৪.৭ বিলিয়ন ডলার ঋণচুক্তির চতুর্থ কিস্তি ছাড়ের আগে শর্ত পূরণের অগ্রগতি যাচাই করতে আগামী অক্টোবরে বাংলাদেশে আসছে আন্তর্জাতিক মুদ্রা তহবিলের (আইএমএফ) তৃতীয় রিভিউ মিশন। বাংলাদেশের জন্য আইএমএফের রেসিডেন্ট প্রতিনিধি জয়েন্দু দে অর্থ মন্ত্রণালয়কে এক চিঠিতে এ তথ্য জানিয়েছেন। চিঠিতে বলা হয়েছে, অক্টোবরে ওয়াশিংটনে অনুষ্ঠেয় আইএমএফের বার্ষিক সভার আগেই এ মিশন রিভিউ সম্পন্ন করতে আগ্রহী।

Payments of principal and interest on foreign loans for various development projects and government purchases of oil, gas, and fertilisers have resumed after more than a week's pause, according to sources from the Economic Relations Division (ERD).The Bangladesh Bank was authorised yesterday to proceed with the overdue repayments.

Finance and Planning Adviser Salehuddin Ahmed is placing the highest priority on stabilising the banking sector and rejuvenating the country's overall economic activities. "Running the economy and restoring order in the banking sector is my top priority," he said in response to a question from The Business Standard on Monday. Salehuddin said he will focus more on improving people's living standards than on macroeconomic indicators.

Inflation rocketed 13-year high to 11.66 per cent in July as food cost soared by a steep 14.10 per cent, the toghest month especially for the commoners, the last official disclosure showed. In a single month, the food inflation on a point-to-point basis surged by 3.68 percentage points to 14.10 per cent from 10.42 per cent in June, according to the Bangladesh Bureau of Statistics (BBS) data unveiled Monday.

Banks lying "clinically dead" and on the brink, surviving only through bailouts, should be allowed to close down, recommends a local think-tank in exhaustive redemption plans for banking and finance. For riddance from such problem banks, the Centre for Policy Dialogue (CPD) suggests that the interim government formulate an exit policy with provision of protection for depositors' money. A white paper detailing the corruption and scams in Bangladesh's banking industry and identifying those accountable for such rot has also to be published, the policy think-tank told journalists at a meet in Dhaka on Monday.

Congestion has spread from the Chittagong Port's jetties, yards and outer anchorage to inland container depots (ICDs). The port city's 19 ICDs now hold more than 15,000 twenty-foot equivalent units (TEUs) of export boxes, nearly double the usual storage of about 8,000 TEUs. At the same time, the depots are also storing some 42,000 TEUs of empty containers and about 8,500 TEUs of import cargo. "But since the export volume has been consistently increasing for the last one week, it is putting strain on our storage capacity…," the Bangladesh Inland Container Depots Association (BICDA) told port sector stakeholders on Monday.

টানা চার কার্যদিবস উত্থানের পর গতকাল দর সংশোধন হয়েছে দেশের পুঁজিবাজারে। এদিন সূচক ও লেনদেন দুই কমেছে। এর মধ্যে প্রধান পুঁজিবাজার ঢাকা স্টক এক্সচেঞ্জের (ডিএসই) সার্বিক সূচক ডিএসইএক্স কমেছে ১ দশমিক ৪ শতাংশ। পাশাপাশি এক্সচেঞ্জটিতে দৈনিক লেনদেনের পরিমাণ কমেছে ৪৩ দশমিক ১ শতাংশ। দেশের আরেক পুঁজিবাজার চট্টগ্রাম স্টক এক্সচেঞ্জেও (সিএসই) গতকাল সূচক ও লেনদেন কমেছে। বাজার বিশ্লেষকরা বলছেন, টানা চার কার্যদিবস উত্থানের কারণে বিনিয়োগকারীদের পোর্টফোলিওতে থাকা শেয়ারের দাম বেড়েছে। ফলে অনেকেই এ মুনাফা তুলে নেয়ার জন্য শেয়ার বিক্রি করেছেন। বিশেষ করে সিরামিক, সেবা, প্রকৌশল ও চামড়া খাতের শেয়ার বিক্রির চাপ ছিল সবচেয়ে বেশি। এতে গতকাল পুঁজিবাজারে দর সংশোধন হয়েছে।

The Election Commission has fallen from the Ritz to the rubble, leaving elections being subjected to "enforced disappearance", through the collective and multifaceted attacks on the election administration since the 2014 parliamentary polls. Three consecutive "stage-managed" parliamentary elections were conducted by the successive ECs that only provided the Sheikh Hasina regime with so-called "legal formality", which her regime described as its "legitimacy" to cling to the power for more than 10 years. She and her party leaders have never taken a break to claim that they were elected by the people. But the reality on the ground was otherwise. No election, except polls to a few local government bodies held in the last 10 years, was free and fair.

ডিএমপির ৫৭ ঊর্ধ্বতন কর্মকর্তার হদিস নেই। তারা কোথায় আছেন, বলতে পারছেন না সহকর্মীরাও।আওয়ামীপন্থি কিংবা ক্ষমতাচ্যুত সরকারঘেঁষা হিসেবে পরিচিত ঢাকা মহানগর পুলিশের (ডিএমপি) সাবেক কমিশনার হাবিবুর রহমান, অতিরিক্ত কমিশনার (ক্রাইম অ্যান্ড অপারেশন্স) হারুন অর রশীদ, যুগ্ম কমিশনার বিপ্লব কুমার সরকার, খন্দকার নুরন্নবী অন্তত ৫৭ জন ঊর্ধ্বতন কর্মকতার হদিস নেই। এর মধ্যে অতিরিক্ত উপ-পুলিশ কমিশনার থেকে অতিরিক্ত আইজিপি পদমর্যাদার ঊর্ধ্বতন পুলিশ সদস্যরাও আছেন। ডিএমপি হেডকোয়াটার্সে শুধু ক্রাইম বিভাগের সদস্যরা পুরোদমে অফিস করছেন। ১১ আগস্ট ডিএমপি হেডকোয়ার্টার্স সংশ্লিষ্ঠদের সঙ্গে কথা বলে এসব তথ্য জানতে পেরেছে টিবিএস। তবে ডিএমপি সূত্রে জানা গেছে, থানাগুলোতে কোনো কোনো ক্ষেত্রে ৯৫ শতাংশ পর্যন্ত পুলিশ সদস্য কাজে যোগ দিয়েছেন।

The DSE Brokers Association (DBA) of Bangladesh placed a 30-point demand, including a massive overhaul of the securities regulator and immediate removal of corrupt officials to ensure good governance. The past two chairmen of the Bangladesh Securities and Exchange Commission (BSEC) failed to ensure transparency and accountability in the market. They were politically appointed and made decisions along the line of political aspirations, not for the interest of investors. The institutional framework of the securities regulator has been completely destroyed over the past 14 years to the benefit of a handful of people close to the government at the expense of millions of investors.

স্বল্পোন্নত দেশের (এলডিসি) তালিকা থেকে উন্নয়শীল দেশ হিসেবে বাংলাদেশের উত্তরণ পিছিয়ে দেয়ার দাবি জানিয়েছেন রফতানিমুখী ব্যবসায়ী সংগঠনগুলোর নেতারা। কারণ সদ্য বিদায়ী সরকার বেশি পরিমাণে রফতানি দেখিয়ে এলডিসি গ্র্যাজুয়েশন নেয়ার সিদ্ধান্ত নেয়। তবে বাস্তবতার সঙ্গে সরকারের তথ্যের বড় ধরনের পার্থক্য থাকায় ব্যবসায়ীরা চান না এখনই এলডিসি গ্র্যাজুয়েশন সম্পন্ন হোক। দেশের বর্তমান পরিস্থিতিতে করণীয় নির্ধারণে গতকাল রাজধানীর প্যান প্যাসিফিক সোনারগাঁও হোটেলে এক অনুষ্ঠানে বিভিন্ন ব্যবসায়ী সংগঠনের নেতারা বিভিন্ন দাবি উত্থাপন করেন। বাংলাদেশ গার্মেন্টস অ্যাকসেসরিজ অ্যান্ড প্যাকেজিং ম্যানুফ্যাকচারার্স অ্যান্ড এক্সপোর্টার্স অ্যাসোসিয়েশনের (বিজিএপিএমইএ) সভাপতি মো. শাহরিয়ারের উদ্যোগে রফতানি খাতসংশ্লিষ্ট ২৭টি বাণিজ্যিক সংগঠন এ মতবিনিময় সভায় অংশ নেয়। অনুষ্ঠানে ঢাকা চেম্বার অব কমার্স অ্যান্ড ইন্ডাস্ট্রিজের (ডিসিসিআই) সাবেক সভাপতি ও থাই চেম্বারের সভাপতি শামস্ মাহমুদ বলেন, ‘এলডিসি থেকে উত্তরণ ১০ বছর পিছিয়ে দেয়া দরকার। বর্তমান প্রেক্ষাপটে অর্থায়নের সুযোগ ও জিএসপি প্লাসের প্রস্তুতির জন্য প্রয়োজনীয় বিনিয়োগ এবং সেই বিনিয়োগের জোগান দেয়ার মতো অবস্থায় নেই দেশের ব্যাংক খাত। ফলে এখন এলডিসি থেকে উত্তরণের দরকার নেই।’
