The government agencies are not seemingly functioning properly as their development programme-implementation rate in the first eight months of the current financial year was the lowest in 14 years, officials said on Monday. The annual development programme (ADP) execution rate from July to February of FY25 was 24.27 per cent, 6.91 percentage points lower compared to the same period of the previous fiscal year, the Implementation Monitoring and Evaluation Division (IMED) data shows. Although there was a setback during last year's July-August uprising, the agencies have so far failed to improve their very poor implementation capacity, said a senior IMED official. Last month, they implemented only 2.76 per cent of the ADP, the lowest in the recent past, he added. Market stakeholders urged the revenue authority to widen the corporate tax rate gap to at least 10 percentage points between listed and non-listed firms so that good companies feel encouraged to float shares to the public. At present, listed firms, except for banks, insurers, financial institutions, mobile operators, and tobacco companies, which have issued shares equivalent to more than 10 per cent of their paid-up as free float, pay 20 per cent corporate tax a year while their non-listed peers pay 25 per cent tax, subject to compliance with some conditions. The tax rate is 22.5 per cent for the listed firms having free float equivalent to 10 per cent or less of their paid-up, which is raised further to 25 per cent if companies fail to meet certain regulatory conditions, such as maximum cash transactions of Tk 3.6 million in a year. Five years ago, the tax rate gap between listed and non-listed companies was 10 percentage points, which was cut to 5 percentage points last year despite repeated requests from market stakeholders for an expansion of the gap.

The interim government will take an immediate measure to recognise cotton as an agricultural product so that growers can get low-interest loans as well as subsidy to boost cotton cultivation."There will be a positive decision in two or three months on increasing cotton production and easing cotton import," foreign adviser Md Touhid Hossain said on Monday without detailing the measure. He, however, said 100-per cent local cotton production was not possible due to scarcity of land, but the production of raw material could be enhanced up to 25 per cent. The government plans to provide cotton traders with a bonded warehouse facility to import the fibre duty-free, aiming to ease the trade gap with the United States – the single largest export destination for Bangladesh – according to sources at the National Board of Revenue (NBR). An initiative has already been taken to amend the Bonded Warehouse Licensing Rules after receiving a letter from the Bangladesh ambassador in Washington in favour of a US company seeking the facility. The government has met 76 per cent of its FY25 rice-import target so far, thanks to the grain's sourcing from multiple countries, officials said. The two latest consignments totalling 35,000 tonnes arrived at the Chittagong port from India and Vietnam, according to a food ministry announcement. With those, the Directorate General of Food (DGoF) has imported a total of 0.38 million tonnes of rice. Director (procurement) of DGoF Md Moniruzzaman said the government's primary target was to bring in 0.50 million tonnes of rice in the current financial year to help stabilise the domestic market and contribute to the social safety net. He said the government has finalised deals with four countries - India, Pakistan, Myanmar, and Vietnam - to import rice.The target until June this year was 0.50 million tonnes, while the food ministry has extended it to 0.90 million tonnes until December, he also said. Cross-border credit-card transactions in India by Bangladeshi users saw a significant decline in January 2025, falling to Tk 326 million from Tk 400 million in December last year, according to the latest Bangladesh Bank data. This marks an 18.5-per-cent drop, reflecting a slowdown in overseas spending amid economic uncertainties. A country-wise breakdown of cross-border transactions reveals that the majority of credit card transactions took place in the USA, accounting for 15.44 per cent. The remaining transactions were spread across other countries: Thailand (14.38 per cent), Singapore (8.58 per cent), Malaysia (7.87 per cent), UK (7.45 per cent), India (7.31 per cent), Saudi Arabia (6.812), Netherlands (3.90 per cent), Canada (3.84 per cent), UAE (3.78 per cent), Australia (3.16 per cent), Ireland (2.68 per cent), and other countries (14.79 per cent). Overall, domestic and cross-border transactions, as well as credit card usage by Bangladeshi nationals abroad, saw a slight decrease in January 2025 compared to the previous month.
