Stocks reopened with sharp fall on Wednesday as investors went on panic sell-offs right from the start of the trading, fearing further fall amid ongoing curfew. DSEX, the prime index of the Dhaka Stock Exchange (DSE), slid more than 65 points or 1.19 per cent to 5,381 within the first 30 minutes of trading at 11:30am, when the report was filed. Trading and official activities on the bourses resumed on Wednesday after three-break, in line with the reopening banks as broadband internet connection resorted on Tuesday night after five-day blackout.

Online freelancers working from the country fear that the prolonged internet shutdown would have a far-reaching impact as they would lose their regular clients and a negative image of the country would be projected abroad. Even after the internet service is restored in the country, local freelancers will have to struggle for a long time to regain the trust of overseas employers and positive ratings in a highly competitive cyber space, insiders said.

It has been a week of total disruption of the communications system and the supply chain since July 17 when agitating anti-quota students called a nationwide shutdown. The indefinite curfew that the government enforced to combat the ensuing violence across the nation, only made matters worse. Then came the phase of total isolation, when the internet service was totally disrupted, a situation that can be likened to the condition of a human body with its central nervous system gone dysfunctional. In consequence, the losses to the domestic as well as the external sectors of business and economy have been colossal.

The United Arab Emirates (UAE) suspended visa for Bangladeshi workers on Tuesday following agitation by Bangladeshi workers in Dubai showing solidarity with students' quota-reform movement. Dubai police detained 57 workers on July 20 for participating in the agitation violating UAE rules and regulations, said an official of the Ministry of Expatriates' Welfare and Overseas Employment. He said a section of Bangladeshi workers joined a protest to support the ongoing quota movement.

৯৩টি দেশের নাগরিকদের জন্য ভিসামুক্ত প্রবেশাধিকার সুবিধা চালু করেছে থাইল্যান্ড। মূলত দেশটির পর্যটন খাতকে চাঙ্গা করতেই এমন উদ্যোগ নিয়েছে সরকার। তবে এই তালিকায় নেই বাংলাদেশের নাম। গত সোমবার চালু করা স্কিম অনুযায়ী, থাইল্যান্ডে ভিসামুক্ত প্রবেশাধিকার নিয়ে ভ্রমণকারীরা ৬০ দিন অবস্থান করতে পারবেন। এর আগে এই সুবিধা ৫৭টি দেশের জন্য ছিল।

চলমান পরিস্থিতি স্বাভাবিক হতে শুরু হওয়ায় রফতানিমুখী তৈরি পোশাক খাতের সব কারখানা আজ থেকে খুলে দেয়া হয়েছে। সকাল থেকে শ্রমিকরা দল বেঁধে কারখানায় প্রবেশ করেছে। এক্ষেত্রে শ্রমিকদের আইডি কার্ডই কারফিউ পাস হিসেবে বিবেচনা করা হয়েছে।

বাংলাদেশ ব্যাংকের মুদ্রানীতি কমিটির সভা গতকাল অনুষ্ঠিত হয়। গভর্নর আব্দুর রউফ তালুকদারের সভাপতিত্বে ওই সভায় ২০২৪-২৫ অর্থবছরের মুদ্রানীতির খসড়া পাস হয়েছে। বৈঠক সূত্রে জানা গেছে, গত দুই অর্থবছরের মতো চলতি অর্থবছরের মুদ্রানীতিও হবে ‘সতর্ক’ ও ‘সংকুলানমুখী’। মূল্যস্ফীতির লাগাম টানতে বাজারে নিয়ন্ত্রণ করা হবে অর্থের প্রবাহ। এজন্য নীতি সুদহার (রেপো রেট) আরো বাড়ানোর সিদ্ধান্ত হয়েছে। সেক্ষেত্রে নীতি সুদহার বাড়তে পারে ৫০ বেসিস পয়েন্ট। তবে এটি কার্যকর হতে পারে দুই ধাপে। বর্তমানে নীতি সুদহার ৮ দশমিক ৫০ শতাংশ। বাণিজ্যিক ব্যাংকগুলো যে সুদহারে কেন্দ্রীয় ব্যাংক থেকে অর্থ ধার করে সেটিই নীতি সুদহার। এ সুদহার বাড়লে ব্যাংক ঋণের সুদও বাড়ে।

কোটা সংস্কার দাবিতে আন্দোলন ঘিরে সহিংসতা ও কারফিউর প্রভাব পড়েছে পাহাড়ের পর্যটন শিল্পে। রাঙ্গামাটির সাজেক ভ্যালিসহ তিন পার্বত্য জেলার ছোট-বড় পর্যটন কেন্দ্রগুলোর সবই এখন পর্যটকশূন্য। সড়ক যোগাযোগ বন্ধ থাকায় এলাকাগুলোয় আটকে পড়া পর্যটকরাও এরই মধ্যে গন্তব্যে ফিরে গেছে। এক সপ্তাহ ধরে চলমান এ পরিস্থিতিতে পর্যটক-খরায় পড়েছেন উদ্যোক্তারা।

দেশে কর্মজীবীদের বড় অংশই কাজ করছেন প্রাতিষ্ঠানিক কাঠামোবিহীন অনানুষ্ঠানিক খাতে বা ইনফরমাল চাকরিতে। সাধারণত যেসব চাকরিতে আইনি সুরক্ষা পাওয়ার মতো সুযোগ ও কাঠামো থাকে না; সেগুলোকেই এ খাতের অন্তর্ভুক্ত ধরে নেয়া হয়। বাংলাদেশ শ্রমশক্তি জরিপ ২০২২-এর তথ্য অনুযায়ী, দেশের শ্রমশক্তির ৮৪ দশমিক ৯ শতাংশই অনানুষ্ঠানিক খাতে কর্মরত। আর আন্তর্জাতিক শ্রম সংস্থার (আইএলও) ২০২২ সালের তথ্য অনুযায়ী, আনুষ্ঠানিক কর্মসংস্থানে সবচেয়ে বিশ্বে পিছিয়ে থাকা দেশগুলোর অন্যতম বাংলাদেশ। এ তালিকায় বাংলাদেশের অবস্থান সপ্তম। সংশ্লিষ্টরা বলছেন, দেশে গত কয়েক বছরে শিক্ষার হার বেড়েছে। উচ্চ শিক্ষিত তরুণদের সংখ্যাও প্রায় দ্বিগুণ হয়েছে। কিন্তু সে অনুপাতে আনুষ্ঠানিক কর্মসংস্থান বাড়েনি। বিশেষত বেসরকারি খাতে আনুষ্ঠানিক কর্মসংস্থানে আশানুরূপ প্রবৃদ্ধি দেখা যাচ্ছে না। তরুণদের বড় অংশ এখন সরকারি চাকরির পেছনে ছুটছে। সৃষ্টি হচ্ছে সরকারি চাকরিকেন্দ্রিক আন্দোলনও।

Bangladesh's blocked commercial lifeline begins clearing with manual import release but digitally handled export yet remains blocked to the dismay of exporters and buyers both. Customs authorities Tuesday restored some of its networks to release some key commodities and raw materials while the shipment of exportable goods remained mostly suspended at major ports. Imported perishables and food items are being released from Chittagong seaport and Benapole and Bhomra land-ports, but customs officials have yet to resume export of goods due to internet-network disruptions.

With the internet blackout and nationwide shutdown comes a host of problems for internal revenue generation. According to a report published in this newspaper on July 22: "State exchequer counts an estimated domestic revenue loss of Tk 8.73 billion daily as production, trade and services falter for the ongoing nationwide quota-protest shutdown coupled with internet blackout." The domino effect on production, trade and services due to the cumulative loss of internet access, production and distribution of products and the halting of digital services is contributing to this loss in revenue.

The recent move by Bangladesh Bank to establish private credit bureaus marks a significant step towards a more robust financial ecosystem. It is good is see that our Central Bank has taken this important step as Credit bureaus play a vital role in promoting access to finance, fostering economic growth, and ensuring responsible lending practices. This is indeed a very positive and timely step by the central bank.

By now it is clear that following LDC graduation in less than two years, Bangladesh is poised to face many fresh challenges due to its elevated country status. A good deal of these relates to preferential benefits in the realm of trade and commerce the country so long enjoyed and is still enjoying as an LDC. One such challenge is the new EU Generalised System of Preferences-plus (GSP-plus) scheme. The existing EU-GSP has been crucial in enabling Bangladesh to access the EU market by providing zero tariffs on exports. The revision of the scheme renamed GSP+ has added some strict prerequisites to qualify for preferential treatment under the scheme. GSP-plus is a remodelling of the duty preference structure that focuses on, among others, a number of International Labour Organisation (ILO) conventions related to labour standards.

The government Tuesday issued the much-hyped circular clipping quotas in all grades of government jobs to 7.0 per cent from a steep level, in an exigent step meant for pacifying student protesters."Strictly in line with the verdict of the Appellate Division of the Supreme Court (SC) has this quota rearrangement been made," Law Minister Anisul Huq said at a press conference held at his residence at Gulsahn-2 in Dhaka. The aggregate 7.0 per cent breaks down as 5.0 per cent for children of Freedom Fighters and Birongona, 1.0 per cent for the ethnic minorities and another 1.0 per cent for the physically challenged-and third-gender persons. The remaining 93 per cent of the jobs remain open for grabs on merit basis.
