The Chittagong Stock Exchange (CSE) now has no bar to commence the operation of its Commodity Exchange (CX) as the securities regulator approved the regulations of the country's maiden CX. The approval came on Tuesday at a meeting of the Bangladesh Securities and Exchange Commission (BSEC). Although the port city bourse received the licence to operate its CX in October 2023, it has been unable to ensure logistics in the absence of regulations for CX operations. The listing of derivatives, issuance of licences to brokers and appointment of authorised representatives are not possible without approved regulations. The CX's regulations also feature clearing & settlement criteria. "It would take around one month to have a gazette on the regulations approved by the securities regulator. After the publication of the gazette notification, the country's maiden CX will get a visible shape," said CSE's Managing Director M Shaifur Rahman Mazumdar. A commodity exchange enables the trading in future commodity contracts, where traders agree to buy or sell goods at a negotiated price on a predetermined date. The proposed CX will function as a subsidiary of the Chittagong bourse.

Some US$18 billion to 20 billion had been laundered during the deposed past regime and the central bank under the interim government launched an all-out drive for freezing the siphoned-off assets of Bangladeshis abroad, says Dr Ahsan H. Mansur. The main target of the central bank is to go for maximum overseas asset freezing of the Bangladeshi citizens involved in money laundering, the Bangladesh Bank (BB) governor told reporters Tuesday. After the launch of annual report of Bangladesh Financial Intelligent Unit (BFIU) for the financial year 2023-2024 at the BB headquarters, the governor at a press briefing said they had wanted to see overseas asset freezing of Bangladeshi money launders within six months after his return from United Kingdom visit in March last. "But within two months (of the trip), we have seen instance of freezing assets of Bangladeshis in the foreign country, which is good," he replied to a question why it is taking time to bring back the laundered money.

In addition to maintaining austerity measures to rein in high inflation in the upcoming fiscal year, the government will have to move to a market-based exchange rate as a condition of the IMF loan – which the finance ministry fears could put significant pressure on the economy. In its Medium-Term Macroeconomic Policy Statement, the ministry warns that if the dollar appreciates under a market-based exchange rate, the cost of importing essential goods will rise, potentially undermining efforts to control inflation. A long-despised fiscal measure styled 'minimum value' provision in the customs act is up for getting axed to allow importers to assess transactional value for imposition of duty taxes, sources said. The much-debated provision has affected competitiveness and capital flow of the businesses for long as customs officials were empowered to fix a minimum import value of goods to impose duty taxes on that. In that case, as higher value is set as minimum value, many of the importers have to pay duty on the assessed value much higher than that of their purchase value. Also, newspaper industry is likely to see a cut in import duty on newsprint. The rate of customs duty might be cut to 3.0 per cent from the existing 5.0 per cent. Small savers having up to Tk 0.3 million worth of bank deposits will be exempted from payment of excise duty from the upcoming fiscal year, sources familiar with the developments told the FE, preferring anonymity.

Bangladesh's economy has faced a significant slowdown in the current fiscal year, with the three big sectors - agriculture, industry, and services - recording slower growth, official data showed on Tuesday. The FY25 gross domestic product (GDP) growth was recorded at 3.97 per cent, the lowest since the coronavirus-impacted FY20, provisional data from the Bangladesh Bureau of Statistics (BBS) revealed. The key sectors grew at modest rates - agriculture by 1.79 per cent, industry by 4.34 per cent, and services by 4.51 per cent. While these figures reflect some economic activities, they fall far short of the government's initial ambitious GDP-growth target of 6.75 per cent and even the revised target of 5.25 per cent for the current fiscal year. Although GDP expanded at a slower rate, per capita income rose to $2,820 in the current fiscal year from $2,738 in FY24. The lower GDP growth aligns with earlier projections made by international bodies. The International Monetary Fund (IMF) forecast 3.76 per cent, the Asian Development Bank (ADB) 3.9 per cent, and the World Bank (WB) 3.3 per cent for FY25. The trio cited persistent economic challenges as reasons for lower projections. Though the GDP growth slowed down to 3.45 per cent in FY20 during the Covid-19 pandemic, it rebounded the following year with an expansion rate of 6.94 per cent, which further rose to 7.10 per cent in FY22.

বাংলাদেশ বিনিয়োগ উন্নয়ন কর্তৃপক্ষ (বিডা), বাংলাদেশ অর্থনৈতিক অঞ্চল কর্তৃপক্ষ (বেজা) ও বাংলাদেশ রফতানি প্রক্রিয়াকরণ অঞ্চল কর্তৃপক্ষ (বেপজা)—এ তিন সংস্থায় চলতি অর্থবছরের নয় মাসে (জুলাই-মার্চ) প্রায় ১ বিলিয়ন ডলারের বিদেশী বিনিয়োগ প্রস্তাব এসেছে। এক যৌথ বিবৃতিতে গতকাল এ তথ্য জানিয়েছেন বিডা ও বেজা। বিবৃতিতে বলা হয়েছে, অক্টোবর ২০২৪ থেকে মার্চ ২০২৫ পর্যন্ত মোট ৭৫ কোটি ৬০ লাখ ডলারের (৯ হাজার ২৪৭ কোটি টাকা) নিট বিদেশী বিনিয়োগ এসেছে। বিগত নয় মাসে বিডা মোট ৭৩৯টি শিল্প প্রকল্প নিবন্ধন করেছে, যার মধ্যে ৬৬টি সম্পূর্ণ বিদেশী মালিকানাধীন ও ৬১টি যৌথ বিনিয়োগ। এদিকে বেজা ১৬টি প্রতিষ্ঠানের সঙ্গে জমি ইজারা চুক্তি সম্পাদন করেছে, যার মধ্যে ছয়টি পুরোপুরি বিদেশী মালিকানাধীন ও তিনটি যৌথ উদ্যোগ। এছাড়া বেপজা মোট ৩১টি প্রতিষ্ঠানের সঙ্গে ইজারা চুক্তি করেছে। সব মিলিয়ে মোট প্রস্তাবিত বিদেশী বিনিয়োগ এসেছে প্রায় ১ বিলিয়ন ডলার (১২ হাজার ২২০ কোটি টাকা)।

চিটাগং স্টক এক্সচেঞ্জের (সিএসই) তালিকাভুক্ত কোম্পানিগুলোর পারফরম্যান্স পর্যালোচনার ভিত্তিতে এক্সচেঞ্জটির শরিয়াহ সূচক চূড়ান্ত করা হয়েছে। এতে নতুন করে তিনটি কোম্পানিকে যুক্ত এবং আগের পাঁচটি কোম্পানিকে বাদ দেয়া হয়েছে। সব মিলিয়ে ১২১টি কোম্পানিকে শরিয়াহ সূচকে অন্তর্ভুক্ত করা হয়েছে। আগামী ৩ জুন থেকে এটি কার্যকর হবে। সিএসইর শরিয়াহ সূচকে যুক্ত হওয়া তিন কোম্পানি হলো মিরাকল ইন্ডাস্ট্রিজ লিমিটেড, প্রিমিয়ার সিমেন্ট মিলস পিএলসি ও সায়হাম কটন মিলস লিমিটেড। অন্যদিকে সূচকটি থেকে বাদ যাওয়া কোম্পানিগুলো হলো বিডিকম অনলাইন লিমিটেড, জিবিবি পাওয়ার লিমিটেড, ওইমেক্স ইলেকট্রোড লিমিটেড, সাইহাম টেক্সটাইলস মিলস লিমিটেড ও উসমানিয়া গ্লাস শিট ফ্যাক্টরি লিমিটেড।

মেয়াদ শেষ হওয়ায় এশিয়ান টাইগার সন্ধানী লাইফ গ্রোথ ফান্ডটি বর্তমানে অবসায়ন প্রক্রিয়ার মধ্যে রয়েছে। ফান্ডটির ট্রাস্টি বাংলাদেশ জেনারেল ইন্স্যুরেন্স কোম্পানি পিএলসি এ তথ্য গতকাল ঢাকা স্টক এক্সচেঞ্জকে (ডিএসই) জানিয়েছে। তথ্যানুসারে, সিকিউরিটিজ অ্যান্ড এক্সচেঞ্জ কমিশন (মিউচুয়াল ফান্ড) বিধিমালা, ২০০১ অনুযায়ী ফান্ডটি অবসায়নের আওতাভুক্ত। এ পরিপ্রেক্ষিতে ফান্ডটির ট্রাস্টি পর্ষদ সব বিনিয়োগকারী ও দাবিদারকে আগামী ২৩ জুনের মধ্যে লভ্যাংশ, মূলধন ফেরত বা অন্য যেকোনো দাবির বিষয়ে প্রয়োজনীয় কাগজপত্রসহ লিখিতভাবে আবেদন করার অনুরোধ জানিয়েছে। আবেদনের ঠিকানা: ট্রাস্টি বিভাগ, প্রথম তলা, ৪২, দিলকুশা বাণিজ্যিক এলাকা, ঢাকা-১০০০। উল্লেখ্য, ওই তারিখের পর জমাকৃত কোনো আবেদন গ্রহণযোগ্য হবে না বলে জানিয়েছে ট্রাস্টি পর্ষদ।

The broad index of the Dhaka bourse on Tuesday experienced another sharp fall by 41 points, extending the losing streak for the fifth session in a row and hitting the lowest level in around five years. The DSEX, broad index of the Dhaka Stock Exchange (DSE), dipped below 4700-mark as jittery investors continued to be in a selling spree. It lost a total of 123 points or 2.56 per cent in the five sessions to Tuesday and settled at 4678 points. A further index correction by 41 points on Tuesday bore significance as the market had already reached its widely-believed lowest point after persistent correction. Of the 41 points lost, the loss of 32 points was shared between 10 index draggers, including Square Pharmaceuticals and British American Tobacco Bangladesh. Square Pharma alone caused a loss of 6 points in the broad index. The company's market cap was reduced by 1.6 per cent on the DSE. The overall price-to-earnings ratio of the DSE now hovers around 9, which indicates that listed securities have experienced significant correction over the last few months. The price erosion of large-cap stocks, especially the blue chip ones, intensified the recent index fall. On Tuesday, 20 blue chip companies closed in the red. The DS30 index shed 1.01 per cent or 17.73 points to close at 1724 points. On the other hand, Shariah-based listed banks, including junk stock ICB Islamic Bank, saw appreciation as the market reacted positively to the news over the central bank's decision to merge weak banks in the drive to reform the financial sector.

Women entrepreneurs in the small and medium enterprise (SME) sector are facing numerous challenges due to high tax and VAT rates, complex tax systems, and lack of access to finance and infrastructure despite contributing to the country's socio-economic development, insiders said. Other challenges include lack of skilled manpower and shortage of display centres, social and religious barriers, lack of childcare centres and market connectivity, poor networking, and lack of required subsidies and exemptions. These are making negative impacts on productivity, innovation, capacity, and the ability of the sector to properly compete in global markets, insiders said. They also said the existing challenges are hindering the overall SME sector's growth and competitiveness. Besides, they claimed higher VAT and tax rates limit the ability of SMEs to innovate, diversify, and develop new products and services. Currently, SME entrepreneurs have to pay 15 per cent VAT and non-listed SME owners have to pay 27.50 per cent corporate tax, according to the SME Foundation. The government should take steps to provide all kinds of support, aiming to make the sector sustainable and ensure the expected growth, opined Alfaz Mia, owner of a boutique in the capital's New Market.

Weak investment remains the most pressing challenge facing the economy, according to the Centre for Policy Dialogue (CPD), which expects that some uncertainties might ease after the upcoming general election. "We have not been able to stimulate investment, and this is the biggest challenge for the economy," says Dr Mustafizur Rahman, a distinguished fellow at the CPD, a private think tank. He made the remarks while responding to questions at a media briefing titled 'State of the Bangladesh Economy in FY24-25 (Third Reading)', organised under the CPD's flagship programme, the Independent Review of Bangladesh Development (IRBD), in the city on Tuesday. Despite the latest setback, he promised a faster launch pace moving forward, with a Starship soaring every three to four weeks for the next three flights. It was the first time one of Musk’s Starships — intended for moon and Mars travel — flew with a recycled booster. There were no plans to catch the booster with giant chopsticks back at the launch pad, with the company instead pushing it to its limits. Japan may provide 500 million US dollars as budgetary support for Bangladesh, against its request for one-billion-dollar, a government spokesperson said on Tuesday. "We are expecting 500 million dollar budget support from Japan during the visit of Chief Adviser Professor Muhammad Yunus," said Press Secretary to the CA, Shafiqul Alam, on Tuesday. Addressing a press briefing, he also said Japan might provide another 250 million dollars for development of railway infrastructure. Professor Muhammad Yunus was scheduled to leave Dhaka for Tokyo in the early hours of today (Wednesday) on a four-day official visit. He will attend the 30th Nikkei Forum Future of Asia tomorrow and will have bilateral talks with Japanese Prime Minister Shigeru Ishiba in Friday. During the visit, two seminars will be held - one on investment by the Japan External Trade Organisation (JETRO) and Japan International Cooperation Agency (JICA), where hundreds of businessmen of both countries will discuss the economic future. The other seminar will be on skilled labourers or workers hosted by the Bangladesh side with Japanese public private engagement, the envoy said, adding that on both occasions, some MoUs are to be signed.

Various international agencies and coordinators from foreign embassies are expressing growing frustration with Bangladesh's asset recovery task force, citing slow progress, loose timelines, and inadequate documentation to support cases in international courts. The British High Commission in Dhaka, a key player in the stolen asset recovery process, recently hosted an informal coordination meeting where all foreign parties conveyed their dissatisfaction with the task force's progress, The Business Standard has learned from multiple sources. The meeting, held last month at the UK High Commission, saw attendance from representatives of the US, Singapore, Switzerland, the European Union, and Canada. A common concern among all representatives was the pervasive lack of proper documentation for cases. They expressed willingness to support the task force, but stressed that no substantial information had been provided to build a case for an international court, with Bangladeshi officials involved in the task force failing to supply adequate details on any specific case.

In addition to maintaining austerity measures to rein in high inflation in the upcoming fiscal year, the government will have to move to a market-based exchange rate as a condition of the IMF loan – which the finance ministry fears could put significant pressure on the economy. After years of anticipation, people in Bangladesh may soon get official access to Google's digital payment services without depending on workarounds. Fintech industry sources told TBS that Google is preparing to launch Google Wallet – commonly known as Google Pay – in Bangladesh within the next month. With the rollout, Android smartphones will soon serve as fully functional wallets, eliminating the need to carry cards – often referred to as "plastic money". From air travel to shopping and cinema, mobile phones will become the gateway to a wide array of contactless transactions, fundamentally reshaping the way Bangladeshis pay. Initially, only cardholders of City Bank will be able to link their Visa and Mastercard accounts, including Bangladesh currency cards, to Google Wallet and pay using Android phones at any terminal that supports NFC (Near Field Communication) payments.
