দেশের বেসরকারি খাতে ঋণ প্রবাহে ভাটা চলছে গত কয়েক বছরে। তবে এবারের মতো এতটা খরা দেখা যায়নি। চলতি অর্থবছরের ফেব্রুয়ারিতে অর্থনীতির প্রধান এ খাতের ঋণ প্রবৃদ্ধি মাত্র ৬ শতাংশের ঘরে নেমে এসেছে। আজ মঙ্গলবার (১৫ এপ্রিল) দেশের বেসরকারি খাতে ঋণ প্রবৃদ্ধির হালনাগাদ তথ্য প্রকাশ করে বাংলাদেশ ব্যাংক। এতে দেখা যায়, চলতি ২০২৪-২৫ অর্থবছরের ফেব্রুয়ারি শেষে (ফেব্রুয়ারি’২৪-ফেব্রুয়ারি’২৫) বেসরকারি খাতে ঋণ প্রবৃদ্ধি অর্জিত হয়েছে মাত্র ৬ দশমিক ৮২ শতাংশ। যেখানে অর্থবছরের জন্য ঘোষিত মুদ্রানীতিতে ৯ দশমিক ৮ শতাংশ প্রবৃদ্ধির লক্ষ্য নির্ধারণ করা হয়েছে। আর তার আগের মাসেও (জানুয়ারি) বেসরকারি খাতে ঋণ প্রবৃদ্ধি ছিল ৭ দশমিক ১৫ শতাংশ।

Titas Gas Transmission and Distribution PLC will begin installing smart prepaid gas meters in 2026, having already appointed one Project Management Consultant (PMC), while the selection of a second is in progress. “We’re hopeful that we can start the implementation of the smart prepaid meter project by the second half of 2026,” said Shahnewaj Parvez, Managing Director of Titas Gas, the largest state-owned gas distribution entity with a 55 per cent market share and 2.878 million consumers. Titas Gas has so far installed 420,000 prepaid meters in its command areas, primarily covering Dhaka, Narayanganj, Gazipur, and Narsingdi, since launching the initiative more than a decade ago.

এ ঋণ কর্মসূচির অধীনে বেশকিছু শর্ত ও সংস্কার বাস্তবায়নের বাধ্যবাধকতা রয়েছে। এর মধ্যে রাজস্ব আহরণ বৃদ্ধি, বৈদেশিক মুদ্রার বিনিময় হার বাজারভিত্তিক করা ও নিট রিজার্ভ সংরক্ষণসংক্রান্ত শর্ত পূরণের ক্ষেত্রে বাংলাদেশের রয়েছে বেশ দুর্বলতা। প্রথম তিনটি রিভিউ মিশনে এ বিষয়ে ছাড় দেয়া হলেও চতুর্থ ও বর্তমানে চলমান মিশনে বেশ কঠোর অবস্থানে আইএমএফ। গুরুত্বপূর্ণ এসব শর্ত পূরণ করতে না পারলে ঋণের কিস্তির অর্থ না পাওয়ার শঙ্কাও রয়েছে বলে মনে করছেন বিশ্লেষকরা। আইএমএফের গবেষণা শাখার উন্নয়ন সামষ্টিক অর্থনীতি বিভাগের প্রধান ক্রিস পাপাজর্জিওর নেতৃত্বে গত ৬ এপ্রিল থেকে সংস্থাটির একটি মিশন বাংলাদেশ সফর করছে। এর আগের তিনটি মিশনেরও নেতৃত্ব দিয়েছেন তিনি। এবারের মিশনের প্রতিবেদনের ভিত্তিতে আগামী জুনে আইএমএফের পর্ষদে বাংলাদেশের ঋণের চতুর্থ ও পঞ্চম কিস্তির অর্থ ছাড়ের প্রস্তাব উঠবে। অনুমোদন সাপেক্ষে দুই কিস্তি মিলিয়ে ১ দশমিক ৩ বিলিয়ন ডলার ছাড়ের কথা রয়েছে।

এখন থেকে সব ধরনের বিদেশী মুদ্রায় হিসাব খুলতে পারবেন প্রবাসীরা। সেই সঙ্গে প্রবাসীদের নামে খোলা বৈদেশিক হিসাবের সুদের হার বাজারের ওপর ছেড়ে দেয়া হয়েছে। ফলে এখন থেকে ব্যাংক-গ্রাহক সম্পর্কের ভিত্তিতে সুদের হার নির্ধারিত হবে। রোববার বাংলাদেশ ব্যাংক এ-সংক্রান্ত একটি প্রজ্ঞাপন জারি করে। বাংলাদেশ ব্যাংকের কর্মকর্তারা জানান, এতদিন শুধু অনুমোদিত চারটি বৈদেশিক মুদ্রা ডলার, পাউন্ড, ইউরো ও ইয়েনে প্রবাসীদের হিসাব খোলার সুযোগ ছিল। এখন অনুমোদিত মুদ্রার পাশাপাশি ব্যবহারযোগ্য সব বৈদেশিক মুদ্রায় হিসাব খুলতে পারবেন প্রবাসীরা। এ সুযোগ দেয়ায় দেশে বৈদেশিক মুদ্রার প্রবাহ বাড়বে বলে আশা করা হচ্ছে।

No tariff exemption is being extended to smartphones and other electronic products manufactured in China. President Donald Trump made the announcement on Sunday, clarifying that such items are instead being shifted under a different tariff policy. The announcement came in contrast to a notice issued earlier by US Customs, which stated on Saturday that the elevated tariffs would not take effect even if goods such as mobile phones, computers and semiconductors were imported from China.Within 48 hours, however, Trump offered a conflicting message.
