কক্সবাজারে নতুন রেলপথ, ঢাকায় মেট্রোরেল, চট্টগ্রামে টানেল ও পদ্মা সেতু সংযোগ রেলপথ চালু হয়েছে গত দুই বছরে। দেশের যোগাযোগ অবকাঠামো খাতের মেগা এ চার প্রকল্প বাস্তবায়ন করা হয়েছে উন্নয়ন সহযোগীদের ঋণের টাকায়। চালুর পর প্রকল্পগুলোর আয়-ব্যয়ের যে তথ্য পাওয়া গেছে তাতে দেখা যায়, আয় দিয়ে পরিচালন ও রক্ষণাবেক্ষণ ব্যয়ই উঠছে না। এর মধ্যে যুক্ত হয়েছে ঋণ পরিশোধ ব্যয়। চার প্রকল্পে ঋণের পরিমাণ প্রায় ৫৬ হাজার কোটি টাকা। সুদ ছাড়া বার্ষিক গড় কিস্তি দিতে হচ্ছে ৩ হাজার কোটি টাকার বেশি। আয় থেকে প্রয়োজনীয় অর্থের সংস্থান না হওয়ায় ঋণ পরিশোধে সরকারকে দিতে হচ্ছে ভর্তুকি।

Feasibility studies, land acquisition and identifying area-specific social and environmental initiatives were initiated for these approved zones. Export earnings registered a whopping 20.65-percent growth in October 2024, riding on the readymade garments sector despite labour unrest.Bangladesh fetched US$ 4.13 billion in October this year compared to $3.42 billion in corresponding month of last year, according to Export Promotion Bureau (EPB) data released on Sunday.The RMG sector alone fetched $3.29 billion during the month under review, recording a 22.80-percent growth from $2.68 billion in October 2023.EPB data also revealed that overall export trade of the country during the first four months of the current fiscal year (FY) from July to October grew 10.80 per cent to $15.78 billion.

Prices of edible oils, including loose soybean and palm oil, have zoomed up further by Tk 5.0-6.0 a litre in the market, battering commoners amid spiralling prices of other commodities. The rate of loose soybean has increased to Tk 165-166 a litre and super palm oil to Tk 158-162 a litre. The prices have witnessed a Tk 10.0-12 hike a litre in the last three weeks since the VAT has been cut by the government, said vendors. The government has reduced value-added tax (VAT) on import, processing and trading of soybean and palm oils to lower their prices following the demands of refiners and importers. The finance ministry announced VAT relaxations in import and production stages of edible oils in two separate notifications on October 17.

Bangladesh Submarine Cables' profit plummeted 25 per cent year-on-year to nearly Tk 476 million in the first quarter through September of FY25, mainly due to a reduction in revenue and higher operating expenses. Earnings per share (EPS) fell to Tk 2.57 for July-September 2024 from Tk 3.22 for the same quarter a year ago. In its earnings note, the company said the EPS had dropped for a decline in revenue and an increase in operating and maintenance expenses along with a jump in the number of shares. The Finance Ministry has asked all ministries, divisions and departments to send information regarding project assistance allocation requirements of foreign-aided ongoing and sanctioned new projects with a view to formulating the Revised Annual Development Program (RADP) for the fiscal year 2024-2025. It also asked to send information about upcoming ADP projections for fiscal years 2025-2026, and 2026-2027. The ministry in a letter said that it has taken up the move for the Revised Annual Development Program (RADP) for the financial year 2024-2015 and the ADP projection for the financial year 2025-2026, 2026-27.

Non-tax revenue (NTR) rarely figures in discourses on revenue collection for the government. It is not exactly the missing of the wood for the trees but its metaphorical implication is not far from the idiom's message. The receipt of a paltry 1.0 per cent NTR of the GDP from a slew of departments of at least 30 ministries gives a clear idea of the abject neglect this important source of revenue collection is subjected to. True, there are ministries and departments that do not earn because they have not been developed as potential sources of income for them to meet up their expenditures and thus contribute to the government's coffer. Even the state-owned enterprises (SoEs) that earn revenue for the exchequer so underperform that the total has been languishing at around 1.0 per cent of the GDP over the past few years. Only in FY 2019-20, did this ratio rise to 1.10 per cent after a plunge to 0.91 in its previous year. Even last year's tax-GDP ratio was 8.54 per cent.
