The United States has announced nearly $199 million in new assistance for Rohingya refugees in Bangladesh. Under Secretary of State for Civilian Security, Democracy, and Human Rights Uzra Zeya made the announcement on Tuesday (24 September) while participating in the high-level United Nations General Assembly (UNGA) side event on the Rohingya crisis. According to a press note by the Office of the US spokesperson, this funding includes nearly $70 million through the Department of State's Bureau of Population, Refugees, and Migration (PRM) and over $129 million from USAID, $78 million of which comes from the Department of Agriculture's Commodity Credit Corporation which will help USAID to purchase, ship, and distribute food from American farmers to Rohingya refugees and host community members in Bangladesh.

Adani Power is exploring the possibility of selling electricity within India from its Godda thermal power plant in Jharkhand after indications that the Bangladesh interim government may review its 2017 agreement with the company, according to recent media reports.At present, Adani Power's Godda thermal power plant supplies the entire power to Bangladesh. The 1600MW plant has received an approval for a connection to the Indian grid via a substation in Bihar's Lakhisarai, according to an article published on Indian English daily Business Standard recently.

The Dhaka Stock Exchange (DSE) experienced a significant downturn today, with 89% of traded stocks plunging as funding costs surged following the central bank's 50-basis-point hike in the policy rate, now set at 9.50%.Following the downfall of majority stocks, the benchmark index DSEX of the Dhaka bourse lost 41 points to settle at 5,736, while the blue-chip index DS30 plummeted by 14 points to close at 2,095. During the session, only 28 issues advanced, while 355 declined and 14 remained unchanged.

The Bangladesh Securities and Exchange Commission (BSEC) has asked the Dhaka Stock Exchange (DSE) to investigate the unusual price hike in Islami Bank shares. In an order issued on Wednesday (25 September), the commission noted that the price and volume of Islami Bank shares have fluctuated significantly in recent times, which appears unusual and suspicious. The country's premier bourse will investigate the trading of Islami Bank shares from 6 August to 25 September to identify the reasons behind such unusual price and volume movements, including potential market manipulation, insider trading, and other market abuses, according to the BSEC order.

The Asian Development Bank (ADB) has trimmed its growth outlook for Bangladesh, forecasting the economy to expand by 5.1% in the current fiscal 2024-25, down from its April projection of 6.6%. The revision comes as political unrest in July and August, combined with recent floods, dampened economic activities. The ADB also warns that the 12-month average inflation in Bangladesh is expected to accelerate further to 10.1% in FY25 with supply-side disruption and higher import costs due to currency depreciation.

Public debt management amid limited foreign currency reserves is becoming one of the major economic challenges for Bangladesh, noted economist Dr Mustafizur Rahman said on Tuesday. "We are moving towards a debt trap. I think debt management will become a major challenge for us," he said at a discussion at the Dhaka University campus. The university's Economics Study Centre (ESC) organised the discussion titled "Reconstructing the Economy after the Student-Civil Uprising". "When our reserves were around US$48 billion, our foreign debt servicing cost was around $2.0-2.5 billion. The debt service now hovers around $4.0 billion while the reserves are around $20 billion," Prof Rahman said.

বিশ্বের দ্বিতীয় বৃহত্তম অর্থনীতির দেশ চীন বাংলাদেশের শতভাগ পণ্য রপ্তানিতে শুল্কমুক্ত সুবিধা দিলেও তা নিয়ে তেমন উচ্ছাস নেই রপ্তানিকারক, নীতি নির্ধারক ও অর্থনীতিবিদদের মধ্যে। বাংলাদেশের রপ্তানি ঝুড়িতে তৈরি পোশাক ছাড়া কোনো পণ্য না থাকায় ডিসেম্বর থেকে চীনা বাজারে শতভাগ পণ্যে শুল্কমুক্ত সুবিধা পাওয়া গেলেও তাতে রপ্তানি বাড়ার সম্ভাবনা দেখছেন না তারা। সংশ্লিষ্টরা জানান, ২০২২ সালে চীন যখন বাংলাদেশকে ৯৮ শতাংশ পণ্যে শুল্কমুক্ত সুবিধা দেয়– তখন অ্যালকোহল, অস্ত্র, ভুট্টা ও নিউক্লিয়ার আইটেম ছাড়া বাংলাদেশের সকল পণ্য এর আওতাভুক্ত থাকে। বাংলাদেশ থেকে উল্লেখ করার মতো অ্যালকোহল, অস্ত্র, ভুট্টা ও নিউক্লিয়ার আইটেম রপ্তানি হয় না, তাই চীনে বাংলাদেশের পণ্যে শতভাগ শুল্কমুক্ত সুবিধা চালু হলেও, তাতে বাস্তবে বাংলাদেশের রপ্তানি সক্ষমতা বাড়বে না।

The revenue authority also relaxed a condition for sub-contracting. For instance, sub-contracting factories involved in legal disputes with the customs authority will now be able to work on orders with just an undertaking or indenture instead of a bank guarantee. Alongside the RMG sector, export-oriented entities in the non-RMG sector, particularly those with bond licences, will now be able to engage in sub-contracting through other factories to ensure timely deliveries and boost export orders.On 23 September, the National Board of Revenue (NBR) issued an order to this effect.

The World Bank will assist Bangladesh through the Stolen Asset Recovery Initiative in efforts to recover stolen assets.The development came at a meeting with a World Bank delegation from the Stolen Asset Recovery Initiative with Anti-Corruption Commission (ACC) Chairman Mohammad Moinuddin Abdullah at the ACC office on Tuesday (24 September). A two-member WB team had an hour-long meeting with the chairman, starting around 1:45pm, according to an ACC official.

বিগত আওয়ামী লীগ সরকারের অনেক উন্নয়ন প্রকল্প নেয়া হয়েছে। মধ্যমেয়াদি বাজেটের সিলিং বা সীমা অতিক্রম করে বিভিন্ন মন্ত্রণালয় ও দপ্তরের প্রকল্প গ্রহণের প্রবণতা ছিল নিয়মিত ঘটনা। এ সময় শুধু রাজনৈতিক বিবেচনা ও ঠিকাদারের স্বার্থে প্রকল্প নেয়া হয়েছে বলেও অভিযোগও রয়েছে। চলতি অর্থবছরের উন্নয়ন কর্মসূচিতে (এডিপি) চলমান প্রকল্প রয়েছে ১ হাজার ৩২৬টি। এছাড়া সরকারি অর্থায়নে অনুমোদনের জন্য অপেক্ষায় রয়েছে আরো ৯২৪টি, সংখ্যার বিচারে যা চার বছরের মধ্যে সর্বোচ্চ।

মূল্যস্ফীতির লাগাম টানতে সুদহার আরো বাড়ানো হবে বলে জানিয়েছেন বাংলাদেশ ব্যাংকের গভর্নর আহসান এইচ মনসুর। এজন্য আগামী এক বছর ব্যবসায়ীদের কিছুটা কষ্ট হলেও তা মেনে নেয়ার আহ্বান জানিয়েছেন তিনি। গভর্নর বলেছেন, ‘সুদহার ৯ শতাংশ রেখে দিলে আর টাকা ছাপিয়ে সরকারকে সহায়তা করলে ছয় মাসের মধ্যে শ্রীলংকার পরিস্থিতি হতে পারে। তাই টাকা না ছাপিয়ে ও ডলার বিক্রি না করে পরিস্থিতি নিয়ন্ত্রণে আনার চেষ্টা করছে কেন্দ্রীয় ব্যাংক।’

বাংলাদেশের বর্তমান শিক্ষা ব্যবস্থায় যে পরিমাণ শিক্ষিত গ্র্যাজুয়েট তৈরি হচ্ছে সে পরিমাণে শ্রমবাজারে কর্মসংস্থান তৈরি হচ্ছে না। এ বাস্তবতায় ১৫-২৯ বছর বয়সী যুবারা যারা টারশিয়ারি পর্যায়ে (স্নাতক ও স্নাতকোত্তর) শিক্ষা পেয়েছে তাদের প্রতি তিনজনের মধ্যে একজন গত এক-দুই বছরের বেশি সময় ধরে বেকার রয়েছে। পরিমাণ বা সংখ্যার বিচারে ১৫-২৯ বছর বয়সী যুবারা ২০২২-এর জনশুমারির তথ্যানুযায়ী বাংলাদেশের মোট জনসংখ্যার ২৮ শতাংশ (৪ কোটি ৫৮ লাখ ৪১ হাজার)। এটি একটি বড় সংখ্যা, বড় চ্যালেঞ্জ ও একই সঙ্গে বড় সম্ভাবনা। সাধারণত ১৫-৬৪ বছর বয়সীরা কর্মক্ষম বা উৎপাদনক্ষম জনগোষ্ঠী হিসেবে স্বীকৃত। এদের পরিমাণ বর্তমানে ৬৫ দশমিক ১৩ শতাংশ, যা মোট জনসংখ্যার দুই-তৃতীয়াংশ। এদের মধ্যে গুরুত্বপূর্ণ একটি অংশ হলো তরুণ বা যুবা, যারা একদিকে বর্তমান একই সঙ্গে ভবিষ্যৎও। এ প্রেক্ষাপটে এখন তাদের জন্য সুশিক্ষা বা গুণগত শিক্ষা- দক্ষতাভিত্তিক শিক্ষা, পর্যাপ্ত কর্মসংস্থানের সুযোগ তৈরি এবং তাদের সুস্বাস্থ্য নিশ্চিত করতে না পারা যায় তাহলে বাংলাদেশের জন্য জনমিতিক লভ্যাংশ অর্জন দুরূহ ও বড় চ্যালেঞ্জ হয়ে দাঁড়াবে। কারণ এ সমগ্র প্রক্রিয়ার মধ্যে সঠিক পরিকল্পনা-নীতি-কৌশল গ্রহণ ও তা বাস্তবায়ন জড়িত। এগুলো সামগ্রিক পরিসরে কাজ না করলে অর্থাৎ সুশাসন নিশ্চিত না করা গেলে, দুর্নীতি নির্মূল না করতে পারলে, স্বচ্ছতার অভাব থাকলে, জবাবদিহিতা নিশ্চিত না করলে, সর্বোপরি ন্যায় ও অধিকারভিত্তিক সমাজ তৈরি না হলে বা অসমর্থ হলে আমরা জনমিতিক লভ্যাংশ অর্জনের সুফলও ভোগ করতে পারব না। পৃথিবীতে এমন অনেক দেশও রয়েছে যাদের এমন সুযোগ থাকা সত্ত্বেও যথাযথ পরিকল্পনা ও বাস্তবায়নের অভাবে সে সুযোগের সদ্ব্যবহার করতে পারেনি।

he government is going to buy some commodities in advance for operating its essential sale drive for the upcoming Ramadan, sources said. As part of the move, the commerce ministry plans to purchase required chickpea and dates from the global market for its Trading Corporation of Bangladesh (TCB) which will sell the goods among 10 million cardholder families. The sate-run TCB fears that supply of two items may be disrupted during the fasting month if the government does not start the procurement drive, according to a document. Currently, the TCB is selling 05 kg of rice (supplied by the Food Department), 02 kg of lentils, 02 litres of soybean oil at subsidised prices to the 10 million low-income families. Besides, sugar, gram, dates, etc. are sold at affordable prices during the holy month. These products are procured every month as per annual procurement plan following the Public Procurement Act 2006 and the Public Procurement Rules 2008.

Garment-factory owners on Tuesday agreed to meet all 18-point demands of protesting workers to restore normalcy in the industry as over 50 factories in the Ashulia and Gazipur hubs suspended their operations on the day. According to a tripartite agreement, the attendance bonus has been increased by Tk 225, tiffin by Tk 10 and the night allowance has been set to be at least Tk 100 by increasing Tk 10.

The price of eggs surged to a five-month high of Tk 170 a dozen on Tuesday, sparking fresh concerns for low-income households who rely largely on eggs as an affordable source of protein. This spike comes despite the government setting the maximum retail price (MRP) at Tk 13.87 an egg or around Tk 167 per dozen on September 15. Before this official price cap, brown eggs were priced at Tk 155-160 per dozen, while white eggs ranged from Tk 152-155 a dozen. However, despite the government's effort to control costs of eggs with the price cap, the prices for both brown and white eggs increased, with both now selling at almost the same price, ultimately burdening consumers, according to traders.

The government has decided to lift the ceiling on the Wage Earner Development Bond investment to accelerate expatriates' remittance flow. Asif Nazrul, Adviser to the Ministry of Expatriates' Welfare and Overseas Employment, disclosed the information while addressing a press conference at the Probashi Kallyan Bhaban in the capital on Tuesday.
