Exporters will no longer enjoy any cash incentive for shoes and bags made of a mixture of synthetic materials and fabrics under the bond and duty drawback facilities, the central bank said today (31 October). The changes will come into effect for shipped goods from 1 February 2024, according to a circular issued by Bangladesh Bank's Foreign Exchange Policy Department (FEPD).

The National Board of Revenue (NBR), aiming to align with international standards, has primarily agreed to come out of the practice of deducting a non-refundable minimum tax at source. The exchange rate of Bangladeshi Taka (BDT) against the US dollar has long been witnessing stability, easing its sales pressure to a greater extent and giving an impetus to the country's foreign-exchange reserves. The US currency is now selling to importers as well as the inter-bank market at BDT 120 each while buying rate is offered to exporters at BDT 119, according to market operators. The exchange rate has been maintaining these levels since August 20 last and the operators are expecting it to continue until December next as the mid-rate of crawling peg is unlikely to be reviewed before the next monetary policy, scheduled to be released in January 2025.

দেশের খাদ্য উদ্বৃত্ত অঞ্চলগুলোর একটি ময়মনসিংহ। বাংলাদেশের মোট খাদ্য চাহিদার অন্তত ১০ শতাংশ এখান থেকেই পূরণ করা হয়। ময়মনসিংহের পাশাপাশি জামালপুর, শেরপুর ও নেত্রকোনা—এ চার জেলায় ২০২৩-২৪ অর্থবছরে খাদ্য উৎপাদন হয়েছিল ৪৪ লাখ ৮৮ হাজার ৯৫০ টন। বিপরীতে এ অঞ্চলে চাহিদা ছিল মাত্র ১৮ লাখ ৭ হাজার ২৩৩ টন। বাকি প্রায় ২৬ লাখ ৮১ হাজার ৭১৭ টন উদ্বৃত্ত খাদ্যে পূরণ করা হয় রাজধানীসহ আশপাশের জেলাগুলোর চাহিদা। তবে সাম্প্রতিক বন্যায় এ অঞ্চলের লক্ষাধিক হেক্টর জমির আমন ধান নষ্ট হয়েছে। ক্ষয়ক্ষতি হয়েছে অন্যান্য ফসলেরও। দেশের পূর্বাঞ্চলে তিন দশকের সবচেয়ে ভয়াবহ বন্যায়ও আমনসহ ফসলের ব্যাপক ক্ষয়ক্ষতি হয়েছে। খাদ্য উদ্বৃত্ত জেলায় সাম্প্রতিক এ বন্যার কারণে ফসল উৎপাদনে ঘাটতি দেখা দিলে তা সার্বিক খাদ্যনিরাপত্তায় প্রভাব ফেলবে বলে আশঙ্কা কৃষি বিশেষজ্ঞদের।

কম খরচে দেশের বিভিন্ন প্রান্তে কৃষিপণ্য পৌঁছে দিতে বিশেষ ট্রেন চালু করলেও তাতে প্রত্যাশিত সাড়া পাচ্ছে না রেলওয়ে। ২২ অক্টোবর যাত্রার প্রথম দিনে কৃষিপণ্য ছাড়াই যশোর ছেড়ে যায় ট্রেনটি। দ্বিতীয় দফায় গতকালও সবজি ছাড়াই যশোর থেকে ঢাকার উদ্দেশে ছেড়ে গেছে কৃষিপণ্য স্পেশাল ট্রেন। তবে প্রথম দিনে খুলনা থেকে কিছু সবজি পাওয়া গেলেও দ্বিতীয় দিনে কৃষিপণ্য ছাড়াই ট্রেনটি যশোরের উদ্দেশে ছেড়ে আসে।কম খরচ, নিরাপদ ও ঝামেলামুক্ত পরিবেশে ঢাকায় সবজি পাঠানোর সহজ পদ্ধতি হলেও চাষীরা বিশেষ এ ট্রেন ব্যবহার করছেন না। কারণ হিসেবে সংশ্লিষ্টরা মনে করছেন, এ বছর জুলাইয়ের শেষ থেকে অক্টোবরের মাঝামাঝি পর্যন্ত প্রচুর বৃষ্টিপাতের কারণে সবজি উৎপাদন কম হয়েছে। যেসব খেতে সবজি রয়েছে কৃষক সেখান থেকেই বিক্রি করে দিচ্ছেন। এছাড়া সবজি খেত থেকে স্টেশন পর্যন্ত পণ্য পরিবহনে বাড়তি খরচের কারণে কৃষক আগ্রহ হারিয়েছেন। অবশ্য সবজির উৎপাদন বাড়লে কৃষক ট্রেন ব্যবহার করবেন বলে আশা প্রকাশ করেছেন রেল কর্মকর্তারা।

গত ৫ আগস্ট রাজনৈতিক পটপরিবর্তনের পর কয়েক দিন দেশের পুঁজিবাজারে বেশ চাঙ্গা ভাব পরিলক্ষিত হয়েছে। তবে কিছুদিন পরই এতে ছন্দপতন ঘটে। গত আড়াই মাসে এক হাজারের বেশি পয়েন্ট হারিয়েছে সূচক। এ অবস্থায় পুঁজিবাজারের বিদ্যমান পরিস্থিতি ও প্রয়োজনীয় সংস্কার কর্মসূচির বিষয়ে গতকাল সংবাদ সম্মেলন করেছে নিয়ন্ত্রক সংস্থা বাংলাদেশ সিকিউরিটিজ অ্যান্ড এক্সচেঞ্জ কমিশন (বিএসইসি)। এ সময় পুঁজিবাজারে তারল্য বাড়াতে সরকারের সঙ্গে আলোচনা করা হবে বলে জানান তিনি।

বহুজাতিক কোম্পানিগুলোর শাখা কোম্পানির সুদ, মুনাফা, কোনো সম্পদ কিংবা পণ্যের মূল্য মূল কোম্পানিতে পাঠায়। এছাড়া পণ্য বা সেবা আমদানির মূল্যও মূল কোম্পানি বা অন্য কোনো কোম্পানিকে পাঠায়। এটি ট্রান্সফার প্রাইসিং নামে পরিচিত। কিন্তু এ প্রক্রিয়ায় পণ্যের দর কম বা বেশি দেখিয়ে কিংবা মুনাফার অর্থ প্রেরণে মিথ্যা তথ্য দেয়ার মাধ্যমে কর ফাঁকির পাশাপাশি অর্থ পাচারের অভিযোগ দীর্ঘদিনের। এ কর ফাঁকি ও অর্থ পাচার ঠেকাতে বিগত সরকার ২০১৪ সালের ১৬ ফেব্রুয়ারি এক প্রজ্ঞাপনে ট্রান্সফার প্রাইসিং সেল গঠন করে। কিন্তু সেলটি এখনো সম্পূর্ণভাবে কার্যক্রম শুরু করতে পারেনি। ফলে এসব কর ফাঁকি বা অর্থ পাচারও ঠেকানো যাচ্ছে না বলে অভিযোগ রয়েছে। বহুজাতিক কোম্পানিগুলোর ট্রান্সফার প্রাইসিংয়ের যথাযথ তদারকিতে যে অবকাঠামো দরকার সেখানেও পর্যাপ্ত বিনিয়োগের অভাব রয়েছে।

সংক্ষিপ্ত কর্মঘণ্টা ও সপ্তাহে তিনদিন ছুটির শিথিল নিয়মে বেশির ভাগ ইউরোপীয় দেশের তুলনায় ভালো করছে আইসল্যান্ডের অর্থনীতি। যুক্তরাজ্যের অটোনমি ইনস্টিটিউট ও আইসল্যান্ডের অ্যাসোসিয়েশন ফর সাসটেইনেবিলিটি অ্যান্ড ডেমোক্রেসি (এএলডিএ) নামে দুটি গবেষণা প্রতিষ্ঠানের তথ্যমতে, ২০২০-২২ সালের মধ্যে দেশটির ৫১ শতাংশ কর্মী সপ্তাহে চারদিনসহ সংক্ষিপ্ত কর্মঘণ্টার প্রস্তাব গ্রহণ করেন। তবে এ সুযোগ নেয়া কর্মীর সংখ্যা বর্তমানে আরো বেশি হওয়ার সম্ভাবনা রয়েছে। ২০১৫-১৯ সালের মধ্যে দুটি বড় পরীক্ষামূলক উদ্যোগ নেয়া হয় আইসল্যান্ডে। এতে অংশ নেয়া পাবলিক সেক্টরের কর্মীরা প্রতি সপ্তাহে ৩৫-৩৬ ঘণ্টা কাজ করেছেন। তবে তাদের বেতন আগের মতোই ছিল। ওই কর্মীরা আগে সপ্তাহে ৪০ ঘণ্টা কাজ করতেন। গবেষণায় ২ হাজার ৫০০ জন কর্মী অংশ নেন, যা আইসল্যান্ডের মোট শ্রমজীবীর ১ শতাংশ। ফলাফলে দেখা গেছে, বেশির ভাগ কর্মক্ষেত্রে উৎপাদনশীলতা একই ছিল বা উন্নত হয়েছে। কর্মীরা স্বাস্থ্য ও কর্মজীবনের ভারসাম্যের উন্নতির পাশাপাশি কম চাপ ও বিষণ্নতার কথা জানিয়েছে।

রাষ্ট্রমালিকানাধীন ন্যাশনাল টি কোম্পানির (এনটিসি) নিয়ন্ত্রণাধীন সিলেট অঞ্চলের ১২টি চা বাগানে উৎপাদন বন্ধ হয়ে গেছে। বকেয়া মজুরির দাবিতে শ্রমিকরা কাজে যোগ না দিয়ে প্রায় প্রতিদিনই বিক্ষোভ ও সড়ক অবরোধের মতো কর্মসূচি পালন করছেন। জানা গেছে, ২০২২ সালের শ্রমিক বিক্ষোভের পর থেকে চা শিল্পে যে অচলাবস্থার সৃষ্টি হয়েছিল তা এখনো কাটিয়ে উঠতে পারেননি বাগান মালিকরা। উৎপাদন খরচ বেড়ে যাওয়ায় বাগান পরিচালনায় হিমশিম খেতে হচ্ছে। ঋণসংক্রান্ত জটিলতায় কৃষি ব্যাংক থেকে অর্থ ছাড় না হওয়ায় এনটিসির বাগানগুলোয় কর্মরত শ্রমিকদের মজুরি দেয়া সম্ভব হচ্ছে না। সংশ্লিষ্টরা জানিয়েছেন, সরকারি-বেসরকারি মিলিয়ে অন্তত ৪২টি চা বাগান বন্ধ হওয়ার উপক্রম হয়েছে।

সুতা উৎপাদকরা বলছেন, গত বছর পর্যন্ত স্থানীয় সুতা ব্যবহার করলে তৈরি পোশাক খাত ৫ শতাংশ নগদ প্রণোদনা পেত, যেটি এখন নেই। ভারত তাদের স্থানীয় শিল্পের প্রসারে বড় অংকের প্রণোদনা দিয়েছে। যার কারণে সেখানকার প্রতিষ্ঠানগুলো সুতা উৎপাদনের ক্ষেত্রে ভালো সুবিধা পেয়েছে। দেশের তৈরি পোশাক খাতের অত্যাবশ্যকীয় কাঁচামাল তুলা ও সুতা। তুলার জন্য বাংলাদেশের বরাবরই বিদেশনির্ভরতা থাকলেও স্পিনিং মিলগুলোর কল্যাণে স্থানীয় উৎপাদকরাই সুতার চাহিদার বড় অংশ সরবরাহ করছেন। তবে উৎপাদন খরচ বাড়ার পাশাপাশি গ্যাস সংকটে উৎপাদন ব্যাহত হওয়ার কারণে সাম্প্রতিক সময়ে ভারত থেকে সুতা আমদানি বেড়েছে। পাশাপাশি দেশটি থেকে তুলা আমদানিও উল্লেখযোগ্য হারে বেড়েছে।

BAT Bangladesh earned Tk30,843 crore from the sale of cigarettes in the first nine months of 2024. The company's net revenue stood at Tk6,937 crore after paying government tax, according to its financial statement. Its net profit was Tk1,322 crore during the nine months, which was Tk1,355 crore at the same time last year.

National Bank incurred loss of Tk1,768 crore in January-September of this year. According to its price sensitive statement, its loss per share during the quarter was Tk5..49. The bank said in the statement, during the period, bank could not book interest on loans and advances due to non-recovery from defaulters. Bangladesh Trade and Tariff Commission has proposed a total waiver of import taxes on rice to tame post-flood volatile market, as the staple prices show wayward upturns. The proposal came Tuesday amid a notable rise in rice prices on the domestic market in last one month. The traders also appear to be in a rush to bag windfall profits by raising rice prices despite having an all-time high production of the food-grain in the country. Prices of both coarse, medium and-finer varieties of rice showed a hike by Tk 4.0- 6.0 a kg in the last two weeks and Tk 8.0-10 a kg since July 5, 2024, according to the TCB.

The government has provided 100-percent tax-exemption facilities for all renewable energy-oriented power producers whose commercial production will begin between July 01, 2025 and June 30, 2030 on the basis of Build Owned Operate (BOO). They will enjoy the facilities for five years. However, the eligible power producers will be enjoying tax exemption at the rate of 50 per cent for the next three years while 25 per cent tax exemption will be applicable for two more years. The National Board of Revenue (NBR) on Tuesday issued a circular to this effect under the Private Sector Power Generation Policy of Bangladesh. According to the circular, the eligible renewable power producers will have to comply with the existing conditions of the Private Sector Power Generation Policy of Bangladesh.

Bangladesh Bank has reduced the size of its Export Development Fund (EDF) to $2.51 billion following evidence that some businesses used the fund to smuggle money abroad, the central bank confirmed. In alignment with conditions attached to a $4.7 billion loan from the International Monetary Fund (IMF), the central bank conducted a special inspection that uncovered instances of illicit fund transfers by certain businesses. The discovery prompted Bangladesh Bank to scale down the EDF, taking into account the escalating risks of misuse.
