15 years of investment, little modal shift |
An enormous amount of money had been invested in developing Bangladesh's communications system over the past 15 years but modal transport share remained heavily skewed toward overburdened roads for no significant shift to rail, water, or air transport.
A baseline study carried out under the National Integrated Multimodal Transport Master Plan has found passenger-centric development of rail, water, and air transport could neither reduce reliance on roads nor shift cargo transportation away from jammed roadways. Around three million trips are generated by cars and 0.1 million by buses per day while rails serve 80-90 million passengers in a year's time, the study shows. The findings state that the railway transports two to four million tonnes of cargos per year, while 3.17 million twenty-foot equivalent units (TEUs) of goods are carried by road per day to and fro the Chattogram seaport, as of the survey period. |

সীমান্ত বাণিজ্য সম্প্রসারণ ও আঞ্চলিক অর্থনৈতিক উন্নয়নের লক্ষ্যে দেশের ২৪তম স্থলবন্দর হিসেবে যাত্রা করেছে ভোলাগঞ্জ স্থলবন্দর। সিলেটের কোম্পানীগঞ্জ উপজেলায় গতকাল এ বন্দরের উদ্বোধন করেন নৌ-পরিবহন এবং শ্রম ও কর্মসংস্থান মন্ত্রণালয়ের উপদেষ্টা ব্রিগেডিয়ার জেনারেল (অব.) ড. এম সাখাওয়াত হোসেন। বিশ্বব্যাংকের আর্থিক সহায়তায় ও বাংলাদেশ স্থলবন্দর কর্তৃপক্ষের উদ্যোগে ভোলাগঞ্জ স্থলবন্দর নির্মাণ করা হয়েছে। উদ্বোধনকালে নৌ-পরিবহন উপদেষ্টা বলেন, ‘ভোলাগঞ্জ স্থলবন্দর চালুর মাধ্যমে সীমান্তবর্তী অঞ্চলের ব্যবসা-বাণিজ্য সম্প্রসারণের পাশাপাশি কর্মসংস্থান সৃষ্টি এবং অর্থনৈতিক উন্নয়নে সম্ভাবনার নতুন দুয়ার উন্মোচিত হবে। এ বন্দর সিলেট অঞ্চলের অর্থনৈতিক কর্মকাণ্ডকে আরো গতিশীল করবে। পাশাপাশি প্রতিবেশী রাষ্ট্রগুলোর সঙ্গে দ্বিপক্ষীয় বাণিজ্য জোরদারে গুরুত্বপূর্ণ ভূমিকা রাখবে।

Fresh Tk 4.63b project to boost Karnaphuli Tunnel traffic |
A fresh Tk 4.63-billion project is conceived to construct 21.1 kilometres of connecting roads to ramp up traffic flow through the Karnaphuli Tunnel that operates below its expected capacity for lower-than-anticipated vehicle movement. Officials say Road Transport and Highways Division (RTHD) has proposed the project, apparently to mend the lacking in traffic-frequency planning for the maiden under-river passageway. Planning Division has placed the project on the agenda of the Executive Committee of the National Economic Council (ECNEC) meeting, scheduled for Tuesday, for final approval, an official confirms.Once given the go-ahead, Roads and Highways Department (RHD) will build a 10.30-metre-wide road linking the Anwara end of the tunnel with Gachhbari in Chandanaish on the Chattogram-Cox's Bazar highway, with implementation planned over the next three years. |

পদ্মা সেতুর সুফল পেতে চার লেন সড়ক ও পণ্যবাহী ট্রেন যুক্ত করতে হবে |
যশোরে ‘পদ্মা সেতু রেল সংযোগ প্রকল্প: বাংলাদেশের যোগাযোগ, অর্থনৈতিক প্রবৃদ্ধি ও উন্নয়ন’ শীর্ষক মতবিনিময় সভা হয়েছে। যশোর চেম্বার অব কমার্স অ্যান্ড ইন্ডাস্ট্রি ও গবেষণা প্রতিষ্ঠান বাংলাদেশ ইনিস্টিটিউট অব ইন্টারন্যাশনাল অ্যান্ড স্ট্র্যাটেজিক ইস্টাডিজের (বিআইআইএসএস) যৌথভাবে গতকাল এ সভা আয়োজন করে। পদ্মা সেতুর সুফল আর্থিকভাবে যশোরের মানুষ ভোগ করতে পারছে না। কেননা বেনাপোল দিয়ে বছরে প্রায় ৫০ হাজার কোটি টাকার বাণিজ্য কার্যক্রম চলে। এখানকার পণ্যবাহী ট্রাকগুলোর সহজে যাতায়াতের জন্য বেনাপোল-নড়াইল-ভাঙ্গা সড়কটি চার লেনে উন্নীত করতে হবে। বেনাপোল থেকে পণ্যবাহী ট্রেন চলাচল শুরু করতে হবে। সেজন্য কমপক্ষে দুটি ট্রেন লাইন প্রয়োজন। অবকাঠামোগত সমস্যা দূর করার পাশাপাশি গ্যাস-বিদ্যুৎ সংযোগ পেলে যশোর অঞ্চলে অনেক শিল্পপ্রতিষ্ঠান গড়ে উঠবে। তখন যশোরের অর্থনৈতিক রূপ বদলে যাবে। বাড়বে কর্মসংস্থান।

Dhaka-Ashulia Elevated Expressway project cost to rise by Tk 10b |
The cost of the Dhaka-Ashulia Elevated Expressway (DAEE) project are set to increase by at least Tk 10 billion due to changes in design, utility shifting, and integration of ramps with other infrastructures, including the Hazrat Shahjalal International Airport (HSIA) and the Mass Rapid Transit (MRT) airport station. Sources said the government will have to bear the additional cost, as China EXIM Bank will continue funding only 85 per cent of the contract value agreed with the project's Chinese contractor in 2022. Officials confirmed that steps are underway to revise the development project proposal (DPP), following directives from the project's technical, evaluation, and implementation committees. However, they declined to disclose the total expected cost increase, estimating only that Tk 10 billion might be required, and the project tenure could be extended until June 2028. |

বাংলাদেশ সেতু কর্তৃপক্ষের আওতাধীন পদ্মা সেতুতে চালু হয়েছে আধুনিক প্রযুক্তিনির্ভর ও টোল কালেক্টরবিহীন ক্যাশলেস ননস্টপ ইলেকট্রনিক টোল কালেকশন (ইটিসি) সিস্টেম। এ ব্যবস্থা চালুর ফলে এখন বিকাশ, ট্রাস্ট ব্যাংকের ট্যাপ অ্যাপ ও মিডল্যান্ড ব্যাংকের অ্যাপ ব্যবহার করে পদ্মা সেতুর টোল পরিশোধ করা যাচ্ছে। ভবিষ্যতে আরো কয়েকটি ফাইন্যান্সিয়াল অ্যাপ এ সেবার আওতায় যুক্ত হবে এবং নতুন ফাইন্যান্সিয়াল সার্ভিস প্রোভাইডার সংযুক্তির কাজ চলছে বলে জানানো হয়েছে। এ লক্ষ্যে কাজ করছে তথ্য ও যোগাযোগ প্রযুক্তি বিভাগের এটুআই।

Dhaka-Ctg highway’s 10-lane expansion shelved; focus shifts to railway |
The government has decided to abandon its plan to expand the Dhaka–Chattogram Highway into a 10-lane road, shifting focus instead to upgrading the country’s railway network. The decision comes in response to growing land constraints and the need for a sustainable transport system, said Sheikh Moinuddin, Chief Adviser on matters relating to the Ministry of Road Transport and Bridges and the Ministry of Railways, in an interview with UNB. “There has been extensive discussion about expanding the Dhaka–Chattogram Highway to six or 10 lanes. However, no final decision has been made yet. The maximum expansion may be up to six lanes. Beyond that, it is more important to focus on rail travel rather than further widening the road,” he said. |

ভারতে আগস্টের তুলনায় গত মাসে উল্লেখযোগ্য হারে কমেছে গাড়ি নিবন্ধন। এতে প্রভাবক হিসেবে কাজ করেছে পণ্য ও পরিষেবা কর (জিএসটি) সংস্কারের দ্বিতীয় ধাপ বা জিএসটি ২.০। এ সময় যাত্রীবাহী গাড়ির নিবন্ধনে পতন ঘটেছে ১০ শতাংশ। আর উদীয়মান বিদ্যুচ্চালিত গাড়ি (ইভি) খাতে নিবন্ধন কমেছে ১৫ শতাংশ। খবর দ্য হিন্দু। খাতসংশ্লিষ্ট ডাটা পরিষেবাদাতা ভাহান পোর্টালের তথ্যানুযায়ী, সেপ্টেম্বরে ভারতে ২ লাখ ৭২ হাজার নতুন গাড়ি নিবন্ধিত হয়েছে, যেখানে আগস্টে এ সংখ্যা ছিল ৩ লাখ। ফোর হুইলার ইভি (ফোরডব্লিউইভি) নিবন্ধন আগস্টের তুলনায় কমেছে ১৮ শতাংশ। সেপ্টেম্বরে নিবন্ধন হয়েছে ১৪ হাজার ৬১৬ ইউনিট, যেখানে আগের মাসে ছিল ১৭ হাজার ৭৭২ ইউনিট।

বিদ্যুচ্চালিত মোটরযান শিল্পের প্রসারে নিবন্ধন পাচ্ছে ব্যাটারিচালিত থ্রি-হুইলার |
বাংলাদেশে ব্যাটারিচালিত থ্রি-হুইলার (ইজিবাইক) চলছে এক দশকেরও বেশি সময় ধরে। এ দীর্ঘ সময়েও বাহনটি আমদানি কিংবা চলাচলে কোনো নিয়ন্ত্রণ আরোপ করতে পারেনি সরকার। এ সুযোগে অবাধে বেড়েছে ইজিবাইকের সংখ্যা। সঠিক সংখ্যা জানা না গেলেও ২০২২ সালে বাহনটির চলাচল নিয়ন্ত্রণ আরোপের লক্ষ্যে উচ্চ আদালতে করা এক রিট আবেদনে দেশে ৪০ লাখ ইজিবাইক থাকার কথা উল্লেখ করা হয়েছিল। দেশে থাকা বিপুলসংখ্যক ইজিবাইককে এবার নিবন্ধনের আওতায় আনা হচ্ছে। শিল্প মন্ত্রণালয় প্রণীত ‘ইলেকট্রিক ভেহিকল শিল্প উন্নয়ন নীতিমালা ২০২৫’-এর খসড়ায় বলা হয়েছে, ‘বাংলাদেশ সড়ক পরিবহন কর্তৃপক্ষ (বিআরটিএ) কর্তৃক নির্ধারিত মান ও টেস্টিং সম্পন্ন করে’ ইজিবাইকের নিবন্ধন দেয়া হবে। শিল্প মন্ত্রণালয় ছাড়াও থ্রি-হুইলার নিবন্ধন দিতে পৃথক একটি খসড়া নীতিমালা প্রণয়ন করেছে বাংলাদেশ সড়ক পরিবহন কর্তৃপক্ষ (বিআরটিএ), যার শিরোনাম, ‘বৈদ্যুতিক থ্রি-হুইলার ব্যবস্থাপনা নীতিমালা ২০২৫’।

Transport loans fall 5.5pc YoY in Q2'25 |
The outstanding loans and advances by scheduled banks in the transport sector saw a consistent decline over the last year, reflecting a slowdown in borrowing and cautious lending by banks. Transport loans included road transport (excluding personal vehicles and lease finance), water transport (excluding fishing boats), and air transport, according to the Bangladesh Bank (BB). According to the latest central bank data, the outstanding transport loans stood at Tk 108.83 billion in April-June 2025, down from Tk 115.23 billion in April-June 2024, marking a year-on-year decline of 5.55 per cent. Over this one-year period, the total outstanding transport loans fell by Tk 6.40 billion.

Govt reviews delayed BRT project after Tk 66b proposal rejected |
The Ministry of Road Transport and Bridges (MoRTB) has moved to reassess the much-delayed Bus Rapid Transit (BRT) project after the Executive Committee of the National Economic Council (ECNEC) rejected its latest cost-escalation proposal in July this year. The project, initially estimated at Tk 20.39 billion, sought a fifth revision, raising the cost to Tk 65.97 billion - more than triple the original estimate - and extending the deadline to 2029. The ECNEC returned the latest revision proposal on July 27. But the ministry is reluctant to abandon the project midway, as half of the 20.1-kilometre corridor between Hazrat Shahjalal International Airport (HSIA) and Gazipur is already constructed, officials say. Shutting it down would have significant economic, social and environmental consequences, they added. |

লোকসান এড়িয়ে বেসরকারি ড্রাই ডক ঘিরে লাভের আশা সেতু বিভাগের |
চট্টগ্রামে কর্ণফুলী নদীর তলদেশে নির্মিত দেশের প্রথম টানেল ২০২৩ সালের অক্টোবরে চালু করা হয়। কিন্তু প্রাক্কলন অনুযায়ী, পর্যাপ্ত যানবাহন চলাচল না করায় এ টানেলের দৈনিক ব্যয়ের মাত্র এক-চতুর্থাংশ টোল আদায় হচ্ছিল। সম্প্রতি কর্ণফুলী নদীর অন্য প্রান্তে স্থাপিত একটি বেসরকারি ড্রাই ডকের কল্যাণে লোকসান এড়িয়ে লাভের সম্ভাবনা দেখছে বাংলাদেশ সেতু কর্তৃপক্ষ (বিবিএ)। বিবিএ সূত্রে জানা যায়, কয়েক বছর আগে কর্ণফুলী নদীর অন্য প্রান্তে বেসরকারি পর্যায়ে একটি ড্রাই ডক স্থাপন করা হয়। আনোয়ারা উপজেলায় অবস্থিত কর্ণফুলী ড্রাই ডক স্পেশাল ইকোনমিক জোনের এ জেটিগুলোয় বেসরকারি শিল্পপ্রতিষ্ঠানের বিভিন্ন পণ্য খালাস শুরু হয়েছে, যা কর্ণফুলী টানেল দিয়ে চট্টগ্রাম শহর হয়ে দেশের বিভিন্ন প্রান্তে সরাসরি পরিবহন করা হচ্ছে। এ কারণে টানেলের আয় কয়েক মাসের মধ্যে প্রতিদিন গড়ে ৪-৫ লাখ টাকা করে বেড়েছে। এ ড্রাই ডকে ছয়টি জেটি থাকলেও বর্তমানে দুটি চালু রয়েছে। বাকি চারটি চালু হলে কর্ণফুলী টানেলের দৈনিক আয় লোকসান ছাড়িয়ে লাভের ধারায় ফিরতে পারে বলে জানিয়েছে টানেল কর্তৃপক্ষ।

সড়ক পরিবহন ও সেতু মন্ত্রণালয়ের উপদেষ্টা মুহাম্মদ ফাওজুল কবির খান বলেছেন, আশেপাশের দেশের তুলনায় আমাদের রাস্তা নির্মাণের ব্যয় অনেক বেশি, এগুলো কমাতে হবে। রাস্তাঘাট দুর্নীতির একটা বড় ক্ষেত্র উল্লেখ করে তিনি বলেন, দুর্নীতি কমিয়ে নিজেদের প্রকৌশলী দিয়ে কাজ করালে নির্মাণ ব্যয় ২০ থেকে ৩০ শতাংশ কমানো সম্ভব। সড়কের উপর নির্ভরশীলতা কমিয়ে অন্যান্য যাতায়াত মাধ্যম রেল, নদী ও আকাশপথ ব্যবহারের তাগিদ দিয়েছেন তিনি। |

Exchange rate hike pushes MRT 1 foreign loan cost up by Tk39,000cr |
The cost of Bangladesh's inaugural underground metro rail project, MRT Line-1, is facing a staggering increase, with the foreign loan component projected to almost double due to the significant depreciation of the Taka against the US dollar since 2019.
Dhaka Mass Transit Company Limited (DMTCL), in a recent letter to the Planning Commission, said the foreign loan portion of the project could increase by Tk39,199 crore, a 92% jump compared to the original estimate. The loan component, initially approved at Tk39,450.32 crore, may now climb to Tk75,649 crore. Tk33,000cr bridges to link Bhola and Chandpur with mainland by 2033 |
Bangladesh is seeking Tk33,423 crore ($3.1 billion) in funding from Korea and Japan for two monumental bridge projects that will significantly enhance regional connectivity and boost the economy. The projects, once funded, are expected to be completed by 2033.
Preliminary project proposals were submitted to the Planning Commission on 25 June. The Planning Commission is currently reviewing the preliminary project proposals. Meanwhile, a PPPP review for the Meghna bridge construction was held on 4 August. The largest of the two projects is the Bhola-Barishal bridge, with an estimated cost of Tk17,466 crore. At 10.86km long, it will be the country's longest bridge, providing a permanent and reliable road link for the island district of Bhola with the mainland at Barishal. A 2024 feasibility study predicts the bridge will attract investment, create jobs, and contribute 0.86% to the GDP over 30 years. It will also facilitate natural gas transmission from Bhola to the national grid. Officials anticipate a completion date of 2033. The Japanese firm Miyagawa Construction Limited has shown interest in financing this project.

BRT revision project shot down over 'monstrous, unplanned' design |
The Executive Committee of the National Economic Council (ECNEC) on Sunday approved 12 development projects -- six new and as many revised -- involving a fresh investment of over Tk 81.49 billion. However, the committee rejected a controversial revision of the long-delayed Bus Rapid Transit (BRT) project, citing serious flaws in its design and planning. The approvals came during ECNEC's 12th meeting under the interim government, chaired by Chief Adviser Professor Muhammad Yunus at the NEC Conference Room in Sher-e-Bangla Nagar, Dhaka.
Of the approved funding, Tk 80.59 billion will come from the public exchequer, Tk 527.2 million from implementing agencies' own resources, and Tk 1.43 billion from foreign loans, said Planning Adviser Dr Wahiduddin Mahmud at a post-meeting press briefing.
In a rare move, ECNEC rejected the fourth revision proposal of the much-criticised Greater Dhaka Sustainable Urban Transport Project, which sought to increase the cost by Tk 23.29 billion. "The project is monstrous and unplanned," Dr Mahmud said, describing the BRT initiative, which aims to build dedicated bus lanes from Dhaka Airport to Joydebpur.

সাশ্রয়ী ভাড়া, পরিষ্কার-পরিচ্ছন্ন পরিবেশ, সময় মেনে চলাচল, নিরাপদ যাতায়াত—রাষ্ট্রায়ত্ত পরিবহন সংস্থা বাংলাদেশ সড়ক পরিবহন করপোরেশনের (বিআরটিসি) কাছে মোটাদাগে এ সেবাগুলোই প্রত্যাশা করে যাত্রীরা। সরকারি সুবিধা ও বড় বিনিয়োগ পেয়ে আসা সংস্থাটি যদিও কাঙ্ক্ষিত সেবা দিতে বরাবরই ব্যর্থ হচ্ছে। ক্ষমতাচ্যুত আওয়ামী লীগ সরকারের আমলে দেড় হাজারের বেশি বাস কেনা হলেও বিআরটিসির বহরে এখন বাস আছে ১ হাজার ৩৫০টি। এর মধ্যে সচল বাসের সংখ্যা ১ হাজার ১৬৮। অর্থাৎ গত ১৫ বছরে কেনা বাসগুলোও ঠিক রাখতে পারেনি সরকারি এ সংস্থা। বাস সংকট বর্তমানে বিআরটিসির প্রধান সমস্যা উল্লেখ করে সংস্থাটির সংশ্লিষ্ট কর্মকর্তারা জানান, এ সংকট কাটাতে দক্ষিণ কোরিয়া থেকে ৩৪০টি বাস কেনার উদ্যোগ নেয়া হচ্ছে। বাস ছাড়াও কোস্টার-জাতীয় ছোট বাস কেনার পরিকল্পনার কথাও জানিয়েছেন বিআরটিসির কর্মকর্তারা। যদিও পরিবহন বিশেষজ্ঞরা বলছেন বাস সংকট নয়, গণপরিবহন সংস্থাটির প্রধান সমস্যা ব্যবস্থাপনাগত দুর্বলতা আর দুর্নীতি। আদর্শ প্রতিষ্ঠানের যেসব বৈশিষ্ট্য থাকে, সেগুলো না থাকায় বিআরটিসি যাত্রীদের ভালো সেবা দিতে পারছে না বলে মনে করেন তারা। অন্যদিকে যাত্রীরা বলছে, সময়সূচি মেনে না চলা, পুরনো লক্কড়ঝক্কড় বাস, ভাঙাচোরা আসন, পরিষ্কার-পরিচ্ছন্নতার অভাব, পথে বিকল হওয়ার ঝুঁকিসহ নানা সমস্যার কারণে বিআরটিসির কাছ থেকে তারা ভালো সেবা পাচ্ছে না। দেশের ২১৩টি রুটে বর্তমানে বাস পরিচালনা করছে বিআরটিসি। |

কর্ণফুলী টানেল থেকে ১৭০ কোটি টাকা লোকসানের লক্ষ্য |
ক্ষমতাচ্যুত আওয়ামী লীগ সরকারের আমলে নির্মিত ব্যয়বহুল কর্ণফুলী টানেল চালুর পর থেকেই রয়েছে লোকসানে। টোল বাবদ যা আয় হচ্ছে, তা দিয়ে টানেলটির পরিচালন ব্যয়ই উঠছে না। ব্যয় মেটাতে প্রতি বছর বিপুল পরিমাণ অর্থ গুনতে হচ্ছে নির্মাণকারী সংস্থা বাংলাদেশ সেতু কর্তৃপক্ষকে। চলতি ২০২৫-২৬ অর্থবছরও এ ধারাবাহিকতা বজায় থাকার পূর্বাভাস দিয়েছে সংস্থাটি। সেতু কর্তৃপক্ষের প্রাক্কলন অনুযায়ী, চলতি অর্থবছর টানেল থেকে লোকসান গুনতে হতে পারে ১৬৯ কোটি ৩৩ লাখ টাকা। নদীর তলদেশ দিয়ে নির্মিত টানেলের ভেতর রাখতে হয় কৃত্রিম অক্সিজেন ও আলো সরবরাহ, সামগ্রিক নিরাপত্তা ও সার্বক্ষণিক জরুরি নিরাপত্তা ব্যবস্থা। এ কারণে টানেলটি পরিচালনা অত্যন্ত ব্যয়বহুল। প্রকল্পটির জন্য করা সম্ভাব্যতা সমীক্ষা প্রতিবেদন থেকে জানা গেছে, নির্মাণের পর টানেলটিতে দুই ধরনের রক্ষণাবেক্ষণ দরকার। একটি হলো প্রতিদিনকার রক্ষণাবেক্ষণ—বিদ্যুৎ সরবরাহ, কার্বন ডাই-অক্সাইড অপসারণ করে অক্সিজেন সরবরাহসহ দৈনন্দিন বিভিন্ন কাজ এতে অন্তর্ভুক্ত। অন্যদিকে প্রতি পাঁচ বছর পর একবার বড় ধরনের রক্ষণাবেক্ষণ। এছাড়া কর্মীদের বেতন, বিদ্যুৎ-জ্বালানিসহ আনুষঙ্গিক পরিচালন ব্যয়। বিপরীতে আয়ের প্রধান খাত ওই পথে চলাচল করা যানবাহন থেকে আদায় হওয়া টোল। |

Costly delays and doubts: Dhaka's BRT project spirals further with 55% cost jump |
The long-delayed and heavily criticised Bus Rapid Transit (BRT) project, intended to connect Gazipur with Dhaka airport, is facing another massive cost increase and a further four-year extension, raising serious questions about its ultimate viability and benefits. This comes despite mounting doubts from experts and government bodies that the project, even if completed, will alleviate Dhaka's notorious traffic woes.
The Roads and Highways Department (RHD) recently submitted a proposal to the Planning Commission seeking to boost the project's budget by 55% to Tk6,597.32 crore. If approved, this would mark the project's fourth revision since its 2012 inception, pushing the total cost overrun to a staggering 223% from the original estimate of Tk2,039.84 crore. The project's official tenure ended in December 2024, after five previous extensions. The new proposal aims to stretch the deadline to 2029, meaning the implementation would drag on for a total of 17 years.

Dhaka-Ashulia Elevated Expressway Project |
The Bridges Division under the Ministry of Road Transport and Bridges has sought approval for an additional Tk 5.16 billion for the Dhaka-Ashulia Elevated Expressway project, pushing the project's cost beyond its already-revised outlay of Tk 175.53 billion. If approved, the total revised budget will increase to Tk 180.69 billion. Connecting Hazrat Shahjalal International Airport to Abdullahpur, Ashulia, Baipail, and the Dhaka EPZ area, the project -- aimed at linking Dhaka with 30 districts and easing industrial congestion to boost trade -- did not initially include funds for land acquisition, prompting the division to seek additional financing eight years after its approval, according to Planning Commission officials. In a letter to the Commission, the Bridges Division warned that construction of a critical 9-km stretch of the expressway could come to a halt without the required funds, potentially triggering substantial compensation claims from the contractor under the terms of the contract. The Dhaka-Ashulia Elevated Expressway project was approved by the Executive Committee of the National Economic Council (ECNEC) in October 2017 at an estimated cost of Tk 169.01 billion. The project aimed to build 24 km of elevated expressway, 14.28 km of connecting roads, and 10.84 km of ramps by June 2022.

A fresh dilemma has emerged in Dhaka's ambitious metro-rail expansion as the state-owned operator faces exorbitant bids from a narrow pool of Japanese firms. Despite interest from companies worldwide, restrictive Japan-specific tender conditions have effectively sidelined all but a few players, resulting in a staggering 162-percent cost overrun in one major contract package, sources said.
The lowest bid for contract package (CP) 6 of MRT Line 5 North came in at over Tk 155 billion, dwarfing earlier cost estimates and putting the Dhaka Mass Transit Company Limited (DMTCL) in a bind with no room for negotiation, due to the Japan International Cooperation Agency's (JICA) rigid financing rules. Procurement insiders and engineers now warn that the country's metro rail procurement process has become increasingly monopolised by Japanese firms, with systemic limitations built into tender documents. Despite initial global interest, only a handful of Japanese companies made it through to final bidding stages-raising questions about transparency, competitiveness, and long-term technological dependence in one of Bangladesh's most significant infrastructure undertakings. The DMTCL is currently implementing two major metro projects-MRT Line 1 and MRT Line 5 North-funded primarily by JICA. In the case of CP 6 of MRT 5 North, the lowest bidder quoted Tk 155.27 billion while the second came in slightly higher at Tk 164.30 billion. These bids overshot the revised project cost of Tk 59.51 billion, already up from the Tk 39.67 billion outlined in the original 2019 development project proposal (DPP), and even exceeded the engineering estimate of Tk 61.26 billion prepared in 2025 by the project's Japanese design consultant. CP 6's prequalification process, initiated in August 2024, saw 15 firms express interest, yet only four (all Japanese) were prequalified. Ultimately, just two companies submitted final bids. Stuck in limbo Tk 1.47t new MRT works |
Large-haul rapid travel leapfrogging the gridlock in Dhaka remains an unfulfilled dream as Tk1.47-trillion new metro-rail works miss takeoff for endorsement procrastination. Sources have said anomalies in implementing the already-running metro rail on the designated line 6 derailed three more mass rapid transit (MRT) projects. The fresh metro-rail-development works got caught in limbo as government authorities guessed variegated mismatches in the under-implementation projects within approved plans and budget. As Dhaka Mass Transit Company Limited (DMTCL) has already found problems like blocked systems in passenger gates, lower -capacity signalling system etc while trying to increase capacity of the already-running mass rapid transit-line 6 (MRT 6), sources said, any new contracts or decisions related to three other MRT projects were not approved during the last one year. They have said although tender process of MRT 1 and MRT 5 north began long before, the DMTCL board has yet to approve any of those and repeatedly sent the docs back for review or on different queries. The last meeting held on June 2 also returned the contract package 5 of MRT 1, which was supposed to select the company to start to set up underground metro rail, for further review of the report through another committee. |

বাণিজ্যিকভাবে পরিচালিত ৫২টির বেশি আসনবিশিষ্ট বাস সারা বছর যত আয়ই করুক ২০২৫-২৬ অর্থবছর থেকে বছরে একবার ২৫ হাজার টাকা অগ্রিম কর দিতে হবে। এ ধরনের যানবাহনের ক্ষেত্রে চলতি অর্থবছর দিতে হচ্ছে ১৬ হাজার টাকা। ৫২টির অধিক আসন নয় এমন বাসের ক্ষেত্রে দিতে হবে ২০ হাজার টাকা। চলতি অর্থবছরে দিতে হচ্ছে সাড়ে ১১ হাজার টাকা। ২০২৩-২৪ ও ২০২৪-২৫ অর্থবছরের চেয়ে এ করহার প্রায় দ্বিগুণ বেড়েছে। এতে যাত্রীর ওপর খরচের চাপ পড়তে পারে। যাত্রী নিরাপত্তা নিয়ে কাজ করা বিশেষজ্ঞরা বলছেন, যাত্রীর নিরাপত্তায় বরাদ্দ না বাড়িয়ে কেবল করহার বাড়ানো কাম্য হতে পারে না। তবে এনবিআরের দাবি যাত্রীর ওপর চাপ পড়বে না। |

ভারতে গাড়ি উৎপাদনে ইচ্ছুক নয় টেসলা |
ইলোন মাস্কের মালিকানাধীন বিদ্যুচ্চালিত গাড়ি (ইভি) প্রস্তুতকারক টেসলা ভারতে উৎপাদনে আগ্রহী নয় বলে জানিয়েছেন দেশটির শিল্পমন্ত্রী এইচডি কুমারস্বামী। সম্প্রতি ভারতে ইভি উৎপাদন উৎসাহিত করতে দেশটির সরকার নতুন একটি প্রণোদনা স্কিমের নির্দেশনা প্রকাশ করেছে। এ বিষয়ে আলোচনার সময় টেসলা সম্পর্কে মন্তব্যটি আসে। প্রতিবেদন অনুসারে, গত মার্চে নানা ধরনের প্রণোদনা প্রস্তাবের পরও ভারতীয় বাজারে ইলোন মাস্ক বিনিয়োগ করতে রাজি হননি। এই প্রথম ভারত সরকার প্রকাশ্যে বিষয়টি স্বীকার করল।
ভারতের শিল্পমন্ত্রী জানান, টেসলা ভারতে দুটি শোরুম খুলবে এবং খুচরা বিক্রি করবে। মার্সিডিজ বেঞ্জ, স্কোডা-ফক্সওয়াগন, হুন্দাই ও কিয়া ভারতে ইভি তৈরিতে আগ্রহ দেখিয়েছে। কিন্তু টেসলা থেকে তেমন কিছু আশা করা যাচ্ছে না। টেসলার একজন প্রতিনিধি ভারতীয় পক্ষের সঙ্গে প্রথম দফার আলোচনায় অংশ নিলেও দ্বিতীয় ও তৃতীয় দফায় তিনি উপস্থিত ছিলেন না বলে জানা গেছে। এছাড়া গত ফেব্রুয়ারিতে মার্কিন প্রেসিডেন্ট ডোনাল্ড ট্রাম্প বলেন, ‘টেসলা ভারতে কারখানা তৈরি করলে তা যুক্তরাষ্ট্রের জন্য অন্যায় হবে।’
কয়েক বছর ধরেই ভারতীয় বাজারে প্রবেশ নিয়ে টেসলা আলোচনা করে আসছে। ২০২২ সালে বাজার যাচাই করতে গাড়ি রফতানি করতে চেয়েছিল কোম্পানিটি। কিন্তু ভারত সরকার স্থানীয়ভাবে গাড়ি তৈরির ওপর জোর দেয়ায় টেসলার মূল পরিকল্পনা স্থগিত হয়ে যায়। ২০২৩ সালে মাস্ক জানান, ভারতীয় বাজারে বিনিয়োগের জন্য সঠিক সময় খুঁজছেন তিনি।

উন্নয়ন বাজেটে সর্বোচ্চ বরাদ্দ পরিবহন ও যোগাযোগে |
আগামী ২০২৫-২৬ অর্থবছরের প্রস্তাবিত বাজেটে ২ লাখ ৪৫ হাজার ৬০৯ কোটি টাকা দেশের উন্নয়নে ব্যয় করার প্রস্তাব করেছেন অর্থ উপদেষ্টা ড. সালেহউদ্দিন আহমেদ। চলতি অর্থবছর উন্নয়ন বাজেটে বরাদ্দ রয়েছে ২ লাখ ৮১ হাজার ৫৪৩ কোটি টাকা। অর্থাৎ উন্নয়ন বাজেটে বরাদ্দ কমেছে ৩৫ হাজার ৯৩৪ কোটি টাকা। এবার উন্নয়ন বাজেটে খাতওয়ারি বরাদ্দ বিভাজন নতুন প্রবর্তিত ১৫টি খাতে পুনর্বিন্যাস করা হয়েছে। আগের বাজেটগুলোয় নয়টি খাতে বরাদ্দ বিভাজন করা হয়েছিল। প্রস্তাবিত বাজেট অনুযায়ী, আগামী অর্থবছর দেশের উন্নয়নে সবচেয়ে বেশি টাকা খরচ করা হবে পরিবহন ও যোগাযোগ খাতে। মোট উন্নয়ন ব্যয়ের ২৪ দশমিক ৮ শতাংশ এ খাতে বরাদ্দের প্রস্তাব করেছেন অর্থ উপদেষ্টা।

Advance tax on bus, truck, taxi to rise by up to 88% |
Advance tax on commercial vehicles such as buses and trucks is set to rise by as much as 88%, which could lead to higher transportation costs, according to industry insiders. Currently, advance tax on 13 types of commercially operated motor vehicles ranges from Tk4,000 to Tk37,500. According to sources in the finance ministry, the new rates could range from Tk7,000 to Tk50,000. An official from the National Board of Revenue (NBR), speaking on condition of anonymity, confirmed this information to The Business Standard. BBA likely to drop subway project |
Bangladesh Bridge Authority (BBA) is finally considering dropping the plan to develop subway network from its rules of business what sources said due to its failure to find financiers for any of the four priority routes during the last three years. As the latest study carried out under the initiative to update 20-year Strategic Transport Plan (STP) did not include the subway as a transport option for the city until 2045, the idea of dropping the subway development project is being considered. Bridge Division Secretary Mohammad Abdur Rouf confirmed the development, noting that since a dedicated authority for metro rail development already exists, it may take any decisions on subway network development. "We have to rethink the subway, considering all these issues," he told the FE. The BBA tried to find financiers after an expensive study showed 258-kilometre subway network feasible in 2022. Since then, the authority has repeatedly presented funding proposals to development partners from Korea and Japan. The BBA which was responsible for constructing, operating and maintaining bridges with the length of 1.5 kilometre conducted the study spending over Tk 3.0 billion during 2018-2022 period though train-based mass transit system does not fall under its jurisdiction as outlined in the BBA Act 2016. In 1985, Jamuna Multipurpose Bridge Authority was formed through an ordinance, which was renamed Bangladesh Bridge Authority through the gazette published in 2007. |

Nationwide elevated highways in the works to boost mobility, minimise land use |
The government is planning a nationwide elevated expressway network to connect all 64 districts, aiming to reduce land use and ensure a safer, advanced transport system. A project titled "Connecting 64 Districts Through Elevated Highway Network" is in the works, according to senior officials of the Roads and Highways Department. They said a 13-member committee has already been formed to advise on the project's design, assess costs, and implementation strategy. The Business Standard Google News Keep updated, follow The Business Standard's Google news channel. The committee is led by Sheikh Moinuddin, special assistant to the chief adviser. It will submit a detailed report to the Ministry of Road Transport and Bridges. Moinuddin said the proposal is still in its early stages and the committee will soon consult experts and stakeholders to identify the most viable options. "Where elevated roads are possible, we will build them. Where they are not, we will explore land-use road solutions," he told The Business Standard. Muhammad Fouzul Kabir Khan, adviser to the road transport ministry, said the aim is to minimise land acquisition by building an elevated road network using existing infrastructure.

কালুরঘাট নতুন সেতুর কিলোমিটারপ্রতি নির্মাণ ব্যয় পদ্মা সেতুর কাছাকাছি |
চট্টগ্রামের কালুরঘাটে কর্ণফুলী নদীর ওপর অন্তর্বর্তী সরকারের অনুমোদন দেয়া প্রকল্প কালুরঘাট ‘রেল কাম রোড’ সেতুর ভিত্তিপ্রস্তর স্থাপন হয়েছে বুধবার। মাত্র ৭০০ মিটার দৈর্ঘ্যের এ সেতু নির্মাণে ব্যয় ধরা হয়েছে ১১ হাজার ৫৬০ কোটি টাকা। কিলোমিটারপ্রতি ব্যয় হিসাব করলে উচ্চ ব্যয়ে নির্মিত পদ্মা সেতুর কাছাকাছি খরচ পড়ছে তুলনামূলক ছোট এ সেতুটি নির্মাণে।
কালুরঘাটের মূল সেতু ছাড়াও প্রকল্পের মাধ্যমে দুই প্রান্তে নির্মাণ হবে ৬ দশমিক ২ কিলোমিটার রেল ভায়াডাক্ট (উড়ালপথ)। সড়ক ভায়াডাক্ট নির্মাণ করা হবে আরো ২ দশমিক ৪ কিলোমিটার। রেলপথের জন্য নির্মাণ হবে ৪ দশমিক ৫৪ কিলোমিটার বাঁধ। অধিগ্রহণ করতে হবে ১৪১ একরের বেশি জমি। ভায়াডাক্ট ও বাঁধ নির্মাণ এবং জমি অধিগ্রহণের কারণেই মূলত পৌনে এক কিলোমিটারের কম দৈর্ঘ্যের এ সেতুর নির্মাণ ব্যয় বেশি হচ্ছে বলে জানিয়েছেন প্রকল্পটির বাস্তবায়নকারী সংস্থা বাংলাদেশ রেলওয়ের কর্মকর্তারা।
অন্তর্বর্তী সরকার কালুরঘাট সেতু নির্মাণ প্রকল্পটি অনুমোদন করলেও এর সমীক্ষা ও উন্নয়ন প্রকল্প প্রস্তাব (ডিপিপি) তৈরি হয়েছিল বিগত আওয়ামী লীগ সরকারের আমলে। ডিপিপি বিশ্লেষণ করে দেখা গেছে, সেতুটির কিলোমিটারপ্রতি নির্মাণ ব্যয় ধরা হয়েছে শেখ হাসিনা সরকারের সময় বাস্তবায়িত পদ্মা সেতু ও যমুনা রেল সেতু প্রকল্পের কাছাকাছি। এ দুই প্রকল্পেরই নির্মাণ ব্যয় বেশি হয়েছে বলে অভিযোগ করে আসছেন অবকাঠামো বিশেষজ্ঞরা।

Dhaka Elevated Expressway Pending part's work to resume soon |
The hurdle to resuming the construction of the Dhaka Elevated Expressway's (DEE) unfinished part is expected to be over after nearly a year with the completion of the formalities of transferring all the shares of First Dhaka Elevated Expressway (FDEE) Company Limited, the investment company behind the project. The shares will be transferred from the majority shareholder, Italian-Thai Development (ITD) Public Company Ltd, to two Chinese firms - China Shandong International Economic and Technical Cooperation Group (CSI) and Sinohydro Corporation Ltd. Officials said ITD, which owned 51 per cent of the shares, has already handed over 99 per cent of its holdings to the Chinese firms, complying with a verdict given by the Singaporean International Arbitration Centre (SIAC) last year. They also said time is needed to complete the transfer of shares and reconstitute the FDEE board, which are necessary to have funds released from Export-Import Bank of China (EIBC) and Industrial and Commercial Bank of China (ICBC).

১৯ মে রাজশাহীর সড়ক উন্নয়ন প্রকল্পের সুকুকের নিলাম |
রাজশাহী বিভাগের গুরুত্বপূর্ণ উপজেলা ও ইউনিয়নের সড়ক প্রশস্তকরণ ও শক্তিশালীকরণ (আরডিআইআরডব্লিউএসপি) প্রকল্পের ২ হাজার কোটি টাকার সুকুকের নিলামের জন্য ১৯ মে দিন ধার্য করেছে বাংলাদেশ ব্যাংক। ‘আরডিআইআরডব্লিউএসপি সোসিও ইকোনমিক ডেভেলপমেন্ট সুকুক’ শীর্ষক এ নিলাম কেন্দ্রীয় ব্যাংকের প্রধান কার্যালয়ে অনুষ্ঠিত হবে। প্রসপেক্টাস অনুযায়ী নিলামের মাধ্যমে ২ হাজার কোটি টাকা অভিহিত মূল্যের ইজারা পদ্ধতিতে সুকুক ইস্যু করা হবে, যার মেয়াদোত্তীর্ণের তারিখ ২০ মে ২০৩২। এ সুকুকে বিনিয়োগের বিপরীতে বিনিয়োগকারীদের বার্ষিক ১০ দশমিক ৫০ শতাংশ হারে ভাড়া ষাণ্মাসিক ভিত্তিতে পরিশোধ করা হবে। বাংলাদেশ ব্যাংকের সঙ্গে চলতি বা আল-ওয়াদিয়াহ্ চলতি হিসাব রয়েছে এরূপ সব ব্যাংক ও ফাইন্যান্স কোম্পানি সরাসরি নিলামে অংশগ্রহণ করতে পারবে। এছাড়া দেশী-বিদেশী ব্যক্তিপর্যায়ের বিনিয়োগকারীসহ বীমা কোম্পানি, প্রভিডেন্ট ফান্ড ও ডিপোজিট ইন্স্যুরেন্স ফান্ড বাংলাদেশ ব্যাংকের সঙ্গে চলতি বা আল-ওয়াদিয়াহ্ চলতি হিসাব রয়েছে এরূপ ব্যাংক ও আর্থিক প্রতিষ্ঠানের মাধ্যমে নিলামে অংশগ্রহণ করতে পারবে। এক্ষেত্রে বিনিয়োগকারীদের অনুকূলে সুকুক বরাদ্দের জন্য ২২ জানুয়ারি ২০২৫ সালের ডিএমডি সার্কুলার লেটার নং-০৫-এ বর্ণিত নির্দেশনা অনুসৃত হবে। |

3.5-yr DEE support project now to take 16 years to complete |
Authorities concerned have sought time extension for a support project of the Dhaka Elevated Expressway (DEE) that was supposed to be completed in three and a half years but 25 per cent of the works are yet to be completed after more than 14 years since its adoption in 2011.
Now, the Bridges Division of the Ministry of Road Transport and Bridges sought another extension, requesting an additional one and a half years to complete the remaining work by December next year as the existing deadline expires next month (June 2025).
If approved by the Planning Commission (PC), the total implementation period to be required for such a project would be 16 years, said officials at the Bangladesh Bridge Authority (BBA). Officials said only 75 per cent work has been completed so far. To finish the remaining work, the Bridges Division has requested an additional 18 months without any increase in costs. According to the letter to the PC, the construction work of the project under the Public Private Partnership (PPP) modality has slowed down due to legal disputes among the investor company's shareholders, leading the Chinese Exim Bank and ICBC to halt financing from January 2024.

Overloaded vehicles cause annual damage worth at least Tk 8.61b |
The damage caused to the Dhaka-Chattogram highway due to the overloading of goods-carrying vehicles is estimated to be at least Tk 8.61 billion annually. The assessment, conducted by the Roads and Highways Department (RHD), even deducted the costs associated with the savings on excess load transported and less consumption of fuel from the damage estimation. The ousted Awami League government allowed transports with much higher loads than the highway's design capacity, officials say, amid demands from businesses. They argued that allowing overload would help reduce the requirement for vehicles for transportation of the same quantity of goods, easing traffic congestion and saving fuel consumption, said the officials.
The RHD has been implementing an emergency rehabilitation project worth Tk 10 billion since 2023 to make the economic corridor usable.
The study shows the damage to the 190-kilometre highway would be a gross amount of Tk 12.31 billion based on data analysis of overloaded vehicles and quantity from Sitakundu Axle Load Station in FY 2023-24. It also found an amount of Tk 3.70 billion was saved due to transportation of excess quantity of goods, considering 15 tonnes per 2-axle trucks as per allowable limit of the road's design capacity.
However, officials and transport experts thought that the study findings reflected only a glimpse of the intensity of damages caused to the lifeline of the country's economic corridor that transports 90 per cent of the country's export and import goods.

Karnaphuli Tunnel’s daily losses hit Tk 1.2m amid low traffic |
Almost a year and a half since its inauguration, the Karnaphuli Tunnel continues to incur huge losses due to much lower traffic than the estimation amid a lack of initiatives to implement the "one city, two towns" concept. According to the latest toll collection data, 3,000 vehicles on average use the tunnel daily, much lower than 17,000 estimated in the feasibility study. Moreover, the study projected 28,305 vehicles on average would use the tunnel daily by 2025, and 37,946 by 2030. The tunnel saw the highest daily traffic of 9,856 vehicles on November 3, 2023, which later dropped to over 2,000. In March this year, Bangladesh Bridge Authority (BBA) collected Tk 29.9 million in tolls from the 92,495 vehicles, mostly cars and microbuses, using the tunnel. 3,083 vehicles on average used the 3.32km tunnel both ways that month. Being the executive agency, BBA incurs daily losses of Tk 1.2 million on average against the expected daily income of Tk 3.5 million. Besides, it has to spend Tk 1.13 million per day on operation and maintenance (O and M) as it signed a Tk 6.83 billion O and M contract for five years in 2023.

আওয়ামী লীগ সরকারের আমলে গৃহীত সবচেয়ে ব্যর্থ প্রকল্পগুলোর একটি বিমানবন্দর-গাজীপুর বাস র্যাপিড ট্রানজিট (বিআরটি)। দুর্বল পরিকল্পনা, অসম্পূর্ণ নকশা আর বিলম্বিত বাস্তবায়নে প্রকল্পটি পরিণত হয়েছে বোঝায়। প্রকল্পের কাজ ৯৭ শতাংশের বেশি শেষ। অবকাঠামো গড়ে উঠলেও এখনো বিআরটি পরিষেবা চালুর উপযোগী হয়নি। এমন প্রেক্ষাপটে এ করিডোর কার্যকর করতে প্রকল্প সংশোধনের উদ্যোগ নিয়েছে অন্তর্বর্তী সরকার। পরিকল্পনা অনুযায়ী, সংশোধনের মাধ্যমে প্রকল্পটি শেষ করতে নতুন করে প্রায় ৩ হাজার কোটি টাকা ব্যয় করতে হবে। প্রকল্পের মেয়াদ বাড়ানো হবে আরো চার বছর। এখন পর্যন্ত বিআরটি প্রকল্প বাস্তবায়নে ব্যয় হয়েছে ৪ হাজার ২৬৮ কোটি টাকা। সংশোধনী প্রস্তাব অনুমোদন পেলে নির্মাণ ব্যয় ৭ হাজার কোটি টাকা ছাড়িয়ে যাবে। |

Govt to lease Karnaphuli Tunnel Service Area to private sector |
Karnaphuli Tunnel Service Area will be leased to private sector to deal with heavy losses the Karnaphuli underwater tunnel and the service area have been incurring daily.The housing facilities in the service area, which surrounds the country's first underwater tunnel, have remained mostly unused since it was made open for use in December 2024. Confirming that the accommodation facilities will be given to the private sector, Karnaphuli Tunnel Project Superintendent Engineer Abul Kalam Azad said, "Tenders will be invited soon. Leasing these bungalows to a tourism-focused organisation could help minimise the government's losses." The daily maintenance loss incurred by the tunnel -- inaugurated in 2023 -- is Tk 2.6 million as it has not been receiving the expected traffic, according to sources.The service area has 30 bungalows, a seven-star rest house, a conference center, a health center, a helipad, a mosque, police stations and fire service stations at the Anwara end of the project. There is also a museum on the heritage of Chattogram. Air conditioning systems with a capacity of 1,182 tonnes have been installed in these facilities. The construction works of the project was completed in June last year.

BRTC eyes 20pc cost saving with workshop revival |
A Bangladesh Road Transport Corporation (BRTC) workshop, which was shut down in 2012, has been brought back to life, and it has regained its capacity to overhaul heavy vehicles. The Integrated Central Workshop (ICWS) in Gazipur can now fix engines, bodies, tyres, etc. It has overhauled 113 heavy vehicles so far since its reopening in mid-2024, saving BRTC's maintenance and operating costs significantly. Apart from overhauling vehicles, there are also plans to assemble new ones to increase the BRTC fleet size, officials said. BRTC General Manager (Technical) Mohammad Jahangir Hossain said they have taken an initiative to assemble new buses by buying chassis, which will reduce the corporation's overall costs by at least 20 per cent. |

Endless delay as Chinese contractors halt work |
The development of the dedicated bus corridor on Gazipur-Airport route appears to be never-ending, as the project has already witnessed extensions for the seventh time. Just as the project was nearing completion, with only 3 per cent left, two Chinese contractors stopped work for the past eight months claiming price adjustment and variation in their work. As a result, authorities concerned were forced to extend the project deadline by another year after it expired last December. Official sources said that the contractors have made undue claims for price adjustment and variation in some cases keeping all the work stopped. Despite a number of meetings and letters from the authorities, the deadlock remains unresolved. |

বিশ্বব্যাংকের অর্থায়নে ঢাকায় নামবে ৫০০ বিদ্যুচ্চালিত বাস |
রাজধানী ঢাকায় বিশ্বব্যাংকের অর্থায়নে নামানো হবে ৫০০ বিদ্যুচ্চালিত বাস। বাসগুলো পরিচালনা করা হবে কোম্পানিভিত্তিক ফ্র্যাঞ্চাইজি মডেলে। বাস সংগ্রহ, আনুষঙ্গিক অবকাঠামো নির্মাণের এসব কাজ করা হবে ‘বাংলাদেশ ক্লিন এয়ার প্রজেক্ট’-এর মাধ্যমে। এ প্রকল্পের আওতায় পরিবহন খাতে কাজ করার জন্য বাংলাদেশ সড়ক পরিবহন কর্তৃপক্ষ (বিআরটিএ) ও ঢাকা পরিবহন সমন্বয় কর্তৃপক্ষের (ডিটিসিএ) অনুকূলে ১৫০-২০০ মিলিয়ন ডলার ঋণ দেবে বিশ্বব্যাংক। গতকাল ডিটিসিএর কার্যালয়ে প্রস্তাবিত প্রকল্পটির ওপর অনুষ্ঠিত এক অংশীজন সভায় এসব তথ্য জানানো হয়েছে। সভায় বিশ্বব্যাংকের উপস্থাপিত প্রস্তাবে বলা হয়, প্রকল্পটির মাধ্যমে ৫০০টি ই-বাস সংগ্রহ করা হবে, যেগুলোর ব্যাটারি সক্ষমতা থাকবে ২৭৫-৩০০ কিলোওয়াটের মধ্যে। একই প্রকল্পের মাধ্যমে চালক ও পরিবহন রক্ষণাবেক্ষণকারী কর্মীদের প্রশিক্ষণ দেয়া হবে। প্রকল্পের মেয়াদ ধরা হয়েছে ১ জুলাই ২০২৫ থেকে ৩০ জুন ২০৩০ পর্যন্ত। বাস সংগ্রহ, ডিপো নির্মাণ, আইটিএস ও বাস পরিষেবা পুনর্গঠনের কাজে ১১০-১৫০ মিলিয়ন ডলার ব্যয় হবে। আর বিআরটিএর জন্য ভেহিকল ইন্সপেকশন সেন্টার স্থাপনে ব্যয় হবে ৪০-৫০ মিলিয়ন ডলার।

জাপানে শীর্ষ একটি ক্রেডিট কার্ড কোম্পানি দেশব্যাপী গণপরিবহনে টাচ পেমেন্টের মাধ্যমে টিকেটিং ব্যবস্থা চালুর পরিকল্পনা করেছে। ২০২৬ সালের শুরুর দিকে এ পরিষেবা চালুর লক্ষ্য নিয়ে এগোচ্ছে তারা। এর মাধ্যমে জাপানে বিদেশী পর্যটকদের চলাচল আরো সুবিধাজনক হবে। কারণ তাদের বড় একটি অংশকে সাধারণত নগদ অর্থ বা স্বল্পমেয়াদি ট্রানজিট কার্ডের ওপর নির্ভর করতে হয়। প্রতিবেদন অনুসারে, শুধু কোম্পানিটির নিজস্ব ক্রেডিট কার্ড ব্যবহারকারীরাই নন, অন্যান্য ক্রেডিট কার্ডধারীরাও এ পরিষেবা নিতে পারবেন। নতুন এ ব্যবস্থায় ট্রেন ও বাসের টিকিট কেনার জন্য কার্ড ব্যবহার করা যাবে বলে জানিয়েছেন সুমিতোমো মিৎসুই কার্ড কোম্পানির এক কর্মকর্তা।
বর্তমানে জাপানে গণপরিবহনে চড়তে দর্শনার্থীরা সাধারণত টিকেট মেশিন ব্যবহার করেন। এছাড়া সুইকা বা পাসমো কার্ডের মতো চিপযুক্ত বিশেষ ট্রানজিট কার্ড কিনতে পারেন তারা।

49.04pc cost escalation, one-yr extension proposed |
The cost of a project to improve Munshiganj's road connectivity with Dhaka and its surrounding areas has been increased by 49.04 per cent in the first revision proposal. The project involves widening 10.813km of roads and constructing 9.06km of elevated roads from Panchabati in Narayanganj to the Muktarpur Bridge on the Dhaleshwari River. Initiated in January 2021, the project's estimated cost was Tk 22.43 billion. Now the Bridges Division has sent the first revision proposal, increasing the cost by Tk 11 billion to Tk 33.43 billion and extending the deadline by one more year. The cost has been raised due to the increase in land acquisition costs, pressure on the exchange rate, and additional costs for shifting utilities and some other work, said planning commission officials. |

RHD proposes 27pc cut in allocation for aid projects in RADP |
The Roads and Highways Department (RHD) has proposed reducing its allocation for foreign-aided projects by around 27 per cent in the FY25 revised annual development programme (RADP) due to the poor progress of almost all projects in the first half of the current fiscal year. It is implementing 21 foreign-aided projects, including two technical ones, with financial support from various development partners with a Tk 49.90 billion allocation in FY25. Sources said though 10 projects were supposed to be completed either before December last or June next, a lower allocation of Tk 36.56 billion has been placed due to slow implementation during July-December of FY25. |

প্রধান ভোক্তা চীনে আয় কমা ও বিদ্যুচ্চালিত গাড়ি (ইভি) বিক্রি থেকে মুনাফা হ্রাসসহ নানামুখী সংকটে জর্জরিত জার্মান গাড়ি শিল্প। এ পরিস্থিতিতে মড়ার উপর খাঁড়ার ঘা হয়ে এসেছে গোল্ডম্যান স্যাকসের প্রতিবেদন। গত মঙ্গলবার প্রকাশিত প্রতিবেদনে বিলাসবহুল গাড়ির ব্র্যান্ড পোরশে এজি ও মার্সিডিজ-বেঞ্জ এজির রেটিং কমিয়েছে বহুজাতিক বিনিয়োগ ব্যাংকটি। এতে শুধু জার্মানি নয়, পুরো ইউরোপের গাড়ি শিল্পের ভবিষ্যৎ নিয়ে আশঙ্কা বেড়েছে বলে মনে করছেন বিশ্লেষকরা। প্রতিবেদনে গোল্ডম্যান স্যাকসের বিশ্লেষক জর্জ গ্যালিয়ার্স ইউরোপীয় গাড়ি নির্মাতাদের সামনে থাকা প্রধান সমস্যাগুলো তুলে ধরেন। এর মধ্যে রয়েছে শ্রম খরচ বৃদ্ধি, শুল্কজনিত ঝুঁকি, চীনে মুনাফা কমে যাওয়া ও পরিবেশসংক্রান্ত কঠোর নিয়মাবলি মেনে চলার বাধ্যবাধকতা।

যশোর-বেনাপোল সড়ক ৬ লেনে উন্নীত করা ছাড়া বাণিজ্যে গতি ফিরবে না —যশোর চেম্বারের সভাপতি |
যশোর-বেনাপোল সড়ক ছয় লেনে উন্নীত করতে না পারলে এ পথে ব্যবসা-বাণিজ্যে গতি ফিরবে না বলে মন্তব্য করেছেন যশোর চেম্বার অব কমার্সের সভাপতি মিজানুর রহমান খান। বেনাপোল স্থলবন্দরের কর্মকর্তাদের সঙ্গে গতকাল যশোর চেম্বার অব কমার্সের এক বৈঠকে তিনি এ কথা বলেন। বন্দরের অডিটরিয়ামে অনুষ্ঠিত সভায় সভাপতিত্ব করেন বেনাপোল স্থলবন্দরের পরিচালক মামুন কবীর তরফদার। সভায় আরো উপস্থিত ছিলেন যশোর চেম্বারের সম্পাদক তানভিরুল ইসলাম সোহান, যুগ্ম সম্পাদক এজাজ উদ্দিন টিপু, নির্বাহী সদস্য নুরুজ্জামান লিটন, আবদুল হামিদ চাকলাদার ও সাইফুল ইসলাম লিটন। এছাড়া অন্যদের মধ্যে ছিলেন বেনাপোল স্থলবন্দরের সহকারী পরিচালক শামসুল আলম ও ফাতেমা ইয়াসমিন। বৈঠকে যশোর চেম্বারের সভাপতি মিজানুর রহমান খান বলেন, ‘যশোর-বেনাপোল সড়কটি ছয় লেনে উন্নীত করতে না পারলে এ পথে বাণিজ্যে গতি ফিরে আসবে না।’ বেনাপোল কাস্টমস ও বন্দর থেকে সরকার প্রতি বছর ৭ হাজার কোটি টাকা আয় করে উল্লেখ করে তিনি বলেন, ‘অথচ এটিকে আন্তর্জাতিক মান অনুযায়ী গড়ে তোলা যায়নি। তাই অতি দ্রুত কনটেইনারে পণ্য ওঠা নামার ব্যবস্থা ও আন্তর্জাতিক মানের শেড নির্মাণ করতে হবে।’ বন্দরকে আরো গতিশীল করতে ব্যবসায়ী, কাস্টমস ও বন্দর কর্তৃপক্ষের মধ্যে সেতুবন্ধ গড়ে তোলার আহ্বান জানান মিজানুর রহমান খান।

যুক্তরাষ্ট্রে প্রথমবার কনজেশন প্রাইসিং চালু |
শহরের যানজট কমানোর উদ্দেশে যুক্তরাষ্ট্রের প্রথম শহর হিসেবে নিউইয়র্কে চালু হয়েছে বিতর্ক তোলা কনজেশন প্রাইসিং। এর আওতায় ৫ জানুয়ারি থেকে শহরের ব্যস্ত এলাকায় গাড়ি চালানোর জন্য ফি নেয়া হচ্ছে। যানজট কমানোর পাশাপাশি এ উদ্যোগ রাজস্ব আয় ও বায়ুর মান উন্নত করার সুযোগ দেবে। তবে আইনি চ্যালেঞ্জ ও ডোনাল্ড ট্রাম্পের বিরোধিতার কারণে এটি যুক্তরাষ্ট্রে নতুন প্রবণতা হয়ে উঠবে কিনা তা কিছুদিনের মধ্যে জানা যাবে। |

Dhaka's mass transport debacle perilously spawning personalized transports |
Dhaka city sees daily commuter trips boom over 38 million amid people's mobility increase by 38 per cent in nine years largely as dislike for outmoded buses spawns personalized rides on smaller, non-motorised transports, a survey shows.
The latest household survey discloses a drastic drop in shares of buses from the bloated total trips during the period, as experts blame the unwelcome transition in public-transport system in the crammed megacity on government authorities keeping a route-franchise project for the run of modern buses on the backburner for years.
Transport experts and data analysts attribute the 9.29-percent decrease in share of buses in the total 38.1-million trips from 21 per cent to continuous increase in shares of non motorized transports (NMTs). |

Deep development fund cut by Tk 112b for road transport |
Road transport and highways division sees a deep cut in its development funds by Tk 112 billion as the interim government struggles to make two ends meet through tightfisted spending amid inherited financial crunch.
Officials said the Budget Management Committee (BMC) of the Road Transport and Highways Division (RTHD) made the decision to slash across-the-board ADP allocation in the current fiscal year for all of the institutions under the division.
The RTHD decided to cut Tk 6.98 billion or about 97 per cent from the development allocation Tk 7 billion for Bangladesh Road Transport Corporation (BRTC) in the fiscal year 2024-25. |

পশ্চিম আফ্রিকাজুড়ে ১ হাজার ২৮ কিলোমিটার দীর্ঘ মহাসড়ক নির্মাণ শুরু করতে যাচ্ছে আঞ্চলিক জোট ইকোওয়াস। আইভরি কোস্টের প্রধান শহর আবিদজান থেকে শুরু করে ঘানা, টোগো ও বেনিনের মধ্য দিয়ে নাইজেরিয়ার বৃহত্তম শহর লাগোস পর্যন্ত যাবে এ সড়ক। জোট নেতারা বলছেন, ইউরোপীয় ইউনিয়নের (ইইউ) মতো ‘কমন মার্কেট’ গড়ে তুলতে পরিবহন অবকাঠামোটি ভূমিকা রাখবে।
২০২৬ সালের সড়কটির নির্মাণ শুরু হওয়ার কথা রয়েছে। এরই মধ্যে তহবিলদাতা ও বিনিয়োগকারীদের কাছ থেকে ১ হাজার ৫৬০ কোটি ডলার অর্থায়নের প্রতিশ্রুতি পাওয়া গেছে।

জলবায়ু বিপর্যয় মোকাবেলায় ২০৩৫ সালের মধ্যে পেট্রলচালিত দহন ইঞ্জিন গাড়ি নিষিদ্ধ করার সিদ্ধান্ত নিয়েছে ইউরোপীয় ইউনিয়ন (ইইউ)। তবে অটোমোবাইল খাতের ওপর চাপ কমাতে এ সিদ্ধান্ত বাতিলের দাবি জানিয়েছে অঞ্চলটির বৃহত্তম রাজনৈতিক গোষ্ঠী কনজারভেটিভ ইউরোপিয়ান পিপলস পার্টি (ইপিপি)। খবর রয়টার্স।
ইপিপি বলছে, আসন্ন নিষেধাজ্ঞার কারণে ইউরোপের গাড়ি নির্মাণ শিল্পের ওপর বাড়তি চাপ তৈরি হবে। তাই বায়োফুয়েলসহ স্বল্প মাত্রায় কার্বন নিঃসরণকারী জ্বালানি ব্যবহার সাপেক্ষে এ ধরনের ইঞ্জিন ব্যবহারের অনুমতি দেয়া উচিত।
ইউরোপীয় কমিশনের (ইসি) প্রেসিডেন্ট উরসুলা ভন ডার লেয়েন বলেন, ‘কার্বন নিঃসরণের নতুন সীমা অতিক্রম করায় গাড়ি নির্মাতাদের ওপর আরোপিত জরিমানাও পুনর্বিবেচনা করা উচিত।’
বিদ্যুচ্চালিত গাড়ির (ইভি) উৎপাদন বাড়ানোর উদ্দেশ্যে জরিমানার প্রবর্তন করা হয়েছিল। তবে ইউরোপে বৈদ্যুতিক গাড়ির বিক্রি কমে যাওয়ায় এখন এ পদক্ষেপ উদ্দেশ্যহীন হয়ে পড়েছে বলে ইপিপি জানিয়েছে।
২০৩৫ সালের মধ্যে পেট্রলচালিত গাড়ি নিষিদ্ধের আইনটি ২০২৬ সাল নাগাদ পর্যালোচনা হওয়ার কথা। তবে এটি এক বছর এগিয়ে ২০২৫ সালে আনার দাবি জানিয়েছে ইপিপি। এ বিষয়ে গোষ্ঠীটির অবস্থান তুলে ধরে এক বিবৃতিতে বলা হয়, এ পর্যালোচনা নিষেধাজ্ঞা সংশোধন এবং শিল্প খাতকে আইনি সুরক্ষা ও পরিকল্পনার সুযোগ দিতে সহায়ক হবে। |

Six-colour bus routes in Dhaka: Defiant transport owners scramble for a business slice |
Once-defiant transport companies now make a beeline for a slice of the business cake as six-colour bus service under one-route, one-company franchise system begins soon in Dhaka, sources said.
As planned for a much-cherished modern mass-transport system to remove chaotic traffic, buses will run on six clusters of 42 routes -- each cluster marked with a common colour -- through the capital city.
The "mad rush" of bus operators began after a recent announcement on pushing through the stalled project on one-route, one-company bus service. A special committee on the planned bus-route rationalization (BRR) announced resuming 'Nagar Paribahan' service on November 11 as first three bus routes under green cluster came to a halt following non-cooperation from bus companies last year. |

বিদ্যুচ্চালিত গাড়ির (ইভি) জগতে অভিষেক হচ্ছে ফক্সওয়াগনের সহযোগী প্রতিষ্ঠান স্কাউট মোটরসের। ১৯৬১-৮০ সাল পর্যন্ত মার্কিন ব্র্যান্ড হিসেবে পরিচিতি থাকলেও পরবর্তী সময়ে হাতবদল ঘটে স্কাউটের। তবে ইভি লাইনআপের ক্ষেত্রে গুরুত্ব পাচ্ছে যুক্তরাষ্ট্রের বাজার। এ কারণে এখানকার ভোক্তাদের ইভি গ্রহণের ধীরগতি ও উচ্চ মূল্য নিয়ে খুঁতখুঁতে মনোভাবের সঙ্গে মানিয়ে নিয়ে পরিকল্পনা সাজানো হয়েছে। স্কাউটের সিইও স্কট কিওগ জানিয়েছেন, মার্কিন ক্রেতাদের রুচি মাথায় রেখে স্কাউটের প্রারম্ভিক লাইনআপে গুরুত্ব পাচ্ছে এক্সটেন্ডেড-রেঞ্জ ইলেকট্রিক ভেহিকল বা ইআরইভি, যা মূলত এক ধরনের প্লাগ-ইন হাইব্রিড বিদ্যুচ্চালিত গাড়ি। এতে রয়েছে ইভি মোটর ও ব্যাটারি সেল। এ গাড়ির ব্যাটারির চার্জ শেষ হয়ে গেলে বৈদ্যুতিক উপাদানগুলোকে শক্তি সরবরাহ করবে সনাতনী অন্তর্দহন ইঞ্জিন, যা হয়ে উঠবে অপরিহার্য একটি জেনারেটর। স্কট কিওগ আরো জানিয়েছেন, ইভির বাজারের অস্থিরতা থেকে ব্র্যান্ডটিকে রক্ষা করতে নিজেদের লাইনআপে ইআরইভি যোগ করেছে স্কাউট। এর প্রথম দুটি গাড়ি হলো বড় আকারে টেরা পিকআপ ও ট্র্যাভেলার এসইউভি। দক্ষিণ ক্যারোলিনায় ২০০ কোটি ডলার ব্যয়ে কারখানা তৈরি করছে কোম্পানিটি, এখানে বার্ষিক দুই লাখ গাড়ি উৎপাদনের পরিকল্পনা রয়েছে। |

১৫ বছরে সড়ক ও সেতু খাতে দুর্নীতির পরিমাণ ৫০,৮৩৫ কোটি টাকা |
২০০৯-১০ অর্থবছর থেকে ২০২২-২৩ অর্থবছর পর্যন্ত সড়ক ও সেতু খাতে সরকারের মোট অর্থ বরাদ্দ ছিল ১ লাখ ৬৯ হাজার ৪৪৯ কোটি ৯৩ লাখ টাকা। এই বরাদ্দকৃত অর্থের মধ্যে সার্বিকভাবে দুর্নীতির হার ২৩ থেকে ৪০ শতাংশ, যা টাকার অংকে ২৯ হাজার ২৩০ কোটি টাকা থেকে ৫০ হাজার ৮৩৫ কোটি টাকা।
আজ বুধবার (৯ অক্টোবর) রাজধানীতে ট্রান্সপারেন্সি ইন্টারন্যাশনাল বাংলাদেশের (টিআইবি) এক গবেষণা প্রতিবেদনে এসব তথ্য জানানো হয়।
গবেষকরা জানিয়েছেন, ২০১৭-১৮ অর্থ বছর থেকে ২০২১-২২ অর্থ বছরের মধ্যে সমাপ্ত প্রকল্পসমূহ এই গবেষণার আওতাভুক্ত (এসব প্রকল্পের বাস্তবায়ন শুরুর সময় ২০১০-১১ থেকে ২০১৮-১৯ পর্যন্ত)। এই গবেষণায় সড়ক নির্মাণ, সড়ক উন্নয়ন, সেতু নির্মাণ, সেতু উন্নয়ন (অনূর্ধ্ব ১৫০০ মিটার) ও অন্যান্য অবকাঠামো নির্মাণ সম্পর্কিত প্রকল্প পর্যবেক্ষণ করা হয়েছে। শেষ হয়ে যাওয়া প্রকল্প সংখ্যা, ধরন, বরাদ্দ ও ভৌগোলিক অবস্থান বিবেচনায় সড়ক ও জনপথ অধিদপ্তরের ১০টি জোনের মোট ১৩টি সার্কেলের ২১টি বিভাগীয় দপ্তরের (জেলা পর্যায়) আওতাধীন এলাকা থেকে তথ্য সংগ্রহ করা হয়েছে। |
