Apparently, the lower collection of government revenue in 2024-25 fiscal year notwithstanding the increase in the number of tax payers by 150,000, compared to the previous year looks contradictory. But to go by the observation of an official of the National Board of Revenue (NBR), two factors were responsible for this seemingly irreconcilable development. Those are: a) a large number of moneyed people are on the run for political reasons and b) an overwhelming majority of the individual tax returnees took advantage of submitting tax returns showing zero income. About 60-70 per cent of the taxpayers submit such zero-income returns each year. This year more undeserving candidates may have done so, courtesy of the online-submission facility. But it is gratifying to know that the base of tax returnees has expanded substantially, indicating at least a growing interest among the population for payment of tax.

Vietnam's National Assembly on Wednesday approved raising the economic growth target for this year and also voted in favour of major infrastructure projects, including the country's first nuclear power plants and a rail link to China, reports Reuters. Lawmakers approved a new growth target for 2025 of at least 8 per cent proposed by the government, an increase from the previous goal of 6.5 per cent to 7.0 per cent.

সরকারি খাতের ৫ শতাংশ কর্মসংস্থানের বিপরীতে ৯৫ শতাংশ কর্মসংস্থান সৃষ্টি করা বাংলাদেশের বেসরকারি খাত বর্তমানে চরম সংকটে। এ খাতের ঋণ প্রবৃদ্ধি নেমে এসেছে চার বছরের সর্বনিম্ন ৭ শতাংশে, যা ব্যবসার সম্প্রসারণের গতি শ্লথ করে দিচ্ছে। মূলধনী যন্ত্রপাতির আমদানি ২০২৪-২৫ অর্থবছরে ৩৪ শতাংশ কমে যাওয়ায় ব্যবসায়ীরা সম্প্রসারণ পরিকল্পনা স্থগিত রেখেছেন, ফলে শিক্ষিত তরুণদের বেকারত্ব আরও বেড়েছে। বিশ্বব্যাংকের বাংলাদেশ ডেভেলপমেন্ট আপডেট (অক্টোবর ২০২৪) প্রতিবেদনে উচ্চশিক্ষিত তরুণদের মধ্যে বেকারত্ব বৃদ্ধির চিত্র উঠে এসেছে। ২০১৩ সালে দেশে মোট বেকারের ৯.৭ শতাংশ ছিল উচ্চশিক্ষিত তরুণ, যা ২০২২ সালে বেড়ে ২৭.৮ শতাংশে পৌঁছেছে। অর্থনীতির গড় প্রবৃদ্ধি দীর্ঘদিন ধরে ৬.৫ শতাংশ থাকলেও অনেক স্নাতক চাকরি খুঁজে পেতে হিমশিম খাচ্ছেন। এর মধ্যে মুদ্রাস্ফীতি মজুরি বৃদ্ধির হারকে ছাড়িয়ে যাওয়ায় পরিস্থিতি আরও জটিল হয়ে উঠেছে।

শেয়ারদর কারসাজির মাধ্যমে সিকিউরিটিজ আইন লঙ্ঘনের কারণে গত জানুয়ারিতে আট ব্যক্তি ও চার প্রতিষ্ঠানকে ১০ কোটি ১৩ লাখ টাকা জরিমানা করেছে বাংলাদেশ সিকিউরিটিজ অ্যান্ড এক্সচেঞ্জ কমিশন (বিএসইসি)। এর মধ্যে নাবিল গ্রুপের ব্যবস্থাপনা পরিচালক মো. আমিনুল ইসলাম ও তার প্রতিষ্ঠান এবং পুঁজিবাজারের আলোচিত বিনিয়োগকারী সরকারি কর্মকর্তা মো. আবুল খায়ের হিরু ও তার সহযোগীরা রয়েছেন। আরোপিত জরিমানার অর্থ ৩০ দিনের মধ্যে জমা দিতে নির্দেশ দিয়েছে বিএসইসি। বিএসইসির তথ্যানুসারে, ঢাকা স্টক এক্সচেঞ্জের (ডিএসই) পক্ষ থেকে ২০২১ সালের ২১ সেপ্টেম্বর থেকে ১৪ অক্টোবর পর্যন্ত সময়ে ওরিয়ন ফার্মা লিমিটেডের শেয়ার লেনদেন তদন্ত করা হয়। এ সময়ে শেয়ারটির দর ৬৮ টাকা ২০ পয়সা থেকে প্রায় ৬৯ শতাংশ বেড়ে ১১৫ টাকা ২০ পয়সায় দাঁড়ায়। নাবিল ফিড মিলস লিমিটেড, নাবিল নাবা ফুডস লিমিটেড ও কোম্পানি দুটির ব্যবস্থাপনা পরিচালক মো. আমিনুল ইসলাম এ সময়ে ওরিয়ন ফার্মার উল্লেখযোগ্য পরিমাণ শেয়ার লেনদেনের মাধ্যমে এর দর বাড়াতে ভূমিকা রেখেছেন। তাই সিকিউরিটিজ আইন লঙ্ঘনের দায়ে মো. আমিনুল ইসলামকে ৩ কোটি ২০ লাখ টাকা, নাবিল ফিড মিলস লিমিটেডকে ১০ লাখ ও নাবিল নাবা ফুডস লিমিটেডকে ১০ লাখ টাকা জরিমানা করা হয়েছে।

সম্প্রতি শিল্প ও ক্যাপটিভে প্রতি ইউনিট গ্যাসের দাম যথাক্রমে ৩০ টাকা ও ৩১ টাকা ৫০ পয়সা থেকে দ্বিগুণ বাড়িয়ে ৭৫ টাকা ৭২ পয়সা করার প্রস্তাব দিয়েছে পেট্রোবাংলা। এ প্রস্তাব বাস্তবায়ন হলে একের পর এক কারখানা বন্ধ হয়ে যাবে বলে আশঙ্কা প্রকাশ করেছেন দেশের টেক্সটাইল খাতের উদ্যোক্তারা। বস্ত্র খাতের যন্ত্রপাতির সবচেয়ে বড় প্রদর্শনী ঢাকা ইন্টারন্যাশনাল টেক্সটাইল অ্যান্ড গার্মেন্ট মেশিনারি এক্সিবিশন (ডিটিজি) নিয়ে গতকাল আয়োজিত সংবাদ সম্মেলনে তাদের এ আশঙ্কার কথা উঠে আসে। রাজধানীর প্যান প্যাসিফিক সোনারগাঁওয়ে আয়োজিত এ অনুষ্ঠানে বক্তব্য দেন বাংলাদেশ টেক্সটাইল মিলস অ্যাসোসিয়েশনের (বিটিএমএ) সভাপতি শওকত আজিজ রাসেল। এ সময় সংগঠনের পরিচালক আবদুল্লাহ আল মামুনসহ সংশ্লিষ্টরা উপস্থিত ছিলেন। সংবাদ সম্মেলনে এক প্রশ্নের জবাবে বিটিএমএ সভাপতি বলেন, ‘শিল্প খাতে গ্যাসের দাম দ্বিগুণ করা হলে টেক্সটাইল খাতে কারখানা বন্ধের ঢেউ উঠতে পারে। এর ফলে টেক্সটাইল খাত কখনই টেকসই হবে না এবং নতুন বিনিয়োগ আসবে না। এমনকি কোনো ব্যাংক নতুন প্রকল্পে বিনিয়োগও করবে না। তখন একের পর এক কারখানা বন্ধ করতে হবে।’

Agriculture, food, nature, and rural development sectors have the highest percentage of uncontracted and undisbursed balances among the projects financed by the Asian Development Bank (ADB), standing at 68% or $349 million and 69% or $354 million, respectively, as of January this year. This is mainly due to project delays caused by government changes amid a student-led mass uprising in August last year, according to an ADB report. The development partner released the report at the Bangladesh Tripartite Portfolio Review meeting, underway from 17 to 19 February in the capital, jointly chaired by the Economic Relations Division secretary and the ADB's country director.

Summit Power has proposed a 10% cash dividend, amounting to Tk107 crore, for its shareholders for fiscal year 2023-24. The recommendation was made during the company's board meeting held on Monday, as disclosed in a price-sensitive statement submitted to the Dhaka Stock Exchange (DSE) today (18 February). The proposed dividend represents 32% of the company's total profit for the fiscal year. Earlier, Summit Power had distributed a 10% cash dividend in FY23. The company's highest cash dividend payout was 35%, which was consistently declared for FY19, FY20, and FY21.

Aminul Islam, founder and managing director of Nabil Group, and his associates – two firms belonging to the conglomerate – have been fined Tk3.40 crore on charges of share manipulation. The Bangladesh Securities and Exchange Commission (BSEC) on 10 December last year decided to impose the fines after the Dhaka Stock Exchange (DSE), during an investigation, found proof of manipulating Orion Pharma shares. The market regulator, which sent a letter to the accused in early January detailing the manipulations and fines, published the enforcement report yesterday on its website.

China is ready to help Bangladesh in implementing the stalled Teesta River water-management project if the government wants, says the Chinese envoy detailing new plans of cooperation following regime change here. As Ambassador Yao Wen spoke Tuesday in Dhaka on the Teesta project, northerners-commoners, politicians and civil-society rights campaigners- in their thousands gatherd during last couple of days at 11 points in five northern districts on demand for immediate action to implement the master plan for the river-water management. The Teesta River Protection Movement organised the event.

Funds for human-capital development as dry as ever despite commitment for a must-have hike as the interim government sanctioned extremely low allocation for this purpose in the revised development budget. Officials said Tuesday the total allocation for education and health services is nearly 55-percent lower than that for local government division (LGD) alone in the revised development budget for the current fiscal year (FY) 2024-25. The Planning Commission has drafted a Revised Annual Development Programme (RADP) of Tk 2.16 trillion by slashing funds from the original outlay of Tk 2.65 trillion in the FY2025.

Bangladesh's readymade garment exports to the European Union sustained a 4.8-percent growth in 2024, in what exporters see a rebound from post-accident setbacks. Apparel exports to the EU market during the January-December period of last calendar year fetched 18.27 billion euros compared to 17.44 billion earned in 2023, according to Eurostat data. The country's apparel exports to the EU had witnessed over 58-percent growth in last decade from a low turnover worth 11.54 billion euros in 2015, according to data. Exporters have attributed a number of factors to the steady rise. These include duty-free market access, and workplace-safety compliance after the Rana Plaza collapse, besides producing quality goods.

State-run Petrobangla has started the process of opening letters of credit (LCs) with private commercial banks alongside government-owned ones to facilitate the import of liquefied natural gas (LNG), thus creating scope to clear its arrears to international oil companies (IOCs), said sources. With the help of private banks, it has brought down the LNG-import arrears by around one-fourth to nearly $340 million within a couple of weeks from $455 million, a senior Petrobangla official said. He hoped the amount of unpaid bills would decrease further soon as more private banks are interested in opening LCs for Petrobangla to make LNG import payments. To date, Petrobangla has inked deals with Prime Bank, City Bank, and Brac Bank to open LCs of various credit limits to import LNG, market insiders said.

Summit Power secured a remarkable 51 per cent year-on-year growth in profit to Tk 3.34 billion in FY24, driven by lower import costs amid stable foreign exchange rates. Its consolidated earnings per share (EPS) rose to Tk 3.13 in FY24 from Tk 2.07 the year before, according to a stock exchange filing on Tuesday. The stable foreign exchange rates in FY24, compared to the previous year, contributed to the year-on-year profit growth, said the company in its earnings note. Operations of power companies depend mostly on imports, and so when the taka loses its value against the dollar, pricier fuel in the global market gets even pricier, denting companies' bottom-line growth.

The Ministry of Finance (MoF) on Tuesday said the delay in releasing the fourth tranche of IMF loan was mutually decided as Bangladesh could not implement some conditions on time. The clarification came as media outlets published news reports on Tuesday on the deferred release of the fourth tranche of the US$4.7 billion loan from the International Monetary Fund, says a press release. It said the IMF approved a loan in 2023, against which Bangladesh has already received three instalments amounting to US$2.3 billion. "The instalments are disbursed upon fulfilment of conditions that have been mutually agreed by the government of Bangladesh and the IMF to strengthen the foundation of the economy," says the statement.

The government has intensified its market monitoring of essential commodities ahead of the holy month of Ramadan. Three dedicated teams will start monitoring markets across Dhaka metropolitan today. The decision came from a workshop attended by leaders of market monitoring teams formed earlier to keep the prices and supply of essential items stable in the capital city. Acting Commerce Secretary Md Abdur Rahim Khan was the chief guest at the workshop held at the commerce ministry on Tuesday.

দেশের ব্যাংক খাতে মেয়াদি আমানতের সুদহার এখন ১২-১৩ শতাংশ। আমানতের এত উচ্চ সুদ গত কয়েক বছরে দেখা যায়নি। তবে উচ্চ এ সুদহারও এখন আমানতকারীদের আকৃষ্ট করতে পারছে না। গত অর্থবছরের তুলনায় আমানতের প্রবৃদ্ধি নেমে এসেছে প্রায় অর্ধেকে। বাংলাদেশ ব্যাংকের তথ্য অনুযায়ী, ২০২৩-২৪ অর্থবছরের প্রথম ছয় মাসে (জুলাই-ডিসেম্বর) দেশের ব্যাংক খাতে আমানত বেড়েছিল ৫৯ হাজার ৩৩ কোটি টাকা। আর চলতি ২০২৪-২৫ অর্থবছরের একই সময়ে আমানত বেড়েছে ৩৪ হাজার ৫১৭ কোটি টাকা। সে হিসাবে গত অর্থবছরের তুলনায় চলতি অর্থবছরে আমানত বৃদ্ধির পরিমাণ কমেছে প্রায় ৪২ শতাংশ। অন্তর্বর্তী সরকার দায়িত্ব নেয়ার পর নয়টি বেসরকারি ব্যাংককে প্রায় ২৮ হাজার কোটি টাকা ধার দিয়েছে বাংলাদেশ ব্যাংক। এ ধার দেয়া হয়েছে নতুন টাকা ছাপিয়ে। আর কেন্দ্রীয় ব্যাংকের গ্যারান্টির আওতায় জোগান দেয়া হয়েছে আরো ৭ হাজার ৩৫০ কোটি টাকা। তারল্য সহায়তা হিসাবে দেয়া এসব অর্থ দুর্বল ব্যাংকগুলোর আমানত হিসাবে যুক্ত হয়েছে। অর্থাৎ, দেশের ব্যাংক খাতে যে পরিমাণ আমানত বেড়েছে, সেটি দুর্বল ব্যাংকগুলোকে দেয়া আমানতের চেয়েও কম। কেন্দ্রীয় ব্যাংকের জোগান দেয়া অর্থও গ্রাহকরা ব্যাংক থেকে তুলে নিয়ে গেছে বলে সংশ্লিষ্টরা জানিয়েছেন।

দেশের বিদ্যুৎ উৎপাদনের প্রাথমিক জ্বালানি কয়লা, তেল ও তরলীকৃত প্রাকৃতিক গ্যাসের (এলএনজি) জোগানে ক্রমেই আমদানিনির্ভরতা বাড়ছে। বর্তমানে ৬৫-৭০ শতাংশ জ্বালানি বিদেশ থেকে আমদানি করতে হচ্ছে। এতে প্রয়োজনীয় অর্থ ও ডলারের জোগান নিয়ে রীতিমতো হিমশিম খাচ্ছে বিদ্যুৎ ও জ্বালানি বিভাগ। এরই মধ্যে সরকারের পক্ষ থেকে বিভিন্ন ব্যাংককে সহযোগিতা দিতে বলা হয়েছে। তবে চাহিদা অনুযায়ী ডলারের সংস্থান না মিললে আসন্ন গ্রীষ্ম ও রমজানে তীব্র লোডশেডিংয়ের আশঙ্কা করছেন বিশেষজ্ঞরা। এরই মধ্যে বিদ্যুৎ বিভাগ চলতি মৌসুমে বিদ্যুতের চাহিদা প্রাক্কলন করেছে ১৮ হাজার মেগাওয়াট। তবে এ পরিমাণ বিদ্যুৎ উৎপাদনে কেন্দ্রগুলোতে যে পরিমাণ জ্বালানি প্রয়োজন, তার সংস্থান এখনো নিশ্চিত করতে পারেনি। বিশেষ করে বিদ্যুৎ কেন্দ্রের জ্বালানি ফার্নেস অয়েল, গ্যাস ও কয়লা আমদানির জন্য ঋণপত্র (এলসি) খুলতে বেসরকারি ব্যাংকগুলোতে ঝুঁকছে।
