its self-funded export-oriented container scanner. CPA has taken the initiative as a part of the implementation of the ISPS Code, which will play an important role in ensuring the security of international trade. CPA Chairman Rear Admiral SM Moniruzzaman officially inaugurated the resumption of operational activities of the export-oriented container scanner on Sunday. The Commissioner of Chittagong Customs House, CPA members, Director Security, Secretary of CPA and other senior officials of the port and customs were present at the inauguration ceremony. CPA Chairman Rear Admiral SM Moniruzzaman said that this initiative of the Chittagong Port will help ensure transparency and security of international trade as well as maintain the port's reputation. Sources said the container scanner was installed in February 2024 with the own funding of Chittagong Port. This high-quality fixed scanner, supplied by Five R Associates Limited, was being operated by Chittagong Custom House. Although the company had a contract for the maintenance of the scanner, operational activities were temporarily suspended due to the expiration of the contract.

দিনাজপুরের হিলিতে শুরু হয়েছে বোরো ধান কাটা ও মাড়াই। এরই মধ্যে বাজারে আসতে শুরু করেছে দেশীয় নতুন চাল। সরবরাহ বাড়ায় সপ্তাহের ব্যবধানে সব ধরনের চালের দাম কেজিতে ৩-৪ টাকা করে কমেছে। পুরোদমে নতুন চাল আসতে শুরু করলে দাম আরো কমতে পারে বলে জানিয়েছেন বিক্রেতারা। হিলি বাজারে চালের দোকানগুলো ঘুরে দেখা গেছে, সব দোকানেই পর্যাপ্ত চাল রয়েছে। পুরনো চালের পাশাপাশি নতুন চালও দেখা গেছে দোকানগুলোয়। সরবরাহ বাড়ায় দামও কমতির দিকে। শম্পা কাটারি জাতের চাল এক সপ্তাহ আগে ৭০ টাকা কেজি দরে বিক্রি হয়েছিল। সেই চাল এখন ৬৬-৬৭ টাকা কেজি দরে বিক্রি হচ্ছে। এছাড়া স্বর্ণা জাতের চাল ৫৪ থেকে কমে সাড়ে ৫২-৫৩ টাকা বিক্রি হচ্ছে। সরু চাল ৬৮ থেকে কমে ৬৪ টাকা কেজি দরে বিক্রি হচ্ছে।

এক সময় যে সিদ্ধান্তকে আর্থিকভাবে বিচক্ষণ মনে করা হয়েছিল, তা এখন দেশের জন্য বোঝা হয়ে দাঁড়িয়েছে। বাজারভিত্তিক ঋণ— উচ্চ সুদ এড়াতে ডলারের পরিবর্তে জাপানি ইয়েনে নেওয়ার বাংলাদেশের কৌশল এখন ব্যুমেরাং হয়ে ওঠার হওয়ার লক্ষণ দেখা যাচ্ছে; কারণ মুদ্রার বিনিময় হারের ঝুঁকি এবং জাপানে সুদহার বাড়ার প্রভাব পড়তে শুরু করেছে এরমধ্যেই। কীভাবে এই ঝুঁকি তৈরি হচ্ছে, তাঁর একটি জ্বলত উদাহরণ সম্প্রতি এশীয় উন্নয়ন ব্যাংকের (এডিবি) থেকে নেওয়া ৬০০ মিলিয়ন ডলার সমমূল্যের বাজেট সহায়তা বাবদ ঋণ। যার পুরোটাই নেওয়া হয় জাপানি ইয়েনে। যা দিয়ে সরকার আবার ডলার কিনেছে। ফলে ডলার-ইয়েন বিনিময় হারের ব্যবধানে ১৩ মিলিয়ন ডলার কম পেয়েছে বাংলাদেশ। এধরনের আরও ঘটনা সামনে আসতে শুরু করছে। গত বছর সরকার 'বাংলাদেশ সেকেন্ড রিকভারি অ্যান্ড রেজিলিয়েন্স ডেডেলপমেন্ট পলিসি' শীর্ষক কর্মসূচির জন্য ৩০০ মিলিয়ন ডলার ঋণ নিয়েছিল জাপানি ইয়েনে। একইভাবে 'ক্লাইমেট রেজিলিয়েন্স ইনক্লুসিভ ডেভেলপমেন্ট প্রোগ্রাম' এর জন্য এশিয়ান ইনফ্রাস্ট্রাকচার ইনভেস্টমেন্ট ব্যাংক (এআইআইবি) হতে ৪০০ মিলিয়ন ডলার সমমূল্যের ঋণও ইয়েনে নেওয়া হয়। একইভাবে রেজিলিয়েন্ট আরবান অ্যান্ড টেরিটোরিয়াল ডেভেলপমেন্ট' কর্মসূচির জন্যও বিশ্বব্যাংকের থেকে ১০০ মিলিয়ন ডলারের সমপরিমাণ একটি অংশ ঋণ নেওয়া হয়েছে ইয়েনে।

ফসল উৎপাদন ও সুরক্ষার জন্য অত্যাবশকীয় উপাদান বালাইনাশক, যা ফসল উৎপাদন নিশ্চিত করে। স্বাধীনতার পর কৃষকদের বিনামূল্যে বালাইনাশক দেয়া হতো। কিন্তু স্বাধীনতার ৫০ বছর পর এসে কেবল গত বছরই ৭ হাজার ৫০০ কোটি টাকার বালাইনাশক কিনতে হয়েছে কৃষকদের, যার মধ্যে আবার ৯০ শতাংশের বেশি আমদানি করতে হয়েছে। অথচ কৃষি বিশ্ববিদ্যালয়গুলোয় এ নিয়ে গবেষণার সুযোগ রয়েছে। তা সত্ত্বেও কেন আমদানি করতে হয় এ নিয়ে কাজ করা প্রয়োজন। দেশীয় কোম্পানিগুলো কোথায় বাধাগ্রস্ত হচ্ছে তা খতিয়ে দেখা প্রয়োজন। দেশেই উৎপাদনের ব্যবস্থা করলে কৃষক ৩০-৪০ শতাংশ কম মূল্যে তা কিনতে পারবেন। কৃষি উৎপাদনে প্রয়োজনীয় উপকরণ আমদানিসহ বেশকিছু ক্ষেত্রে উৎপাদনের সঙ্গে জড়িত প্রতিষ্ঠানগুলো প্রতিকূলতার মুখোমুখি হচ্ছে। এ সংকট থেকে উত্তরণের পাশাপাশি কৃষিকে নিরাপদ ও লাভজনক করতে হলে একটি কৃষি কমিশন গঠন করা জরুরি।

ইতালিতে অবৈধভাবে অবস্থানরত বাংলাদেশিদের ফেরত পাঠাতে চাইছে সে দেশের সরকার। ঢাকা সফররত ইতালির স্বরাষ্ট্রমন্ত্রী মাত্তেও পিয়ান্তেদোজি সোমবার স্বরাষ্ট্র উপদেষ্টা লেফটেন্যান্ট জেনারেল (অব.) মো. জাহাঙ্গীর আলম চৌধুরীর সঙ্গে বৈঠকে এ কথা জানান। তবে বৈঠকে বাংলাদেশের পক্ষ থেকে অবৈধ অভিবাসীদের দেশে ফেরত না পাঠিয়ে তাদের বৈধতা দেওয়ার অনুরোধ জানানো হয়েছে। ইতালির স্বরাষ্ট্রমন্ত্রীর নেতৃত্বে ছয় সদস্যের একটি প্রতিনিধি দল বর্তমানে বাংলাদেশ সফরে রয়েছে। তারা সচিবালয়ে স্বরাষ্ট্র উপদেষ্টার সঙ্গে বৈঠক করেন। বৈঠকে ঢাকাস্থ ইতালি দূতাবাসের রাষ্ট্রদূত আন্তোনিও আলেসান্দ্রো, প্রধান উপদেষ্টার বিশেষ সহকারী মো. খোদা বখস চৌধুরী, স্বরাষ্ট্র মন্ত্রণালয়ের সচিব নাসিমুল গণিসহ ঊর্ধ্বতন কর্মকর্তারা উপস্থিত ছিলেন। বৈঠকে অংশ নেওয়া এক কর্মকর্তা নাম প্রকাশ না করার শর্তে জানান, "ইতালি সম্প্রতি নতুন অভিবাসন নীতি প্রণয়ন করেছে, যার আওতায় অবৈধ অভিবাসীদের নিজ দেশে ফেরত পাঠানো হচ্ছে। এই প্রেক্ষাপটে বাংলাদেশিদের কীভাবে সহজে ফেরত পাঠানো যায়, তা নিয়ে মূলত আলোচনা হয়েছে।"
