The government has slashed its bank borrowing target by 28 per cent, or Tk 385 billion, for this fiscal year, due to lower expenditures and slower implementation of the Annual Development Programme (ADP). Under the revised target, the government will borrow Tk 990 billion instead of Tk 1375 billion by the end of June 2025 from the country's banking system, officials said. CHATTOGRAM, Feb 12: A total of 269 lighterage ships carrying thousands of tonnes of imported goods have been floating in the sea and rivers in different parts of the country for several weeks, creating a crisis of such vessels at the Chittagong port. It has been alleged that importers are not unloading the goods from the vessels deliberately as part of their strategy to hike prices by creating an artificial shortage ahead of Ramadan. Besides, they are allegedly using the ships as floating warehouses to avoid godown charges. Because of the vessel crisis at the Chittagong port, Bangladesh Water Transport Coordination Cell (BWTCC), the regulatory body for lighterage ships, is in trouble. It is unable to provide the required ships to carry and unload the imported goods, while vessel schedules at the port have been disrupted. Its officials said 269 vessels have been turned into floating warehouses. Besides, 888 vessels carrying several lakh tonnes of goods are at 69 inland ports across the country. They are loaded with a variety of commodities, including maize, wheat, sugar, gram, lentils, peas, triple superphosphate, urea, muriate of potash, coal, stones, and clinkers. Meanwhile, the country's wholesale markets are waiting for the imported essentials to keep the supply chain running ahead of the holy month.

ফলে পুষ্টি যতই প্রয়োজনীয় হোক না কেন, ফল খাওয়া এখন সাধারণ ভোক্তার জন্য বিলাসিতা হয়ে উঠেছে। কারণ সরকার বছরের পর বছর ধরে আমদানি করা তাজা ফলের ওপর শুল্ক বাড়িয়ে চলেছে। এতে একদিকে ফলের দাম বাড়ছে, অন্যদিকে আমদানি ক্রমাগত কমছে। ২০২১-২২ সালে ফল আমদানিতে শুল্ক ছিল ৮৯.৩২ শতাংশ। তবে গত তিন বছরে তা বেড়ে এখন ১৩৬.২০ শতাংশ হয়েছে। অর্থাৎ আন্তর্জাতিক বাজার থেকে কোনো আমদানিকারক ১০০ টাকায় এক কেজি আপেল কিনলে আমদানি শেষে ওই ফলের জন্য সরকারকে দিতে হচ্ছে ১৩৬.২০ টাকা।

জাতীয় রাজস্ব বোর্ড (এনবিআর) আগামী তিন অর্থবছরের জন্য আরও বাস্তবসম্মত রাজস্ব লক্ষ্যমাত্রা নির্ধারণ করতে অর্থ মন্ত্রণালয়কে অনুরোধ করেছে।অর্থ বিভাগের সচিবকে পাঠানো এক চিঠিতে এনবিআর চেয়ারম্যান মো. আবদুর রহমান খান সতর্ক করে দিয়ে বলেন, দেশের অর্থনৈতিক প্রবৃদ্ধি ও ব্যবসায়িক পরিস্থিতির সঙ্গে সামঞ্জস্য রেখে রাজস্ব লক্ষ্যমাত্রা নির্ধারণ করা উচিত। তিনি বলেন, "অন্যথায়, আগের বছরের মতোই লক্ষ্যমাত্রা অপূর্ণ থাকবে, আর দায় চাপানো হবে এনবিআরের ওপর।" তিনি আরও উল্লেখ করেন, অবাস্তব লক্ষ্যমাত্রা নির্ধারণ এবং তা অর্জনে ব্যর্থতা এনবিআরের বিশ্বাসযোগ্যতাকে ক্ষতিগ্রস্ত করছে। এ পরিস্থিতি এড়াতে তিনি বাস্তবসম্মত লক্ষ্য নির্ধারণের পরামর্শ দেন, যেখানে রাজস্ব প্রবৃদ্ধির হার প্রকৃত সংগ্রহের তুলনায় ১৫ শতাংশ রাখা যেতে পারে।

পুঁজিবাজারে তালিকাভুক্ত আল-হাজ টেক্সটাইল মিলস লিমিটেড ও কাট্টলি টেক্সটাইল লিমিটেডের শেয়ারদর ও লেনদেন সাম্প্রতিক সময়ে অস্বাভাবিকভাবে বেড়েছে। এ বৃদ্ধির পেছনে অপ্রকাশিত কোনো মূল্য সংবেদনশীল তথ্য নেই বলে জানিয়েছে কোম্পানি দুটি। ঢাকা স্টক এক্সচেঞ্জের (ডিএসই) মাধ্যমে পৃথকভাবে গতকাল এ তথ্য জানানো হয়েছে। আল-হাজ টেক্সটাইল মিলস: ২ থেকে ১১ ফেব্রুয়ারি পর্যন্ত ডিএসইতে কোম্পানিটির শেয়ারদর ঊর্ধ্বমুখী ছিল। ২ ফেব্রুয়ারি কোম্পানিটির শেয়ারদর ছিল ১১৫ টাকা ৫০ পয়সা। ১১ ফেব্রুয়ারি লেনদেন শেষে দর বেড়ে দাঁড়ায় ১৪৫ টাকা ৬০ পয়সায়। আলোচ্য সময়ের ব্যবধানে কোম্পানিটির দর বেড়েছে ৩০ টাকা ১০ পয়সা বা ২৬ দশমিক শূন্য ৬ শতাংশ। তবে গতকাল কোম্পানিটির শেয়ারদর কমে ১৪৫ টাকায় দাঁড়িয়েছে।

Bangladesh's ousted Prime Minister Sheikh Hasina and her minions in government, security services and her Awami League party systematically engaged in serious human-rights violations during last year's student-led protests, according to UN findings. A 105-page report prepared by the fact-finding mission of the Office of the United Nations High Commissioner for Human Rights (OHCHR), unveiled Wednesday in Geneva, presents a string of such crimes surrounding the July-August uprising that toppled the past government and recommends dos and don'ts for now. "Based on deaths reported by various credible sources, the report estimates that as many as 1,400 people may have been killed between 1 July and 15 August, and thousands were injured, the vast majority of whom were shot by Bangladesh's security forces," the report reads. "Of these, the report indicates that as many as 12-13 per cent of those killed were children. Bangladesh Police reported that 44 of its officers were killed," it adds. "Based on a thorough analysis of all the information laid out in this report, OHCHR has reasonable grounds to believe that, between 15 July and 5 August, the former Government and its security and intelligence apparatus, in coordination with violent elements linked to the Awami League, systematically engaged in serious human rights violations and abuses.

সিরামিক খাতের তালিকাভুক্ত বহুজাতিক কোম্পানি আরএকে সিরামিকস (বাংলাদেশ) লিমিটেড। ২০২৪ হিসাব বছরে কোম্পানিটি করপূর্ব মুনাফা করেছিল ৫ কোটি ১৬ লাখ টাকা। যদিও এ সময়ে কোম্পানিটিকে মোট কর পরিশোধ করতে হয়েছে ৭ কোটি ৮৯ লাখ টাকা। অ‌গ্রিম আয়করকে ন্যূনতম কর হিসেবে ধার্য করায় বছর শেষে কোম্পা‌নি‌টি অর্থ ফেরত পায়‌নি। এর ফলে ২০২৪ হিসাব বছরে আরএকে সিরা‌মিকসকে করপরবর্তী নিট লোকসান গুনতে হয়েছে ২ কোটি ৭৩ লাখ টাকা।

আয়েশা আক্তারের (ছদ্মনাম) বাড়ি মিয়ানমারের রাখাইনে। দেশটির সামরিক বাহিনী ঘরবাড়ি পুড়িয়ে দিলে রোহিঙ্গা জনগোষ্ঠীভুক্ত এ নারী বাংলাদেশে পালিয়ে আসেন। আশ্রয় নেন কক্সবাজারের উখিয়ার একটি উদ্বাস্তু শিবিরে। সেখানেই স্থানীয় কয়েক দালালের খপ্পরে পড়েন। মাত্র ২৫ হাজার টাকার বিনিময়ে মালয়েশিয়ায় পৌঁছে দেয়ার প্রলোভন দেখায় তারা। বলা হয়, সেখানে গিয়ে কাজ করে প্রচুর অর্থ উপার্জনের সুযোগ আছে তার। সে টাকা পরিশোধের পর কক্সবাজার থেকে নৌপথ ব্যবহার করে অবৈধভাবে মালয়েশিয়া নিয়ে যাওয়া হয় তাকে। গিয়ে জানতে পারেন, বিক্রি করে দেয়া হয়েছে তাকে। সে সময় দালালরা ভুক্তভোগী এ নারীকে জানায়, তাকে মালয়েশিয়া পর্যন্ত নিয়ে যেতে তাদের খরচ হয়েছে ২ লাখ টাকার মতো। এ অর্থ তাকে বিক্রি করে আদায় করে নিয়েছে দালালরা। অনেক চেষ্টার পর বিষয়টি পরিবারের সদস্যদের জানানোর সুযোগ পান তিনি। যদিও তার দেশে ফেরার সম্ভাবনা সুদূরপরাহত।

Global rating-agency Fitch paints a downbeat outlook for Bangladesh economy on several grounds that include political unrest surrounding polls. Fitch Solutions in its latest appraisal report forecasts headline inflation to average 8.5 per cent and intends to revise down its earlier-projected 5.5-percent GDP growth in the country for the current fiscal year. The ratings agency, dual-headquartered in New York and London, warns that inflation in Bangladesh will remain persistently high despite the central bank keeping its policy rate unchanged at 10 percent in the latest tightfisted monetary policy leveraged by government priority on inflation control. "We maintain our view that inflation will stay above its (Bangladesh Bank) new target of 7.0-8.0 per cent (previously 6.5 percent), and the Bangladesh Bank (BB) will hold its rate until the end of June next year," says Fitch Solutions. On a note of skepticism about the central bank's inflation forecast, it cautions that ongoing political uncertainty will fuel inflation expectations, keeping inflation above target until June 2025.

The planning commission is under pressure to approve the MRT-5 southern line project, although it was sent back more than a month ago for bloated costs and having less priority than another MRT line, officials said on Wednesday.The commission is required to arrange the project evaluation committee (PEC) meeting on Monday next week, aimed at endorsing the project as the Ministry of Road Transport and Bridges sought its approval again, they said.The proposed 17.20km project was undertaken by the ousted Sheikh Hasina government at a cost of Tk 546.19 billion ($5.1 billion), which is one of the costliest projects in Asia, analysts say. Although Dhaka Mass Transit Company Limited (DMTCL) is now constructing the MRT-5 northern route from Hemayetpur to Vatara via Gabtoli and Mirpur, it proposed the southern route from Gabtoli to Dasherkandi with massive costs, a planning commission official said. "Before the July-August uprising, the ministry in March 2024 sent us the MRT-5 southern route project proposal. We scrutinised and sent it back, suggesting the ministry rethink the line's priority, costs, and operational viability," he said. He also said they had suggested DMTCL build the MRT-2 line first and think about some better options for the proposed route to be implemented later.
