The interim government is beset with problems. Every sector and people belonging to various economic and social groups want a solution now. Of the many issues at hand ranging from polythene ban to law-and-order situation, one issue simply cannot be put off and that is foreign debt servicing. Regular repayment of foreign loans plus interest is the biggest headache. Indeed, the government of the day is grappling with massive repayments in hard currency that has shot up dramatically since the last fiscal year. As per published data, the country has "paid back foreign debt of $3.36 billion (interest plus principal) in FY24". The heavy burden of debt is one of the things the current government inherited from the previous one and it has serviced more than $0.50 billion in the last two months. Official data put that amount at $589.22 million and this constant repayment is playing havoc with the country's precarious finances.

The Russian authorities are not inclined to approve Bangladesh's proposal to extend the loan disbursement period by two years for the Rooppur Nuclear Power Plant's construction. During a meeting at the Economic Relations Division (ERD) today, which focused on loan disbursement and interest payments for the project, the Russian side indicated that they are unwilling to extend the loan disbursement period.

The work of the reform commissions that was scheduled to begin from yesterday (Monday) has been deferred, as the interim government has decided to hold another round of dialogue with the political parties before that, press secretary to the chief adviser Shafiqul Alam told the newsmen on Monday. The dialogue will start soon, he said, adding that the government felt that this dialogue will help the reform commissions start their functions properly. The International Monetary Fund (IMF), Alam said, may provide another 3.0 billion US dollar to Bangladesh in addition to the previous commitment of 4.7 billion dollar. IMF managing director Kristalina Georgieva during a meeting with Chief Adviser Prof Dr Muhammad Yunus in New York had indicated the availability of a new loan.

The government has decided to raise the Probashi Kalyan Bank's authorised and paid-up capital to Tk 20 billion and Tk 13 billion respectively, aiming to bolster its financial base and enhance the loan disbursement capacity. The volume of the authorised capital of the bank currently stands at Tk 5.0 billion and the paid-up capital at Tk 5.0 billion, according to sources. A total of Tk 13 billion has already been invested as capital by the government (Tk 5.25 billion) and the Wage Earners Welfare Board (Tk 7.75 billion).

The government has formed a high-powered panel to ensure the management of the Capital Market Stabilization Fund (CMSF), sources said.It has given 10 days to the panel to prepare and submit a report with a set of recommendations.The Financial Institutions Division (FID) recently issued an official order regarding the matter. The committee comprises two representatives from the Finance Division and one each from the commerce ministry, Bangladesh Securities and Exchange Commission (BSEC), the Registrar of Joint Stock Companies and Firms (RJSC) and FID.The team will decide the next course of actions for the CMSF to ensure proper usage of its funds. It will also prepare a report, including suggestions regarding the management of the funds, according to the order.

The Bangladesh Bank has rejected a request from bank chairmen to defer by six months the implementation of the new rules that shorten the time for term loans to be classified as overdue. The Bangladesh Association of Banks (BAB), a platform for bank owners, made the request during a meeting with Governor Ahsan H Mansur on 18 September, citing prevailing economic challenges as the primary reason for their appeal. Chairmen of various banks participated in the meeting led by BAB Chairman Abdul Hai Sarkar, who also serves as the chairman of Dhaka Bank. Earlier, BAB had made this request in a letter sent to the central bank on 31 July.

Led by Chris Papageorgiou, the IMF Mission Chief for Bangladesh, the team visited Dhaka on September 24-30 discussing recent developments and the government's reform priorities. The current interim government of Bangladesh sought an additional $3.0 billion worth of assistance from the IMF in addition to the ongoing $4.7 -billion loan programme that was granted to help restore macroeconomic stability, particularly to prop up foreign-exchange reserves on fast decline during the past regime. The team visited Dhaka, according to officials concerned, to assess the macroeconomic situation of the country and the possible financial needs.

The interim government is under tremendous pressure to pay off hefty foreign debt taken by the ousted Sheikh Hasina government as more than half-a-billion-dollar debt has already been served in the past two months. Officials on Monday said the government has repaid $589.22 million worth of interest and principal against the outstanding foreign debt, throwing the government's balance sheet into the negative trajectory. It has served $589.22 million loan during the July-August period this fiscal year (FY), 2024-2025, against the outstanding loan. The country received $458.24-million credit from external lenders, including the World Bank, the Asian Development Bank and the JICA, according to the data available with the Economics Relations Division (ERD).

By 2050, some 17 per cent of Bangladesh's territory will be submerged by rising sea levels, resulting in a loss of 30 per cent of its agricultural land, according to an estimation. This will compel coastal communities to migrate into cities, where they are likely to be subjected to poor living conditions and unemployment. The International Labour Organization (ILO) Bangladesh country office said these in a statement on Monday. Bangladesh has the fifth largest population in the Asia-Pacific region. The country ranks ninth worldwide among the countries at the highest risk of climate-induced disasters, such as tropical cyclones, tornadoes, floods, coastal and riverbank erosions, droughts, and landslides, it added.

The government in 2011 formed Bangladesh Infrastructure Finance Fund Limited (BIFFL), a special non-bank financial institution, to bolster financing in public-private partnership (PPP) projects. However, the company wasted its funds by investing in Fixed Deposit Receipts (FDRs) with weak banks and financial institutions. It also provided loans to some companies unrelated to PPPs which went defaulted causing loss of public money of nearly Tk1,800 crore. The finance ministry formed BIFFL, the largest non-bank financial institution in terms of paid-up capital, by allocating Tk1,600 crore. Of this, Tk650 crore was invested in fixed deposits with 13 poorly performing banks and NBFIs, which are now unable to repay the funds.

In the competition to capture a larger share of the US apparel market, which China is gradually losing, Vietnam and India are surpassing Bangladesh, particularly in high-value garment exports, according to a report by the United States International Trade Commission. Exports of the two countries are rising due to their growing focus on high-value apparel exports, better infrastructure, and increased foreign investment, said the report titled "Apparel: Export Competitiveness of Certain Foreign Suppliers to the United States".
