চলতি বাজেট প্রণয়নের সময় গত বছর বিশ্ববাজারে জ্বালানি তেলের দাম ছিল ঊর্ধ্বমুখী। ফলে এর আমদানি বাবদ বাজেটে বাংলাদেশ পেট্রোলিয়াম করপোরেশনের (বিপিসি) জন্য বেশি অর্থ বরাদ্দ রাখতে হয়েছিল। তবে এরই মধ্যে বিশ্ববাজারে জ্বালানি তেলের দাম কমে এসেছে। তাই সংশোধিত বাজেটে পণ্যটির আমদানি বাবদ বরাদ্দও সে হিসেবে কমেছে। এতে চলতি অর্থবছরে জ্বালানি তেল আমদানিতে বিপিসির সাশ্রয় হবে ২৩ হাজার কোটি টাকারও বেশি। বিপিসির চলতি ২০২৪-২৫ অর্থবছরের সংশোধিত বাজেট সম্প্রতি অনুমোদন করেছে অর্থ মন্ত্রণালয়। এতে সংস্থাটির জন্য জ্বালানি তেল আমদানি বাবদ মূল বাজেটে বরাদ্দকৃত অর্থের পরিমাণ কমিয়ে আনা হয়েছে।

বিনিময় হার বাজারের ওপর ছেড়ে দেয়ার প্রথম সপ্তাহে ডলারের দরে বড় কোনো অস্থিরতা দেখা যায়নি। গত এক সপ্তাহে ব্যাংক খাতে প্রতি ডলার ১২২-১২৩ টাকায় কেনাবেচা হয়েছে। তবে হজযাত্রীদের প্রভাবে কার্ব মার্কেটে (খুচরা বাজার) প্রতি ডলার ১২৭ টাকা পর্যন্ত উঠেছে বলে সংশ্লিষ্টরা জানিয়েছেন। গত ১৪ মে দুপুরে সংবাদ সম্মেলনের মাধ্যমে বাজারভিত্তিক বিনিময় হারের ঘোষণা দেন বাংলাদেশ ব্যাংকের গভর্নর ড. আহসান এইচ মনসুর। ওইদিন গভর্নর বলেছিলেন, ‘দেশে ডলারের বিনিময় হার কত হবে, সেটি বাজারই নির্ধারণ করবে। ব্যাংকগুলো প্রতিদিন দুবার ডলার বেচাকেনার তথ্য কেন্দ্রীয় ব্যাংককে জানাবে। এক্ষেত্রে বাংলাদেশ ব্যাংকের তদারকি থাকলেও কোনো হস্তক্ষেপ থাকবে না।’

দেশের বর্তমান আইন-শৃঙ্খলা পরিস্থিতি নিয়ে উদ্বেগ প্রকাশ করে ব্যবসায়ীরা বলছেন, নিরাপদ ও সহায়ক আইন-শৃঙ্খলা পরিস্থিতি নিশ্চিত না হলে ব্যবসা ও বিনিয়োগ সম্প্রসারণ হবে না। ঢাকা চেম্বার অব কমার্স অ্যান্ড ইন্ডাস্ট্রি (ডিসিসিআই) আয়োজিত এক মতবিনিময় সভায় গতকাল এ কথা বলেন ব্যবসায়ী প্রতিনিধিরা। ‘ব্যবসা-বাণিজ্য সহজীকরণে উন্নত আইন-শৃঙ্খলা পরিস্থিতি বজায় রাখার অত্যাবশ্যকীয়তা’ শীর্ষক এ সভায় প্রধান অতিথি হিসেবে বক্তব্য দেন ডিসিসিআই সভাপতি তাসকীন আহমেদ।

সারা দেশে ফ্যামিলি কার্ডধারী নিম্ন আয়ের পরিবারের মধ্যে ভর্তুকি মূল্যে আজ থেকে পণ্য বিক্রি শুরু করবে ট্রেডিং করপোরেশন অব বাংলাদেশ (টিসিবি)। তবে ঈদুল আজহার আগমুহূর্তে বাড়ানো হয়েছে সব পণ্যের দাম। এতে প্রতি লিটার সয়াবিন তেলে ৩৫ টাকা, প্রতি কেজি মসুর ডালে ২০ টাকা ও প্রতি কেজি চিনিতে ১৫ টাকা দাম বাড়ানো হয়েছে। টিসিবির এক সংবাদ বিজ্ঞপ্তিতে গতকাল এ তথ্য জানানো হয়েছে। টিসিবির নির্ধারিত পণ্যের দাম পর্যালোচনা করে দেখা যায়, আগে স্মার্ট ফ্যামিলি কার্ডধারীদের কাছে প্রতি লিটার সয়াবিন তেল ১০০ টাকায় বিক্রি হতো, এখন তা ১৩৫ টাকায় কিনতে হবে। এছাড়া প্রতি কেজি ডালে দাম ৬০ থেকে বাড়িয়ে ৮০ টাকা এবং প্রতি কেজি চিনির দাম ৭০ থেকে বাড়িয়ে ৮৫ টাকা করা হয়েছে।

বীমা উন্নয়ন ও নিয়ন্ত্রণ কর্তৃপক্ষ (আইডিআরএ) প্রকাশিত তথ্য অনুযায়ী, ২০২৪ সালে দেশের সব জীবন বীমা প্রতিষ্ঠানের মধ্যে মেটলাইফ বাংলাদেশ সর্বোচ্চ পরিমাণ বীমা দাবি নিষ্পত্তি করেছে। গত বছর প্রতিষ্ঠানটি মোট ২ হাজার ৮৯৫ কোটি টাকা বীমা দাবি পরিশোধ করে। মেটলাইফের বীমা দাবি নিষ্পত্তির হার ৯৭ দশমিক ৭৯ শতাংশ, যা সর্বোচ্চ হারগুলোর মধ্যে অন্যতম। নিষ্পত্তি করা বীমা দাবির মধ্যে চিকিৎসা ও স্বাস্থ্যসংক্রান্ত দাবির পরিমাণ ছিল ২৩৭ কোটি টাকা, মৃত্যুজনিত দাবির পরিমাণ ১৪০ কোটি টাকা এবং মেয়াদ পূর্ণ ও আংশিক মেয়াদ পূর্ণসহ অন্যান্য দাবির পরিমাণ ছিল মোট ২ হাজার ৫১৮ কোটি টাকা। বিগত পাঁচ বছরে অর্থাৎ ২০২০-২৪ সাল পর্যন্ত মেটলাইফ বাংলাদেশ ১১ হাজার ৪০০ কোটি টাকার বীমা দাবি নিষ্পত্তি করেছে।

উত্তপ্ত হয়ে উঠেছে বৈশ্বিক ভূরাজনৈতিক পরিস্থিতি। সামরিক সংঘাত বা শুল্ক বিবাদের মতো বহুমাত্রিক বিরোধে জড়িয়ে পড়েছে বৈশ্বিক পরাশক্তিসহ বিভিন্ন দেশ। ব্যাহত হচ্ছে দুষ্প্রাপ্য খনিজ, সেমিকন্ডাক্টর, নিত্যপ্রয়োজনীয় দ্রব্যাদিসহ নানা পণ্যের আন্তর্জাতিক বাণিজ্য। ব্যাঘাত ঘটছে শিল্প ও সেবা খাতের উৎপাদনে। চাপে পড়ছে বৈশ্বিক আর্থিক খাত। সার্বিক পরিস্থিতি বিবেচনায় বিশেষজ্ঞরা বলছেন, কভিড-পরবর্তী সময়ে এ মুহূর্তেই সবচেয়ে বেশি অনিশ্চয়তার মধ্য দিয়ে যাচ্ছে বৈশ্বিক অর্থনীতি। সাম্প্রতিক বছরগুলোয় একে একে নতুন বিরোধে জড়িয়েছে বা পুরনো উত্তেজনা নতুন মাত্রা পেয়েছে চীন-যুক্তরাষ্ট্র, ফিলিস্তিন-ইসরায়েল, ইউক্রেন-রাশিয়া ও ভারত-পাকিস্তানে। এসব বিবাদ শুধু সংশ্লিষ্ট অঞ্চলেই নয়, বরং পুরো বিশ্বের অর্থনৈতিক প্রবাহ, সরবরাহ চেইন, জ্বালানি বাজার, মুদ্রানীতি ও বিনিয়োগ সিদ্ধান্তকে নাড়া দিচ্ছে, যা কিনা বিশ্বায়নের প্রচলিত ধারণাকে বাদ দিয়ে নতুন করে মেরুকরণের দিকে নিয়ে যাচ্ছে বলে অভিমত পর্যবেক্ষকদের।

প্রধান উপদেষ্টা ড. মুহাম্মদ ইউনূস কোরবানির পশুর চামড়ার উপযুক্ত মূল্য নিশ্চিতে নির্দেশনা দিয়েছেন বলে জানিয়েছেন বাণিজ্য উপদেষ্টা শেখ বশিরউদ্দীন। তিনি জানান, প্রয়োজনে কাঁচা চামড়া রফতানির উদ্যোগ নেয়া হবে। গতকাল বাণিজ্য মন্ত্রণালয়ে কোরবানি সম্পর্কিত বিষয়াদির সুষ্ঠু ব্যবস্থাপনা নিশ্চিতকরণ কমিটির প্রথম সভা শেষে সংবাদ সম্মেলনে তিনি এসব কথা বলেন। উপদেষ্টা বলেন, ‘আগে সারা দেশে একসঙ্গে কাঁচা চামড়া আসত। চামড়া পচে যাবে সে কারণে দাম না পেলেও বাধ্য হয়ে কম দামে বিক্রি করতে হয়েছে। এবার সেটা হবে না। আমাদের প্রধান উপদেষ্টা চান গরিবের এ হক যেন ন্যায্যমূল্য পায়। আমাদের কমিটি আজ আবারো বৈঠকে বসবে। তখন চামড়ার দাম নির্ধারণ করা হবে। এ বছর চামড়ার দাম গত বছরের চেয়ে বেশি হবে। বৈঠকে আমরা আরো সিদ্ধান্ত নিয়েছি, নির্ধারিত পশুর হাটের বাইরে পশু কেনাবেচা যেন না হয়। হাসিল ৫ শতাংশ থেকে কমানোর চেষ্টা হচ্ছে। এছাড়া সরবরাহ ও চাহিদা নিয়ে বিস্তারিত আলোচনা করেছি আমরা।’

Bangladesh's foreign-exchange reserves may rise to US$30 billion in a gross account by June, up from the current stock of around $27 billion, in a steady economic rebound, predicts the Bangladesh Bank Governor. While expressing such optimism Wednesday, Dr Ahsan H Mansur noted that getting to this goal would require improvements in the balance of payments, rise in net foreign assets, and reactivation of the economy through stronger remittance inflows, export earnings, and foreign financing. The governor made the remarks while speaking as the chief guest at a dissemination event on 'Spatial and Historical Financial Development in Bangladesh', organised at a Dhaka hotel by the Policy Research Institute (PRI) in collaboration with the central bank. "Some progress has already been made - reserves have started growing - and we expect them to rise further in the coming days," said the BB governor, Ahsan H Mansur, adding that the long-term goal is to raise reserves to $40 billion, although reaching that target will take time.

No contradiction is there between the interim government and the army on the issue of establishing humanitarian channel from Bangladesh to Myanmar's Rakhine state, says the National Security Adviser. "This is completely a rumour. We have no difference of opinion with the army on this issue. I have detailed discussions with the army chief on Myanmar issue. We are absolutely on the same page," Dr Khalilur Rahman said at a press conference Wednesday -- close on the heels of a government-military conclave on the matter.He categorically said the government had never discussed the issue of providing humanitarian corridor to the strife-stricken Myanmar state with anybody or any agency and will not do so. "I am saying it very clearly that we have not discussed the corridor issue with anyone and will not do so. Given the situation in Rakhine, there is no need for corridor." He told reporters that the corridor issue was propagated by a section of media of a neighbouring country, but to Bangladesh government, it is a non-existent issue.

আগামী বাজেটে ১ম থেকে ৯ম গ্রেডের সরকারি কর্মকর্তা-কর্মচারীদের জন্য ১৫ শতাংশ এবং ১০ম থেকে ২০তম গ্রেডভুক্ত কর্মকর্তা-কর্মচারীদের জন্য ২০ শতাংশ মহার্ঘ্য ভাতার ঘোষণা আসছে। আগামী ১ জুলাই থেকে সরকারি চাকরিজীবীরা এ সুবিধা পাবেন। ওই তারিখ থেকেই নতুন হারে ভাতা পাবেন সরকারি চাকরিজীবীরা।মঙ্গলবার অর্থ মন্ত্রণালয়ে অনুষ্ঠিত এক বৈঠকে মহার্ঘ ভাতার এই হার চূড়ান্ত করা হয়েছে বলে অর্থ মন্ত্রণালয়ের একজন সিনিয়র কর্মকর্তা টিবিএসকে নিশ্চিত করেছেন। অর্থ উপদেষ্টা ড. সালেহউদ্দিন আহমেদও নিশ্চিত করেছেন, আগামী বাজেটে সরকারি চাকরিজীবীদের জন্য মহার্ঘ ভাতা দেওয়ার বিষয়টি সক্রিয়ভাবে বিবেচনা করা হচ্ছে। এজন্য একটি কমিটি কাজ করছে বলেও জানান তিনি।

The commercial lenders needing short-term liquidity are largely bent on 14-day-tenure repurchase instrument of the Bangladesh Bank (BB) and keep banking on it as much as possible. As a matter of fact, the volume of credits handed out through the liquidity-availing window continues surging. The switch in the commercial banks' borrowing from the secure liquidity facility has been observed since April 09, 2025 when the banking regulator discarded the 28-day liquidity instrument following advice of the International Monetary Fund (IMF) as part of its $4.70- billion lending package for stabilising the country's macroeconomic situation. But there are allegations by a number of bankers and BB officials that some of the commercial lenders frequently use such instruments to avail short-term funds but invest those in long-term government securities to gain more under the persisting economic sluggishness, which plays a significant role in the squeezing of yields on treasury bonds.

The state-run Petrobangla is upbeat about withdrawal of value-added tax (VAT) on the import of expensive liquefied natural gas (LNG) as it would help reduce overall LNG cost and free this state-entity from any subsidy from the government, said sources. Top officials of the Energy and Mineral Resources Division (EMRD) under the Ministry of Power, Energy and Mineral Resources (MPEMR) and Petrobangla already held several meetings with the officials of National Board of Revenue (NBR) over the issue, they said. "We are expecting that the NBR will withdraw 15 per cent VAT on the import of LNG as the value of this imported fuel is not added, rather reduced, as it is blended with local gas," Petrobangla's director for finance AKM Mizanur Rahman told The Financial Express on Wednesday. When it comes to the current market price and the volume of LNG imports, Petrobangla would be able to reduce the overall LNG import cost by around Tk 65-69 billion annually.

Bangladesh urgently needs ambitious reforms to attract more foreign direct investment (FDI) and stimulate domestic private investment by ensuring better coordination among government agencies - especially on policy matters. In an interview with The Financial Express, Hoe Yun Jeong, the Asian Development Bank (ADB) Country Director for Bangladesh, put forward the suggestion to avert further erosion of the already-waning investor confidence as reflected in the declining inflow of FDI. "The government must streamline and simplify licencing and permit procedures, business regulations, and processes," he said. The areas that deserve simplification are starting and closing businesses, technology adoption, infrastructure, logistics, cross-border trade, dispute resolution, labour laws, taxation, incentives, and finance. In FY 2024, the FDI inflows amounted to only 0.4 per cent of GDP, marking a 71-percent fall from July to November last year, according to the ADB Country Director. Over the past decade (2013-2023), Bangladesh's average FDI inflow stood at just 0.8 per cent of GDP, significantly lower than Cambodia (9.4 per cent), Vietnam (4.6 per cent), and Indonesia (1.9 per cent).

ফেডারেশন অভ বাংলাদেশ চেম্বার অভ কমার্স অ্যান্ড ইন্ডাস্ট্রিজসহ (এফবিসিসিআই) দেশের সব বাণিজ্য সংগঠনে সভাপতি, সহসভাপতিসহ সমস্ত পদে সরাসরি ভোটে নির্বাচন এবং পরপর দুইবার নির্বাচিত হলে কেউ তৃতীয় মেয়াদে নির্বাচন করতে পারবেন না—এসব বিধান করে বাণিজ্য সংগঠন বিধিমালা, ২০২৫ জারি করেছে সরকার। নতুন বিধিমালার আওতায় এফবিসিসিআইয়ের পরিচালনা পর্ষদে সভাপতিসহ পরিচালক সংখ্যা ৪৬ জনে নামিয়ে আনা হয়েছে। এর মধ্যে চেম্বার ও অ্যাসোসিয়েশন থেকে ১৫ জন করে মোট ৩০ জন সরাসরি ভোটে নির্বাচিত হবেন। এছাড়া এই দুই গ্রুপ থেকে ৫ জন করে মোট ১০ জন মনোনীত পরিচালক নির্বাচন করবেন সরাসরি ভোটে নির্বাচিত পরিচালকরা। এর বাইরে উইমেন চেম্বার অভ কমার্স অ্যান্ড ইন্ডাস্ট্রি থেকে একজন এবং উইমেন অ্যাসোসিয়েশন থেকে একজন মনোনীত পরিচালক নির্বাচিত হবেন।

The Bangladesh Shipping Corporation (BSC) secured an 11 per cent year-on-year growth in profit to Tk 755 million in January-March this year, driven by higher revenue and capital gains from sale of fire-damaged lighter ships. Earnings per share rose to Tk 4.95 in the quarter to March from Tk 4.47 in the same quarter last year, according to a stock exchange filing on Wednesday. The Corporation's nine-month profit also soared 30 per cent year-on-year to Tk 2.19 billion through March this year. About the profit jump, the state-run oceangoing vessels' management authority said in its earnings notes that higher freight charges on the international routes and capital gain from the sale of lighter vessels -- MT Banglar Jyoti and MT Banglar Sourav -- contributed to the profit growth.

European Union ambassadors signed off on Wednesday on a new flagship arms-buying fund, being set up quickly to provide 150 billion euros ($170 billion) in loans for defence projects, driven by fears of Russia and doubts about future US protection of Europe. The European Commission, the EU's executive body, proposed the fund in March as fears grew among European leaders that they could not be sure that US President Donald Trump's administration would defend them from attack. Alarmed by Russia's invasion of Ukraine and fearing they could be Moscow's next target, EU countries have already increased defence spending by more than 30 per cent in the past three years. But EU leaders say that is not enough. The EU initiative, known as Security Action for Europe (SAFE), seeks to break down national barriers by financing joint projects between EU countries and has a strong "buy European" element as it aims to boost the continent's defence industry.

Onion farmers in Bangladesh have incurred a staggering 24 per cent loss this fiscal year, as they failed to recover their production costs due to abnormal price volatility on the domestic market, according to the latest Bangladesh Bank survey. The survey report titled "A Study on Value Chain Efficiency of the Agricultural Products in Bangladesh" attributes the abnormal price volatility to the influence of middlemen and the impacts of natural disasters. The central bank conducted the study between January 5 and 16 this year, covering the value chains of five essential commodities - rice, onion, potato, egg, and broiler chicken - to analyse the value chains and price-setting mechanisms of such products and identify the actors influencing price volatility and inflation. However, the findings are based on responses from only 195 participants, which the bank acknowledged as a limitation in terms of sample representation. According to the survey, growers of Murikata (seed) onion spent an average of Tk 54 a kg on production this season.

Apparel sector leaders on Wednesday urged the interim government to take measures for keeping Chattogram port functional for 24 hours a day for smooth export-import activities. Otherwise, factory owners would not take the responsibility to pay wages to workers ahead of Eid-ul-Azha, they said. "Chattogram port is not functioning while Eid is approaching. We can't import and export. Raw materials from China are arriving at the port within 14 days while it takes 18 days to reach goods to Dhaka," said Bangladesh Garment Manufacturers and Exporters Association (BGMEA) former president Quazi Moniruzzaman. So, how they do business if Chattogram port is not open for 24 hours, he said, warning that the owners would not take responsibility to pay wages and allowances to garment workers. He said that the interim government might have many issues and address or reform them. "But not putting us in graves or destroying the industry." He said this in a city hotel while announcing the election manifesto of Sammilita Parishad, a panel that is contesting the BGMEA election slated for May 31 for the 2025-27 term. Stressing the need of the port is functional for 24 hours, he said import and export activities should be going on, otherwise, industry owners cannot take the responsibility of paying garment workers before the Eid.

US President Donald Trump said on Wednesday that his administration's cuts to the US Agency for International Development and its aid programmes worldwide have been "devastating." Speaking beside South African President Cyril Ramaphosa during a White House visit, Trump was asked about his cutting most foreign aid by a reporter who said the decision had significant impacts in Africa. "It's devastating, and hopefully a lot of people are going to start spending a lot of money," Trump said in the Oval Office. "I've talked to other nations. We want them to chip in and spend money too, and we've spent a lot. And it's a big - it's a tremendous problem going on in many countries. A lot of problems going on. The United States always gets the request for money. Nobody else helps." The State Department, which manages USAID, did not immediately respond to a request for comment. The administration has repeatedly defended the cuts, saying they were focused on wasted funds. The gutting of the agency, largely overseen by South Africa-born businessman Elon Musk, is the subject of several federal lawsuits. The United States is the world's largest humanitarian aid donor, amounting to at least 38% of all contributions recorded by the United Nations. The state-run Trading Corporation of Bangladesh (TCB) has increased the prices of edible oil, sugar, and lentil as it will begin sale of commodities through trucks from today (Thursday). In the Dhaka and Chittagong, commodities will be sold through 50 and 20 trucks respectively. Besides, the essentials will be sold in six other divisions through 620 trucks. The sale drives will continue until June 03. However, the prices of edible oil, sugar, and lentil for the TCB sale have been unusually hiked just before Eid-ul-Azha, with the edible oil price going up by Tk 35 per litre to Tk 135; sugar up by Tk 15 to Tk 85; and lentil up by Tk 20 per kilogram to Tk 80 per kg. Smart card holder consumers can buy maximum 2 litres of edible oil, 2 kgs of lentil and one kg of sugar.
