Bangladesh trails far behind regional countries in non-tax revenue netting as the NTR-GDP ratio has stagnated within a peanut 1.0 per cent during the last eight years while the government struggles for deficit financing.This happens to be government's second-largest income source, but remains out of focus from the revenue collectors, sources said. In the financial year 2016-17, the NTR ratio with the country's gross domestic product (GDP) was 1.0 per cent that only rose to 1.10 in FY 2019-20 and again dived to hit 0.91 per cent in FY 2018-19. Last year, this ratio was 1.0 per cent while the tax-GDP ratio was 8.54 per cent, according to Ministry of Finance (MoF) data.

Despite persistent high inflation and macroeconomic challenges, majority of companies listed on the SME Platform of the Dhaka Stock Exchange reported year-on-year profit growth for FY24, with six firms posting double-digit gains. SME companies in sectors such as seafood, poultry and fish feed production, and cold storage witnessed growth driven by higher demand for their products, alongside a lower risk of foreign exchange fluctuations. In contrast, firms involved in copper alloy manufacturing, footwear production, and flour milling for both the local and export markets experienced a slowdown due to weaker demand resulting from inflationary pressures.

যমুনা ব্যাংকের কার্যক্রম শুরু হয়েছিল ২০০১ সালের ৩ জুন। সে হিসেবে ২৩ পেরিয়ে এ ব্যাংকের বয়স এখন ২৪ বছর চলছে। দীর্ঘ এ পথযাত্রায় দেশের অর্থনীতির প্রতিটি খাতেই গুরুত্বপূর্ণ অবদান রেখেছে যমুনা ব্যাংক। আমাদের ব্যাংকের অর্থায়নে দেশে গড়ে উঠেছে হাজারো শিল্প ও ব্যবসাপ্রতিষ্ঠান। চলতি বছরের সেপ্টেম্বর পর্যন্ত দেশের বিভিন্ন খাতে এ ব্যাংকের ঋণ স্থিতি ছিল প্রায় ১৮ হাজার কোটি টাকা। একই সময়ে আমরা সরকারি ট্রেজারি বিল-বন্ডেও প্রায় ১১ হাজার কোটি টাকা বিনিয়োগ করেছি। বৃহৎ শিল্প ও সেবা খাতের পাশাপাশি এসএমই, কৃষিসহ বিভিন্ন খাতে আমাদের বিনিয়োগ রয়েছে। যমুনা ব্যাংকের মাধ্যমে প্রতি বছরই হাজার হাজার কোটি টাকার পণ্য আমদানি-রফতানি হচ্ছে। দেশের রেমিট্যান্স প্রবাহ বাড়াতেও গুরুত্বপূর্ণ ভূমিকা রাখছে। সমাজসেবামূলক কার্যক্রমের মাধ্যমে সামাজিক উন্নয়নেও যমুনা ব্যাংকের ভূমিকা উল্লেখ করার মতো।

আয়কর আইন অনুযায়ী ব্যবসাপ্রতিষ্ঠানের দৃশ্যমান স্থানে রিটার্ন দাখিলের প্রমাণ (পিএসআর) প্রদর্শনের বিধান রয়েছে। ২০২২ সালের অর্থ আইনে বিধানটি ঘোষণা করা হয়। উপকর কমিশনারদের এটির প্রয়োগ ও বাস্তবায়নের ক্ষমতা দেয়া হয়। আইনটি পরিপালন না করলে জরিমানারও বিধান রয়েছে। তবে এ বিষয়ে বিস্তারিত ব্যাখ্যাসহ কোনো পরিপত্র বা আদেশ জারি করা হয়নি। বাস্তবে আইনটির প্রয়োগে দৃশ্যমান কোনো পদক্ষেপ নেই জাতীয় রাজস্ব বোর্ডের (এনবিআর)। এনবিআর কর্মকর্তাদের সঙ্গে কথা বলে এসব তথ্য জানা গেছে।

The central bank in FY23 and FY24 supplied liquidity to problem banks, mostly controlled by S Alam Group, by printing new money without generating real assets. As a result, the country's reserve money increased by Tk66,000 crore during these two fiscals, the highest ever in the country's history, which had an immediate impact on inflation by depreciating the taka, Bangladesh Bank data shows. Reserve money is central bank-issued money backed by foreign and domestic assets that function as the monetary base of an economy.

The number of cases filed in the country's money loan courts by banks and non-bank financial institutions (NBFIs) has surged since the fall of the Awami League government, with 4,823 cases involving around Tk30,000 crore filed from August to 20 October to recover default loans, according to court sources. Court officials say the large number of cases filed within such a short period is a record. In the first seven months of this year, from January to July, 4,600 cases were filed. In 2003, the number was 9,845.

Bangladesh is set to receive $1 billion in financing from the Islamic Trade Finance Corporation (ITFC), a member of the Islamic Development Bank, to support its fertilizer imports for the current fiscal year (FY25). According to officials from the Economic Relations Division, the funds will be allocated to ensure a steady supply of fertilizer, critical for sustaining the country's agricultural sector. The interim government's request for the fund follows agriculture ministry concerns in September over a potential urea shortage ahead of the peak Boro season in December.

Chattogram Customs House has fallen short of its revenue target for the first four months of the current fiscal year by Tk2,417 crore. This is about 9.07% below the target. The revenue target of the country's largest customs station for July to October of FY25 was at Tk26,640 crore. However, it managed to collect Tk24,223 crore during the period, according to latest data from Customs House. Customs officials said the deficit was due to several ongoing challenges, including a dollar crisis that has disrupted import activities over the past two years. Besides, complications over letters of credit (LCs) have strained importers' ability to operate smoothly.

The export of ready-made garments (RMG) from factories in the port city is increasing as there is no labour unrest here. According to the Bangladesh Garment Manufacturers and Exporters Association (BGMEA), RMG goods to the tune of $543 million have been exported from Chattogram in the first four months of the current fiscal year. In July, garment export growth was 7.94 per cent in Chattogram as factories exported apparel items worth $106 millionIn August, the export growth was 55.98 per cent as factories exported goods worth $166 million. However, the export growth decreased by 20 per cent in September due to floods. The factories exported $132 million worth of goods. However, local exporters shipped goods worth $137 million in October.

Bangladesh Bank should maintain its tight monetary policy without losing patience to curb the inflationary pressure on the economy. The government has taken a slew of measures to keep the prices of essential commodities affordable in the upcoming holy month of Ramadan. These included waiving import duties and taxes as well as withdrawal of margin requirement for opening import letters of credit (LCs), Director General of the Directorate of National Consumers Right Protection (DNCRP) Md Alim Akhtar told a mock parliamentary debate competition on Saturday. He said initiatives have been taken to withdraw LC margin on import of edible oil, sugar, gram, lentil, dates and other essential items to rein in prices.
