The government has introduced a new Quality of Service (QoS) benchmark for the country's telecom sector, setting a minimum download speed of 10 megabits per second (Mbps) for 4G internet services to improve mobile network performance. The revised benchmark, approved at a recent Bangladesh Telecommunication Regulatory Commission (BTRC) meeting, replaces the 7 Mbps standard set in 2018. The new requirement is lower than the 15 Mbps proposed in a draft policy earlier this year and below the speed figure the regulator has often cited since 2022. The minimum upload speed has been fixed at 2.0 Mbps, compared with 4.0 Mbps suggested in the draft. For the first time, the QoS framework will cover not only mobile operators but also National Telecommunication Transmission Network (NTTN) operators and internet service providers (ISPs). The framework comes into effect from September 1, with BTRC carrying out monthly network performance reviews and health checks. The framework sets stricter rules for both voice and data services. Call setup success rates must remain at 99 per cent nationwide and at least 98 per cent at district and upazila levels.

পরিমিত বৃষ্টিপাতের প্রভাবে জুলাইয়ে দেশে চা উৎপাদন বেড়েছে। বাংলাদেশ চা বোর্ড সূত্রে জানা গেছে, এ সময় দেশের ১৭০টি চা বাগান ও উত্তরবঙ্গের ক্ষুদ্রায়তন চা চাষের জমিগুলোয় মোট ১ কোটি ৩৪ লাখ ৮৯ হাজার কেজি চা উৎপাদন হয়েছে। গত বছরের একই সময় যা ছিল ১ কোটি ১৪ লাখ ৩৫ হাজার কেজি। অর্থাৎ জুলাইয়ে আগের বছরের একই সময়ের তুলনায় চা উৎপাদন বেড়েছে ২০ লাখ ৫৪ হাজার কেজি। বাংলাদেশ চা বোর্ড আরো জানায়, ২০২৪ সালের জানুয়ারি-জুলাই পর্যন্ত দেশে সর্বমোট ৩ কোটি ৫৭ লাখ ৪০ হাজার কেজি চা উৎপাদন হয়েছে। চলতি বছরের একই সময় তা কিছুটা বেড়ে ৩ কোটি ৫৯ লাখ ৮০ হাজার কেজিতে পৌঁছেছে।

Around 35 per cent of taxpayers in each of the 41 tax zones across the country did not file tax returns in the last fiscal year despite having the taxpayer identification number (TIN). A gap analysis, conducted by the National Board of Revenue (NBR), has revealed the alarming picture where TIN holders have not been followed up properly by taxmen in most of the tax zones. The analysis was done following a nominal year-on-year increase, nearly 6.0 per cent, in the number of return filers in FY25. A persisting gap between the number of TIN holders and return filers is a widely-discussed issue in Bangladesh, which has one of the poorest tax-to-gross domestic product (GDP) ratios - 6.7 per cent - in the world. In the last fiscal year, some 5.3 million TIN holders did not submit returns. However, taxmen opened files for only 1.3 million of them. A senior tax official says tax zones are responsible for opening a tax file for each TIN holder listed in their jurisdiction to follow up and raise the number of taxpayers. He says both taxpayers and taxmen are responsible for the poor tax base in Bangladesh. The NBR recently issued orders to all tax zones to serve notices to all non-filers in their jurisdictions. In FY25, taxmen served notices to 0.9 million TIN holders for not filing returns. However, only 17.28 per cent of the non-filers received notices, an analysis by The Financial Express found.

ডেনিম ফ্যাব্রিকসের উৎপাদন সক্ষমতা বাড়াতে কারখানায় নতুন মূলধনি যন্ত্রপাতি কেনার সিদ্ধান্ত নিয়েছে বস্ত্র খাতের তালিকাভুক্ত কোম্পানি এভিন্স টেক্সটাইলস লিমিটেডের পর্ষদ। এতে ব্যয় হবে ১৪ কোটি ৬২ লাখ ৩২ হাজার টাকা। সম্প্রতি কোম্পানিটির পর্ষদ সভায় এ সিদ্ধান্ত নেয়া হয়েছে। ঢাকা স্টক এক্সচেঞ্জ (ডিএসই) সূত্রে এ তথ্য জানা গেছে। তথ্যানুসারে, কারখানার উৎপাদন বাড়াতে একটি ডেনিম ডায়িং সাইজিং মেশিন ও একটি হাইস্পিড রÅvপিং মেশিন কিনবে এভিন্স টেক্সটাইল। তাইওয়ানের কাছ থেকে এসব যন্ত্রপাতি কেনা হবে। জাহাজ ভাড়াসহ এসব যন্ত্রপাতি আমদানি করতে ১২ লাখ ডলার ব্যয় হবে, বাংলাদেশী মুদ্রায় যার পরিমাণ ১৪ কোটি ৬২ লাখ ৩২ হাজার টাকা।

ঢাকা শহরের ভোক্তাদের মধ্যে সাশ্রয়ী মূল্যে পরিবেশবান্ধব পাটের ব্যাগ বাজারজাত কার্যক্রমের উদ্বোধন করা হয়েছে। টিসিবির নির্ধারিত ডিলারদের ভর্তুকি মূল্যে এসব ব্যাগ বিক্রির জন্য নিয়োগ দেয়া হয়েছে এবং রাজধানীর বিভিন্ন বাজারে নির্ধারিত দোকান থেকে ব্যাগ পাওয়া যাবে। ব্যাগের মান ও সাইজ অনুযায়ী ২০ টাকা, ২৫ টাকা, ৩০ টাকা, ৩৫ টাকা, ৭০ টাকা এবং ৮০ টাকা নির্ধারণ করা হয়েছে। গতকাল রাজধানীর কারওয়ান বাজারে ‘ঢাকা শহরের ভোক্তাদের মধ্যে সাশ্রয়ী মূল্যে পরিবেশবান্ধব পাটের ব্যাগ বাজারজাতকরণ’ কার্যক্রমের উদ্বোধন করা হয়। এ সময় প্রধান অতিথির বক্তব্যে পরিবেশ, বন ও জলবায়ু পরিবর্তন মন্ত্রণালয় এবং পানিসম্পদ মন্ত্রণালয়ের উপদেষ্টা সৈয়দা রিজওয়ানা হাসান নিষিদ্ধ ঘোষিত পলিথিন শপিং ব্যাগের পরিবর্তে সাশ্রয়ী মূল্যের পাটের ব্যাগ ব্যবহারের জন্য জনগণের প্রতি আহ্বান জানান।

The price of raw jute has hit a record high this harvesting season due to growing demand both at home and abroad. Farmers are happy with better prices, but jute factories are struggling as traders are hoarding large volumes of raw jute. Prices may even cross the record set in 2001, they say. In major jute-producing areas such as Pabna, Tangail, Rajbari, Faridpur, Gopalganj, Shariatpur, and Madaripur, raw jute is selling at Tk 4,000-4,300 per maund (37.32 kg)-an all-time high for any harvesting season. Md Atiar Rahman, a farmer and part-time rickshaw driver from Pabna, says he sold jute from his five bighas of land at Tk 3,800-4,000 per maund in mid-August. Including the sale of jute sticks, he made a profit of about Tk 15,000 per bigha. "Last year, I cultivated eight bighas, but this year many farmers reduced their jute land areas. Prices have now gone above Tk 4,200 in local markets," he said. He also has mentioned that seasonal traders (farias) were buying large amounts on behalf of big traders and exporters. Bangladesh Jute Spinners Association (BJSA) president Tapas Pramanik has told the FE that while it is good news that farmers are getting fair prices, a large share is being stockpiled by traders to push prices even higher.

As part of the ongoing reform recipes to empower the central bankers for proper implementation of the regulations, the banking-regulatory body moved for amending the decades-old Bangladesh Bank Order 1972 under which the central bank functions. With the greater objective in mind, the central bank authorities kept the important matter on its agenda of the latest board meeting held on August 26 for its approval before placing to the interim government. But the central bankers did not present the agenda before the board because of claimed non-cooperation by government secretaries on the 9-member board, according to the meeting insiders. However, the secretaries who sit on the central bank board rejected the claim, saying that the issue was discussed in the board meeting where they made some observations in the proposed draft in the amended BB order that needs to be corrected before placing at the next board meet. Bangladesh Bank Governor Dr Ahsan H. Mansur heads the nine-member board. Eight other board-of-directors members are Finance Division secretary Dr Md. Khairuzzaman Mozumder, National Board of Revenue (NBR) chairman Md.
