দেশের সবচেয়ে বড় রাষ্ট্রায়ত্ত গ্যাসভিত্তিক বিদ্যুৎ কেন্দ্র নরসিংদীর ঘোড়াশাল তাপবিদ্যুৎ কেন্দ্র। ১ হাজার ৩০০ মেগাওয়াট সক্ষমতার বিদ্যুৎ কেন্দ্রটি গ্যাস সংকটে দিনের পর দিন বন্ধ রয়েছে। বিদ্যুৎ কেন্দ্রটি সংস্কার করে সক্ষমতা বাড়ানো হলেও গ্যাসের অভাবে চালানো যাচ্ছে না। যে কারণে বিদ্যুৎ হাব হিসেবে পরিচিত ঘোড়াশালে এক রকম অচলাবস্থা বিরাজ করছে। বাংলাদেশ বিদ্যুৎ উন্নয়ন বোর্ড (বিপিডিবি) সূত্রে জানা গেছে, ঘোড়াশাল বিদ্যুৎ কেন্দ্রের মোট সাতটি ইউনিট রয়েছে। এগুলো গ্যাসভিত্তিক এবং বিভিন্ন সক্ষমতার। বিগত কয়েক বছরে সংস্কারের মাধ্যমে বিদ্যুৎ কেন্দ্রটির আধুনিকায়ন করে এর উৎপাদন সক্ষমতা বাড়ানো হয়েছে। কেন্দ্রটি দেশের অন্য গ্যাসভিত্তিক বিদ্যুৎ কেন্দ্রের চেয়ে ব্যয় সাশ্রয়ীও। বর্তমানে কেন্দ্রটির সাড়ে ৭০০ মেগাওয়াট সক্ষমতা উৎপাদনের জন্য প্রস্তুত রয়েছে। কিন্তু সেই সক্ষমতাও গ্যাস সংকটের কারণে উৎপাদনে নেয়া যাচ্ছে না। কেন্দ্রর বাকি সক্ষমতাকে উৎপাদন উপযোগী করতে মেরামতকাজ চলছে।

An ambitious export target of US$65 billion is proposed for this fiscal year with the government having gauged all the ground realities and global and local economic scenarios, officials say. The uppish export turnover for 2025-26 reflects a 17.22-percent growth over the estimated export earnings of $55.45 billion in the just-past FY2024-25. According to sources at the Ministry of Commerce, the proposed target includes $56.5 billion from goods and $8.5 billion from services. The estimated growth rates are 17 per cent for goods and 18.67 per cent for services. Initially, the Export Promotion Bureau (EPB) proposed a target of $63.5 billion for FY2025-26-with $55 billion to come from goods and $8.5 billion from services-with an overall annualised growth of 14.52 per cent. The proposed growth rates in that estimate were 13.91 per cent for goods and 18.67 per cent for services. However, the Ministry of Commerce has moved to revise the goods-export target to add another $1.5 billion by increasing projections in key sectors such as RMG, leather, jute, and home textiles. Speaking on condition of anonymity, ministry officials said the final target would be announced next week, after the return of the commerce adviser and the commerce secretary from the United States, where tariff-deal negotiations are on stream.

As part of belt-tightening measures, the government has put on hold all types of spending from block allocation under its operating budget for the fiscal year 2025-26. To this effect, the Finance Division under the Ministry of Finance on Tuesday issued a notification, outlining suspension/lowering of some spending and limiting foreign travels by public sector employees, under the operating and development budget also. According to the notification, no vehicles and water cars can be bought from the funds allocated under operating budget. It, however, said with prior approval from the finance division vehicles aged over 10 years can be replaced by using the fund. Any new buildings cannot be built with the funds allocated under the operating budget except for education, health, and agriculture sector. However, funds can be spent in the case of those, construction works of which have been completed minimum 50 per cent, with prior approval from the finance division. Also, the notification directed to keep suspended spending of funds allocated for land acquisition.

There has been heightened concern the world over about Donald Trump's reciprocal tariff ever since the radical policy on import duty was unveiled in April last. The 90-day tariff pause he announced following stock market crashes was precisely meant to secure 90 trade deals in those 90 days but he managed to accomplish only two. A day before the expiry of that period, Trump issued letters to heads of government in 14 countries, mostly South-East Asian, revising the rates of the levies announced in April. This time almost another three weeks' time has been granted for further negotiations for reaching a deal. The failure to do so will lead to enforcement of the revised tariff from August 1 next with no further extension of the deadline. According to the latest list of Trump's tariff rates, Bangladesh will face an additional 35 per cent duty on its commodities exported to the US. This is on top of the existing 15 per cent tariff Bangladesh exporters now have to pay. The government functionaries have tried to assure the people here that the issue is yet to be settled. A delegation headed by Commerce Adviser Sheikh Bashir Uddin, now in America, should have held a meeting with the United States Trade Representative (USTR) in favour of wresting concessions from the US side. But given the outcome of keeping the channel of negotiations with Washington for three months, there is hardly any reason to be optimistic about a drastic cut on US import duty. The rate of levy on export commodities from Bangladesh was lowered by only 2.0 per cent from the original 37 per cent. Exactly at this point, figures the case of Vietnam which could successfully negotiate a 20 per cent tariff on its goods exported to the US. Most importantly, of the two trade deals the Trump administration inked in the 90-day pause period, Vietnam's was one, the other being the US-UK deal.

Bangladesh resumed talks with the US Administration, especially the United States Trade Representative (USTR), to negotiate a reduction in the newly-imposed tariffs on Bangladeshi products at a favourable level. The meeting began at 11:00 am local time in Washington D.C. with high-ranking officials from both nations. The meeting was scheduled to end at 5:00 pm local time, said Commerce Adviser Sk Bashir Uddin on the WhatsApp messenger service. He, however, declined to disclose the agenda due to his busy schedule. Besides the commerce adviser, Commerce Secretary Mahbubur Rahman, and Additional Secretary Nazneen Kawshar Chowdhury were set to participate at the meeting in person. The negotiation, prompted by the recent imposition of higher US tariff, will also be held on July 10-11, according to a source at the Ministry of Commerce. The official said Bangladesh may assure the USA of increasing imports of cotton, wheat, LNG, military equipment and possibly aircraft from the USA.

Chinese airlines operating in Bangladesh are reportedly facing complexities in remitting earnings to their headquarters due to "non-approval" from the central bank, officials have said. One of the airliners alone has over $2.5 million in earnings stuck. The company is "losing its income due to fluctuation in foreign currency exchange rate," it said. The Chinese Embassy in Dhaka in a recent letter to the Ministry of Foreign Affairs (MoFA) made a request to coordinate the issue with the central bank so that the airlines can remit their earnings smoothly. Later, the MoFA has sought the finance ministry's intervention to resolve the problem. The embassy in the letter mentioned that Chinese airlines have constantly increased passenger and cargo capacity as well as flight frequency to facilitate people-to-people exchanges between Bangladesh and China. However, the Bangladeshi Branch Offices of China Eastern Airlines and China Southern Airlines, two of the largest airlines of China, have been unable to obtain PFA (post facto approval) from the Bangladesh Bank since February and March, preventing them from remitting their surplus earnings to their headquarters, it said. The embassy has sought measures to improve the "efficiency of the repatriation of surplus earnings and approve PFA" for the branches of China Eastern Airlines and China Southern Airlines and other Chinese airlines, including Air China and Cathy Pacific Airways.

Improving macroeconomic indicators seem to have helped offset concerns over US imposition of a 35 per cent reciprocal tariff on exports from Bangladesh, market analysts said. "The market has been rising for the last six sessions mainly due to the growing confidence of investors on the back of an improvement in key macroeconomic indicators," said Akramul Alam, head of research at Royal Capital. Exports grew 8.6 per cent year-on-year to $48.28 billion in the just concluded financial year despite economic headwinds while inward remittance surpassed $30 billion in FY25. Inflation also dropped to a 35-month low to 8.48 per cent in June. Moreover, the yield rates against government securities are showing a declining trend and the government slashed the interest rates on all major savings certificates by 47 to 57 basis points last week.

The first day of the second round of tariff negotiations between Bangladesh and the United States concluded in Washington with both parties reportedly reaching consensus on most issues during the discussion, according to an official of the Bangladesh Embassy in Washington DC. In a Facebook post at 3am Dhaka time, Golam Mortoza, press minister at the Bangladesh Embassy, said, "The first day of discussions on Bangladesh-US tariff issues has concluded. Talks will continue tomorrow and the day after. "Both sides have agreed on most points in terms of logic and arguments. However, it is too early to comment on the tariff issue."

মার্কিন প্রেসিডেন্ট ডোনাল্ড ট্রাম্পের প্রস্তাব অনুযায়ী ৩২ শতাংশ হারে মার্কিন শুল্ক কার্যকর হলে ইন্দোনেশিয়া থেকে যুক্তরাষ্ট্রে পাম অয়েল রফতানি উল্লেখযোগ্য মাত্রায় কমতে পারে। মঙ্গলবার রয়টার্সকে দেয়া এক সাক্ষাৎকারে এ তথ্য জানিয়েছেন ইন্দোনেশিয়া পাম অয়েল অ্যাসোসিয়েশনের (জিএপিকেআই) সেক্রেটারি জেনারেল হাদি সুগেং। যুক্তরাষ্ট্রে ইন্দোনেশিয়ার অন্যতম রফতানি পণ্য পাম অয়েল। হাদি সুগেং বলেন, প্রস্তাবিত শুল্ক কার্যকর হলে আগামী দিনগুলোয় দেশটিতে পাম অয়েল রফতানি ১৫-২০ শতাংশ পর্যন্ত কমে যেতে পারে। গত তিন বছরে যুক্তরাষ্ট্রে ইন্দোনেশিয়ার পাম অয়েল রফতানির পরিমাণ ছিল গড়ে ২২ লাখ ৫০ হাজার টন। ২০২৪ সালে ইন্দোনেশিয়া বিশ্বের বিভিন্ন দেশে মোট ২ কোটি ৯৫ লাখ টন পাম অয়েলজাত পণ্য রফতানি করেছে।

Following the United States' decision to impose a tariff of 35% on imports from Bangladesh, US buyers have largely suspended negotiations for new orders and are now asking Bangladeshi suppliers to share the cost of extra duties on shipments already in progress. Exporters in Bangladesh have reported that the new tariff, set to take effect on 1 August, will increase the total duty on most Bangladeshi products entering the US market to around 51%, combining the previous rate of nearly 16% with the new 35%. Industry leaders warn that if implemented, this could significantly impact Bangladesh's $8.4 billion export market in the US, particularly the ready-made garment sector. Exporters said that the uncertainty surrounding the new duty has created anxiety, particularly as buyers begin to renegotiate cost responsibilities for shipments already placed but not yet delivered.

ইউরোপীয় ইউনিয়নভুক্ত (ইইউ) দেশগুলো থেকে ২০২৪-২৫ মৌসুমে গম (সফট হুইট) রফতানি আগের মৌসুমের তুলনায় ৩৫ শতাংশ কমেছে। ইউরোপিয়ান কমিশনের এক প্রতিবেদনের তথ্য অনুযায়ী, গত ৩০ জুন শেষ হওয়া মৌসুমে ইইউভুক্ত দেশগুলো থেকে গম রফতানির পরিমাণ ছিল ২ কোটি ৩ লাখ ৩০ হাজার টন। খবর বিজনেস রেকর্ডার। খাতসংশ্লিষ্টরা বলছেন, কৃষ্ণসাগরীয় অঞ্চলগুলোয় তীব্র প্রতিযোগিতা ও ফ্রান্সে ফলন কমে যাওয়া রফতানি হ্রাসের মূল কারণ। যদিও ইইউভুক্ত সব দেশের রফতানি তথ্যের অসম্পূর্ণতাও এ পরিসংখ্যানে প্রভাব ফেলেছে। ইউরোপিয়ান কমিশনের তথ্যমতে, ২০২৪ সালের শুরু থেকে ফ্রান্সের রফতানি তথ্য সম্পূর্ণভাবে সংরক্ষণ করা হয়নি। পাশাপাশি ২০২৩-২৪ বাজার মৌসুমের শুরু থেকে বুলগেরিয়া ও আয়ারল্যান্ডের তথ্যও আংশিকভাবে অনুপস্থিত।

বাংলাদেশের দুগ্ধ শিল্পে টেকসই সবুজায়ন নিশ্চিত করতে আনুষ্ঠানিকভাবে যাত্রা করেছে প্রথম বার্ষিক ডেইরি ভ্যালু চেইন ফোরাম। এ উপলক্ষে গতকাল ইন্টারকন্টিনেন্টাল ঢাকায় আয়োজিত অনুষ্ঠানে প্রধান অতিথি ছিলেন প্রাণিসম্পদ অধিদপ্তরের মহাপরিচালক ড. মো. আবু সুফিয়ান। বিশেষ অতিথি ছিলেন বাংলাদেশে ডেনমার্ক দূতাবাসের ডেপুটি হেড অব মিশন অ্যান্ডার্স বি. কার্লসেন এবং বাংলাদেশ প্রাণিসম্পদ গবেষণা ইনস্টিটিউটের মহাপরিচালক ড. শাকিলা ফারুক। এ ফোরাম ড্যানিশ পররাষ্ট্র মন্ত্রণালয়ের আওতাধীন ডানিডা গ্রিন বিজনেস পার্টনারশিপের (ডিজিবিপি) অর্থায়নে পাঁচ বছর মেয়াদি প্রকল্প ‘গ্রিন ডেইরি পার্টনারশিপ ইন বাংলাদেশ’-এর একটি উদ্যোগ। উদ্বোধনী অনুষ্ঠানে ‘আরলা বিগ ফাইভ’ টেকসই মডেলের পরিচিতি উপস্থাপন করা হয়, যা পশুর জন্য কার্যকরী খাদ্য, খাদ্য সামঞ্জস্যতা, পশুর সুস্থতা, সার ব্যবস্থাপনা এবং ভূমির কার্যকর ব্যবহারের ওপর গুরুত্বারোপ করে।

বাংলাদেশ ব্যাংকের পুনঃঅর্থায়ন স্কিমের আওতায় চাঁপাইনবাবগঞ্জের প্রান্তিক পর্যায়ের গ্রাহকদের মাঝে প্রকাশ্যে ঋণ বিতরণ করা হয়েছে। ব্যাংক এশিয়ার নেতৃত্বে সম্প্রতি স্থানীয় টাউন ক্লাবে এক অনুষ্ঠানের আয়োজন করে। এতে প্রধান অতিথি ছিলেন বাংলাদেশ ব্যাংকের ডেপুটি গভর্নর ড. মো. হাবিবুর রহমান। বিশেষ অতিথি ছিলেন কেন্দ্রীয় ব্যাংকের নির্বাহী পরিচালক রূপ রতন পাইন এবং ফাইন্যান্সিয়াল ইনক্লুশন ডিপার্টমেন্টের পরিচালক মো. ইকবাল মহসীন। অনুষ্ঠানে ব্যাংক এশিয়ার এমডি (চলতি দায়িত্ব) এএনএম মাহফুজের সভাপতিত্বে ২২১ জন গ্রাহকের মাঝে মোট ২ কোটি ৭৫ লাখ টাকার ঋণ বিতরণ করা হয়। এর মধ্যে ব্যাংক এশিয়ার ১১৬ জন গ্রাহকের মাঝে ৬৯ লাখ টাকা দেয়া হয়।

বাংলাদেশ শ্রমিক কল্যাণ ফাউন্ডেশনে প্রায় ২ কোটি ২৫ লাখ টাকা প্রদান করেছে লাফার্জহোলসিম বাংলাদেশ পিএলসি। সম্প্রতি শ্রম ও কর্মসংস্থান মন্ত্রণালয়ের উপদেষ্টা ব্রিগেডিয়ার জেনারেল (অব.) ড. এম সাখাওয়াত হোসেনের কাছে এ চেক হস্তান্তর করেন লাফার্জহোলসিমের এইচআর ডিরেক্টর একেএম আতিকুর রহমান এবং বিজনেস ডেভেলপমেন্ট ডিরেক্টর নীল সেভিও আজাভেদো। এ সময় বাংলাদেশ শ্রমিক কল্যাণ ফাউন্ডেশনের মহাপরিচালক মো. মুনির হোসেন খান এবং লাফার্জহোলসিমের জিএম (করপোরেট অ্যাফেয়ার্স) সরকার শোয়েব আহমেদ উপস্থিত ছিলেন। উল্লেখ্য, বাংলাদেশ শ্রম আইন ২০০৬ অনুযায়ী বার্ষিক লভ্যাংশের শূন্য দশমিক ৫ শতাংশ হারে বাংলাদেশ শ্রমিক কল্যাণ ফাউন্ডেশনে প্রায় ২ কোটি ২৫ লাখ টাকা প্রদান করেছে লাফার্জহোলসিম বাংলাদেশ।

যুক্তরাষ্ট্রের বাজারে পণ্য রফতানিতে ৩৫ শতাংশ শুল্ক আঘাতে উদ্বেগজনক পরিস্থিতির মধ্যে রয়েছে বাংলাদেশ। তবে শুল্কহারের চেয়েও বড় চিন্তার বিষয় পারস্পরিক বাণিজ্য চুক্তি। কেননা এর মধ্যে এমন কিছু বিষয় রয়েছে, যার প্রভাব দেশের অর্থনীতি ও রাজনীতিতে দীর্ঘমেয়াদি। সেটি নিয়েই যুক্তরাষ্ট্রের সঙ্গে আলোচনার টেবিলে বাংলাদেশের প্রতিনিধিরা। তার ঘণ্টাখানেক আগেই ত্রয়োদশ জাতীয় সংসদ নির্বাচনের সব প্রস্তুতি আগামী ডিসেম্বরের মধ্যে শেষ করার নির্দেশ দেন প্রধান উপদেষ্টা ড. মুহাম্মদ ইউনূস। রাজধানীর ফরেন সার্ভিস একাডেমিতে গতকাল রাতে এক জরুরি সংবাদ সম্মেলন ডেকে প্রধান উপদেষ্টার প্রেস সচিব শফিকুল আলম এ তথ্য জানান।
