Non-bank financial institutions (NBFIs) see a ray of hope for the industry's much-needed rebound with increased deposits in the second quarter (Q2) of this financial year. Not only did the deposits increase but the loans and advances distributed by them also saw a 2.61-percent increase in the October-December period of FY25 from the previous quarter, the latest data shows. This positive sign in the financial services sector comes at a time when it is struggling to remain competitive on the money market due to fragile confidence mostly stemming from growing non-performing loan (NPL) buildups and cash withdrawals by institutional depositors. According to the latest statistics released by the Bangladesh Bank (BB) on Sunday, total deposits, excluding inter-NBFIs, in the sector increased by Tk 1.868 billion or 0.37 per cent to Tk 480.252 billion during October-December 2024 compared to July-September of the year. On the other hand, total loans and advances by NBFIs increased by around Tk 19.36 billion or 2.61 per cent to Tk 760.77 billion during Q2 of FY25 compared to the previous quarter.

Government revenue shortfall could soar to Tk 1.05 trillion at the end of this fiscal year even after factoring in the potential sources to boost collection, says the CPD about state of the outgoing fiscal while drawing next national budget's outlook.The Centre for Policy Dialogue (CPD) mentioned Sunday that the revenue collection grew by just 4.4 per cent between July and December in the financial year 2024-25."To meet this fiscal year's revenue target, collection needs to be increased by more than 55 per cent in the remaining period, which is virtually impossible even after considering all potential sources," CPD Executive Director Dr Fahmida Khatun told a media briefing on recommendations for the FY26 national budget of Bangladesh at its office in the capital. She made several recommendations and observations regarding the fiscal and economic challenges. She emphasised the National Board of Revenue (NBR) must undergo modernisation, leveraging the latest technology, to establish a hassle-free tax system.The CPD proposed raising the tax-free income threshold to Tk 400,000 from the current Tk 350,000 in the next budget, citing high inflation and the fact that many people are now withdrawing funds from savings to cover daily expenses. Dr Khatun said the highest income-tax rate should be raised to 30 per cent from the existing 25 per cent. She also expressed scepticism about the central bank's expectation of lowering inflation within this fiscal year, warning that multiple risks - including US President Donald Trump's tariff wars - could complicate economic stability.

All bank accounts of OGS Bangladesh have been seized by the central bank for allegedly running a Ponzi scheme that fools investors with lucrative profits, in a resurgence of MLM frauds. A Ponzi scheme is an investment fraud that pays existing investors with funds collected from new investors. Scheme organizers often promise to invest one's money and generate high returns with little or no risk and with no investment of their own. The action came following media report on detection of gross irregularities through offering windfall monthly returns to attract investors, in defiance of the rules."I have issued an order to seize all bank accounts of that company immediately just after seeing a media report," Bangladesh Bank Governor Dr Ahsan H Mansur told the FE writer. The central bank has moved to take legal action and close operations of this company, he added." Already, I have ordered suspending operation of this company. Earlier in a press statement, Bangladesh Bank had issued a note of caution against Pyramid, a Ponzi scheme or multi-level marketing (MLM) business.

রমজান ও ঈদকে ঘিরে বাজারে নগদ টাকার চাহিদা বাড়ে। নতুন নোট ছেড়ে সে চাহিদা মেটায় বাংলাদেশ ব্যাংক। এবার শেখ মুজিবুর রহমানের ছবিসংবলিত নতুন নোট বাজারে ছাড়া নিয়ে কেন্দ্রীয় ব্যাংক পড়েছে বিড়ম্বনার মুখে। প্রথমে বলা হয়, ঈদ উপলক্ষে পুরনো ডিজাইনের নতুন নোটই বাজারে ছাড়া হবে। যদিও পরে সে সিদ্ধান্ত থেকে সরে এসে জানানো হয়, ব্যাংকের শাখায় থাকা নতুন নোটও বাজারে ছাড়া যাবে না। কেন্দ্রীয় ব্যাংকের এ দ্বিধাদ্বন্দ্বের জেরে তৈরি হয়েছে নগদ টাকার সংকট। দেশের অনেক জেলায় ব্যাংকগুলো চাহিদা অনুযায়ী নগদ টাকা পাচ্ছে না বলে জানা গেছে।

The government has moved to launch an onshore bidding round, 28 years after the previous one, to expedite hydrocarbon exploration in onshore areas with a view to meeting the country's mounting natural gas demand in industries, power plants and other establishments. State-run Petrobangla has already prepared a draft of the Model Production Sharing Contract (MPSC) making the terms attractive to potential international oil companies (IOCs), a senior Petrobangla official told The Financial Express Sunday. The gas purchase price is linked with the dated Brent on a three-month rolling average basis. The MPSC terms of the previous 1997 onshore bidding round were linked to high sulfur fuel oil (HSFO) with a price floor and a ceiling. Like the MPSC for offshore blocks, the interim government has taken the initiative to sweeten the model PSC for onshore blocks in line with the recommendations from Scotland's Wood Mackenzie. "We are working to fix the new formula so that the price could be linked to around 8.0 per cent of the dated Brent crude with a capping in the Brent crude price," said the senior Petrobangla official. Based on the current Brent price assumption, gas price is anticipated to be in the range of around US$5.50 per million British Thermal unit (MMBtu).

Stakeholders in the country's insurance sector have suggested that weak companies should be merged with better performers to ease competition and improve service quality. The recommendation has been made in a research paper recently submitted to the chief of the insurance regulator. Brig. Gen. Md Shafique Shamim, chief executive officer and managing director of general insurer Sena Insurance, who had prepared the report, urged the Insurance Development and Regulatory Authority (IDRA) to make a prompt decision on mergers and disclose which companies need merger for survival. The report compares Bangladesh's insurance industry with that of India, Pakistan and Sri Lanka to establish the unhealthy competition that insurance companies here are facing. India, with a gross domestic product (GDP) of $3.9 trillion and a population of 1.44 billion, has only 59 insurance companies whereas Bangladesh has 82 insurance companies operating in an economy that is just 11.66 per cent of India's GDP and serves a population of 171 million. Pakistan and Sri Lanka, economies that are significantly smaller than Bangladesh, have only 40 and 28 insurance companies.

The yields on treasury bills (T-bills) increased significantly on Sunday as banks showed reluctance to invest their excess liquidity in the securities ahead of the upcoming Eid-ul-Fitr. The cut off yield, generally known as interest rate, on the 91-Day T-bills rose to 10.75 per cent from 10.35 per cent of the previous level while the yield on 182-Day T-bills reached 10.90 per cent from 10.84 per cent from the earlier level. However, the yield on 364-Day T-bills rose to 11.09 per cent on the day from 10.79 per cent earlier, according to the auction results. "Most banks are now focused on managing their funds efficiently before and after the Eid rather than investing in government securities," a senior official of the Bangladesh Bank (BB) told The Financial Express (FE) while explaining the upward trend in T-bill yields. He also said that T-bill yields are unlikely to decline before the festival. The government borrowed Tk 70 billion on the day through issuing three types of T-bills to partially meet its budget deficit. The rise in T-bill yields may continue in the coming months as liquidity support from the central bank through the repo facility is set to tighten after the Eid holidays," head of treasury at a leading private commercial bank (PCB) told the FE.

As the measures taken through monetary policy are failing to tame indomitable inflation in Bangladesh, eminent economists suggest the government enhance food stock and raise open-market sale of foodstuffs to mitigate inflationary pressure on the commoners. They came up with the suggestion at a pre-budget meeting Sunday with Finance Adviser Dr Salehuddin Ahmed at the state guesthouse Padma in the capital, Dhaka, as the process of making the next national budget gets underway at a crucial juncture of the country. "Their main suggestion was about challenges in lowering inflation," the adviser told newsmen after the meeting was over. "They told me that as the monetary-policy steps are not working in this case, you have to make buffer stock, make open sale of products, and make them more regular," he added. Mr Ahmed said the economists wanted the government to take measures for increased employment generation to help lowering inequality.

চলতি ২০২৪-২৫ অর্থবছর শেষে দেশের রাজস্ব আয়ের ঘাটতি ১ লাখ কোটি টাকা ছাড়িয়ে যেতে পারে বলে ধারণা করছে বেসরকারি গবেষণাপ্রতিষ্ঠান সেন্টার ফর পলিসি ডায়ালগ (সিপিডি)। অন্যদিকে ২০২৫-২৬ অর্থবছরে সরকারের প্রত্যাশা অনুযায়ী মূল্যস্ফীতিও নিয়ন্ত্রণে আনা যাবে না বলে মনে করছে সংস্থাটি। এছাড়া এলডিসি গ্র্যাজুয়েশনকে মাথায় রেখে আগামী বাজেট প্রণয়নের পরামর্শ দিয়েছে সিপিডি। রাজধানীর ধানমন্ডিতে সিপিডি কার্যালয়ে গতকাল আয়োজিত সংবাদ সম্মেলনে এসব তথ্য জানান সংস্থাটির নির্বাহী পরিচালক ফাহমিদা খাতুন। আগামী ২০২৫-২৬ অর্থবছরের বাজেটকে সামনে রেখে বিভিন্ন সুপারিশ তুলে ধরতে এ অনুষ্ঠানের আয়োজন করা হয়। এ সময় উপস্থিত ছিলেন সিপিডির বিশেষ ফেলো মোস্তাফিজুর রহমান, গবেষণা পরিচালক খন্দকার গোলাম মোয়াজ্জেম ও গবেষক মুনতাসীর কামাল প্রমুখ।

বাংলাদেশে করপোরেট করহার অনেক বেশি উল্লেখ করে আগামী জাতীয় বাজেটে করপোরেট করহার 'রিভিজিট' করা হবে বলে জানিয়েছেন অর্থ উপদেষ্টা সালেহউদ্দিন আহমেদ। একইসঙ্গে বৈষম্য কমাতে পরোক্ষ করের চেয়ে প্রত্যক্ষ কর আদায়ে জোর দেওয়া হবে বলেও জানান তিনি। রাষ্ট্রীয় অতিথি ভবন পদ্মায় দেশের খ্যাতনামা অর্থনীতিবিদদের সঙ্গে অনুষ্ঠিত প্রাক-বাজেট সভা শেষে গতকাল (১৬ মার্চ) সাংবাদিকদের প্রশ্নের উত্তরে তিনি এ কথা বলেন। অর্থ উপদেষ্টা বলেন, 'আমি দায়িত্ব গ্রহণের পর বিভিন্ন ব্যক্তি ও খাতকে দেওয়া কর অব্যাহতি বাতিল করে দিয়েছি। ট্যাক্স এক্সপেন্ডিচার (কর ব্যয়) কমাতে আগামী বাজেটে এ ধরনের অব্যাহতি আরও কমানো হবে।' তিনি আরও বলেন, 'পরোক্ষ করের প্রভাব ধনী-দরিদ্র সবার ওপর সমানভাবে বর্তায়। তাই পরোক্ষ করের চেয়ে প্রত্যক্ষ কর আদায়ে জোর দেওয়া হবে।' সভায় বিশিষ্ট অর্থনীতিবিদ ও সেন্টার ফর পলিসি ডায়ালগের (সিপিডি) চেয়ারম্যান রেহমান সোবহান প্রস্তাব করেন, যেসব ব্যক্তি ও প্রতিষ্ঠানের করযোগ্য আয় থাকা সত্বেও কর দেয় না, তাদের বিরুদ্ধে শাস্তিমূলক ব্যবস্থা নিতে নতুন আইন প্রণয়ন করা হোক। আগামী বাজেটে এ ধরনের আইন করা হবে কি না, এমন প্রশ্নে অর্থ উপদেষ্টা বলেন, 'এ বিষয়ে আমি কমিট করছি না। আমাদের ব্যবসায়ীরা এমনিতেই সবসময় বিভিন্ন সমস্যার কথা তুলে ধরেন, নানা সুবিধা চান।'
