IDLC Finance reported a profit of Tk 508.77 million for the first quarter of 2025, a year-on-year surge of more than 43.6 per cent, driven by gains from Treasury bonds and reduced provision. The earnings per share (EPS) rose to Tk 1.22 for the first quarter of 2025 from Tk 0.85 for the same period a year ago, according to the price sensitive information published on Monday. IDLC Finance, one of the best performing non-bank financial institutions (NBFIs) in the country, could not, however, secure a growth in its core business. Though interest rates remained high during the period, the NBFI had to compete with banks to attract depositors. The listed NBFI earned interest amounting to Tk 3.94 billion in the first quarter through March, which is 18 per cent higher than in the same quarter of the previous year, but paid interest of Tk 2.99 billion in the same quarter to March, 45 per cent more than in the corresponding period last year. As a result, the net interest income fell 25 per cent year-on-year to Tk 0.96 billion in January-March this year. Despite the squeeze in the core business, operating profit jumped 11.5 per cent year-on-year to Tk 1.86 billion, as the company secured a higher return from high yielding Treasury bonds. The NBFI also showed a surge in income from mutual funds.

আন্তর্জাতিক মুদ্রা তহবিলের (আইএমএফ) ৪.৭ বিলিয়ন ডলারের ঋণের চতুর্থ ও পঞ্চম কিস্তি ছাড়ের অনিশ্চয়তার মধ্যেও বিশ্বব্যাংকের কাছ থেকে ৫০০ মিলিয়ন ডলার বাজেট সহায়তার ব্যাপারে সবুজ সংকেত পেয়েছে বাংলাদেশ। অর্থনৈতিক সম্পর্ক বিভাগের (ইআরডি) কর্মকর্তারা জানান, বিশ্বব্যাংকের সঙ্গে চলমান 'রেজিলিয়েন্স অ্যান্ড রিকভারি ডেভেলপমেন্ট পলিসি ক্রেডিট-২' কর্মসূচির আওতায় এই বাজেট সহায়তার বিষয়ে ইতিবাচক ইঙ্গিত মিলেছে। আইএমএফের সঙ্গে আলোচনা করেই বিশ্বব্যাংক এ সিদ্ধান্ত নিয়েছে। কর্মকর্তারা জানান, ঋণের শর্ত চূড়ান্ত করতে আগামী বুধবার আনুষ্ঠানিকভাবে আলোচনা (নেগোশিয়েশন) হওয়ার কথা রয়েছে। আলোচনা সফল হলে ঋণ প্রস্তাব বিশ্বব্যাংকের আসন্ন বোর্ড সভায় অনুমোদনের জন্য উপস্থাপন করা হবে এবং অনুমোদন মিললে জুনের মধ্যে চুক্তি সই হওয়ার সম্ভাবনা রয়েছে। আইএমএফের কিস্তি ছাড় আটকে যাওয়ায় বিশ্বব্যাংকসহ অন্যান্য উন্নয়ন সহযোগী সংস্থাগুলোর কাছ থেকে চলমান বাজেট সহায়তা ঋণও অনিশ্চয়তার মুখে পড়ে। কারণ, বহুপাক্ষিক উন্নয়ন সহযোগীরা বাজেট সহায়তার ক্ষেত্রে আইএমএফের অর্থনৈতিক মূল্যায়ন প্রতিবেদন গুরুত্ব দিয়ে বিবেচনা করে। ইআরডির একজন ঊর্ধ্বতন কর্মকর্তা টিবিএস-কে বলেন, "বহুপাক্ষিক সংস্থাগুলো কোনো ঋণ অনুমোদনের আগে আইএমএফের ওপর নির্ভর করে। সদস্য দেশের সামষ্টিক অর্থনৈতিক অবস্থা তুলে ধরে ডায়াগনস্টিক প্রতিবেদন তৈরি করে আইএমএফ। সেখানে বৈদেশিক ঋণ পরিস্থিতি ও ঋণ পরিশোধ সক্ষমতার বিষয়গুলো উল্লেখ থাকে। এজন্য ঋণ অনুমোদনের জন্য আইএমএফের ডেট রিপোর্ট জমা দেওয়া বাধ্যতামূলক।"

Bangladesh plans to complete labour-law amendment by June next year, a high-level meet with diplomats of key western countries was told Monday, as they noted this issue is linked to market access, trade decisions and tariffs. The diplomats remind that labour reform is a must for successful LDC graduation, scheduled for next year, and sought 'accountability for past violations' of labour law. Special Envoy to the Chief Adviser for International Affairs Lutfey Siddiqi held the high-level consultation with ambassadors and high commissioners of western nations, including the US, the UK, Canada and the European Union and the ILO envoy, at the Chief Adviser's Office in Tejgaon to review the past eight months' progress on labour reforms and outline the interim government's roadmap ahead. He was joined by technical experts and labour-rights specialists. Lutfey delivered the first full summary of government reform efforts since July 2024. "Over the past eight months, we've made dramatic progress," the special envoy told the foreign envoys. "The ILO roadmap is not just a guide - it's a commitment. We're investing time, energy and goodwill to get this right both in terms of process and outcome."

চলতি বছর দেশে লবণ উৎপাদন হয়েছে লক্ষ্যমাত্রার চেয়ে প্রায় পাঁচ লাখ টন কম। চাহিদার তুলনায় সরবরাহ কম থাকলে দাম ঊর্ধ্বমুখী হওয়ার কথা অথচ ঘটেছে উল্টোটা। ফলে ন্যায্যমূল্য পাচ্ছেন না চাষীরা। অভিযোগ রয়েছে, শিল্প সুবিধায় আমদানি করা সোডিয়াম সালফেটসহ বাণিজ্যিক লবণ অবাধে সরবরাহ করায় বাজারে অস্থিতিশীলতা দেখা দিয়েছে। ফলে ভুক্তভোগী হচ্ছেন সাধারণ লবণ চাষীরা। চলতি বছর দেশে লবণ উৎপাদনের লক্ষ্যমাত্রা নির্ধারণ করা হয় ২৬ লাখ ১০ হাজার টন। গতকাল পর্যন্ত উৎপাদন হয়েছে ২১ লাখ ১ হাজার ৬০০ টন। ২০২৪ সালের ১ নভেম্বর লবণের মৌসুম শুরু হয়, যা ১৬ মে আনুষ্ঠানিকভাবে শেষ হবে। ফলে লক্ষ্যমাত্রার চেয়ে সাড়ে চার থেকে পাঁচ লাখ টন ঘাটতি হতে পারে। প্রতি বছর চাহিদার ভিত্তিতে লক্ষ্যমাত্রা নির্ধারণ করায় মৌসুম চলাকালে লবণের ঘাটতি দেখা দেয়। কিন্তু বাজারে উদ্বৃত্ত সরবরাহের কারণে উৎপাদন খরচের চেয়েও কম দামে বিক্রি হচ্ছে ক্রুড লবণ। এতে বড় ধরনের লোকসানের মুখে পড়েছেন দেশের ৪১ হাজার লবণচাষী। বর্তমানে মণপ্রতি ২০-৩০ টাকা লোকসানের কারণে আগামী মৌসুমে লবণ চাষ কমে যাওয়ার আশঙ্কা দেখা দিয়েছে।

Negotiators are upbeat about receiving the stalled IMF funds as the central bank agrees to make exchange rate more flexible or lift control as part of advice of the multilateral lender. The major move for getting fourth and fifth tranches of the International Monetary Fund's $4.7- billion lending package by upcoming June came probably a day before the final deadline of The Bretton Woods institution regarding disbursement of the funds was destined to expire on May12, sources at the Bangladesh Bank (BB) said. In fact, the stalemate over getting the IMF funds arose centering around the exchange rate as an IMF mission to Bangladesh kept pushing for a more flexible exchange regime while their Bangladeshi counterparts were opposing the recommendation on grounds that it could create volatility on the foreign-exchange market, which remained stable for the last few months following troubleshooting action. Following suggestion of the IMF, the central bank introduced a reference rate-centric exchange system with necessary changes in the non-crawled crawling-peg mechanism on December 31st, 2024.

Locally-made denim items' exports to the two major destinations - the US and the European Union (EU) - during the first two months of 2025 witnessed significant growth of over 56 per cent and more than 32 per cent, respectively. Bangladesh fetched $138.75 million from denim exports to the US in this period, up by 56.33 per cent from the earnings of $88.75 million in the corresponding period of 2024, according to data compiled by the Bangladesh Garment Manufacturers and Exporters Association (BGMEA). US imports of denim items from Mexico, Pakistan, Vietnam, and China recorded 16.27 per cent, 33.29 per cent, 6.49 per cent, and 6.99 per cent growth, respectively, in this period. On the other hand, Bangladesh's denim exports to the EU during this period stood at $285.52 million, recording 32.43 per cent growth from $215.60 million earned in the corresponding months of 2024. Pakistan, the second largest denim exporter to the EU, logged 48.11 per cent growth in this period, followed by Turkey at 0.06 per cent, Tunisia at 4.68 per cent, and Cambodia at 55.24 per cent, data shows. Bangladesh remained the top denim supplier both to the US and the EU in 2024 as the country fetched the highest $675.65 million and $1.28 billion, respectively, from the two destinations, data shows. Yeasin Al Faisal, manager at Argon Denims Ltd, told The Financial Express the denim business is growing and they are not facing any impact of the new US tariff regime as they mostly ship goods to the EU.

The government is set to form a trade expert pool (TEP) to preserve the required knowledge and experiences gained from trade-data analysis and negotiations, sources said. The commerce ministry has already started working on this. Its FTA wing will carry out the task. The much-expected pool will be constituted under the Regional Trade Agreement (RTA) framed by the ministry in June 2022. The provision for setting up such a pool is mentioned in the agreement. The provision says, "In order to retain experience and knowledge in the area of trade analysis and negotiation, the Ministry of Commerce may establish a TEP comprising ministry officials and representatives from the relevant ministry (ies), division(s), department(s), agency (ies), etc." Besides, the TEP may also include representatives from experienced former senior officials of the government, the private sector, think tanks, and academia. The objectives of the RTA are the identification and prioritisation of potential partners for RTAs, the determination of RTA coverage for negotiation, institutional arrangement and authority, strategy for negotiation, internal procedures for concluding RTAs, signing the RTAs, and implementation and evaluation of RTAs.

Denmark has expressed a strong willingness to invest more in Bangladesh, especially in key areas such as ready-made garments (RMG), port development, water resource management, the blue economy, and green technology. Stating that Denmark has been one of the primary partners of Bangladesh for many years, Danish foreign ministry's Director General for Asia, Oceania, Latin America, and the Caribbean Ambassador Thomas Lund-Sorensen said that the partnership is now transitioning from aid to business, with Denmark investing and trading more with Bangladesh. He was talking to journalists after the foreign office consultation between the two countries in the city on Monday. Mr Thomas, who led the Danish side, said Bangladesh has a very large trade surplus with Denmark due to the fact that many Danish companies are active in the RMG sector, as well as in other sectors. "Right now we are looking at continued investments into critical infrastructure sector such as water, energy transition, green transition, and into maritime infrastructure, like ports," he added. Asked about the extension of duty free facilities for Bangladesh after the LDC graduation, he said, the negotiations with the EU on a partnership agreement and GSP plus are very important, both for the EU and for Bangladesh, and we will, as part of the EU, of course, contribute to those negotiations.

Bangladesh's remittance receipt breaks annual record in over 10 months of this fiscal year with more than US$25 billion bagged, in a much-needed prop to its foreign-exchange reserves. With the receipt of $922 million in the first 11 days of this month, the forex-hungry nation got $25.46 billion so far in the FY'25 and accumulated figure crossed the previous yearly recorded remittance inflow of $24.777 billion registered in FY'21, official data showed. In terms of yearly growth, a 27.70-percent growth was recorded as the country received $19.93 billion in remittance during the same period in the previous fiscal (FY'24). Seeking anonymity, a BB official said the rising trend in remittance continued following stability in exchange rate over the last several months. Simultaneously, the official says, operation of the informal channels for remittance remained inactive because of close regulatory watch since the changeover in state power following the July-August mass uprising. "These factors keep alluring the remitters into sending more money back home through banking channel. As a matter of fact, the remittance inflows came at such a pace never seen before," the central banker told the FE, on an upbeat note about the change of ambiance on the foreign-exchange front.

Despite a 9.0 per cent hike in procurement rates, the government's ongoing 'Boro' purchase drive is progressing in a slow pace with traders attribute the situation to higher grains prices at open market and lack of proper purchase mechanism. The government began its Boro procurement drive on April 24 with a target of collecting 1.75 million tonnes of rice and paddy during this season. The Directorate General of Food (DGoF) has planned to buy 1.4 million tonnes of parboiled rice at Tk 49 a kg and 0.35 million tonnes of paddy at Tk 36 a kg. So far, the DGoF has been able to procure only 0.16 million tonnes of rice and a 6,000 tonnes of paddy, it was learnt. In the past two and a half weeks, it was expected that at least 250,000 tonnes would be procured to stay on track for meeting the target by August 31, said a DGoF official. Market insiders, however, observed that the increased procurement prices might have been attracted millers, but farmers still remain reluctant to sell their harvest. Value chain expert Mohammad Muzibul Hoque told the FE that production costs of rice have surged by at least 20 per cent this season as farmers had to purchase fertiliser and other inputs considerably higher rates than the government-fixed prices.
