দেশভেদে ভিন্ন ভিন্ন হারে রেসিপ্রোকাল বা পাল্টা শুল্কারোপের ঘোষণা ৯০ দিনের জন্য স্থগিত করেছে যুক্তরাষ্ট্র। তবে প্রত্যেক দেশের ওপর বহাল রাখা হয় ১০ শতাংশ পাল্টা শুল্ক। দেশটিতে পোশাক সরবরাহকারী বাংলাদেশী তৈরি পোশাক শিল্পের মালিকরা বলছেন, যুক্তরাষ্ট্রে পণ্য রফতানিতে গড়ে ১৪ দশমিক ১ শতাংশ শুল্ক আদায় করা হতো। এখন পাল্টা শুল্ক বাবদ অতিরিক্ত ১০ শতাংশের ভার এককভাবে ক্রেতারা নিতে চাচ্ছেন না। শুল্কের একটি অংশের ভার তারা রফতানিকারককে বহন করতে বলছেন। ক্ষেত্রবিশেষে অতিরিক্ত শুল্কের পুরোটাই রফতানিকারককে পরিশোধে চাপ দেয়া হচ্ছে। বাংলাদেশ থেকে পোশাক ক্রয় করে এমন উল্লেখযোগ্য ক্রেতা প্রতিষ্ঠানের মধ্যে রয়েছে ওয়ালমার্ট, কোহলস, অ্যামেরিকান ঈগল, গ্যাপ, লিভাইস, টার্গেট, পিভিএইচ, নিউইয়র্কারসহ আরো বেশকিছু ব্র্যান্ড। এদের মধ্যে কয়েকটি প্রতিষ্ঠানের ঢাকা কার্যালয়ে কর্মরতদের সঙ্গে যোগাযোগ করে শুল্কভার ভাগাভাগির সমঝোতা বিষয়ে জানতে চাওয়া হলে তারা কোনো ধরনের মন্তব্য করতে অপারগতা প্রকাশ করেন।

Tax evasion in Bangladesh surged to some Tk 2.26 trillion in a single year of 2023 that equals to a steep 91 per cent of the tax-revenue collected until March of this fiscal. According to a think-tank that unveiled the latest available statistics, corporate sector led the way in evading payment of dues taxes as the business biggies accounted for an estimated Tk1.13 trillion of the total. The tax-dodging had been on the ascent since 2011, the amount rising to approximately Tk 965 billion in 2012 and then more than doubling to Tk1.33 trillion by 2015 and Tk 2.26 trillion in 2023. The findings on the approximate tax delinquencies were disclosed Monday at a research-outcome presentation meet of the Centre for Policy Dialogue (CPD), supported by Christian Aid. While presenting the findings of the study titled 'Corporate Income Tax Reform for Graduating Bangladesh: the Justice Perspective', Dr Golam Moazzem, Research Director of the CPD, said checking tax evasion is the key to increasing the country's tax-to- GDP ratio which could be achieved by focusing on digitisation.

The government wants to make national savings instruments tradable to make them more attractive to people and enhance the number of instruments on the debt market, officials have said. Presently, savings instruments are not tradable in any way and cannot be used as collateral for taking loans like fixed deposit receipts (FDRs). The investment in savings instruments remains stuck only with the government. The Finance Division made the decision last week at a meeting, with Finance Secretary Dr Md Khairuzzaman Mozumder in the chair. The meeting also discussed the bond market development and asset securitisation procedure. Asset securitisation is a process where illiquid assets, like mortgages or credit card debts, are bundled and transformed into securities, which are then sold to investors. This allows the original holders of the assets to free up capital and potentially access new funding opportunities. Sources said the meeting discussed that an investor can take loans from banks by keeping FDRs as mortgages. Due to this provision, one can use his/her deposit as collateral when he/she is in need of money.

বেসরকারি গবেষণা প্রতিষ্ঠান সেন্টার ফর পলিসি ডায়ালগের (সিপিডি) এক গবেষণায় দেখা গেছে, কর ফাঁকির কারণে ২০২৩ সালে প্রায় ২ লাখ ২৬ হাজার ২৩৬ কোটি টাকার রাজস্ব হারিয়েছে বাংলাদেশ। এর মধ্যে প্রায় অর্ধেকই করপোরেট খাতে, যার পরিমাণ প্রায় ১ লাখ ১৩ হাজার ১১৮ কোটি টাকা। সিপিডির গবেষণা বলছে, মূলত ২০১১ সাল থেকে দেশে কর ফাঁকির ঘটনা উল্লেখযোগ্য হারে বাড়তে শুরু করে। ২০১২ সালে এর পরিমাণ দাঁড়ায় ৯৬ হাজার ৫০৩ কোটি টাকা এবং ২০১৫ সালে তা বেড়ে ১ লাখ ৩৩ হাজার ৬৭৩ কোটি টাকায় পৌঁছে যায়। বাংলাদেশে মোট কর ফাঁকির পরিমাণ ৪১৮ বিলিয়ন থেকে ২ হাজার ২৩০ বিলিয়ন টাকা পর্যন্ত হতে পারে। দেশের ২ লাখ ৮৮ হাজার নিবন্ধিত প্রতিষ্ঠানের মধ্যে ২০২৩-২৪ অর্থবছরে কর দিয়েছে ২৪ হাজার ৩৮১টি প্রতিষ্ঠান, যা মোট নিবন্ধিত প্রতিষ্ঠানের মাত্র ৯ শতাংশ। বাকি ৯১ শতাংশ প্রতিষ্ঠানের কর প্রদানের তথ্য পাওয়া যায়নি।

The government has banned the establishment of any new industrial ventures or projects within the 10-kilometer Ecologically Critical Area (ECA) surrounding the Sundarbans. An official gazette notification will be issued soon in this regard, said the environment ministry on Monday. Furthermore, a team of experts will assess the environmental impact of existing industries within the 10 km ECA. Based on this assessment and subject to court directives, further decisions regarding these establishments will be taken. This decision was taken at the 16th meeting of the Executive Committee of the National Environment and Climate Change Committee held at Bangladesh Secretariat on Monday with Environment Adviser Syeda Rizwana Hasan in the chair. At the meeting, previous decisions taken under section 3.4.4 of the 2017 National Environment Committee and the 2021 Executive Committee were revised to strengthen the environmental protection of the Sundarbans. The committee also decided to amend the Climate Change Trust Rules, allowing joint project proposals by government agencies, private organizations, and NGOs. To combat noise pollution, opinions from all ministries will be gathered to develop a future action plan. Proposals will be made to increase the enforcement budget of the Ministry of Environment. Additionally, proposals will be submitted to introduce and increase risk allowances for forest department employees. It was also decided to ensure at least 30 per cent block usage in all public and private building construction by 2025.

মূলধন বাড়ানোর লক্ষ্যে ১ হাজার কোটি টাকার নন-কনভার্টিবল, কুপন বিয়ারিং, সাবঅর্ডিনেটেড রিডিমেবল বন্ড ইস্যুর সিদ্ধান্ত নিয়েছে ব্যাংক খাতের প্রতিষ্ঠান যমুনা ব্যাংক পিএলসির পরিচালনা পর্ষদ। ব্যাংকটি ৩১ ডিসেম্বর সমাপ্ত ২০২৪ হিসাব বছরে বিনিয়োগকারীদের জন্য ২৪ শতাংশ লভ্যাংশ ঘোষণা করেছে। ঢাকা স্টক এক্সচেঞ্জ (ডিএসই) সূত্রে এ তথ্য জানা গেছে। তথ্যানুসারে ব্যাংকটি পঞ্চম সাবঅর্ডিনেটেড এ বন্ড ইস্যুর মাধ্যমে তাদের টায়ার-২ মূলধনের ভিত্তি শক্তিশালী করতে চায়। সংশ্লিষ্ট নিয়ন্ত্রক সংস্থার অনুমোদন সাপেক্ষে এ বন্ড ইস্যু করবে ব্যাংকটি। গত রোববার অনুষ্ঠিত ব্যাংকটির সর্বশেষ ৩১ ডিসেম্বর সমাপ্ত ২০২৪ হিসাব বছরের নিরীক্ষিত আর্থিক প্রতিবেদন অনুমোদনসংক্রান্ত পরিচালনা পর্ষদের সভা থেকে এ সিদ্ধান্ত নেয়া হয়।

The government is set to fix its total revenue target for the upcoming fiscal year at Tk 5.64 trillion, expecting nearly 4.25 per cent growth from the FY25 figure. As the government has planned to keep the budget size small, it is going to set a reasonable revenue target for FY26, officials said. The original revenue collection target was Tk 5.41 trillion for FY25, Tk 5.0 trillion for FY24, and Tk 4.33 trillion for FY23. Of the FY26 target, Tk 4.99 trillion is likely to be set for the National Board of Revenue (NBR), while the rest will come as non-tax and non-NBR revenues. The Ministry of Finance (MoF) has finalised the total revenue target after several revisions to accommodate it in the actual budget size, which is likely to be above Tk 7.0 trillion. The total revenue collection target for the current fiscal year was Tk 4.80 trillion, which has been revised down to Tk 4.63 trillion. A senior finance ministry official said the budget wing struggles to fix the revenue target by balancing it with other budget figures due to poor revenue collection growth.

Bangladesh's draft renewable energy policy 2025 has come under heavy scrutiny from energy and climate experts who say it lacks a clear roadmap and coherent direction to meet renewable energy targets. The policy, which took more than four years for drafting, was made available for public consultation for just 21 days through February 24 this year. Civil society groups, analysts, and sector stakeholders, who were largely left out of the formulation process, say the draft policy, without critical revision, may fail to steer the country towards clean energy goals as the previous policies did. The draft policy sets new renewable energy targets -- 6,145 MW, 20 per cent of the country's total power generation capacity, by 2030; and 17,470 MW, 30 per cent of the capacity, by 2041. The targets are less ambitious than earlier pledges, but they are based on installed capacity, not actual power generation, raising concerns about the effectiveness of the 2025 policy in driving a real energy transition. "Installed capacity doesn't reflect the actual contribution of renewables to the grid," said Hasan Mehedi of the Coastal Livelihood and Environmental Action Network (CLEAN).

আগামী ১ মে থেকে সারা দেশে ডিম ও মুরগি উৎপাদনকারী খামার বন্ধ রাখার ঘোষণা প্রত্যাহার করেছে প্রান্তিক খামারিদের সংগঠন বাংলাদেশ পোলট্রি অ্যাসোসিয়েশন (বিপিএ)। সংগঠনের পক্ষ থেকে গতকাল এক বিজ্ঞপ্তিতে এ তথ্য জানানো হয়। এতে বলা হয়, সোমবার (গতকাল) মৎস্য ও প্রাণিসম্পদ মন্ত্রণালয়ের উপদেষ্টা ফরিদা আখতার ছাড়াও প্রাণিসম্পদ অধিদপ্তরের মহাপরিচালকসহ (ডিজি) সংশ্লিষ্ট কর্মকর্তাদের সঙ্গে বাংলাদেশ পোলট্রি অ্যাসোসিয়েশনের (বিপিএ) নেতারা ও দেশের বিভিন্ন জেলা থেকে আগত ১০-১২ জন প্রান্তিক ডিম ও মুরগি উৎপাদনকারী খামারির বৈঠক অনুষ্ঠিত হয়। ওই বৈঠকে অধিদপ্তরের ডিজি খামারিদের ১০ দফা দাবি ও বাস্তব সমস্যা শুনে তাৎক্ষণিকভাবে সমাধানের আশ্বাস দিয়েছেন।

রাশিয়ার ওপর পশ্চিমা নিষেধাজ্ঞা ও পরিবহনসংক্রান্ত সীমাবদ্ধতা থাকা সত্ত্বেও চলতি বছরের মার্চে রাশিয়া থেকে চীনের কয়লা আমদানি বেড়েছে। চীনের জেনারেল অ্যাডমিনিস্ট্রেশন অব কাস্টমস রোববার এক প্রতিবেদনে এ তথ্য জানিয়েছে। খবর বিজনেস রেকর্ডার। জেনারেল অ্যাডমিনিস্ট্রেশন অব কাস্টমসের দেয়া তথ্যানুযায়ী, রাশিয়া থেকে গত মাসে চীন মোট ৭৩ লাখ ৩০ হাজার টন কয়লা আমদানি করেছে, যা গত বছরের একই সময়ের তুলনায় ৬ শতাংশ বেশি। চীনে সবচেয়ে বেশি কয়লা সরবরাহ করে ইন্দোনেশিয়া। গত মাসে ইন্দোনেশিয়া থেকে চীনের কয়লা আমদানি ৯ শতাংশ কমে মোট ১ কোটি ৭৯ লাখ ৬০ হাজার টনে নেমে এসেছে। খাতসংশ্লিষ্টরা জানিয়েছেন, গত ১ মার্চ থেকে ইন্দোনেশিয়া সরকার কয়লার ক্ষেত্রে ন্যূনতম রফতানি মূল্য নির্ধারণ করে দেয়। এতে দেশটি থেকে জ্বালানি পণ্যটির রফতানি কমে যায়।

The price of gold keeps mounting in the local market, taking the precious metal almost out of the limited-income groups' reach. With the latest revision that came into effect on Monday by Bangladesh Jewellers' Association (BAJUS), the price of gold went up by Tk 4,712 in a day, taking the value of 22-carat gold to Tk 172,545 per bhori (11.664 grammes), marking the highest-ever price surge in the history of the country. Before the latest revision, the price of per bhori of gold was Tk 167,833, according to the apex trade body of jewellers'. BAJUS earlier raised the price of gold by Tk 3,033 per bhori last Wednesday. On Saturday, the association announced a further upward revision of Tk 2,624 per bhori, effective from Sunday last. In fact, the rising trend of gold prices is too fast than that of the international market, which is a matter of concern for consumers. The gold price soared by Tk 33,000 per bhori since November when the rate was Tk 139,000, according to traders. In accordance with the latest revision (Tk 14793), the local price of one ounce of gold stands at Tk 460114. One ounce equals to 31.1035 grammes. But, the current spot price for gold in the United States is approximately $3400 per ounce, equivalent to around Tk 414,800. It means gold in Bangladesh is being sold at Tk 45,314 higher than the global market rate.

আর্জেন্টিনার কৃষি সংস্থা বোর্সা দে সেরেয়ালেস এরই মধ্যে ২০২৫-২৬ মৌসুমে গমের বাম্পার ফলনের পূর্বাভাস দিয়েছে। তবে জুন পর্যন্ত চলমান সাময়িক রফতানি কর ছাড়ের সময়সীমা বাড়ানো হলে উৎপাদন আরো ঊর্ধ্বমুখী হতে পারে। সম্প্রতি বার্তা সংস্থা রয়টার্সকে এ তথ্য জানিয়েছে সংস্থাটির প্রধান অর্থনীতিবিদ রামিরো কস্তা। তিনি বলেন, ‘২০২৫-২৬ মৌসুমে আর্জেন্টিনায় মোট ২ কোটি ৫ লাখ টন গম উৎপাদন হতে পারে। তবে রফতানি কর ছাড়ের সময়সীমা বাড়লে তা আরো ঊর্ধ্বমুখী হতে পারে।’ আর্জেন্টিনা বিশ্বের অন্যতম গম রফতানিকারক দেশ। একই সঙ্গে দেশটি সয়াবিন ও ভুট্টারও বড় রফতানিকারক। বর্তমান পূর্বাভাস অনুযায়ী, গম উৎপাদন দেশটির ইতিহাসে দ্বিতীয় সর্বোচ্চ হবে।

The government is set to clear all outstanding payments worth US$ 72.40 million for Liquefied Natural Gas (LNG) purchases from QatarEnergy by tomorrow (Wednesday). The issues regarding the payment of arrears were resolved at a meeting in Petrobangla on Monday. Chevron Bangladesh has recently received its outstanding payments from the state-owned Petrobangla. An official from the US company stated, "We have received all our outstanding bills from the government in recent weeks." High-ranking officials from Petrobangla, including its chairman, director of finance, and representatives from Qatar Energy, attended the meeting. Energy division officials mentioned that settling the arrears payment would facilitate a productive discussion between Emir of Qatar Sheikh Tamim Bin Hamad Al Thani and Chief Adviser Dr. Mohammad Yunus on Tuesday. Professor Yunus and Energy Adviser Dr Fouzul Kabir are currently in Doha to attend Earthna Summit 2025. The Director of Finance at Petrobangla, AKM Mizanur Rahman, stated that the state-owned entity paid $35 million on Monday, $5.0 million on Tuesday, and $32 million is scheduled to be paid by the International Islamic Trade Finance Corporation (ITFC) on April 23, 2025. LNG payments under the long-term contract with the government were due on March 24, April 9, and April 25, 2025.

Disparity in Bangladesh deepens with 5.0-percent fortunate people in high-income group owning 30 per cent of the national income, in signs of overconcentration of wealth. Such a situation of disparate redistribution of national wealth is painted in a report prepared by the reform commission on labour issues. The main reasons cited by the panel for such yawning income inequality is rise of oligarchs and income disparity. In 1973, the country's 10-percent people owned 28.4 per cent of the national income and in 2016, 10-percent people had 38 per cent of national income, reads the report submitted to Chief Adviser of the interim government Prof Muhammad Yunus on Monday. In 2021, the top 10 per cent possessed 44 per cent of the national income and during the same period one-percent people amassed 16.3 per cent of the national income, says the report, quoting statistics. In that time 50 per cent of the population at the bottom owned only 17.1 per cent of the national income, as a result of the process of the poor getting poorer and the rich richer.

Bangladesh is moving steadily towards a more inclusive digital landscape, with internet costs falling across key infrastructure layers, according to Faiz Taiyeb, special assistant to the chief adviser. In a verified post on his official Facebook page on Monday, Taiyeb outlined the government's ongoing, coordinated efforts to bring down internet prices in a way that benefits users across the country. He noted that leading infrastructure provider Fiber@Home has already reduced prices at three crucial levels: international terrestrial cable and international internet gateway services have both seen a 10 per cent reduction, while national transmission network charges have been cut by 15 per cent. "These developments represent a united national effort to make digital connectivity more accessible and affordable," said Taiyeb. This follows recent commitments from the Internet Service Providers Association of Bangladesh (ISPAB), which pledged to offer 10 Mbps connections at just Tk 500 - twice the speed for the same price previously available. Earlier, the Bangladesh Submarine Cable Company Limited (BSCCL) also contributed to the drive by cutting international bandwidth charges by 10 per cent for all international internet gateways and internet service providers. Wholesale customers received an even greater benefit, with a combined reduction of 20 per cent.

SYLHET, Apr 21: The tourist sites in Sylhet region need to undergo necessary development with inclusion of more basic amenities to increase flow of visitors, which will help the local tourism sector flourish and fetch the government higher revenue income. Insiders said there are plans for improvement of the tourism sector in Sylhet region but no implementation steps have been taken yet in this regard. Even operation of the Tourist Police could not be started on all the tourist spots so far, while the promising sector stumbled time and again in recent years. For the want of basic amenities, the region did not witness an expected flow of tourists during the nine-day Eid-ul-Fitr vacation this time, longest ever one for the festival. All it happened due to absence of some basic facilities for the visitors, sources concerned said. Normally visitors from all strata of life flock to tourist destination Jaflong, and the crowd here becomes overwhelming during any vacation with people from all over the country converging.

Bangladesh and the United Arab Emirates (UAE) are set to hold the first round of negotiation on the proposed Comprehensive Economic Partnership Agreement (CEPA) soon, aiming to boost bilateral trade, which will help the country navigate the economic challenges in post-LDC period. The commerce ministry has already formed a high-powered Trade Negotiation Committee (TNC) in line with the Regional Trade Agreement-2022, sources said. The UAE is home to 1.2 million Bangladeshis (10 per cent of the Emirate's population). Bangladeshis are the third largest expatriate community in the UAE after India and Pakistan, according to a document of the Consulate General of Bangladesh in Dubai. The UAE has become the 18th largest trading partner of Bangladesh and is the largest remittance source for Bangladesh, the document mentions. Disbursement of agricultural credits has declined by 6.78 per cent during the first nine months of the current fiscal year 2024-2025 compared to the same period of the previous fiscal. Scheduled banks have disbursed agricultural loan to the tune of over Tk 248.60 billion during the period while it was Tk 266.67 billion in the previous fiscal year, Bangladesh Bank (BB) data reveals. Of the total amount, state-owned banks disbursed over Tk 101.33 billion, while foreign and private commercial banks together provided Tk 147.27 billion. The Bangladesh Investment Development Authority (Bida) plans to launch a unified online platform named Bangladesh Business Portal to deliver all trade and investment-related services through a single landing page.
