জাতিসংঘের শিক্ষা, বিজ্ঞান ও সংস্কৃতিবিষয়ক সংস্থা ইউনেস্কো মনে করে, একটি দেশের মোট জিডিপির ৬ শতাংশ কিংবা বাজেটের অন্তত ২০ শতাংশ শিক্ষা খাতে ব্যয় হওয়া উচিত। তবে বাংলাদেশে বিগত কয়েক বছর ধরে শিক্ষায় বরাদ্দ বাজেটের ১২ শতাংশের ওপর উঠছে না। এমনকি জিডিপির বিপরীতে এ খাতে বরাদ্দ ক্রমেই কমছে। এ অবস্থায় শিক্ষা খাতের স্বার্থে অন্তর্বর্তীকালীন সরকারকে চলতি অর্থবছরের বাজেট পুনর্বিবেচনার পরামর্শ দিয়েছেন শিক্ষাবিদরা। এ খাতে নেয়া প্রকল্পগুলোর যথার্থতা যাচাই এবং এগুলো কোনো রাজনৈতিক বিবেচনা নেয়া হয়েছে কিনা, তাও খতিয়ে দেখা উচিত বলে মনে করছেন তারা।

ডলার সংকট ও মূল্যস্ফীতির অব্যাহত চাপের মুখে সম্প্রতি কৃষি উৎপাদন এবং খাদ্য নিরাপত্তার বিষয়টি আলোচনায় আসে। সদ্য ক্ষমতাচ্যুত সরকারের সর্বশেষ বাজেটে কৃষিতে বরাদ্দ কিছুটা বাড়ানোও হয়। তবে এ বরাদ্দকে প্রয়োজনের তুলনায় অপ্রতুল বলছেন অর্থনীতিবিদরা। কারণ হিসেবে তারা বলছেন, বরাদ্দ কিছুটা বাড়লেও তা সামগ্রিক বাজেটের আকারের তুলনায় পর্যাপ্ত নয়। আবার এ খাতে ভর্তুকির পরিমাণ কমানো হয়েছে। এ অবস্থায় অন্তর্বর্তীকালীন সরকারকে কৃষি খাতে বরাদ্দ বৃদ্ধির আহ্বান জানিয়েছেন তারা; মনোযোগ দিতে বলেছেন সার উৎপাদনের সক্ষমতা বাড়ানোর বিষয়েও। চলতি অর্থবছরে (২০২৪-২৫) কৃষিবিষয়ক পাঁচটি মন্ত্রণালয়ের জন্য বরাদ্দ রাখা হয়েছে ৪৭ হাজার ৩৩২ কোটি টাকা। এ টাকা মোট বরাদ্দের ৫ দশমিক ৯৪ শতাংশ। ২০১৩-১৪ অর্থবছরে এ হার ছিল ১১ শতাংশের ঘরে। সে হিসাবে এক যুগে কৃষি খাতে বরাদ্দ নেমেছে প্রায় অর্ধেকে। এবার শস্য ও কৃষি খাতের জন্য রাখা হয়েছে ২৭ হাজার ২১৪ কোটি টাকা। বাকিটা ব্যয় হবে মৎস্য ও প্রাণিসম্পদ, বন ও পরিবেশ এবং ভূমি ও পানি সম্পদ মন্ত্রণালয়ে।

ব্যাংক থেকে নগদ টাকা উত্তোলনের সীমা বাড়িয়েছে বাংলাদেশ ব্যাংক। আজ রোববার (১৮ আগস্ট) থেকে শুরু হওয়া নতুন সপ্তাহে যেকোনো ব্যাংকে চেকের মাধ্যমে সর্বোচ্চ নগদ তিন লাখ টাকা উত্তোলন করা যাবে। এর আগে গত সপ্তাহে সর্বোচ্চ দুই লাখ এবং আগের সপ্তাহে সর্বোচ্চ এক লাখ টাকা উত্তোলন করার সুযোগ ছিল। অর্থাৎ এ সপ্তাহে নগদ উত্তোলনের সীমা কিছুটা বাড়ানো হয়েছে। শনিবার (১৭ আগস্ট) ব্যাংকের ব্যবস্থাপনা পরিচালক ও প্রধান নির্বাহী কর্মকর্তাদের পাঠানো এক জরুরি বার্তায় এই নির্দেশনা দেয়া হয়। বাংলাদেশ ব্যাংক থেকে জানানো হয়েছে, নিরাপত্তার স্বার্থে ব্যাংক থেকে নগদ টাকা উত্তোলনের এ সর্বোচ্চ সীমা বেধে দেয়া হয়েছে। নগদ টাকা উত্তোলন করতে না পারলেও যেকোনো পরিমাণ নগদ অর্থ স্থানান্তর ও ডিজিটাল লেনদেন করা যাবে।

Foreign development funding seemed falling as three major financiers made no aid commitment in the last fiscal under the past government, leaving their-aided projects in slow lane. Officials said Saturday China, India and Russia didn't make any aid commitment in the fiscal year (FY) 2023-24, although they are involved with some megaprojects in Bangladesh. However, the traditional multilateral development partners have continued their financial support to Bangladesh government, official statistics showed.

Work on the ongoing water treatment project of the Chattogram Water Supply and Sewerage Authority (CWASA) is likely to be completed in the current year. As work is coming on fine, production at the 60-million-litre capacity Bhandal Jhuri Water Supply Project (BJWSP) is programmed for December 2024. According to sources, more than 95 per cent work has been done. It was due for completion in June 2023. The rest is likely to be done within this December.."

At the Khatunganj branch of the Islami Bank in Chattogram, the funded loan balance for S Alam Group’s companies has exceeded Tk 220 billion, despite the legal limit for lending to a single company across all bank branches being just over Tk 15 billion। The non-funded loan balance stands at Tk 450 billion, although the allowable limit is Tk 10.42 billion, reports bdnews24.com. Besides Khatunganj, the S Alam Group has secured billions more in loans from other Islami Bank branches nationwide. This revelation about the large loan amounts follows the fall of the Awami League government and comes amid allegations that the group took control of the bank forcefully through share purchases in 2017.

Though the infectious disease Mpox (monkeypox) has spread in several countries precautionary measures are yet to be taken to check for the virus at Dinajpur’s Hili International Land Port. Hundreds of people use the land port to go to neighbouring India, Nepal and Bhutan from Bangladesh and residents of those countries also use it regularly, indicating an immediate measure to prevent it. Local health officials said that common symptoms of Mpox include fever, headache, muscle aches, back pain, weakness, swollen lymph nodes, and skin rashes or lesions.

Some global fashion brands have increased their sourcing from Bangladesh despite the recent political turmoil in the country centering on the quota reform movement that eventually ousted the Sheikh Hasina-led government. Industry insiders say brands from Europe, America and East Asian countries increased their orders thanks to exporters having maintained their communications with brands and gone into overdrive during political turmoil since mid-July to meet export deadlines.

United Nations Development Programme (UNDP) Administrator Achim Steiner has reaffirmed UNDP's steadfast commitment to support the emerging national priorities of the interim government in Bangladesh. Chinese and Pakistani onion varieties have come to wholesale markets at Khatunganj and Chaktai in the port city. Traders said Chinese onion is being sold wholesale at Tk 80 per kg while Pakistani onion at Tk 60 a kg at the markets. The demand for these onion varieties has increased in hotels and restaurants due to their reasonable prices. Dr Mohammed Shah Alam, deputy director of the Plant Quarantine Centre at Chittagong port, said, "Two consignments of onion reached Chittagong port from Pakistan and China by ship last week."

The price of green chilli witnessed a significant hike on Saturday as one kilogram of the spice item was sold retail at Tk 400 in the capital. Traders have attributed to the squeeze of chilli supply to the markets. The spice item retailed at Tk 350-400 a kg and wholesaled at Tk 290-330 a kg in Dhaka, this correspondent found during his visit to Rayerbazar, Mohammadpur Agricultural Market and Karwan Bazar.

Export cargo handling at private inland container depots (ICDs) in Chattogram went into overdrive after the government fell, as the depots rushed to clear the backlogs and desperate businesses sought to meet shipping deadlines. In the first fifteen days of August, export cargo handling at the 18 private container depots in the port city exceeded the corresponding period of July, data shows. In the first half of August, the depots processed 32,180 TEUs (20-foot equivalent units) of export cargo -- an increase of 360 TEUs compared to the same period in July.

দেশে ২০০১ থেকে ২০০৯ সাল পর্যন্ত বিদ্যুতের মূল্যবৃদ্ধি হয়েছে মোট চারবার। এ সময় গ্রাহক পর্যায়ে (সর্বনিম্ন ১০০ থেকে সর্বোচ্চ ৪০০ ইউনিট ব্যবহার) বিদ্যুতের দাম বেড়েছে ১৬ শতাংশ। আর ২০০৯ সালে আওয়ামী লীগ ক্ষমতা গ্রহণের পর থেকে চলতি বছরের আগস্ট পর্যন্ত তা বেড়েছে ১৮৮ শতাংশ। এ সময়ের মধ্যে গত দেড় দশকে বিদ্যুতের দাম বাড়ানো হয়েছে ১৪ বার। গত দেড় দশকে বিদ্যুৎ খাতের সক্ষমতা বৃদ্ধি পেলেও বিদ্যুতের দাম বেড়েছে অভাবনীয় হারে। এর কারণ হিসেবে জ্বালানি বিশেষজ্ঞরা মনে করছেন, চাহিদার তুলনায় উৎপাদন সক্ষমতা বৃদ্ধি, প্রতিযোগিতাহীন বাজার এবং খাতটির অনিয়ম-দুর্নীতির কারণে দাম বেড়েছে বিদ্যুতের। বিদ্যুৎ খাতে ঋণ ও দায়-দেনা মেটানোর নামে দফায় দফায় দাম বাড়িয়ে তা চাপানো হয়েছে ভোক্তার ওপর। এতে ভোক্তা থেকে শুরু করে বিদ্যুৎ উৎপাদনকারী সব প্রতিষ্ঠানই ভুক্তভোগী হয়েছে।

বিগত আওয়ামী লীগের শাসনামলে বিদ্যুতের দাম বেড়েছে ১৮৮ শতাংশ। ওয়াসার পানির দাম বেড়েছে ২০০ শতাংশের কাছাকাছি। ২০২৪ সালের জুলাইয়ে খাদ্য মূল্যস্ফীতির হার ছিল ১৩ বছরে সর্বোচ্চ। স্বাস্থ্য ও শিক্ষা খাতে আনুপাতিক হারে বরাদ্দ কমেছে। সামাজিক নিরাপত্তা খাতে ব্যয়ের বড় অংশই যায় পেনশনে। আবার সামাজিক নিরাপত্তাভোগীদের বড় অংশই ভুয়া ও অস্তিত্ববিহীন। সড়ক ও রেলসহ বড় বড় অবকাঠামো খাতে যে ব্যয় হয়েছে, তা-ও কিলোমিটারপ্রতি ব্যয়ে বিশ্বে অন্যতম সর্বোচ্চ। ১৫ বছরের শাসনামলে সরকারের ঋণ বেড়েছে ১৫ লাখ কোটি টাকার বেশি। ফলে বাজেটের বড় অংশই ব্যয় হচ্ছে ঋণের দায় পরিশোধে। এভাবেই চলেছে সরকারের বড় আকারের বাজেট, যার একটি বড় অংশই চুরি ও দুর্নীতির মাধ্যমে চলে গেছে সমাজের একটি সুবিধাভোগী গোষ্ঠীর কাছে। গত ৫ আগস্ট আওয়ামী লীগ সরকারের পতন ঘটেছে। দায়িত্ব নিয়েছে অন্তর্বর্তীকালীন সরকার। রাষ্ট্রপতি পার্লামেন্ট ভেঙে দিয়েছেন। তবে এখনো ২০২৪-২৫ অর্থবছরের কর, শুল্ক ও ব্যয় কাঠামো একই আছে। এখনো আছে কালো টাকা সাদা করার সুযোগ। নতুন অন্তর্বর্তী সরকার জনবিমুখ এ বাজেটের সংস্কার ও পরিবর্তন করবে বলে অপেক্ষায় সাধারণ মানুষ। রাষ্ট্রপতির অনুমোদন সাপেক্ষে চলতি অর্থবছরের বাকি মেয়াদের জন্য একটি জনমুখী বাজেট ঘোষণারও সুযোগ রয়েছে। এ বাজেটে কী কী জনমুখী পদক্ষেপ নেয়া হয়, তার অপেক্ষায় মানুষ। নতুন পদক্ষেপে মূল্যস্ফীতি কমবে। স্বাস্থ্য ও শিক্ষা খাতে সরকারের ব্যয় বাড়বে। জনগণের ওপর পরোক্ষ করের বোঝা কমবে। বিদ্যুৎ-পানিসহ যাতায়াত ব্যবস্থা আরো সাশ্রয়ী হবে—এমন ধরনের পদক্ষেপ নেয়া দরকার বলে মত দিয়েছেন বিশেষজ্ঞরা।

চীনে গত মাসে অ্যালুমিনিয়াম উৎপাদন বেড়েছে। গত ২০ বছরের সর্বোচ্চে পৌঁছেছে ধাতুটির উৎপাদন। সম্প্রতি এর দাম কমে গেলেও এ ব্যবসা থেকে লাভবান হওয়ার আশায় উৎপাদন বাড়িয়েছেন ব্যবসায়ীরা। দেশটির জাতীয় পরিসংখ্যান ব্যুরো (এনবিএস) বৃহস্পতিবার এ তথ্য জানিয়েছে। খবর বিজনেস রেকর্ডার। এনবিএস জানায়, গত মাসে বিশ্বের বৃহত্তম অ্যালুমিনিয়াম উৎপাদনকারী এ দেশ ৩৬ লাখ ৮০ হাজার টন প্রাইমারি অ্যালুমিনিয়াম উৎপাদন করেছে, যা গত বছরের একই সময়ের তুলনায় ৬ শতাংশ বেশি। এটি ২০০২ সালের পর থেকে সর্বোচ্চ মাসভিত্তিক অ্যালুমিনিয়াম উৎপাদন। এছাড়া জুলাইয়ে চীনের দৈনিক উৎপাদন ছিল গড়ে ১ লাখ ১৮ হাজার ৭১০ টন, জুনে যা ছিল দৈনিক ১ লাখ ২২ হাজার ৩৩৩ টন।
