বাংলাদেশ হয়তো নিজের প্রয়োজনের সব খাদ্য উৎপাদন করতে পারে, কিন্তু সেই উৎপাদন টিকিয়ে রাখার মতো বীজ উৎপাদন করতে পারছে না। ফলে অর্থকরী ফসল থেকে শুরু করে শাকসবজি পর্যন্ত—দেশের কৃষি এখন নীরবে নির্ভরশীল হয়ে পড়ছে আমদানি করা বীজের ওপর, যা আজ বাংলাদেশের কৃষি উৎপাদনের মূলভিত্তি হয়ে উঠেছে। পাটের কথাই ধরুন, বিশ্ববাজারে পাট ও পাটজাত পণ্য রফতানিতে দ্বিতীয় শীর্ষ অবস্থানটি বাংলাদেশের। অথচ সোনালী আঁশের প্রায় ৮০ শতাংশ বীজ আমদানি করা হয়,যার বেশিরভাগটাই ভারত থেকে। |

জুলাইয়ে চালের রেকর্ড মজুদ ভারতে, গম চার বছরের শীর্ষে |
ভারতের সরকারি গুদামে জুলাইয়ের শুরুতে চালের মজুদ ১৫ শতাংশ বেড়ে রেকর্ড সর্বোচ্চে পৌঁছেছে। একই সময়ে গমের মজুদ দাঁড়িয়েছে চার বছরের মধ্যে সবচেয়ে বেশিতে। দেশটির সরকারি তথ্যানুযায়ী, কৃষকদের থেকে সরকারের ফসল কেনার পরিমাণ বেড়ে যাওয়া এ প্রবৃদ্ধির অন্যতম কারণ।
প্রকাশিত প্রতিবেদন বলছে, ভারতের রেকর্ড চাল মজুদের কারণে সামনের দিনগুলোয় দেশটি থেকে রফতানি আরো বাড়বে। অন্যদিকে গমের মজুদ বেশি থাকায় ভবিষ্যতে দাম বাড়লেও সরকার বাজারে গম ছাড়তে পারবে, যা দাম নিয়ন্ত্রণে সাহায্য করবে। চলতি বছরের ১ জুলাই পর্যন্ত ভারতে সরকারি গুদামে ধানসহ চালের মোট মজুদ ছিল ৫ কোটি ৫৬ লাখ ৬০ হাজার টন। এটি দেশটির সরকার নির্ধারিত ১ কোটি ৩৫ লাখ টন লক্ষ্যমাত্রার তুলনায় অনেক বেশি। একই সময়ে গমের মজুদ দাঁড়ায় ৩ কোটি ৫৯ লাখ টনে, যা ২০২১ সালের পর সর্বোচ্চ এবং সরকার নির্ধারিত ২ কোটি ৭৬ লাখ টন লক্ষ্যমাত্রার তুলনায় বেশি।

Bangladesh’s food security at risk as farmland shrinks by 3.75pc in 8 Years: BBS Survey |
Bangladesh’s food production faces a significant threat, and food security is increasingly at risk as agricultural land has been eroded by 3.75 percent over the past eight years, driven by rapid urbanisation across the country. This alarming finding was revealed in a comprehensive survey report by the Bangladesh Bureau of Statistics (BBS), conducted under its ‘Strengthening Environment, Climate Change and Disaster Statistics (ECDS)’ project, reports UNB.
The survey, covering the period from 2015 to 2023, shed light on critical environmental and climate issues for the first time in such detail in Bangladesh. The report was officially unveiled on Sunday, at a dissemination seminar held at the BBS Auditorium, marking a significant step in the country’s commitment to environmental statistics. Beyond the decline in agricultural land, the survey presented a range of crucial climate-related data. It found that natural forest cover decreased by 5.41 percent during the same eight-year period, although this was partially offset by a substantial 27.36 percent increase in planted forests (social plantations). |

স্বাধীনতা-উত্তর সার্বিক কৃষি ব্যবস্থাপনায় উন্নয়ন যে পর্যায়ে এসেছে তা অবশ্যই প্রশংসাযোগ্য। দেশে কৃষির সঙ্গে সংশ্লিষ্ট কৃষক-বৈজ্ঞানিক কর্মকর্তাসহ সংশ্লিষ্টদের অনেক অবদান রয়েছে। এখানে বিভিন্ন পর্যায়ের ব্যবসায়ীরা রয়েছেন যারা কৃষি নিয়ে ভাবেন, কৃষি নিয়ে ব্যবসা করছেন। তারা শুধু ব্যবসায়িক কারণেই ব্যবসা করছেন সেটা আমরা মনে করি না। তাদের নৈতিক দায়িত্ব মানুষকে সাহায্য করা। দেশকে সমৃদ্ধ করার জন্য এ কর্মকাণ্ডগুলো করছেন বলেই সেটি আমরা বিশ্বাস করি। এসব অবদানকে স্মরণ করে এবং স্বীকৃতি দিয়ে আমি দুটি কথা বলব। তার পরও আমার যেন কেন মনে হয়, আমরা আজকে যে পর্যায়ে পৌঁছেছি সেটি অবশ্যই আমাদের বড় অর্জন। কিন্তু আমার ধারণা, আমরা যদি পরিকল্পনামাফিক কাজ করতাম তাহলে এর চেয়েও আরো অনেক দূর এগিয়ে যেতে পারতাম। আমাদের আরো অনেক কিছু করার সুযোগ রয়েছে। এ পথ চলায় বেশকিছু বিষয় রয়েছে যেগুলো রিডিজাইন বা রিস্ট্রাকচার বা রিঅর্গানাইজ করে করলে ফ্রেমিংটা আরো মজবুত, যথার্থ ও প্রশস্ত হতো। |

এদিকে সাপ্তাহিক লেনদেনের শেষ দিনে শিকাগো বোর্ড অব ট্রেডে (সিবিওটি) ভুট্টার দাম দশমিক ৬ শতাংশ বেড়েছে। প্রতি বুশেলের মূল্য স্থির হয়েছে ৪ ডলার ৭৭ সেন্টে। এ সময় সয়াবিনের দাম দশমিক ৭ শতাংশ বেড়ে বুশেলপ্রতি ১০ ডলার ২৫ সেন্টে পৌঁছেছে।

ভারতে চালের রেকর্ড মজুদ কমেছে গমের |
ভারতে সরকারি লক্ষ্যমাত্রার তুলনায় চালের মজুদ আট গুণ বেড়েছে। ফুড করপোরেশন অব ইন্ডিয়ার সংকলিত তথ্যানুযায়ী, ১ জানুয়ারি দেশটির রাষ্ট্রীয় গুদামে ধানসহ চালের মোট মজুদ ছিল ৬ কোটি ৯ লাখ টন। এ সময় সরকারি লক্ষ্যমাত্রা ধরা হয়েছিল ৭৬ লাখ টন। খবর বিজনেস রেকর্ডার।
বিশ্বের শীর্ষ চাল রফতানিকারক দেশ ভারত। খাতসংশ্লিষ্টরা জানিয়েছেন, বাড়তি মজুদের কারণে দেশটি থেকে রফতানি বাড়ানোর সুযোগ তৈরি করেছে। ফলে বিশ্ববাজারে আরো কমে আসতে পারে পণ্যটির দাম।
অন্ধ্র প্রদেশের কাকিনাদাভিত্তিক এক রফতানিকারক বলেন, ‘চালের মজুদ আগের তুলনায় অনেক বেড়েছে। কিছু রাজ্যে এখনো ধান সংগ্রহ অব্যাহত রয়েছে। সরকার বেশির ভাগ বিধিনিষেধ তুলে নেয়ায় সেপ্টেম্বরে ও অক্টোবরের পর ভারতের চাল রফতানি ত্বরান্বিত হয়েছে।’
এদিকে ভারতে বছরের শুরুতেই নিম্নমুখী হয়েছে গমের মজুদ। ১ জানুয়ারি দেশটিতে পণ্যটির মজুদের পরিমাণ ছিল ১ কোটি ৮৪ লাখ টন। যেখানে লক্ষ্যমাত্রা ধরা হয়েছিল ১ কোটি ৩৮ লাখ টন। এটি গত পাঁচ বছরের গড় মজুদ ২ কোটি ৬৭ লাখ টনের তুলনায় অনেক কম।
ব্যবসায়ীরা জানান, অভ্যন্তরীণ বাজারের ঘাটতি দূর করতে তারা সরকারি মজুদ থেকে গম বিক্রির পরিমাণ বাড়ানোর জন্য আহ্বান জানিয়েছেন।
তবে খাতসংশ্লিষ্টরা বলছেন, গমের মজুদ আরো কমে গেলে সরকার পাইকারি ও খুচরা ব্যবসায়ীদের কাছে গম বিক্রির পরিমাণ আরো কমাতে পারে।
একটি গ্লোবাল ট্রেড হাউজের মুম্বাইভিত্তিক এক ডিলার বলেন, ‘গমের মজুদ কমেছে। এমন পরিস্থিতির কারণে সরকার গম বিক্রির পরিমাণ গত বছরের তুলনায় অনেক কমাবে।’
ভারত সরকার ২০২৫ সালের মার্চে শেষ হওয়া বছরের মধ্যে ২৫ লাখ টন গম রাষ্ট্রীয় মজুদ থেকে বড় গ্রাহকের কাছে বিক্রির পরিকল্পনা করেছে, যা গত মৌসুমে ছিল এক কোটি টন।

Govt warned of rice shortage amid market instability |
The home ministry has warned the government about the possible shortfall of rice due to volatile global market, rising dollar price, soaring production cost and recent floods.Exploiting the issues, unscrupulous traders is destabilising the rice market by hoarding it, adversely affecting the country's consumers.
The ministry has conducted an investigation against the backdrop of a hike in rice prices by Tk 2 to Tk 4 per kg in the last two weeks.
They have placed a set of suggestions, including further strengthening the market monitoring activity. The FE has obtained a copy of the investigation report.
According to the report, increased price of rice and key essentials have been impacting the image of the government. The report has recommended overseeing and monitoring regular production and supply of rice at the mills and mokams, identifying dishonest millers and traders and taking action against them, allowing traders to import a fixed amount of rice and stockpiling sufficient food grain aiming to keep the supply and prices stable. |

Farm loan disbursements fall 27pc in first quarter |
Farm-credit disbursements dropped by nearly 27 per cent in the first quarter (Q1) of the current fiscal year (FY 2024-25) due to political unrest across the country and severe flooding in different parts, officials said. The disbursements came down to Tk 64.58 billion during the July-September quarter of FY '25 from Tk 88.25 billion in the same period of the previous fiscal year, according to the Bangladesh Bank's (BB) latest statistics. Of the Tk 64.58 billion, eight public banks disbursed Tk 24.32 billion and the remaining Tk 40.26 billion by the private commercial banks (PCBs) and foreign commercial banks (FCBs).The central bank has already instructed all banks to gear up loan disbursement campaigns across the country to boost production and ensure food security, according to the officials. |

বাংলাদেশের অর্থনীতির আকার বড় হয়েছে। আর্থিক বিভিন্ন সূচকের উন্নতি ঘটেছে। কয়েক বছর ধরে অর্থনৈতিক প্রবৃদ্ধি বেড়েছে। উন্নয়নের সুবিধা দেশের সব মানুষের কাছে সমানভাবে পৌঁছেনি। ফলে দেশের অর্থনীতির আকার বড় হলেও জনসংখ্যার একটি অংশ পেট ভরে খেতে পারে না। এ সংবাদ দেশের রাজনীতি ও প্রশাসনিক নীতিগুলোকে প্রশ্নবিদ্ধ করছে। বৈশ্বিক ক্ষুধা সূচকে গত বছরের চেয়ে তিন ধাপ অবনমন হয়েছে বাংলাদেশের। সম্প্রতি প্রকাশিত পরিসংখ্যান অনুসারে ১২৭টি দেশের মধ্যে বাংলাদেশের অবস্থান ৮৪তম। সব মিলিয়ে দেশে ক্ষুধা নিরাময় এখন বড় উদ্বেগের জায়গায় দাঁড়িয়েছে।
বিশ্ববাসীর মধ্যে ক্ষুধার প্রকোপ কতখানি, তা জানতে প্রতি বছর বৈশ্বিক ক্ষুধা সূচক প্রকাশ করা হয়। কোন দেশে কত মানুষ এখনো ক্ষুধা আক্রান্ত, তা প্রকাশ করাই এর কাজ। এ সূচকে আফ্রিকা ও দক্ষিণ এশিয়ার দেশগুলো বরাবরই সর্বাধিক ক্ষুধা আক্রান্ত বলে উঠে এসেছে। এ বছরের ক্ষুধা সূচক বলছে, দক্ষিণ এশিয়ায় ক্ষুধার মাত্রা গুরুতর, কারণ এ অঞ্চলে রয়েছে অর্থনৈতিক চ্যালেঞ্জ, প্রাকৃতিক দুর্যোগ ও অপুষ্টি। আর বিশ্বব্যাপী ক্ষুধার কারণ হিসেবে দেশে দেশে ছড়িয়ে পড়া সংঘাত, জলবায়ু পরিবর্তন, অর্থনৈতিক চ্যালেঞ্জ, ঋণ সংকট ও বৈষম্যকে দায়ী করা হয়েছে। |

BTTC suggests halving RD on sugar imports |
Bangladesh Trade and Tariff Commission (BTTC) on Sunday suggested halving the regularity duty (RD) on sugar imports, from existing 30 per cent to 15 per cent to keep the prices of the staple in the market under control during the upcoming fasting month Ramadan. It also suggested intensifying surveillance by law-enforcers against the smuggling of sugar across the border areas.
The state entity requested the National Board of Revenue (NBR) for taking next course of action regarding the issue.The tariff commission also believes that halving the regulatory duty will lead to the reduction of the smuggling of sugar. Formal imports will be encouraged by reducing duties and taxes on sugar import. During the holy month of Ramadan, increased demand for sugar is created in the local market, according to the BTTC letter. |

Govt mulls cutting duty on rice import to tame prices: Officials |
The government is considering reducing the import duty on rice in an effort to stabilise rice prices in the country.
Sources at the finance, commerce, and food ministries indicate that this decision is being contemplated due to recent floods that severely impacted paddy cultivation.
Major agricultural areas, including Chattogram, Feni, Noakhali, Laxmipur, and Cumilla, were flooded, and currently, Rangpur, Sherpur, Lalmonirhat, Netrokona, and Mymensingh are facing flood. These regions are vital rice producers for the country. |

Core inflation record 10.5pc amid price spikes, dollar dearth |
Core inflation fired up over double-digit count for the first time in Bangladesh last August amid price spikes, especially as non-food prices rose significantly, officials said. The core inflation rose to 10.57 per cent in August on a point-to-point basis from 8.66 per cent a month before, according to the central bank's latest statistics. It was 9.52 per cent in December 2022.
Currently, the Bangladesh Bank (BB) is measuring the core inflation by excluding food and fuel components from the consumer price index (CPI).The central bank had taken a strong measure by announcing a plan for increasing the policy rate twice by October 2024 after calculating the latest core- inflation figures in its bid to cool the mercury. |

Will hawkish policy bring down inflation? |
The central bank has further tightened its monetary stance by hiking the policy rate to pull down the inflationary pressure. It increased the overnight repo rate by 50 basis points to 9.50 per cent from 9.0 per cent on September 24. Thus, the policy rate was increased within a month as inflation was still high, eroding people's actual income. Bangladesh Bank, under the leadership of the new governor, decided last month to continue the contractionary monetary policy until the price level comes down to a satisfactory or optimal level. The decision was also disclosed publicly to ensure transparency in its work and provide a clear message to the financial market. Fall in food prices drives Sept inflation down |
A significant fall in food inflation has facilitated a drop in the overall consumer price index (CPI) in September last, official data showed on Wednesday The rate of point-to-point inflation at the national level in the last month decreased by 0.57 percentage points to 9.92 per cent from 10.49 per cent in the previous month, Bangladesh Bureau of Statistics (BBS) data, unveiled on Wednesday, show.
