ঋণের সুদ বাবদ সরকারের ব্যয়ের বোঝা ক্রমেই স্ফীত হয়ে উঠছে। একসময় সরকারের পরিচালন ব্যয়ের ৩০ শতাংশেরও কম অর্থ ব্যয় হতো ঋণের সুদ পরিশোধে। কিন্তু চলতি ২০২৪-২৫ অর্থবছরের প্রথম তিন মাসে (জুলাই-সেপ্টেম্বর) পরিচালন ব্যয়ের অর্ধেকের বেশি অর্থ ব্যয় করতে হয়েছে এ খাতে। অর্থ মন্ত্রণালয়ের প্রক্ষেপণ অনুসারে চলতি অর্থবছরে সরকারকে সবচেয়ে বেশি ঋণ পরিশোধ করতে হবে। সামনের দিনগুলোয় ঋণ ও সুদ পরিশোধের চাপ আরো তীব্র হয়ে ওঠার শঙ্কা রয়েছে। অন্যদিকে অপর্যাপ্ত রাজস্ব আহরণ পরিস্থিতিকে আরো সঙ্গিন করে তুলবে বলে মনে করছেন বিশ্লেষকরা। এ অবস্থায় সরকারকে ব্যয় কমানোর পাশাপাশি রাজস্ব বাড়ানোর তাগিদ দিয়েছেন তারা।

A modest budget surplus heralds interim government's initial reign as tightfisted spending to weather inherited crunch yielded Tk 48.38 billion fiscal savings in the July-September period by official count. However, the surplus in the first quarter of the current financial year 2024-25 was one-third lower than the amount of the same period last year. This surplus is primarily attributed to poor spending on public-works projects under the Annual Development Programme (ADP), as the post-uprising government reset priorities and laid off less-priority undertakings. During the three-month period of this fiscal year, total government revenue receipts exceeded Tk 1.0 trillion while spending amounted to Tk 963 billion, leaving aside a fiscal surplus of Tk 48.38 billion or 0.07 per cent of Bangladesh GDP or gross domestic product. The National Board of Revenue (NBR) tax collectors collected Tk 763.73 billion in tax revenues, complemented by Tk 239.54 billion in non-tax revenues.

Bangladesh's central bank assures an IMF review mission of reaching conditional NIR or net international reserves by December as nearly US$2.0 billion is expected from multilateral lending agencies. High-ups of the Bangladesh Bank made the assurance during a series of parlays Tuesday with the representatives of the International Monetary Fund before release of the fourth tranche from a $4.7-billion lending package for stabilising the country's macroeconomic situation. Similar assurances also came from finance adviser of the interim government Dr Salehuddin Ahmed in a separate consultation with the team of the Washington-based Bretton Woods institution. Talking about what transpired in the meetings, BB spokesperson Husne Ara Shikha said the IMF team held several meetings with the central bankers discussing the country's current macroeconomic condition.

Representatives of the country's readymade garment (RMG)-factory owners and workers on Tuesday failed to come to a consensus over annual wage increment, sources said. At the fourth meeting on the subject held at the labour ministry, factory owners agreed on a 7-percent increment. They had previously proposed a 6 per cent hike from the existing 5 per cent. On the other hand, labour leaders, who earlier proposed a 15 per cent hike, on Tuesday reviewed their proposal and cut the figure to 12 per cent. Sources said a consensus might be reached in the next meeting scheduled for December 9 as factory owners sought time to discuss the issue with stakeholders.

Country's merchandise- export earnings increased 16.23 per cent to US$4.14 billion in November 2024, according to provisional data of Export Promotion Bureau (EPB). The earnings were US$ 3.56 billion in November last year. EPB data also revealed that the overall export trade during the first five months (July to November) of the current fiscal year (FY 2024-25) grew 11.88 per cent to US$19.92 billion from $17.81 billion in the same period last FY. However, the new format of data didn't show the period's target. The country's export earnings turned around on a positive trajectory in July, the first month of FY25, with a meager 2.93-percent growth.

Margin loan is one of the products of UCB Investment Ltd. (UCBIL) but it has successfully avoided negative equity by setting up its own criteria for lending money to its clients for stock investment. The investment bank, which began its journey in January 2021 with a capital of Tk 1 billion, disbursed Tk 100 million in margin loans two years back. Now the debt burden of the borrowers has been reduced to around Tk 1 million, a rare success in a market overwhelmed by negative equity. The achievement has been possible because the company has cautiously chosen stocks for own investments and disbursement of margin loans to its clients, said UCBIL's Managing Director Tanzim Alamgir in a recent interview with The FE.

Filipino toxic watchdog BAN Toxics has called the attention of the public to refrain from buying kiddie plastic slippers sold online after detecting lead, a brain-damaging toxicant. The group purchased the popular kiddie slippers on the online platform Shopee for testing, priced at 45-55 Philippine pesos. The colourful slippers with elastic bands, bearing the name of popular brands, are intended for those aged one to three. Using a Vanta C XRF Chemical Analyser, the group screened the slippers and detected toxic lead levels ranging from 393 parts per million (ppm) to as high as 4,300 ppm. Additionally, the chlorine content exceeded 100,000 ppm, indicating that the material is likely polyvinyl chloride (PVC), a substance potentially hazardous to children's health.

Bangladesh's economy generated only 0.51 million new jobs in 2023, the lowest employment growth in 12 years and well below the annual average of over 1.12 million since 2013, according to the Bangladesh Bureau of Statistics (BBS). Despite the sluggish job growth, the number of unemployed people fell to its lowest level since 2010 and the unemployment rate dropped to its lowest point since 2002, which was attributed to the increase of 0.85 million working-age population remaining out of the labour market in a single year, said the final report of the BBS Labour Force Survey 2023. The report found 3.35 per cent unemployment rate in 2023, which was 3.53 per cent in 2022. The number of unemployed people dropped to 2.46 million in 2023, 0.14 million lower than in 2022. The number of unemployed people was 2 million in 2002-03, and it reached 2.6 million in 2010.

The High Court (HC) on Tuesday upheld a government decision to limit tourism on the Saint Martin's Island citing environment conservation after dismissing a writ petition filed by a local, who mentioned job shortages due to the verdict. The HC bench of Justice Fahmida Quader and Justice Mubina Asaf passed the order after hearing on the writ petition filed by one Mohammad Abdul Malek, who is a resident of Saint Martin. The writ petition sought withdrawal of the government decision restricting the number of tourists on the island. Deputy Attorney General Mahfuz Bin Yousuf told reporters that the government's decision to limit tourism in Saint Martin's Island will remain effective following the HC order.

The country's financial account surplus exceeded the $1 billion mark in the first four months of the current fiscal year (FY25), driven by the inflow of overdue export proceeds and a reduction in short-term loan repayments. According to a central bank report, the account had recorded an $873 million deficit during the same period of the previous fiscal year (FY24). The financial account is a crucial component of the Balance of Payments (BOP) that tracks the flow of capital, including investments, loans, and financial assets between a country and the rest of the world.

Dhaka, the overcrowded capital of Bangladesh, has topped the list of cities worldwide with the worst air quality with an AQI score of 259 at 9:00 am on Wednesday. Dhaka’s air was classified as 'very unhealthy', according to the air quality and pollution city ranking, reports UNB. An AQI between 151 and 200 is considered 'unhealthy' while 201-300 is 'very unhealthy', and 301-400 is considered 'hazardous', posing severe health risks to residents. Egypt's Cairo, Iraq's Baghdad and Uganda's Kampala occupied the second, third and fourth spots in the list, with AQI scores of 241, 189 and 187, respectively. The AQI, an index for reporting daily air quality, informs people how clean or polluted the air of a certain city is and what associated health effects might be a concern for them. The AQI in Bangladesh is based on five pollutants: particulate matter (PM10 and PM2.5), NO2, CO, SO2, and ozone.

Bangladesh Bank (BB), the country's central bank, has decided to continue with its persisting contractionary monetary policy with no further changes in the coming days to contain inflation. The decision was taken after Monetary Policy Committee (MPC) meeting held on Tuesday evening at the BB headquarters. As per the decision, the policy rate and crawling peg band will remain unchanged in the coming days, according to meeting insiders.

Service-seekers in Bangladesh paid an estimated Tk 1.46 trillion in bribes between 2009 and April 2024 to access essential services, according to a new survey by the Transparency International Bangladesh (TIB). This period corresponds to the tenure of the previous Awami League government. Some 70.9 per cent of households experienced corruption while accessing services from various public and private sectors or institutions in 2023, the survey titled "Corruption in Service Sectors: National Household Survey 2023" revealed.

The government in separate proposals will also purchase 10,000 tonnes of lentil and 5,000 tonnes of sugar. A total of 92 private rice importers have already got the government approval to import the 3.92 lakh tonnes of rice, which includes 2.73 lakh tonnes of boiled and another 1.19 lakh tonnes of non-boiled "Atap" rice. With this latest order, the food ministry has given permission to some 277 private sector companies separately for the fourth times to import a total of 14.81 lakh tonnes of boiled and non-boiled "Atap" rice within this month.

Bangladesh's merchandise exports grew 15.63% year-on-year in November, driven largely by an increase in shipments of ready-made garments, according to data from the Export Promotion Bureau (EPB). According to EPB data released today, the country's export earnings reached $4.12 billion in November, representing a $556 million increase compared to $3.56 billion in the same month last year. Garment exports fetched $3.30 billion in November, recording a 16.25% increase compared to $2.84 billion in the same month last year.

দেশে উৎপাদিত পেঁয়াজের বড় একটি অংশ আসে রাজবাড়ী ও ফরিদপুর থেকে। উৎপাদন বাড়াতে চলতি বছর এ দুটি জেলায় ৯ হাজার ২০০ চাষীকে পেঁয়াজ বীজ দিয়েছে বাংলাদেশ কৃষি উন্নয়ন করপোরেশন (বিএডিসি)। প্রণোদনার এ বীজে ফরিদপুরে ২০ শতাংশ জমিতে অঙ্কুর গজালেও রাজবাড়ীতে ৯৫ শতাংশই অঙ্কুরোদগম হয়নি। এতে নির্দিষ্ট সময়ে হালি পেঁয়াজ বাজারে আসবে না। কাঙ্ক্ষিত উৎপাদন লক্ষ্যমাত্রাও পূরণ হবে না বলে আশঙ্কা কৃষকের। কৃষি বিভাগ বলছে, চাষীদের যে বীজ দেয়া হয়েছে তা বিএডিসি থেকে সংগ্রহ করা হয়েছিল। কৃষককে ক্ষতিপূরণ দেয়া হবে। বীজ না গজালেও উৎপাদনে খুব একটা প্রভাব পড়বে না। এখনো বীজ বপনের সময় আছে। চাষীরা আবারো বীজ সংগ্রহ করে বপন করতে পারবেন।

পেট্রোলিয়াম রফতানিকারক দেশগুলোর সংস্থা ওপেক ও রাশিয়াসহ অন্য সহযোগী দেশগুলো নিয়ে গঠিত ওপেক প্লাস। সংগঠনটির অপরিশোধিত জ্বালানি তেল উত্তোলনের বিষয়ে সিদ্ধান্ত নিতে আগামী বৃহস্পতিবার বৈঠকে বসার কথা রয়েছে। এ বৈঠকে তাদের সর্বশেষ জ্বালানি তেল উত্তোলন কমানোর পরিকল্পনার সময়সীমা আগামী বছরের প্রথম প্রান্তিক পর্যন্ত বাড়ানোর সিদ্ধান্ত নেয়া হতে পারে। ওপেক প্লাসসংশ্লিষ্ট চার সূত্র নাম প্রকাশ না করার শর্তে এ তথ্য জানিয়েছেন। খবর রয়টার্স

তথ্যপ্রযুক্তি খাতের তালিকাভুক্ত কোম্পানি ড্যাফোডিল কম্পিউটার্স লিমিটেডের পর্ষদ মূল গ্রুপের কাছ থেকে নেয়া ঋণকে ইকুইটিতে রূপান্তরে নতুন শেয়ার ইস্যুর সিদ্ধান্ত নিয়েছে। এজন্য ৪ কোটি ৬৭ লাখ শেয়ার ইস্যুর করতে চায় কোম্পানিটি। ঢাকা স্টক এক্সচেঞ্জ (ডিএসই) সূত্রে এ তথ্য জানা গেছে। তথ্যানুসারে, ড্যাফোডিল কম্পিউটার্স তাদের মূল গ্রুপ ড্যাফোডিল ফ্যামিলি কনসার্নের কাছ থেকে নেয়া ঋণকে ইকুইটিতে রূপান্তরের সিদ্ধান্ত নিয়েছে। এজন্য ১০ টাকা অভিহিত মূল্যে কোম্পানিটি ৪ কোটি ৬৭ লাখ শেয়ার ইস্যু করা হবে। নিয়ন্ত্রক সংস্থা বাংলাদেশ সিকিউরিটিজ অ্যান্ড এক্সচেঞ্জ কমিশনের (বিএসইসি) অনুমোদন সাপেক্ষে এ শেয়ার ইস্যু করা হবে।
