ব্যাংকের মাধ্যমে বিদেশী মুদ্রা কিনতে গে‌লে অতিরিক্ত চার্জ বা ফি গুনতে হচ্ছে—এমন অভিযোগ আমলে নিয়ে বিষয়টিতে কড়া নির্দেশনা দিয়েছে বাংলাদেশ ব্যাংক। শ‌নিবার (১৭ মে) বাংলাদেশ ব্যাংকের বৈদেশিক মুদ্রা নীতি বিভাগ এ সংক্রান্ত নির্দেশনা দি‌য়ে‌ছে . কেন্দ্রীয় ব্যাংক জানিয়েছে, বৈধভাবে বিদেশী মুদ্রা কিনতে গ্রাহকদের যেন অতিরিক্ত অর্থ দিতে না হয়, সেজন্য ব্যাংকগুলো শুধুমাত্র পাসপোর্ট এনডোর্সমেন্ট ফি হিসেবে সর্বোচ্চ ৩০০ টাকা নিতে পারবে। এর বাইরে ‘সার্ভিস ফি’, ‘কমিশন’ কিংবা অন্য কোনো নামে অতিরিক্ত কোনো অর্থ আদায় করা যাবে না।

The country has witnessed an impressive 33 per cent growth in shipping readymade garments to the European Union (EU) in the first quarter of 2025, fetching 5.68 billion euro. According to the latest Eurostat data released on Friday, Bangladesh's total apparel exports to the EU rose by 1.41 billion euro during the January-March period, compared to 4.27 billion euro in the corresponding period of the previous year. On the other hand, knitwear exports posted about 36 per cent growth, earning 3.25 billion euro from around 2.39 billion euro. Woven items also performed strongly, with exports rising approximately by around 30 per cent to 2.43 billion euro from 1.87 billion euro. In terms of value, Bangladesh surpassed major competitors like China, Vietnam Turkey and India. The EU's total apparel import increased by over 20 per cent to 23.45 billion euro in the first quarter of the current year, compared to 19.44 billion euro in Q1 of 2024. In terms of volume, Bangladesh's total apparel exports to the EU rose to 3.61 million kilograms during the period, an increase of 24.6 per cent from 2.90 million kilograms in Q1 2024. When asked, Mahmud Hasan Khan, managing director of Rising Group, said the growth is encouraging both in EU and US markets and they have a healthy flow of work orders. "But we are concerned about the future growth as internal factors have been affecting the sector much more than the external ones," he said. He pointed out some challenges like gas crisis and pen-down strike by officials and employees of the National Board of Revenue (NBR), saying these are undermining their competitiveness globally.

The Insurance Development and Regulatory Authority (IDRA) has requested the government to find out if there were any irregularities when a digital information system was introduced in 2019 to ensure accountability of insurers. It sent a letter on Saturday to the secretary of the Financial Institutions Division (FID), with a plea for a high-powered probe body, against the backdrop of insurers' reluctance to feed information into the insurance information management system (IIMS). The non-cooperation of insurers has been justified with allegations of malpractices in the signing of a deal between IDRA and the vendor of IIMS. The Bangladesh Insurance Association (BIA) has claimed that the agreement was not in line with the existing rules and regulations. However, sources at IDRA said many insurers would like to avoid IIMS so that they could remain unexposed to the regulatory authority by hiding information about policy holders and their licences. IDRA proposes making an officer equivalent to additional secretary as the chief of the probe body. "It's necessary to form a high powered investigation committee to identify whether the agreement was signed following the existing rules and regulations or not," reads the letter sent to the FID.

Robi Axiata showed a 17.6 per cent year-on-year increase in profit in the first quarter through March this year to Tk 1.25 billion despite a 7 per cent year-on-year reduction in revenue. The finance adviser has said Bangladesh will graduate from the Least Developed Country (LDC) category to a developing country next year despite opposition."We are trying to graduate as a developing country by 2026. There has been a lot of discussion about this-whether we should go for graduation or not-but we have decided that we will go for it," Finance Adviser Dr. Salehuddin Ahmed said. "Whatever preparations are needed, we will make them," he added. He made the remarks while addressing as chief guest a ceremony to launch Mastercard portfolio of Mercantile Bank at a hotel in the capital on Saturday. The finance adviser said he expected that the country's business community would actively participate in the graduation process. Hailing Mercantile Bank and Mastercard for their collaboration, the Adviser said it would help expand the idea of cashless society in the country. Renowned economist Dr. Debapriya Bhattacharya on Saturday said Bangladesh should not worry about the recently-proposed US reciprocal tariff policy but rather view it as an opportunity. He said that the US tariff measures are primarily aimed at specific countries and regions-such as China and the European Union-and are not intended to target Least Developed Countries (LDCs) and Bangladesh. "As the US focuses on China and Vietnam, Bangladesh has an opportunity, especially in apparel manufacturing," Dr. Bhattacharya, also distinguished fellow of the Centre for Policy Dialogue (CPD) said while delivering his keynote paper titled "The Toxic Tariff Therapy: Status and Outlook." He was speaking at a seminar titled "US Reciprocal Tariff and the Way Forward for Bangladesh", jointly organised by the Dhaka Chamber of Commerce and Industry (DCCI) and the Business Initiative Leading Development (BUILD) held at the former's headquarters in Motijheel, Dhaka. The distinguished fellow said: "I say with responsibility that the impact of these tariff impositions will fall more heavily on our competitors. As a result, we will gain comparative advantage." He pointed out that Bangladesh is not among the "Dirty 15"-a group of countries with the highest positive trade balances against the United States. Beyond ready-made garments (RMG), Dr. Bhattacharya identified leather and pharmaceuticals as sectors with strong export potential.

A big-budget investment of US$59 billion is estimated in an updated strategic plan to improve Dhaka's transport system as officials say lacking in planning heretofore resulted in the capital city's deteriorating traffic situation. The investment requirement has been proposed in the Strategic Transport Plan (STP), now being revised for a second time, for next 20 years, sources said, with focus on bus-route rationalization and upgrading traffic controls. They mentioned that the government is revising the plan to find solution to the chaotic traffic situation -- allegedly caused by a lack of proper initiatives over the past 20 years -- and to focus on traffic management and bus-network improvements. According to the latest proposal, the estimated investment requirement has soared by 186 per cent over the past 10 years since the 2015 STP and by 737 per cent over the last 20 years since the 2005 STP. Transport-expert Professor Mohammad Shamsul Hoque says the investment need has been gradually rising over the decades due to a focus on capital-intensive investments in previous STPs -- without addressing foundational improvements in bus services, pavements, or signalling systems. In the STP 2015, also known as RSTP, an investment of $20.57 billion was proposed to develop five Mass Rapid Transit (MRT) lines, two Bus Rapid Transit (BRT) lines, six expressways, and three ring roads, among other components of the megacity commuting system. The first STP, formulated in 2005, proposed an $8.0-billion investment plan to develop three MRT lines, three BRT lines, expressways, and various roads. The 2015 investment portfolio was 257-percent higher than the original STP.

Environment Adviser Syeda Rizwana Hasan has sought an additional allocation of Tk 1.0 billion for the Climate Change Trust Fund (CCTF) to properly implement its projects, sources said. In a recent letter to Finance Adviser Dr Salehuddin Ahmed, she requested that necessary measures be taken in this regard. The government has so far allocated Tk 40.51 billion to the climate fund, with some 938 projects approved up to 2024. Of these, 877 projects are being implemented by different ministries and divisions, while the remaining 61 are being executed by various non-government organisations under the supervision of the Palli Karma-Sahayak Foundation (PKSF). However, due to reduced allocations to the trust fund and declining bank interest rates, the Board of Trustees is approving fewer important and essential projects, the letter noted. The CCTF began its journey in FY 2009-10 with an initial fund of Tk 7.0 billion. However, only Tk 1.0 billion has been allocated to the fund in FY 2024-25, which is deemed insufficient compared to the actual needs.

A meticulously cobbled Tk 2.30-trillion annual development programme (ADP), this interim government's maiden make of national development recipe, gets the all-clear today (Sunday) with enhanced allocations to struggling health and education sectors, officials said. The outlay will be 13.2-percent lower than the original Tk 2.65 trillion worth of ADP of the outgoing fiscal year (FY) 2024-25 but 6.48-percent higher than the pared-down Tk 2.16-trillion revised allocation. "We are going to place a Tk 2.30- trillion ADP before the National Economic Council (NEC) Sunday. We are hopeful of getting its approval from the Prof Yunus-led Council," said a senior Planning Commission (PC) official on Saturday. Out of the Tk 2.30 trillion worth of proposed ADP outlay, the Commission has proposed Tk 1.44 trillion from government's internal resources and Tk 860 billon from external resources as project aid. In the current Tk 2.16-trillion revised ADP, the government allocated Tk 1.35 trillion from its exchequer and Tk 810 billion pooled from external resources of budget funding. Eschewing the lavish splurge on infrastructure sector by the ousted Sheikh Hasina government, the post-uprising interim administration has allocated higher money for the impoverished health and education sector, they said.

The government is planning a nationwide elevated expressway network to connect all 64 districts, aiming to reduce land use and ensure a safer, advanced transport system. They said a 13-member committee has already been formed to advise on the project's design, assess costs, and implementation strategy. The Bangladesh Jewellers Association (Bajus) has increased the gold price again, this time by Tk 1364 per bhori, effective from Sunday (18 May). The Bajus have fixed the price of a bhori of 22-carat gold at Tk1,67,098, which was sold at Tk 1,65,734 per bhori on Saturday (17 May). The Bajus notification said the price of pure gold (acid gold) has increased in the local market. As a result, the new price of gold has been determined considering the overall situation.
