Protecting basic rights of the poor, their children |
The World Bank's Bangladesh Development Update, released on April 24, painted a gloomy picture of Bangladesh's economic outlook, warning of rising poverty, deepening inequality, and slowing growth. It indicates that an additional 3 million people may fall into extreme poverty this year, with the extreme poverty rate feared to rise from 7.7 per cent to 9.3 per cent. Meanwhile, the overall national poverty rate is forecast to increase from 20.5 per cent in 2024 to 22.9 per cent in 2025.
According to the World Bank report, income inequality in Bangladesh, measured by the Gini index, is projected to rise from 33.4 in 2022 to 36.1 in 2025. The Gini index ranges from 0, representing perfect equality, to 100, indicating maximum inequality.
To check the growing poverty and rising income inequality, the government will have to implement some targeted measures in the upcoming budget. Rising inequality and pervasive discrimination are not inevitable consequences of development; rather it is the result of deeply flawed economic policies that favour the interests of the elite leading to a skewed distribution of wealth and opportunities. As a result, inequality kept widening through various mechanisms, such as discriminatory taxation systems that disproportionately burden the poor, exploitative labour practices that permit extremely low wages, and widespread corruption and irregularities in the implementation of government programmes, including social safety net programmes. |

বীমা দাবি পরিশোধে জমি বিক্রি করবে পদ্মা লাইফ |
গ্রাহকদের বীমা দাবি পরিশোধ করার লক্ষ্যে জমি বিক্রির সিদ্ধান্ত নিয়েছে পুঁজিবাজারে তালিকাভুক্ত প্রাইম ইসলামী লাইফ ইন্স্যুরেন্স লিমিটেডের পর্ষদ। কোম্পানির কুমিল্লায় থাকা ২০ শতাংশ জমি বিক্রি করবে। এ বিষয়ে ১২ মার্চ নিয়ন্ত্রক সংস্থা বীমা উন্নয়ন ও নিয়ন্ত্রণ কর্তৃপক্ষের (আইডিআরএ) অনুমোদন নিয়েছে কোম্পানিটি। এর আগে গত ২০ জানুয়ারি পর্ষদ সভায় এ সিদ্ধান্ত নেয় পদ্মা লাইফ। ঢাকা স্টক এক্সচেঞ্জ (ডিএসই) সূত্রে এ তথ্য জানা গেছে। তথ্যানুসারে, কুমিল্লা সদর থানার বাটাবাড়িয়া মৌজায় অবস্থিত এ জমির বিক্রয় মূল্য নির্ধারণ করা হয়েছে ১ কোটি ৯০ লাখ টাকা। জমি বিক্রির টাকায় দাবিদারদের পাওনা পরিশোধের জন্য তহবিল সংগ্রহ করবে পদ্মা লাইফ। ৩১ ডিসেম্বর সমাপ্ত ২০২৩ হিসাব বছরে বিনিয়োগকারীদের জন্য কোনো লভ্যাংশ ঘোষণা করেনি পদ্মা লাইফের পর্ষদ। ৩১ ডিসেম্বর সমাপ্ত ২০২২ হিসাব বছরেও বিনিয়োগকারীদের কোনো লভ্যাংশ দেয়নি কোম্পানিটি। ৩১ ডিসেম্বর সমাপ্ত ২০২১ হিসাব বছরে বিনিয়োগকারীদের ২ শতাংশ নগদ লভ্যাংশ দিয়েছিল কোম্পানিটি। |

5 lakh more recipients, increased allowances for FY26 social safety |
In a bid to provide greater financial relief to vulnerable communities, the government has decided to increase the allowances for all beneficiaries of ongoing social safety net programmes in the upcoming fiscal 2025-26, requiring an additional Tk1,400 crore in the next budget.
Under the Ministry of Social Welfare, the monthly allowances will be raised by Tk50 to Tk150, depending on the specific programme. Additionally, more than 5 lakh new beneficiaries will be added across seven key schemes, ministry officials said. This initiative aims to support economically vulnerable groups, including the poor, the disabled, and marginalised communities, in light of the rising cost of living, according to ministry officials.

Japan, UNHCR sign $1.6m deal to boost Rohingya support in Bangladesh |
The government of Japan and UNHCR, the UN Refugee Agency, have recently signed a partnership agreement to improve living conditions, strengthen primary healthcare and empower Rohingya refugees in Bangladesh.
The contribution of USD 1.6 million [JPY 250 million] will support the construction of safer shelters in the Cox’s Bazar camps, the provision of essential medicines and medical supplies, and the engagement of refugees as community health workers. It will also support the self-reliance of refugees in Cox’s Bazar and on Bhasan Char through opportunities for self-reliance. |

Social safety-net programmes Dynamic selection process in the offing |
The interim government is going to introduce a "dynamic social registry (DSR)" system to receive real-time applications seeking government support from the social safety-net programmes (SSNPs), officials said.
The online registration system is expected to check fraudulent and bad-practices in the selection process of beneficiaries and ensure transparency and accountability, said senior officials at the Ministry of Finance (MoF) and Cabinet Division. After launching the system, people who are under the poverty line as well as socially displaced and vulnerable can apply and register online for the benefits, said a senior official at the MoF. However, the applicants would have to take the help of a smart phone or internet facilities. Some of the most prevalent issues in the current beneficiary selection process are poor targeting, wasting resources, poor communication among organisations responsible for implementation of the programme, excessive overhead cost, and the complete lack of an assessment framework to measure the results. |

কক্সবাজারে লবণের দাম নেমে এসেছে উৎপাদন খরচের নিচে |
দেশে বর্তমানে লবণ মৌসুমের মধ্য সময়। আবহাওয়া অনুকূল থাকায় প্রত্যাশা অনুসারে উৎপাদন হচ্ছে। তবে দাম উৎপাদন খরচের নিচে নেমে আসায় উদ্বেগে আছেন লবণচাষীরা। কক্সবাজারের বর্তমানে এক মণ লবণ বিক্রি হচ্ছে সর্বোচ্চ ২৪০ টাকায়। কিন্তু মণপ্রতি উৎপাদন খরচ রয়েছে প্রায় ৩০০ টাকার বেশি। কক্সবাজারের মহেশখালীর হোয়ানকের লবণচাষী মোহাম্মদ সাকের বলেন, ‘বর্তমানে লবণের যে দাম আছে তাতে জমির দাম, শ্রমিকের মজুরি ও অন্যান্য খরচ ওঠানো সম্ভব নয়।’ সাকের ছাড়াও কক্সবাজার উপকূলের কুতুবদিয়া, মহেশখালী, চকরিয়া, পেকুয়া, টেকনাফ, কক্সবাজার সদর ও পার্শ্ববর্তী বাঁশখালীর প্রায় ৬৫ হাজার চাষী একই দুশ্চিন্তায় ভুগছেন। কক্সবাজার লবণচাষী কল্যাণ সমিতি সূত্রে জানা গেছে, গত বর্ষা মৌসুমে সর্বোচ্চ মণপ্রতি ৫৫০ টাকায় সংরক্ষিত লবণ বিক্রি হয়েছে। অগ্রহায়ণে চলতি উৎপাদন মৌসুম শুরু হওয়ার সঙ্গে সঙ্গে হঠাৎ দরপতন শুরু হয়।

সামাজিক নিরাপত্তা বেষ্টনীতে ভাতা ও সুবিধাভোগী বাড়ানোর পরিকল্পনা সরকারের |
আগামী বাজেটে সামাজিক নিরাপত্তা বেষ্টনীর কয়েকটি কর্মসূচির ভাতা, সুবিধাভোগী ও বরাদ্দ বাড়ানোর পরিকল্পনা করছে সরকার। সমাজকল্যাণ মন্ত্রণালয় সূত্রে জানা গেছে, আগামী অর্থবছরের বাজেটে বয়স্ক ভাতা, বিধবা ভাতা, স্বামী নিগৃহীতা ভাতা, অসচ্ছল প্রতিবন্ধী ভাতাসহ প্রায় ১০টি ভাতা বাড়ানোর পরিকল্পনা করছে সরকার। বয়স্ক, বিধবা ও স্বামী নিগৃহীতা ভাতা ১৫০ টাকা থেকে ২০০ টাকা পর্যন্ত বাড়তে পারে। এছাড়া অতিদরিদ্রদের জন্য কর্মসংস্থান, খাদ্যবান্ধব কর্মসূচি, ভালনারেবল গ্রুপ ডেভেলপমেন্ট (ভিজিডি) কর্মসূচি ও ন্যাশনাল সার্ভিস কর্মসূচির বরাদ্দ বাড়ানোর পরিকল্পনা করা হচ্ছে। অর্থ উপদেষ্টা ড. সালেহউদ্দিন আহমেদ রোববার (৯ ফেব্রুয়ারি) বাংলাদেশ সেক্রেটারিয়েট রিপোর্টার্স ফোরামের অনুষ্ঠানের পর টিবিএসকে বলেন, এ বিষয়ে প্রস্তাব পাঠানোর জন্য সমাজকল্যাণ মন্ত্রণালয়কে বলা হয়েছে। সমাজকল্যাণ মন্ত্রণালয় প্রস্তাব পাঠানোর পর এ বিষয়ে সিদ্ধান্ত নেওয়া হবে।
তিনি টিবিএসকে বলেন, সামাজিক নিরাপত্তা বেষ্টনীর কয়েকটি কর্মসূচির ভাতা বাড়ানোর পরিকল্পনা রয়েছে। বর্তমানে যে পরিমাণ ভাতা দেওয়া হয়, সেটা খুবই কম।' |

নারী উদ্যোক্তাদের ঋণ পরিশোধে ১ শতাংশ প্রণোদনা অব্যাহত থাকবে |
ক্ষুদ্র, কুটির ও মাঝারি শিল্প (এসএমই) খাতের নারী উদ্যোক্তাদের নির্ধারিত সময়ের মধ্যে ঋণ পরিশোধ করতে ১ শতাংশ প্রণোদনা সুবিধা অব্যাহত রাখতে ব্যাংক ও আর্থিক প্রতিষ্ঠানগুলোকে নির্দেশ দিয়েছে বাংলাদেশ ব্যাংক।
কেন্দ্রীয় ব্যাংকের এসএমই অ্যান্ড স্পেশাল প্রোগ্রামস ডিপার্টমেন্ট থেকে গতকাল এ-সংক্রান্ত একটি নির্দেশনা জারি করা হয়েছে। নারী উদ্যোক্তাদের কাছ থেকে ঋণ আদায় বাড়াতে ব্যাংক, আর্থিক প্রতিষ্ঠান ও গ্রাহকদের উৎসাহিত করতে এ পদক্ষেপ নেয়া হয়েছে।
এ সুবিধার মেয়াদ ছিল ২০২৪ সালের ৩১ ডিসেম্বর পর্যন্ত। তবে পুনঃঅর্থায়ন স্কিম থেকে বিতরণ করা ঋণ বা বিনিয়োগের বিপরীতে এ প্রণোদনা সুবিধা ২০২৫ সালের ১ জানুয়ারি থেকে পরবর্তী নির্দেশ না দেয়া পর্যন্ত অব্যাহত থাকবে।
২০১৯ সালে বাংলাদেশ ব্যাংক এ স্কিমটি চালু করে। তখন নারী-পুরুষ উদ্যোক্তারা এ ঋণ নেয়ার অনুমতি পেয়েছিলেন। তবে এটি পরে শুধু নারী উদ্যোক্তাদের জন্য নির্ধারণ করা হয়। সর্বশেষ এ স্কিমের পরিমাণ দ্বিগুণ করে ৩ হাজার কোটি টাকায় উন্নীত করা হয়।

প্রধান প্রধান অর্থনীতিগুলোর দানে কার্পণ্য, গভীর হচ্ছে বৈশ্বিক ক্ষুধা সংকট |
এ যেন সরল অথচ নির্মম এক সমীকরণ—যেখানে ত্রাণের অভাবে বিশ্বব্যাপী ক্ষুধার্ত ও অনাহারী মানুষের সংখ্যা বাড়ছে। কারণ তাদেরকে সহায়তার জন্য বিশ্বের সম্পদশালী দেশগুলোর দানকৃত অর্থের পরিমাণ কমছে।
ফলস্বরূপ জাতিসংঘ বলছে, আগামী বছর ৩০ কোটির বেশি (৩০৭ মিলিয়ন) মানুষকে মানবিক সহায়তা দেওয়া প্রয়োজন – কিন্তু, দাতাদের থেকে সংগ্রহ করা তহবিল দিয়ে এর মধ্যে কেবল ৬০ শতাংশ মানুষকে সাহায্য করা যাবে। অর্থাৎ, আগামী বছর জাতিসংঘের খাদ্য ও অন্যান্য জরুরি সহায়তা পাবে না অন্তত ১১ কোটি ৭০ লাখ মানুষ।
চলতি বছরে মানবিক সহায়তা প্রদানের জন্য ৪ হাজার ৯৬০ কোটি মার্কিন ডলার তহবিল সংগ্রহ করতে চেয়েছিল জাতিসংঘ, কিন্তু তার মাত্র ৪৬ শতাংশ সংগ্রহ নিয়েই এবছর শেষ হচ্ছে। বিশ্বসংস্থাটির নিজস্ব তথ্যেই এমন চিত্র উঠে এসেছে। এনিয়ে টানা দ্বিতীয় বছরের মতো জাতিসংঘ যা চেয়েছিল–তার অর্ধেকেরও কম তহবিল পেল। তহবিলের এই সংকটে বিপাকে পড়েছে মানবিক সহায়তা প্রদানকারী সংস্থাগুলো; ফলে তাদের ক্ষুধার্তদের জন্য খাদ্য রেশন হ্রাস করতে হচ্ছে, একইসঙ্গে সহায়তার আওতায় আসা মানুষের সংখ্যাও কমানোর মতো নির্দয় সিদ্ধান্ত নিতে হচ্ছে। |
