বিনিময় হার বাজারের ওপর ছেড়ে দেয়ার পর অ্যাগ্রিগেটর প্রতিষ্ঠানগুলো রেমিট্যান্সের ডলার বিক্রি কমিয়েছে। গতকাল এ ধরনের প্রতিষ্ঠানের কাছ থেকে দেশের ব্যাংকগুলো প্রত্যাশা অনুযায়ী ডলার কিনতে পারেনি। বিনিময় হার বাজারের ওপর ছেড়ে দেয়ার পর অ্যাগ্রিগেটর প্রতিষ্ঠানগুলো রেমিট্যান্সের ডলার বিক্রি কমিয়েছে। গতকাল এ ধরনের প্রতিষ্ঠানের কাছ থেকে দেশের ব্যাংকগুলো প্রত্যাশা অনুযায়ী ডলার কিনতে পারেনি। অ্যাগ্রিগেটররা ডলার ধরে রেখে বাজারে কৃত্রিম সংকট সৃষ্টির চেষ্টা করছে বলে অভিযোগ পাওয়া গেছে। অ্যাগ্রিগেটর হলো সেসব বড় মানি ট্রান্সফার প্রতিষ্ঠান, যারা বিশ্বের বিভিন্ন দেশের ছোট এক্সচেঞ্জ হাউজ থেকে রেমিট্যান্স বা আন্তঃদেশীয় লেনদেনের অর্থ সংগ্রহ করে। বাংলাদেশের রেমিট্যান্সের বাজারে মাস্টারকার্ড, ইনস্ট্যান্ট ক্যাশ, ওয়েস্টার্ন ইউনিয়ন, টেরাপে, মানিগ্রাম ও এনইসি মানি ট্রান্সফারের মতো প্রতিষ্ঠানগুলো অ্যাগ্রিগেটর হিসেবে পরিচিত। গত কয়েক বছরে দেশের রেমিট্যান্সের বাজারে অ্যাগ্রিগেটররা নিয়ন্ত্রক হয়ে উঠেছে। এসব প্রতিষ্ঠানের নির্ধারণ করা ডলার দরেই ব্যাংকগুলো প্রবাসীদের পাঠানো অর্থ কিনতে বাধ্য হচ্ছে বলে জানা গেছে। আন্তর্জাতিক মুদ্রা তহবিলের (আইএমএফ) ঋণ চুক্তির শর্ত পূরণ করতে গিয়ে বুধবার ডলারের বিনিময় হার পুরোপুরি বাজারের ওপর ছেড়ে দেয় বাংলাদেশ ব্যাংক। এ ঘোষণার পর গতকাল ছিল প্রথম কর্মদিবস। দিনের শুরুতে ব্যাংকগুলোর ট্রেজারি বিভাগের কর্মকর্তারা সিদ্ধান্ত নেন যে ১২২ টাকা ৫০ পয়সার বেশি দরে কেউ রেমিট্যান্স কিনবেন না। কেন্দ্রীয় ব্যাংকের পক্ষ থেকেও একই ধরনের পরামর্শ দেয়া হয় বলে সংশ্লিষ্টরা জানিয়েছেন।

বছর তিনেক ধরেই দেশের পুঁজিবাজারের অবস্থা হতাশাজনক। এর ধারাবাহিকতা দেখা যাচ্ছে চলতি বছরেও। অন্তর্বর্তী সরকার ক্ষমতায় আসার পর পুঁজিবাজারে কিছুটা চাঙ্গা ভাব দেখা গিয়েছিল, যদিও সেটি বেশিদিন স্থায়ী হয়নি। গত নয় মাসে দেশের প্রধান পুঁজিবাজার ঢাকা স্টক এক্সচেঞ্জের (ডিএসই) সার্বিক সূচক ডিএসইএক্স ১ হাজার ২৩৫ পয়েন্ট হারিয়েছে। লেনদেনের পরিমাণ নেমে এসেছে ৩০০ কোটি টাকার ঘরে। সার্বিকভাবে বিনিয়োগকারীদের আস্থাহীনতার কারণে যত দিন যাচ্ছে পুঁজিবাজারের দরপতন আরো তীব্র হচ্ছে বলে মনে করছেন বিশ্লেষকরা। আওয়ামী লীগ সরকারের পতনের পর ডিএসইএক্স সূচকের অবস্থান ছিল ৫ হাজার ৪২৬ পয়েন্টে। অন্তর্বর্তী সরকার দায়িত্ব নেয়ার পর গত বছরের ১১ আগস্ট সূচকটি বেড়ে ৬ হাজার ১৬ পয়েন্টে দাঁড়ায়। তবে এর পর থেকেই আবারো ছন্দপতন ঘটে পুঁজিবাজারে। কখনো কখনো সূচক বাড়লেও সার্বিকভাবে এ সময়ে নিম্নমুখী ছিল পুঁজিবাজার। সর্বশেষ গতকাল ডিএসইএক্স সূচক দাঁড়িয়েছে ৪ হাজার ৭৮১ পয়েন্টে। নয় মাসে সূচকটি ১ হাজার ২৩৫ পয়েন্ট হারিয়েছে।

এক মাস ধরে বয়ে চলা তীব্র তাপপ্রবাহে পোলট্রি খামারিদের ৩০০ কোটি টাকার ক্ষতি হয়েছে বলে দাবি করেছে বাংলাদেশ পোলট্রি অ্যাসোসিয়েশন। তাদের দাবি গরমের কারণে হিটস্ট্রোকে মারা যাচ্ছে হাজার হাজার মুরগি, লোকসানে বন্ধ হয়ে যাচ্ছে প্রান্তিক খামার। তবু নেই সরকারি কোনো উদ্যোগ। গতকাল পোলট্রি অ্যাসোসিয়েশনের পাঠানো এক সংবাদ বিজ্ঞপ্তিতে এ দাবি জানান ব্যবসায়ীরা। বিজ্ঞপ্তিতে ব্যবসায়ীরা বলেন, ‘তীব্র তাপপ্রবাহ, লোডশেডিং ও বাজারে অব্যবস্থাপনার কারণে প্রতিদিন মারা যাচ্ছে হাজার হাজার মুরগি। ব্রয়লার ও সোনালি মুরগির মৃত্যুহার গড়ে ১০ শতাংশ এবং লেয়ার (ডিম পাড়া) মুরগির মৃত্যু ৫ শতাংশ। গত এক মাসে ১ লাখের ওপর মুরগি মারা গেছে, যার বাজার মূল্য ৩০০ কোটি টাকা। এতে প্রান্তিক খামারিরা পুঁজি হারিয়ে খামার বন্ধ করতে বাধ্য হচ্ছেন। এভাবে চলতে থাকলে সামনের দিনগুলোয় ডিমের উৎপাদন কমবে ৫ শতাংশ এবং মাংস উৎপাদন কমবে ১০-১৫ শতাংশ, যা খাদ্যনিরাপত্তার জন্য সরাসরি হুমকি। মাত্র ২০ শতাংশ ডিম ও মুরগি উৎপাদন করে যে করপোরেট কোম্পানিগুলো। সরকার সেদিকে মনোযোগী হলেও খামারিদের দিকে মনোযোগ দিচ্ছে না। অথচ দেশের ৮০ শতাংশ ডিম ও মুরগি উৎপাদন করেন প্রান্তিক খামারিরা।’

২০২৪ সালের আগস্টে বন্যায় ক্ষতিগ্রস্ত পূর্বাঞ্চলের পুনরুদ্ধার কার্যক্রম জোরদার ও ভবিষ্যৎ দুর্যোগ প্রতিরোধ সক্ষমতা বৃদ্ধিতে বাংলাদেশকে ২৭ কোটি ডলার (প্রায় ৩ হাজার ২৮২ কোটি টাকা) ঋণ দিচ্ছে বিশ্বব্যাংক। গুরুত্বপূর্ণ অবকাঠামো নির্মাণ ও সংস্কার, কৃষি খাতে সক্ষমতা বৃদ্ধি ও ক্ষতিগ্রস্ত জনগোষ্ঠীর জীবিকা উন্নয়নে এ সহায়তা দিচ্ছে বিশ্বব্যাংক। ‘বাংলাদেশ সাসটেইনেবল রিকভারি, ইমার্জেন্সি প্রিপারেডনেস অ্যান্ড রেসপন্স’ (বাংলাদেশের টেকসই পুনরুদ্ধার, দুর্যোগ প্রস্তুতি ও মোকাবেলা) শীর্ষক প্রকল্পের আওতায় চট্টগ্রাম ও সিলেট বিভাগে গ্রামীণ ও বন্যা প্রতিরোধ অবকাঠামো নির্মাণ ও পুনর্গঠন করা হবে। এতে প্রায় ১৬ লাখ মানুষ সুরক্ষা পাবে। এ প্রকল্পের মাধ্যমে জলবায়ু সহনশীল কৃষির প্রসার ও ঝুঁকিপূর্ণ জনগোষ্ঠীর জীবিকা সহায়তা দেয়া হবে। বিশ্বব্যাংকের ভারপ্রাপ্ত কান্ট্রি হেড গেইল মার্টিন বলেন, ‘জলবায়ু পরিবর্তনের অভিযোজন ও দুর্যোগ প্রস্তুতির ক্ষেত্রে বাংলাদেশ নেতৃস্থানীয় দেশ হিসেবে পরিচিত। ক্রমবর্ধমান জলবায়ুঝুঁকি ও ঘন ঘন প্রাকৃতিক দুর্যোগ জনগণ ও অর্থনীতিতে গুরুতর প্রভাব ফেলছে। এ প্রকল্প দেশের দুর্যোগ প্রস্তুতি ব্যবস্থা শক্তিশালী করবে এবং সিলেট ও চট্টগ্রামে বন্যাকবলিত মানুষের জীবিকা ও খাদ্যনিরাপত্তা নিশ্চিতে কাজ করবে।’

With Eid-ul-Adha approaching, traders at Chakbaidyanath Mukam, the country’s second-largest rawhide market, have completed their preparations. However, a sudden rise in salt prices and the spread of a bovine virus among cattle have left them deeply concerned. Due to the virus, salted rawhides are now being sold by weight, with traders suspecting the issue stems from the side effects of overfeeding in cattle farms. Meanwhile, the Ministry of Commerce has announced that salt imports will not be necessary this year due to sufficient domestic production. Taking advantage of the situation, traders have increased the price of unrefined salt by Tk 5 per kilogram, directly affecting the leather industry. Earlier, salt was priced at Tk 10 per kilogram, but it has now risen to Tk 15—a significant hike that has alarmed rawhide traders. Rokib Uddin Kamal, a trader, said that last week the price of a 70kg bag of salt was Tk 700. Now, it stands at Tk 1,050—indicating a Tk 5 increase per kilogram.

Bangladesh has initiated the move to re-negotiate tariffs with the power-plant owners to reduce "excessive" tariffs or "additional" costs as inscribed in the power-purchase agreements (PPAs) inked during the previous Awami League government. State-run Bangladesh Power Development Board (BPDB) has picked the 718MW JERA Meghnaghat plant as the first one to initiate tariff re-negotiations, industry insiders said. The BPDB has already sent a letter requesting the chief executive officer (CEO) of the plant to submit a tariff reduction proposal. Japan's Energy for a New Era, mostly known as JERA, is yet to submit the proposal to the BPDB, said sources. This is the first such letter from the BPDB to any power plant sponsor to reduce tariff from the PPA. Japanese energy biggie JERA has acquired the Meghnaghat plant from India's Reliance and awaits a nod to initiate electricity generation commercially. It carried out a test run of its plant in late October but did not get sufficient natural gas to initiate operations, it has been alleged. JERA is, however, yet to initiate a reliability test. Sources said JERA has been building pressure on the interim government to approve commercial operation date (COD) of the plant. JERA would be the third large LNG-fired plant at Meghnaghat, although the current infrastructure lacks the ability to keep it operational alongside the two such already-approved plants, said sources. The past Awami League government had previously approved the two similar unsolicited plants at the Meghnaghat site under contracts that provide for the much-talked-about capacity payment from the exchequer even if no power is produced or purchased.

The Bangladesh Garment Manufacturers and Exporters Association (BGMEA) has voiced concerns about the impact of recent legal cases on the garment industry. Speaking at a press conference in the capital yesterday (15 May), Faruque Hassan, a former BGMEA president, said the filing of numerous cases following the government changeover on 5 August, which implicated even businessmen with relatively clean reputations, has negatively affected both business operations and the confidence of international buyers. "We have already discussed the matter with the relevant authorities to ensure that businesses not involved in any crime do not face harassment," he said during the press conference where leaders of his panel, Sammilita Parishad, outlined their stance ahead of the upcoming BGMEA elections.
